These courses may include but are not limited to: Leadership and Development, Advanced Investigations, Tactics, Specialized Operations, Counter Drugs, Counter Financial Crimes, Maintaining Equipment, Defensive Tactics and Use of Force, Prisons and Corrections, and Information Technology (including telecommunications), but will be based on the determination of the ISF and INL/Beirut. The ISF does not currently conduct any specialized or advanced training for their officers beyond basic training, and they are not aware of how to create curriculum for an advanced/follow-on course. </li> <li>The SME does not have to design the actual courses, but the intent is to show the ISF how to design and implement their own courses through program development, course design, and instructor development. </li> <li>Curriculum design and evaluation.<em> </em>Scenario- based training development. Academy management and best practices. Advise INL/Beirut on the best type of equipment to procure based on his/her experience and needs of the ISF to ensure that select ISF units (including Mobile Forces, Gendarmerie, and Drug</li> <li>Repression Bureau) can conduct high-risk operations, surveillance, counter drugs, counter financial crimes, and other necessary activities identified by INL/Beirut and the SME.</li> <li>Create a phased and prioritized procurement plan which also validates that the ISF units have training and can maintain/sustain the equipment. In cases where the ISF does not have the skills to operate the equipment, ensure the project trains them to do so. </li> <li>Conduct market research to collect the factors needed for a correct recommendation. </li> <li>Advise INL/Beirut on the best type of training to include in projects based on his/her experience and needs of the ISF to ensure that select ISF units (including Mobile Forces, Gendarmerie, and Drug Repression Bureau) can conduct high-risk operations, surveillance, counter drugs, counter financial crimes, and other necessary activities identified by INL/Beirut and the SME. </li> <li>Incorporate recommendations into project plans. </li> <li>Conduct site visits, to ensure implementer conducts training in accordance and to ensure ISF is using equipment in accordance with INL/Beirut expectations, when asked by INL/Beirut. </li> <li>Additional responsibilities may involve instructor development, training the trainers to ensure that the modified/new curriculum will be utilized in an effective way..</li> </ul> </div> <p> <strong>Supervisory Responsibilities: </strong> </p> <div> <ul> <li>N/A</li> </ul> </div> <p> <strong>Education and/or Experience:</strong> </p> <ul> <li>Bachelor s degree from an accredited institution in engineering (preferably mechanical and/or electrical engineering, but civil engineering will work.</li> <li>Five (5) to eight (8) years of experience within law enforcement that includes 3 years in curriculum development as well as equipment procurement and training support.</li> <li>Must be employed in the respective lines of work for which they are being considered (i.e. police expert, engineer, etc.) or be recently retired/separated within the last five (5) years.</li> <li>Ability to communicate in English (Foreign Service Institute standard level four for writing, reading comprehension, speaking for U.S. citizens.</li> <li>Excellent verbal and writing skills.</li> <li>Experience in curriculum development, as well as equipment procurement, including expertise in training.</li> </ul> <p> <strong>Knowledge, Skills, and Abilities:</strong> </p> <ul> <li>The ability and willingness to train other individuals in their area of expertise, as needed.</li> <li>Demonstrated experience and familiarity with U.S. Government contracting processes and procedures.</li> <li>Experience working overseas (especially the middle east); </li> <li>Experience working with INL.</li> <li>Experience working in an Embassy environment and police consultancy experience </li> <li>Knowledge in Arabic (for overseas experts) and French languages.</li> <li>Excellent verbal and writing skills. </li> <li>Ability to communicate in English (Foreign Service Institute standard level four for writing, reading comprehension, speaking for U.S. citizens.</li> </ul> <p> <strong>Certificates, Licenses, Registrations: </strong> </p> <div> <ul> <li>Valid U.S. driver s license and ability to operate a standard transmission vehicle (an International Driving Permit for third/host country nationals). <li>Maintain strict adherence to equipment SOPs, GMP standards, food and flavor regulations (kosher), and documentation requirements.</li>
<li>Adhere to all safety protocols, including use of engineering controls and personal protective equipment (PPE) to ensure a safe workplace for all employees.</li>
<li>Operate production equipment according to product manufacturing instructions to produce high quality product in an efficient and cost-effective manner.</li>
<li>Utilize equipment and facility computer programs to effectively maintain process and material data related to manufacturing requirements.</li>
<li>Store ingredients in the proper location with the proper closure of partial ingredient to prevent contamination.</li>
<li>Assure proper documentation is reported including amounts used, lot numbers, yields, metal detection, etc.</li>
<li>Label raw materials, finished goods, and supplies properly.</li>
<li>Maintain at least a “Quality Contributor” rating throughout the year as an operator.</li>
<li>Actively participate in periodic continuous improvement and training sessions to increase understanding of, and abilities related to, safety, quality, productivity, materials, and equipment operation.</li>
<li>Assure proper cleaning of equipment and work area and complete sanitation logs.</li>

GENERAL SCOPE The rapid adoption and expansion of information and communications technologies (ICTs) across public and private institutions have fundamentally transformed the way governments, businesses, and individuals interact. This ongoing digital transformation offers significant opportunities for economic growth, innovation, and improved service delivery, while simultaneously giving rise to complex legal, regulatory, and security challenges. In this context, the development, modernization, and effective implementation of e-transactions legislation have become a critical priority for governments worldwide to ensure legal certainty, trust, and security in digital environments. Across the Arab region, several countries have made notable progress in establishing legal frameworks governing e-transactions, trust services, data protection, cybersecurity, and related areas. Nevertheless, the continuous emergence of new digital applications—such as cloud computing, mobile platforms, digital identity systems, and artificial intelligence (AI)—has requested countries to continuously upgrade those laws to align with the best international practices and the evolving requirements of the digital age. