Economic Analyst Jobs in Lebanon

POSITION INFORMATION • VA No.: UNDP/LBN/VA26/122 • Position Title: Institutional Reform Officer • Duty Station: Beirut • Duration: 4 months (without exceeding 14 working days per month) • Vacancy Date of Issue: 23 July 2026 • Vacancy Closure Date: 30 July 2026 • National or International consultancy: National consultancy To review the full Terms of Reference (TOR), please follow link: https://drive.google.com/file/d/1DAhQggYnP_lR9DO0pmDpGDmkIuaMqDPK/view BACKGROUND For over six years, Lebanon has been facing a prolonged economic, financial, and social crisis. The country has experienced multiple shocks, including an economic and financial collapse, the COVID-19 pandemic, the Beirut Port explosion, and, most recently, an armed conflict lasting more than a year that caused extensive damage and losses. These developments led to a severe economic contraction, depreciation of the Lebanese pound, soaring inflation, fiscal imbalances, and a sharp decline in the real value of income, particularly affecting public-sector employees. As a result, state institutions have struggled to fulfil their mandates due to a lack of financial resources and a significant loss of skilled public-sector professionals. Against this backdrop, the country s capacity for evidence-based policymaking, regulation, and the delivery of national priorities has been severely constrained. The State continues to face major resource and capacity constraints in responding to the crisis, supporting post-conflict recovery, and addressing structural challenges. At the same time, there is limited visibility regarding development aid directed to Lebanon. Since the economic collapse in 2019, most donors have made funding conditional upon the implementation of broad reforms and progress towards an agreement with the International Monetary Fund. Consequently, only a small proportion of aid has been channelled through government systems. Most grants and loans remain off-budget, creating a disconnect between aid inflows and national public financial management systems. To address the implications of these crises, UNDP has been supporting the Government of Lebanon in restoring its core functions, resuming its role in service delivery, and implementing priority reforms. This support links traditional public administration, civil service, and policy reforms with a digital transformation process, with the ultimate objective of reactivating the social contract. In response, the Office of the Minister of State for Administrative Reform (OMSAR) launched Reinventing Government 2030 , one of Lebanon s most ambitious initiatives to modernize the State and rebuild citizens trust in public institutions. The reform vision is structured around the following three phases: Phase 1: Stakeholder Aspirations Listen, Analyse and Prepare OMSAR engaged thousands of stakeholders, including citizens, young people, members of the diaspora, civil servants, municipalities, civil society organizations, unions, media representatives, and political and religious leaders. Engagement took place through surveys, workshops, town hall meetings, and interviews. This participatory phase produced a unified vision and validated national reform aspirations. Phase 2: Blueprint Design for Government Restructuring This phase aims to reorganize ministries and public agencies by: • Redefining institutional mandates; • Eliminating fragmentation and duplicated functions; • Designing a Target Operating Model tailored to Lebanon; • Benchmarking against international governance models; and • Ensuring alignment with stakeholder aspirations and the future needs of the State. Phase 3: Full Implementation 2030 This phase will involve implementing the restructuring plan, introducing digital and process reforms, reskilling human capital, and establishing performance-based management across government institutions. Following the completion of Phase 1, OMSAR launched Phase 2 of the reform programme. Central to this phase is a baseline assessment of the current state of affairs within the Government of Lebanon. The reform design is set out in the Conceptual Framework, which provides the basic outline for the baseline assessment. It envisages a functional analysis of the Government of Lebanon across horizontal and vertical axes. The horizontal axis establishes four universal government functions: • National direction and policy setting; • Licensing and regulation; • Service delivery; and • Delivery oversight and surveillance. The vertical axis provides a thematic and sectoral classification of the governance model. In particular, it identifies seven clusters, 28 sectors, and approximately 120 subsectors in which the Government of Lebanon has competencies under existing legislation. This classification represents a consolidated list of sectors derived from six international classification systems, including those of the United Nations Classification of the Functions of Government, the Organisation for Economic Co-operation and Development, the World Bank, and S&P Global, as well as governance benchmarks from Rwanda and Singapore. Following several rounds of consultations with OMSAR, UNDP Lebanon developed and validated a methodology for conducting the baseline assessment in line with the priorities established in the Conceptual Framework. The methodology is based on a rigorous research design to ensure that data is collected from multiple sources. It includes four research methods, with each method designed to build upon the previous one and move the assessment from theoretical institutional mandates towards operational realities: • Desk research; • Surveys; • Key informant interviews; and • Focus groups and validation workshops. In this context, UNDP Lebanon is supporting OMSAR in designing the reform blueprint and seeks to recruit an Institutional Reform Officer. The Institutional Reform Officer will support OMSAR s ongoing administrative reform initiatives by contributing to workstream planning, institutional and governance assessments, benchmarking, reform design, and stakeholder engagement across the initiative.

