<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Social Development Officer Ministry of Social Affairs Background In the context of prolonged displacement, economic crises, and increasing social vulnerabilities, MOSA seeks to recruit a development expert to support the implementation and coordination of social development interventions under the social welfare component of the National Social Protection Strategy, and the local development component of MoSA 2PHONE_NUMBER Strategy, particularly those delivered through Social Development Centers (SDCs). In this process, the role aims to bridge humanitarian, development and peace programming within MOSA and support the development and implementation of the MoSA Social Development Centers Strategy. The role will work closely with government counterparts, UN agencies, and civil society, to promote inclusive, holistic and conflict sensitive interventions that address vulnerabilities and strengthen community resilience. The position will also support the alignment of relevant humanitarian and development interventions with MoSA s SDC platform, including the gradual integration or linkage of selected partner-supported activities, tools and referral pathways into SDCs where appropriate, in line with national policies, institutional sustainability, protection principles and MoSA priorities.</p><p>Roles and Responsibilities</p><p>Support the development and operationalization of the SDC Strategy</p><p>Support MoSA in finalizing, refining and operationalizing the Social Development Centers Strategy, ensuring alignment with the MoSA 2PHONE_NUMBER Strategy and the National Social Protection Strategy. Support the translation of the SDC Strategy into practical implementation plans, including phased roll-out plans, annual workplans, geographic prioritization, responsibilities, timelines and follow-up mechanisms. Assist in defining and refining the role of SDCs as local entry points for social services, outreach, referrals, community engagement, social assistance linkages, protection-sensitive support, economic inclusion referrals and local initiatives.development Support MoSA in clarifying the minimum service package of SDCs, including core functions such as intake, identification, referral, follow-up, communication, community engagement, community outreach, protection risk identification, case management linkages and coordination with specialized service providers. Support the development or refinement of SOPs, guidance notes, templates and tools required for SDC strategy implementation.</p><p>Support implementation follow-up and coordination across MoSA structures</p><p>Work closely with relevant MoSA central departments, regional structures and SDC heads to support implementation of the SDC Strategy. Establish and maintain an implementation follow-up mechanism, including action trackers, progress dashboards, regular check-ins and reporting templates. Support regular coordination meetings between MoSA central units, regional focal points and selected SDCs to identify bottlenecks, document progress and agree on corrective actions. Support the organization and documentation of consultations, workshops and technical meetings related to SDC reform, service packages, referral pathways, staffing needs, capacity building and operational planning. Help ensure that SDC-level implementation is aligned with national standards while allowing flexibility to respond to local needs and area-specific vulnerabilities.</p><p>Coordinate stakeholders and partner alignment around SDCs</p><p>Support MoSA in coordinating with UNHCR, UN agencies, NGOs, municipalities, civil society organizations and development partners working in or through SDCs. Map ongoing and planned partner interventions linked to SDCs, including social services, protection, psychosocial support, GBV, child protection, disability inclusion, economic inclusion, local development, outreach and referral activities. Support MoSA in identifying opportunities to reduce duplication, improve complementarity and align partner-supported activities with the SDC Strategy. Support the integration of selected UNHCR-supported tools, practices, referral pathways and activities into SDCs, where appropriate and in line with MoSA systems.</p><p>Support monitoring, reporting, learning and institutionalization</p><p>Support MoSA in developing a monitoring framework for SDC Strategy implementation, including indicators on coverage, accessibility, service delivery, referrals, partner presence, capacity building, inclusion and user feedback. Prepare regular implementation updates, meeting minutes, action-point trackers, progress reports and briefing notes for MoSA leadership and partners. Document implementation challenges, lessons learned, good practices and recommendations to inform adjustments to the SDC Strategy and its roll-out. Support the preparation of briefs, concept notes and partner updates related to SDC reform, service delivery strengthening and institutional development. nexus, including anticipatory action and forecast-based response for CR-WASH, WASH systems and finance, and energy access for water and health facilities in fragile and conflict affected settings (FCAS).</li><li>Drive technical delivery of the IDPC Impact at Scale priority, with a focus on CR-WASH and water-related disease dimensions, including strategy refinement, country prioritization and <p>Terms of Reference (ToR) Consultancy: Safeguarding/PSEAH</p><p>1. Background Right To Play is a global organization that protects, educates and empowers children to rise above adversity through the power of play. We work with children in some of the most difficult and dangerous places on earth, helping them to stay in school and graduate, to resist exploitation and overcome prejudice, to prevent disease and to heal from war and abuse. For 25 years, Right To Play (RTP) has delivered programs with impact in both development and humanitarian contexts. As pioneers in a unique approach to learning, both inside and outside of the classroom, we harness play, one of the most fundamental forces in a child's life, to help children dismantle barriers and embrace opportunities. We are a leading development organization focused exclusively on using the power of play to transform children's lives.