[15 December 2026] All deliverables produced will become property of ESCWA.<br> Work Location<br>Remote<br> Expected duration<br>5 Months<br> Duties and Responsibilities<br>Background The 2030 Agenda for Sustainable Development as well as the Post-2030 Agenda recognizes that fighting poverty according to all its forms is among the greatest global challenges and is indispensable for sustainable development. Meanwhile, across the developing world, poverty reduction has been slow and inconsistent. The case in point is the Arab region, where poverty has been rising over the past two decades due to various adverse shocks – notably the pandemic, recurring conflict, man-made and natural disasters, and global inflation. With the weight of this evidence, there is considerable concern regarding the capacity of Arab developing countries to recover and transition out of poverty in the coming years. To support its member States with designing policies for alleviating economic poverty according to various definitions, UN ESCWA has advanced novel approaches for measuring and projecting poverty and vulnerability consistently across countries and years. ESCWA’s recent publications on money metric poverty, inequality, and the middle class in Arab countries show poverty has been on the rise, particularly in low-income Arab countries. They also found that a substantial share of the middle class in middle income countries – defined through a social lens – was either consumption-poor or vulnerable to falling into poverty. These findings reveal the lived realities of socioeconomic insecurity and downward mobility in the region. Recent conflicts such as the ongoing War on Iran and the closure of the Strait of Hormuz have further exacerbated deprivation and vulnerability by causing destruction and displacement, income shocks, and surging costs of fuels and other basic commodities. The War on Iran has also illustrated that no Arab subregion or country income group is immune to the impacts of conflict. Economic inequality does not drive the long-term poverty trends. In fact, income inequality has been stagnating or falling in much of the region, and wealth inequality has also been stagnating or even falling in Arab middle-income and high-income countries, even though it has risen in Arab least developed countries (LDCs). Trends in social inequalities corroborate the improved inclusiveness of the environment and socioeconomic opportunities across social groups such as men and women, and urban and rural households. This has given rise to the Arab Inequality Puzzle (World Bank, 2013). Understanding the role of countries’ economic growth and its trickledown to ordinary and vulnerable households is an important part of solving the poverty–inequality puzzle. While Arab economies at large have been expanding, most workers have not reaped benefits from this growth or from their own enhanced human capital. Earnings and returns to schooling have been stagnating or declining. The segmentation of Arab countries’ labour markets thus provides additional clues to solving the puzzle. The share of precarious jobs has been increasing in the past decade, particularly since the onset of the COVID-19 pandemic, and the technology-enabled proliferation of the informal platform and gig economy. Arab countries’ efforts to wean themselves off the resource extraction economy has also contributed to the attrition of decent jobs, as it has not been accompanied by an adequate creation of formal green jobs. Indeed, household income surveys point to the stagnation or decline in take-home incomes and consumption expenditures. Is it that their distribution in household surveys could be grossly underestimated? Indeed, recent studies suggest that misreporting and exclusion of certain households’ incomes typically underestimates the earnings distribution, particularly its top deciles. Purpose of the consultancy The forthcoming report attempts to resolve the Arab Inequality Puzzle with these stylized facts relying on the most recent national accounts data and household income and expenditure surveys for over 150 countries. The analytical focus and policy implications are primarily geared to Arab countries. In addition to elucidating the poverty–inequality nexus, which has important policy implications for Arab countries, the report’s second main objective is to produce a revised set of inequality measures that factor in the estimated missing top incomes. The accompanying database will complement ESCWA’s existing databases as well as the Money Metric Poverty and Inequality Assist Tool (MPAT) which are publicly available for researchers and policy makers in Arab countries and globally. Given the significance of the undertaking and the novelty of the tentative findings, ESCWA is recruiting a consultant to assist with the development of methodologies, and production and interpretation of new results for the forthcoming “Making Sense of the Poverty and Inequality Puzzle in Arab Countries” Report. As a key member of the Extended Senior Management Team (ESMT), this position plays a critical role in strategic decision-making, risk management, and donor engagement to maximize impact and sustainability.