Desired Candidate Profile

Master's degree in Public Administration, Public Policy, Business Administration, Economics, Development Studies, or a related field.

At least 5 years of relevant professional experience in project management, consulting, quality assurance, or organizational/institutional reform, including exposure to public sector or governance contexts.

Fluency in Arabic and English (both written and oral).

About Lucidya

Lucidya is an AI-native platform for customer experience (CX) intelligence that helps organizations understand their customers and take action across the entire customer lifecycle.

Our platform brings together products including Social Listening, OmniServe, Survey, and AI Agent, helping enterprise organizations across the region turn customer data into better experiences and measurable business outcomes.

As we continue to scale our products, customers, and AI capabilities, the amount of data we generate is growing rapidly. The opportunity is no longer simply to report on what happened - it's to understand why it happened, what it means, and what we should do next.

Why this role matters

We're looking for a Senior Product Analyst who can help make data a genuine part of how Product operates.

This isn't a role where you'll wait for a Product Manager to ask for a dashboard or pull a report after a decision has already been made. You'll be expected to get close to the product, understand how customers actually use it, spot patterns others may have missed, and bring insights to the table before someone asks for them.

You'll operate at two levels.

At the product and feature level, you'll help teams understand whether customers are discovering, adopting, engaging with, and getting value from what we're building. You'll identify friction, investigate unexpected behaviour, evaluate experiments, and help teams decide what to improve, scale, reposition, or stop.

At the leadership level, you'll connect those individual product signals to the bigger picture - helping leadership understand product performance, emerging opportunities, risks, and where we should invest next.

The strongest person in this role will be able to move comfortably between a SQL query, a conversation with a Product Manager, and a leadership presentation - and translate the same data into something meaningful for each audience.

What you'll do

Turn product data into decisions. You'll go beyond reporting what happened to understand why it happened, what it means, and what Product should do differently as a result.

Help teams define what success actually means. You'll work with Product Managers and other stakeholders to establish meaningful KPIs, success metrics, and measurement plans before features and initiatives are launched.

Understand how customers use our products. You'll analyse journeys, funnels, cohorts, adoption, engagement, retention, churn, and behavioural patterns to identify where customers are succeeding and where they're getting stuck.

Evaluate whether our products are delivering value. You'll assess feature performance and help teams make evidence-based decisions about whether to improve, scale, reposition, or discontinue initiatives.

Bring insights into product discovery. You'll use quantitative evidence alongside customer, product, and market context to help teams understand which problems are worth solving and where the biggest opportunities exist.

Challenge assumptions with evidence. When a team believes a feature is working, adoption is strong, or customers are behaving a certain way, you'll be comfortable asking, “What does the data actually tell us?” — constructively and without creating friction.

Identify opportunities before you're asked. You won't wait for a stakeholder to request a report. You'll proactively investigate anomalies, emerging trends, underperforming areas, and changes in customer behaviour and bring forward the ones that matter.

Support experimentation. You'll help teams define hypotheses, success criteria, and measurement approaches, then analyse experiments and A/B tests to determine what the evidence tells us.

