Within this context, ESCWA supports member States in strengthening competition frameworks, improving market performance, and building institutional, legal, and analytical capacities for competition assessment and enforcement. The Competition and Consumer Policies portfolio in the Economic Governance and Planning Section combines regional policy development, country-level technical assistance, market studies, capacity-building, and knowledge products, often in close collaboration with national competition authorities and other public institutions. A key area of focus is the use of competition-based market studies to identify structural, behavioral, regulatory, and legal constraints affecting market performance. These studies serve as practical tools for diagnosing market failures, reviewing the adequacy of legal and institutional frameworks, supporting enforcement priorities, and guiding reforms that enhance efficiency, resilience, and consumer welfare. Within this broader regional mandate, ESCWA is currently supporting the Sultanate of Oman in strengthening competition conditions in priority economic sectors. The building materials sector, which is central to construction, infrastructure development, and industrial activity, has been identified as a strategic area for in-depth analysis. The sector plays a critical role in national development yet faces challenges related to market structure, supply chains, pricing dynamics, regulatory requirements, institutional arrangements, and potential anti-competitive practices. To respond to these needs, ESCWA seeks to engage a Legal Competition Consultant to support legal, regulatory, policy, and technical work under the Competition and Consumer Policies portfolio. The consultant will be assigned primarily to the Oman building materials market study and will contribute to legal assessments, competition law and policy analysis, review of regulatory and institutional frameworks, and the identification of legal or procedural constraints affecting market competition. The consultant may also provide support to other related competition-policy activities of the section, as required and in line with the needs of the assignment.</p><p>Under the overall supervision of the Project Manager and Economic Affairs Officer, the Consultant will support the legal and regulatory analysis of ESCWA s work on competition policy, market studies, and business regulation. The June 2026 ceasefire has allowed for partial and phased returns of displaced populations, particularly in areas where active hostilities have subsided. The situation is compounded by Lebanon's ongoing macroeconomic and institutional crisis which continues to limit recovery capacity.<\/p>\n<p>High poverty levels, currency instability, and weakened public service delivery systems have left both host communities and displaced populations with reduced coping capacity and limited access to services. In this constrained environment, HI, which has been present in Lebanon since 1992, has been able to adapt its programming to the specific emergencies onset as well as keeping some of its long-standing development focus.<\/p>\n<p>HI is managing activities covering the following thematics:<\/p>\n<ul>\n <li>Health and prevention for the provision of multi-disciplinary rehabilitation services (post-operative care, physiotherapy, assistive devices, prosthetics and orthotics, and psycho-social support).<\/li>\n <li>Inclusive education.<\/li>\n <li>Inclusive humanitarian action.<\/li>\n <li>Humanitarian Mine Action, including clearance, advocacy, non-technical survey (NTS) and technical survey (TS), and education on the risks and effects caused by conventional weapons (including mines, explosive remnants of war, and small arms light weapons).<\/li>\n <li>Emergency preparedness and basic needs (integrated response through non-food items \/ hygiene kits, including support to humanitarian actors via the ALTAS platform when required).<\/li>\n<\/ul>\n<p>The actual intervention has so far been managed based on a mixed partnership with local structures and organizations, and direct implementation projects.<\/p>\n\n<h4>Your Mission<\/h4>\n<p>Reporting to the Regional Director, the Country Manager contributes to the implementation of Humanity & Inclusion's mandate and strategy within his\/her program. He\/she ensures that the quality and impact of the program's activities are optimized through a system of delegation with appropriate control mechanisms. He\/she shares responsibility with all other HI managers for the sound management and smooth running of the overall organization, through paradigm shifts.<\/p>\n<p><strong>Responsibility 1:<\/strong> In the country where he\/she is based, the Country Manager is the legal representative of the entire HI organization internally and externally and promotes a high-level reputation and a positive image of HI.<\/p>\n<p><strong>Responsibility 2:<\/strong> The Country Manager deploys the whole of HI's mandate and strategy in his\/her country, alongside the operational partners, institutions and\/or donors, and contributes to steering the organizational transformation in line with the \"Simplification,\" \"Shared Services,\" and \"ROOTS\" projects. The security context is very volatile with daily air strikes in the south, regular drone fly-overs, and evacuation orders on a regular basis.<\/p>\n<p>While the location of the HI office and guesthouse is in a relatively safe area of Beirut, one has to be prepared to move out rapidly if needed. A comprehensive security system is in place, under the direct management of the Country Director, to ensure the safety of the team.