</p><br><p>This role requires close collaboration with Programmes Teams, MEAL, Partnerships, Finance, Supply Chain, and donor-facing teams to ensure compliance, strong financial stewardship, and seamless award lifecycle management. Org. Setting and Reporting<br>The post is located at the Programme Office in Lebanon, in Beirut under the UNODC Regional Office for the Middle East and North Africa (ROMENA). Within delegated authority, the Programme Officer (Head of Programme Office in Lebanon will be responsible for overseeing the overall implementation of UNODC Programmes and activities in Lebanon. The incumbent will also act as the Head of the UNODC Programme Office in Lebanon and represent UNODC vis-a-vis the Government of Lebanon and the international community in Lebanon. The Programme Coordinator works under the overall guidance of the Regional Representative for the Middle East and North Africa (ROMENA), and under the direct supervision of the Deputy Regional Representative. The incumbent is a member of the relevant United Nations Country Team (UNCT) under the strategic guidance and coordination of the United Nations Resident Coordinator (UNRC). Advocacy • Establish close partnership with the national counterparts in Lebanon, manage and coordinate communications with governments, other UN agencies, international organizations, and diplomatic missions on drug control, crime prevention and criminal justice policy issues and the broader UNODC mandate. Young people, particularly those with disabilities, face high levels of underemployment and exclusion from social and economic life. Despite legal frameworks that guarantee equality, persons with disabilities remain marginalized, with employment rates at only 21 per cent compared to 39 per cent for persons without disabilities. This exclusion is not only a social challenge but also an economic burden, costing the national economy an estimated $328 million annually. The barriers are both cultural—persistent misconceptions about productivity and cost—and structural, including inaccessible transport, unsuitable urban environments, and limited workplace accommodations. ESCWA has long been engaged in advancing disability inclusion and youth empowerment across the Arab region. Through its convening power, technical expertise, and regional mandate, ESCWA has supported national strategies, strengthened policy frameworks, and enhanced labour market statistics to promote inclusive development. In Jordan, ESCWA has produced policy briefs analyzing the challenges and opportunities for persons with disabilities. In 2025 the Government of Jordan formally requested ESCWA’s assistance in developing a national strategy for the economic empowerment of persons with disabilities, alongside technical support for programs aimed at connecting social assistance beneficiaries—including youth and persons with disabilities—to the labour market. In response, ESCWA is implementing the project “From Dependence to Dignity: Economic Empowerment for Persons with Disabilities and Youth in Jordan.” The project combines high-level policy reform with practical, demand-driven interventions. It focuses on three main areas: launching a national strategy for the economic empowerment of persons with disabilities; enacting reforms to bridge the national skills mismatch; and upgrading the skills of youth and persons with disabilities while connecting them to inclusive employment opportunities. Central to this effort is the enhancement of the Josour Initiative, which strengthens skills, employability, and job-matching opportunities for persons with disabilities and youth. By integrating these tools with Jordan’s national systems, the project aims to reduce inequalities, promote decent work, and empower marginalized groups to transition from dependence to dignity. General Background<br>According to government estimates, Lebanon hosts approximately 900,000 displaced refugees from Syria and other countries. Despite gradual improvements in some socioeconomic indicators, humanitarian needs remain significant. The 2025 Vulnerability Assessment of Syrian Refugees (VASyR) found that 72 per cent of refugee families live below the poverty line, with 60 per cent living in extreme poverty. <br>UNHCR implements a diverse portfolio of cash assistance programmes covering basic needs, protection, education, and solutions-oriented interventions. These programmes generate significant volumes of operational, financial, monitoring, and vulnerability data that inform programme design and strategic decision making. The largest of these is the regular Multipurpose Cash Assistance (MPCA) programme, which provides monthly support to vulnerable refugee households and serves as a key source of evidence and insights on household vulnerability, expenditure patterns, programme outcomes, and targeting effectiveness.<br>Cash assistance is delivered through a coordinated inter-agency approach led jointly by UNHCR and WFP. The regular MPCA programme is implemented in close partnership with WFP, ensuring a coordinated and efficient response that maximizes coverage of vulnerable refugee households while generating valuable operational and analytical insights.<br> <br>In addition to implementing its own programmes, UNHCR co-leads the Lebanon Cash Working Group (CWG). Through the CWG, UNHCR works with UN agencies, NGOs, donors, and government counterparts to promote harmonized approaches to targeting, transfer values, delivery mechanisms, monitoring, accountability, and data sharing. <br>Given the scale of needs and increasingly constrained resources, robust evidence generation and targeting systems are critical to ensuring assistance reaches those most in need timely. The incumbent will serve within UNHCR’s Cash Based Interventions Unit in Beirut under the overall supervision of the Senior Programme CBI Officer. <br>The unit leads the design, targeting, delivery, monitoring, analysis, and reporting of UNHCR’s cash assistance programmes and currently comprises one international and four national staff members. The 2025 Vulnerability Assessment of Syrian Refugees found that 72 per cent of refugee families live below the poverty line and 60 per cent live in extreme poverty. UNHCR implements a diverse portfolio of cash assistance programmes covering basic needs, protection, education, and solutions-oriented interventions, generating substantial operational, financial, monitoring, and vulnerability data to inform programme design and decision-making. <p>The American Red Cross is currently seeking a Mobile SAF-IS Regional Program Specialist to support the Service to Armed Forces and International Services Division mission. This position is regional, but also part of our mobile staff which requires meeting strict medical and security clearances prior to employment.
