<p>Promoting fair and competitive markets is a key driver of economic efficiency, private-sector development, and consumer welfare. Across the Arab region, markets are undergoing rapid transformation driven by diversification efforts, evolving regulatory frameworks, digitalization, and global supply-chain shifts. These developments have increased the need for rigorous legal, regulatory, and competition analysis to help governments identify market distortions, assess anti-competitive practices, and design effective, evidence-based policy interventions. Within this context, ESCWA supports member States in strengthening competition frameworks, improving market performance, and building institutional, legal, and analytical capacities for competition assessment and enforcement. The Competition and Consumer Policies portfolio in the Economic Governance and Planning Section combines regional policy development, country-level technical assistance, market studies, capacity-building, and knowledge products, often in close collaboration with national competition authorities and other public institutions. A key area of focus is the use of competition-based market studies to identify structural, behavioral, regulatory, and legal constraints affecting market performance. These studies serve as practical tools for diagnosing market failures, reviewing the adequacy of legal and institutional frameworks, supporting enforcement priorities, and guiding reforms that enhance efficiency, resilience, and consumer welfare. Within this broader regional mandate, ESCWA is currently supporting the Sultanate of Oman in strengthening competition conditions in priority economic sectors. The building materials sector, which is central to construction, infrastructure development, and industrial activity, has been identified as a strategic area for in-depth analysis. The sector plays a critical role in national development yet faces challenges related to market structure, supply chains, pricing dynamics, regulatory requirements, institutional arrangements, and potential anti-competitive practices. To respond to these needs, ESCWA seeks to engage a Legal Competition Consultant to support legal, regulatory, policy, and technical work under the Competition and Consumer Policies portfolio. The consultant will be assigned primarily to the Oman building materials market study and will contribute to legal assessments, competition law and policy analysis, review of regulatory and institutional frameworks, and the identification of legal or procedural constraints affecting market competition. The consultant may also provide support to other related competition-policy activities of the section, as required and in line with the needs of the assignment.</p><p>Under the overall supervision of the Project Manager and Economic Affairs Officer, the Consultant will support the legal and regulatory analysis of ESCWA s work on competition policy, market studies, and business regulation. The Consultant will primarily support the legal analysis of the XB project for Oman building materials sector, while also providing legal and regulatory inputs to related work on market functioning, competition, consumer protection, and business regulations, as required and within the scope of the assignment.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>A Master's degree or equivalent in law, business law or related areas is required. A first-level university degree, in combination with qualifying experience, may be accepted in lieu of the advanced degree. All candidates must submit a copy of the required educational degree. Purchase Request Management</p><p>Review assigned purchase requests on a daily basis from the Logistics Manager.</p><p>Clarify request details with the requester when necessary.</p><p>Participate in inception meetings for assigned projects when required.</p><p>Verify that the purchase request includes all required documentation and approvals.</p><p>2. Tender Support</p><p>Receive and record tender submissions from suppliers.</p><p>Assist in organizing tender opening sessions.</p><p>Prepare minutes of meetings and tender evaluation documentation.</p><p>5. Supplier Management and Market Monitoring</p><p>Monitor supplier performance related to delivery timelines and quality of goods or services.</p><p>Identify and register potential new suppliers and update the supplier database.</p><p>7. Fleet Monitoring Support</p><p>Follow up on vehicle tracking and update fleet information in the database.</p><p>Monitor maintenance and repair needs of vehicles and report issues.</p><p>Update fleet and driver records in the fleet database.</p><p>Report anomalies related to vehicle usage or fuel consumption.</p><p>8. Records, Systems and Reporting</p><p>Support inventory monitoring and periodic inventory cycles when required.</p><p>9. Follow up on production records and manufacturing batch records to ensure they are filled adequately as per good documentation practices, that no errors have occurred or, if errors have occurred, that they have been fully investigated, and make sure they are signed by the authorized person.</li><li>b. Cash for Work project associate reports to Cash for Work project officer. Responsibilities Manage project-related complaints and issues by coordinating with field staff and cash for work project team, and compile relevant reports. Prepare responses and correspondence for project-related queries. Develop standard operating procedures, eligibility criteria, guidance notes, documentation of best practices, and lessons learned. <p>The primary objective of this service is to support the ESCWA Technology Centre (ETC) in strengthening the visibility, utilization and impact of the DEPAR platform, while supporting outreach, stakeholder engagement and logistical coordination for the Arab SMEs Summit (ASMES) 2026. The assignment will contribute to content management, community building, engagement of entrepreneurs, SMEs and persons with disabilities (PwDs), and the promotion of ETC programmes and results through DEPAR and Summit-related activities.</p><p>Background The ESCWA Technology Centre (ETC) operates the Digital Entrepreneurship Platform for the Arab Region (DEPAR), a flagship regional platform that connects entrepreneurs, MSMEs, innovators, support organizations and policymakers with opportunities, knowledge resources, programmes and partnerships across the Arab region. As ETC expands its entrepreneurship, SME development, digital transformation and inclusive innovation programmes, DEPAR has become a key tool for programme delivery, stakeholder engagement, visibility and knowledge sharing. In this role, you will support the day-to-day operations of our information security infrastructure, help protect company assets from cyber threats, and assist in maintaining compliance with security policies and standards. <h4>Key responsibilities</h4>
<ul>
<li>Monitor security alerts, logs, and events from Bitdefender and escalate incidents as appropriate</li>
<li>Assist with gathering IT security data to determine status of mandated fundamentals within the group</li>
<li>Assist in the evaluation of proper administration and maintenance of firewalls</li>
<li>Support user access management, including provisioning, deprovisioning, and periodic access reviews at the group level</li>
<li>Participate in incident response activities, including documentation and post-incident reviews</li>
<li>Assist in administering identity and access management (IAM) systems and multi-factor authentication (MFA) solutions</li>
<li>Respond to helpdesk tickets related to security issues (e.g., locked accounts, phishing reports)</li>
<li>Assist with security awareness training initiatives and phishing simulation campaigns</li>
<li>Contribute to compliance efforts related to frameworks such as ISO 27001, NIST, SOC 2, or PCI-DSS (including technical document review)</li>
<li>Assist with onboarding and offboarding of new companies to the group</li>
<li>Assist with onboarding and offboarding of new employees within the group</li>
<li>Assist with development and distribution of appropriate communication regarding IT security within the group</li>
<li>Other duties as assigned by direct supervisor</li>

<li>College diploma in cybersecurity or information technology and equivalent practical experience</li>
<li>Basic understanding of networking concepts (TCP/IP, DNS, DHCP, firewalls, VPNs)</li>
<li>Familiarity with Windows operating system administration</li>
<li>Knowledge of core security principles (CIA triad, least privilege, defense in depth)</li>
<li>Strong attention to detail and analytical thinking</li>
<li>Excellent proficiency in Microsoft Suite</li>
<li>Excellent written and verbal communication skills in English</li>
<li>Strong ability to work collaboratively in a team environment or independently</li>
<li>Excellent problem-solving skills</li>

<h4>Preferred qualifications</h4>