Make complex analysis easy to understand. You'll turn large datasets and complicated analysis into clear stories, visualisations, recommendations, and decisions that make sense to both technical and non-technical audiences.

Give leadership a clear view of product performance. You'll create reporting that connects detailed product and feature performance to broader business objectives, highlighting progress, drivers, risks, and recommended actions rather than simply presenting numbers.

Help Product become more self-sufficient with data. You'll build repeatable analytical frameworks, dashboards, documentation, and self-service resources so teams don't need to come to you for every question.

Raise data literacy across Product. You'll coach Product Managers on metrics, analysis, and interpretation, and use workshops, office hours, and day-to-day collaboration to make better use of data part of how the team works.

Build trust across teams. You'll work closely with Product, Design, Engineering, and business stakeholders and influence decisions without relying on formal authority.

What success looks like

In your first 3-6 months, you'll be building trust. Product teams know you as someone who understands the product, asks the right questions, and brings useful insights rather than simply producing reports.

As you establish yourself, you'll start changing how decisions are made. Product Managers are defining meaningful success metrics earlier, teams are using evidence to evaluate their decisions, and you're proactively surfacing opportunities and risks rather than responding to reporting requests.

Ultimately, success means Product becomes more intelligent. Leadership has a clear view of what's driving product performance, teams understand why customers behave the way they do, and decisions about priorities and investment are increasingly based on evidence rather than assumptions.

The shift we're looking for is simple:

From “What happened?” ? “Why did it happen?” ? “What should we do about it?”

Requirements

Who you are

You're naturally curious. When you see an unexpected number, you don't just add it to a report — you want to know what's behind it.

You think commercially, not just analytically. You understand that an interesting insight isn't necessarily a useful one. You can connect product behaviour to customer value, business performance, and investment decisions.

You don't need to be given the question. You're comfortable starting with an ambiguous problem, figuring out what needs to be understood, and determining what analysis will actually help answer it.

You can zoom in and out. You can spend time investigating why a particular feature's adoption dropped while still understanding how that finding connects to the wider product strategy.

You're willing to challenge people. You don't simply validate what a stakeholder already believes. You're comfortable presenting evidence that contradicts an assumption, while doing so in a way that builds trust rather than defensiveness.

You know that being right isn't enough. Your analysis only creates value if people understand it and act on it. You can turn complex findings into a simple story and a clear recommendation.

You're a strong communicator. You can explain an analytical finding to a Product Manager, work through the technical detail with an Engineer, and present the business implication to leadership.

You're proactive and self-directed. You don't wait for a ticket to appear in your queue. You notice something worth investigating and take ownership of finding out what it means.

You're comfortable with ambiguity and a changing environment. Not every question will have a clean dataset or obvious answer. You know how to work with imperfect information while being transparent about its limitations.

You have 4+ years of experience in product analytics, digital analytics, business intelligence, or a closely related field, with experience working directly with digital Product teams.

You're technically strong. You can independently use SQL to explore and analyse large datasets and are comfortable working with product analytics or business intelligence platforms such as Mixpanel, Heap, Pendo, Metabase, Amplitude, Looker, Tableau, Power BI, or similar tools.

You understand product metrics deeply, including funnels, journeys, cohorts, retention, engagement, adoption, churn, and customer behaviour.

You can translate ambiguous business questions into structured analysis and understand the difference between finding a correlation and understanding what it actually means.

You're comfortable working remotely and can communicate effectively across teams without relying on being in the same room.

You have professional working proficiency in English.

Nice to have

Experience designing or evaluating A/B tests and experiments.

Experience with statistical analysis.

Familiarity with modern data stacks, data warehouses, transformation tools, event tracking, analytics instrumentation, or data governance.

Experience building or improving a product analytics function or data culture.

Experience presenting product recommendations to senior leadership.

Working knowledge of Python or R.