<\/p>\n<p>Life in Beirut could be seen as \u201ceasy\u201d in a way with access to restaurants, sports facilities, or cultural events but, as noted above, it is a stressful environment where one has to take some time off. To ensure the most effective response, both quantitative and qualitative data should be gathered on the profile/needs and living conditions of both the displaced population and host community. The incumbent will provide support in the day to-day operations of all construction and general infrastructure projects within the Area of Responsibility (AoR) to ensure that works proceed as designed and comply with established standards and procedures for the full project cycle.<br>Close and regular contact is maintained with technical and non-technical staff of shelter sector members, national and international NGOs and Government Authorities. The Senior Shelter Associate normally reports to a more senior shelter colleague or Technical Coordinator and normally supervises some support staff.<br>The incumbent assists the supervisor in ensuring that shelter & infrastructure responses within the AoR evolve according to the changing nature of the situation, progressively working towards more durable solutions and drawing from sustainable local building practices and materials. S/he provides technical support in general infrastructure planning, design and construction monitoring.<br>Within an urban context, it is essential that shelter responses take into consideration urban planning strategies, including an analysis of residential areas, housing affordability and availability. In addition, regardless of the context, shelter assistance should at all times minimize the risk of harm, eviction, exploitation and abuse, overcrowded living conditions, limited access to services and unhygienic conditions. Special attention must be given to the environment and low carbon approaches, attention to material selection through sustainable means to ensure a green approach to shelter delivery.<br><br><br>All UNHCR staff members are accountable to perform their duties as reflected in their job description. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.<br>Duties<br>Technical Guidance<br>- Assist in carrying out shelter needs assessments while liaising with other relevant sectors such as protection, programme, community services, WASH, administration and supply.<br>- Work with the relevant stakeholders to ensure that the shelter beneficiary selection process prioritises the needs of the most vulnerable Persons of Concern (PoC).<br>- Assist the supervisor in developing and updating shelter strategies to reflect evolving situations and ensure alignment with national and global level policies and guidelines including: Global Compact on Refugees, Sustainable Development Goals, Relevant Global Strategies and Policies.<br>- Provide support in the daily management of all construction and infrastructure projects within the AoR ensuring that works are carried out in compliance to established UNHCR and national standards/best practices for the full project cycle.<br>- Monitor and follow up the design and construction of infrastructure (schools, health centres, reception centres, drainage and roadworks etc) to confirm these are approved by the relevant authorities, technically sound, supplemented with accurate drawings, detailed BQs and specifications and implemented according to plans, completed within designated timelines, budget and ensure that this information is shared with relevant colleagues.<br>- Work closely with other relevant sectors such as WASH, education and health so that shelter and infrastructure implementation is synchronised and coordinated.<br>- Assist implementing partners on sound technical shelter and settlement issues while ensuring compliance with national and global standards, national and operational strategies and guidance.<br>Coordination<br>- Provide technical support in the field of shelter, construction and infrastructure development within the AoR to best meet the needs of PoC.<br>- Assist in coordination and management of UNHCR's shelter and infrastructure interventions in a timely, cost-effective, inter-sectoral manner. Work with the government and relevant authorities and counterparts to ensure strong coordination and partnership.<br>- Participate, as technical focal point within the AoR for shelter/infrastructure, in coordination meetings with various stakeholders including Government counterparts to ensure UNHCR's interests and those of the PoCs are adequately reflected and disseminate information to all stakeholders in a timely, efficient manner.<br>Collaboration<br>- Assist Programme in reviewing technical components of the Project Partnership Agreements that contain any construction and infrastructure projects.<br>- Actively work with Programme as a member of the Multi-Functional Team in the Operation and regularly participate in multi-sectoral activities to ensure protection and assistance needs of the population are met.<br>- Draft bid documents for all construction and infrastructure projects including technical specifications, BoQs, drawings, etc.<br>- Assist in the technical evaluation of received bids as well as in the review/inspection of the quality of shelter and infrastructure products/works during implementation and at completion</p><br><p>- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work.