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes—the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN‑ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN‑ESCWA published the study “Models for Cyber Legislation in UN‑ESCWA Member Countries”, which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN‑ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN‑ESCWA’s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN‑ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. Validation and Consultation • Present and discuss, under the guidance of ESCWA and MTIT teams, the draft law with national entities in an enlarged meeting or workshop; • Update and enrich the suggested draft based on the comments received during the workshop/meeting and from ESCWA and MTIT team. 6. Finalization • Deliver a final report that includes a summary of implemented activities with the suggested law and implementation recommendations. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. <p><strong>ROLE PURPOSE: </strong></p><br><p>The Information Management (IM) Officer will play a key role in collecting, managing, and analysing data critical to support timely evidence-based decision-making. The IM Officer will work under the direct management and technical supervision of the Monitoring, Evaluation, Accountability, and Learning (MEAL) - Information Management Specialist. Working closely with MEAL Coordinators, field teams and Programe Development and Quality (PDQ) team, the IM Officer ensures consistency, quality, and standardization across all information management processes. The IM Officer will also support the creation and maintenance of data systems, support in development of data collection tools, data visualization as well as data reporting.</p><br><p>Also, IM Officer is responsible for managing, securing, and optimizing the use of data and information across area offices. <p>Terms of Reference (ToR) Consultancy: Safeguarding/PSEAH</p><p>1. Background Right To Play is a global organization that protects, educates and empowers children to rise above adversity through the power of play. We work with children in some of the most difficult and dangerous places on earth, helping them to stay in school and graduate, to resist exploitation and overcome prejudice, to prevent disease and to heal from war and abuse. For 25 years, Right To Play (RTP) has delivered programs with impact in both development and humanitarian contexts. As pioneers in a unique approach to learning, both inside and outside of the classroom, we harness play, one of the most fundamental forces in a child's life, to help children dismantle barriers and embrace opportunities. We are a leading development organization focused exclusively on using the power of play to transform children's lives.</p><p><b>Project Summary</b></p><p>EQIE: RTP Lebanon is leading a program called "Enhancing Quality and Improved Education 2.0" (EQIE 2.0) funded by NORAD. The program covers South (1 Palestinian camp-Ain Helwe) and North (2 Palestinian camps-Beddawi and Naher Bared). In 2026, the EQIE program supports 720 children in the second grade, across two governorates and three locations, helping them improve their foundational skills in Arabic reading and writing while also supporting their emotional well-being. Sessions cover psychosocial support and psychological first aid to help children navigate times of crisis, build resilience, and cope with challenges. The program additionally focuses on strengthening RTP implementing NGO partner Beit Atfal Somoud, primarily in capacity building staff and facilitators in play-based best practices for supporting children. The program runs from 2025 to 2029, working with the same children across the years to ensure their learning loss faced is addressed.</p><p>Makani : Makani is a 1-year project (Jan Dec 2026) funded by UNICEF. The project is a non-formal education with child protection integrated through a multi-service centers approach. The project is in partnership with 2 local organizations (Farah Association and Sama for Development) and targets children and adolescents (6-17 yrs) through non-formal education and Community based PSS services in South area for children who have been affected by the crisis.</p><p>Game Changers : Is a 2-year project funded by Slaight Foundation. The project is in partnership with Basmeh and Zaytouna, local partner, and aims to support crisis-affected children and adolescents (8-16 yrs) in Lebanon through Sports based-Psychosocial Support (PSS) and Social-Emotional Learning. The project is implemented in Beirut/Mount Lebanon, North, and Bekaa and 18 facilitators will be equipped to deliver Sports for PSS sessions to 2050 children and adolescents. The project focuses on establishing community-based child protection committees with a purpose of localizing child protection mechanisms and local communities serving as enablers for children s wellbeing.</p><p>Play in Emergencies: The project is a 2-year project funded by Nando and Elsa Peretti Foundation. It is implemented in Saida and Sarafand, South Lebanon. The project aims to strengthen child protection and reduce violence against children and youth in conflict-affected areas of South Lebanon by improving emotional well-being and protective environments. Responding to the compounded impacts of conflict, disrupted education, limited access to safe spaces, and socio-economic instability, the project delivers integrated Child Protection (CP) and Community-Based Psychosocial Support (CBPSS) interventions for 600 children and adolescents (6 18 years) across South over two phases, implemented through two community centers and supported by a team of nine trained facilitators. The project concluded its first cycle before the 2026 war. Starting August 2026, cycle 2 will kick off in partnership with a new local partner (selection process is ongoing).</p><p>Right To Play is committed to strengthen partners capacity to work effectively in Lebanon, the INGO seeks a qualified consultant to design and deliver capacity building to create or strengthen their safeguarding capacity inclusive of investigative procedures.</p><p>2. Scope of Work</p><p>The scope of the consultancy will depend on how soon a Safeguarding consultant can be recruited and his/her capacity. Ideally, to ensure partner ownership of the process, we would like the funded partners to lead on the development of a safeguarding capacity building plan, with technical oversight from the consultant and the RTP safeguarding focal points and global safeguarding specialist. Right To Play aims to engage a consultant to support the 5 partner organizations in strengthening existing or creating safeguarding capacity and procedures in program management, to ensure all staff have the capacity to design and deliver on their initiatives, to the highest standards of safeguarding and minimum standards in protection. As such, we are currently envisaging a maximum of 60 days (see breakdown below) over the 5-month period (August-December 2026) .The role will be based in Beirut, with regular travel required to project implementation areas across different locations. Due to access and security restrictions in hazardous areas, some activities may be conducted remotely as needed.</p><ul><li><br></li></ul><p><b>4.