</p><p><b>Project Summary</b></p><p>EQIE: RTP Lebanon is leading a program called "Enhancing Quality and Improved Education 2.0" (EQIE 2.0) funded by NORAD. The program covers South (1 Palestinian camp-Ain Helwe) and North (2 Palestinian camps-Beddawi and Naher Bared). In 2026, the EQIE program supports 720 children in the second grade, across two governorates and three locations, helping them improve their foundational skills in Arabic reading and writing while also supporting their emotional well-being. Sessions cover psychosocial support and psychological first aid to help children navigate times of crisis, build resilience, and cope with challenges. The program additionally focuses on strengthening RTP implementing NGO partner Beit Atfal Somoud, primarily in capacity building staff and facilitators in play-based best practices for supporting children. The program runs from 2025 to 2029, working with the same children across the years to ensure their learning loss faced is addressed.</p><p>Makani : Makani is a 1-year project (Jan Dec 2026) funded by UNICEF. The project is a non-formal education with child protection integrated through a multi-service centers approach. The project is in partnership with 2 local organizations (Farah Association and Sama for Development) and targets children and adolescents (6-17 yrs) through non-formal education and Community based PSS services in South area for children who have been affected by the crisis.</p><p>Game Changers : Is a 2-year project funded by Slaight Foundation. The project is in partnership with Basmeh and Zaytouna, local partner, and aims to support crisis-affected children and adolescents (8-16 yrs) in Lebanon through Sports based-Psychosocial Support (PSS) and Social-Emotional Learning. The project is implemented in Beirut/Mount Lebanon, North, and Bekaa and 18 facilitators will be equipped to deliver Sports for PSS sessions to 2050 children and adolescents. The project focuses on establishing community-based child protection committees with a purpose of localizing child protection mechanisms and local communities serving as enablers for children s wellbeing.</p><p>Play in Emergencies: The project is a 2-year project funded by Nando and Elsa Peretti Foundation. It is implemented in Saida and Sarafand, South Lebanon. The project aims to strengthen child protection and reduce violence against children and youth in conflict-affected areas of South Lebanon by improving emotional well-being and protective environments. Responding to the compounded impacts of conflict, disrupted education, limited access to safe spaces, and socio-economic instability, the project delivers integrated Child Protection (CP) and Community-Based Psychosocial Support (CBPSS) interventions for 600 children and adolescents (6 18 years) across South over two phases, implemented through two community centers and supported by a team of nine trained facilitators. The project concluded its first cycle before the 2026 war. Starting August 2026, cycle 2 will kick off in partnership with a new local partner (selection process is ongoing).</p><p>Right To Play is committed to strengthen partners capacity to work effectively in Lebanon, the INGO seeks a qualified consultant to design and deliver capacity building to create or strengthen their safeguarding capacity inclusive of investigative procedures.</p><p>2. Scope of Work</p><p>The scope of the consultancy will depend on how soon a Safeguarding consultant can be recruited and his/her capacity. Ideally, to ensure partner ownership of the process, we would like the funded partners to lead on the development of a safeguarding capacity building plan, with technical oversight from the consultant and the RTP safeguarding focal points and global safeguarding specialist. Right To Play aims to engage a consultant to support the 5 partner organizations in strengthening existing or creating safeguarding capacity and procedures in program management, to ensure all staff have the capacity to design and deliver on their initiatives, to the highest standards of safeguarding and minimum standards in protection. As such, we are currently envisaging a maximum of 60 days (see breakdown below) over the 5-month period (August-December 2026) .The role will be based in Beirut, with regular travel required to project implementation areas across different locations. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><strong>Strong rights, holistic protection : Improved standards for GBV survivors in the MENA region</strong></p><p><strong>BMZ Position : Holistic Care Model Assessment, Documentation, and Capacity Building Consultancy</strong></p><p><strong>Requirement : Assessment, Documentation, and Capacity Building for Holistic Care Model Approach for VAW services in Lebanon</strong></p><p><strong>Location of implementation : Beirut-based with travel to 7 centers across Lebanon (Mount Lebanon, South Lebanon, Bekaa, North Lebanon)</strong></p><p><strong>Duration of assignment : 24 months (approximately 180 working days, non-consecutive)</strong></p><p><strong>About ABAAD</strong> Established in 2011, ABAAD Resource Center for Gender Equality is a UN ECOSOC accredited civil society organization that aims to achieve gender equality as an essential condition for sustainable social and economic development in the MENA region. ABAAD advocates for gender-sensitive policies and legislation that promote the active participation of women and their equal access to justice. ABAAD works to eliminate gender-based violence through a holistic care model that provides direct services in specialized shelters and accommodation, combining gender-specific and gender-transformative approaches to bring about long-term social change. ABAAD operates primarily in Lebanon, where it has provided GBV prevention and response services through the Ministry of Social Affairs' Social Development Centers (SDCs) from 2014 to 2022. Following the economic crisis, ABAAD strategically transitioned from the SDCs and established seven independent model centers dedicated to combating violence against women, while maintaining coordination and cooperation with the Ministry. This collaboration led to the joint development of national standard operating procedures (SOPs) for GBV case management and the Positive Parenting Curriculum (ABB programme) in 2023. ABAAD currently supports the Ministry by training SDC social workers in the implementation of these SOPs and the ABB programme.</p><p><strong>About the project (IF THE DONOR REQUIRE VISIBILTY)</strong> Under the BMZ-funded project "Strong rights, holistic protection: Improved standards for GBV survivors in the MENA region", implemented in partnership with Terre des Hommes Deutschland e.V., ABAAD is seeking an external consultant/team of consultants to lead the Lebanon-specific component of the project, focused on assessing, documenting, piloting, and disseminating a multidisciplinary Holistic Care Model approach for addressing the intersection of Violence against women (VAW) and violence against children (VAC) services across 2 ABAAD model centers and 5 SDCs.</p><p><strong>Overall goal of this assignment</strong> The overall goal of this consultancy is to lead the assessment, documentation, piloting, and dissemination of a multidisciplinary Holistic Care Model approach that addresses the intersection of violence against women (VAW) and violence against children (VAC) at the household level. The assignment covers 2 ABAAD model centers and 5 Social Development Centers (SDCs) of the Ministry of Social Affairs across Lebanon, with the aim of producing a replicable best practice model and building the capacity of frontline professionals to deliver integrated, survivor-centered services.</p><p><strong>Duties and Responsibilities</strong></p><ul><li>Assess the current operation of ABAAD's Holistic Care approach and service delivery in 2 ABAAD model centers and 5 SDCs, identifying strengths, gaps, and areas for improvement in addressing the intersection of VAW and VAC.</li><li>Develop a learning and best practice document that compiles global and national approaches to multidisciplinary holistic care for VAW and VAC survivors, incorporating ABAAD's evidence-based practices and strategies for engaging men and boys through gender-transformative approaches.</li><li>Support the pilot implementation of the Holistic Care Model approach across the 7 centers, providing technical guidance on the delivery of integrated services that address the intersection of VAW and VAC.</li><li>Deliver capacity building, coaching, and mentoring to approximately 60 ABAAD and SDC staff to ensure sustainable application of the model approach.</li><li>Produce a comprehensive implementation report evaluating the pilot process and results, and support its validation and dissemination to government representatives, GBV and protection actors, and civil society organizations in Lebanon.</li><li>Deliver training on the model approach to professionals from approximately 20 civil society organizations working on VAW and VAC in Lebanon.</li></ul><p>The consultant will lead the design and initial delivery of capacity-building activities, while ABAAD technical staff will co-facilitate and progressively take a stronger role to ensure sustainability and institutionalization. NB: A TOT for ABAAD CB it is an option</p><p><strong>Scope of Work and Description of this Assignment</strong></p><p>The consultant/team of consultants will carry out the following interconnected workstreams in close collaboration with ABAAD's programme team and the Ministry of Social Affairs (MoSA). The workstreams are sequential and interdependent, with each phase building directly on the findings and outputs of the preceding one, and the consultant/team of consultants should approach this as a continuous, embedded engagement over the full 24-month period.</p><p><br></p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>Advanced university degree in a relevant field such as gender studies, social sciences, social work, public health, international development, human rights, or a related discipline.</li><li>A minimum of 10 years of professional experience in GBV programming, protection, or related fields including psychosocial support, with experience in both prevention and response.</li><li>Demonstrated expertise in developing and documenting programmatic models, best practice frameworks, or learning documents for organizations working on VAW and/or VAC.</li><li>Proven experience conducting institutional or programmatic assessments of civil society organizations or public institutions, preferably in the protection or GBV sector.</li><li>Proven track record in designing and delivering capacity-building programmes, including training design, facilitation, coaching, and mentoring of frontline staff.</li><li>Experience working with government institutions and civil society organizations in Lebanon, with a strong understanding of the institutional landscape including the role of MoSA and SDCs.</li><li>Familiarity with international frameworks and standards on VAW and VAC, including survivor-centered and trauma-informed approaches.</li><li>Understanding of gender-transformative approaches and strategies for engaging men and boys in the prevention of VAW and VAC.</li><li>Experience working with multidisciplinary service delivery models that integrate psychosocial, medical, legal, and community-based interventions.</li><li>Excellent analytical, writing, and communication skills in English and Arabic.</li><li>Ability to travel regularly to the 7 pilot centers across Lebanon.</li><li>If applying as a team of consultants, the proposal should clearly indicate the team composition, roles, and relevant experience of each proposed team member.</li></ul><p></p></section>