Experience working with B2B SaaS, enterprise products, AI products, or complex data-driven platforms.

What the hiring process will look like

Recruiter screening — An initial conversation about your experience, motivations, and what you're looking for next.

Analytics interview — A deeper discussion around your product analytics experience, technical capability, and how you approach ambiguous analytical problems.

Case study / analytical exercise — You'll be given a product or business problem and asked to analyse the available information, identify the key insights, and explain what you would recommend.

Presentation interview — You'll meet Product and/or business stakeholders to explore how you communicate insights, challenge assumptions, and influence decisions based on the case study.

Leadership / culture interview — A final conversation focused on how you operate, collaborate, handle ambiguity, and contribute to a high-performing team.

Job description

Result of Service
The ultimate result of this consultancy is a comprehensive assessment of the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services provided to Older Persons in Palestine - in both West Bank and Gaza. The assessment will inform the Ministry’s of Social Development policy improvements and adjustments in these two areas.
Work Location
Palestine / Remote
Expected duration
4 Months
Duties and Responsibilities
Background In Palestine, prolonged socioeconomic challenges, conflict, displacement, and growing pressures on public institutions have heightened the vulnerability of older persons, particularly those living in poverty, experiencing disability, living alone, or requiring long-term care. In the West Bank, older persons continue to face multiple vulnerabilities associated with the prolonged occupation, including movement restrictions, increasing poverty, unequal access to essential services, and mounting economic pressures. In the Gaza Strip, the ongoing humanitarian crisis has further exacerbated these challenges, severely disrupting access to healthcare, social services, income security, and community support systems. The Ministry of Social Development has undertaken important reforms to strengthen the national social protection system through the implementation of its Strategy (2025–2027), the National Strategy for Older Persons (2021–2026), and broader initiatives related to the national social registry, case management systems, and multidimensional poverty reduction. Within this evolving policy landscape, cash assistance programmes and care services constitute two critical but complementary pillars of social protection for older persons. While cash transfers provide essential income security, their effectiveness depends on the availability, accessibility and quality of healthcare, long-term care and social services that enable older persons to maintain their dignity, independence and quality of life. Yet, evidence remains limited regarding the extent to which existing programmes effectively respond to the multidimensional needs of older persons, the adequacy of benefits and services, institutional coordination, and the overall impact of social protection interventions on their well-being. Against this backdrop, ESCWA is hiring a consultant to prepare a study to assess the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services for older persons in Palestine -including the West Bank and Gaza. The consultancy will generate evidence to inform future reforms and improvement of social protection policies and programmes for older persons. Duties and Responsibilities of the Consultant In close coordination with ESCWA and the Ministry of Social Development in Palestine, the consultant will: 1. Prepare an inception report for the study outlining the refined methodology, detailed workplan, sampling strategy, analytical framework, and proposed data collection instruments, including questionnaires, focus group discussion guides and key informant interview protocols. The inception report will also identify the key informants to be interviewed in West Bank and Gaza. 2. Conduct a comprehensive desk review of relevant literature, legislative and policy documents and administrative data. 3. Provide a snapshot of the demographic and socio-economic situation of older persons in Palestine –West Bank and Gaza. 4. Design and conduct quantitative and qualitative data collection processes including surveys, focus group discussions, key informant interviews and, where appropriate, interviews with caregivers in West Bank and Gaza. 5. Analyze and triangulate quantitative and qualitative findings and assess the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services in West Bank and Gaza. 6. Identify policy, institutional and operational gaps affecting programme implementation, coverage, targeting, coordination and service delivery in West Bank and Gaza. 7. Prepare the first draft of the study, including all annexes, references and data tables used in the analysis. 8. Revise the draft report based on comments received from ESCWA and the MoSD. 9. Present the main findings and policy recommendations during technical meetings, validation workshops or consultation sessions, if requested. 10. Coordinate closely with ESCWA and the Ministry throughout the data collection process to ensure methodological consistency, quality assurance and appropriate adaptation of fieldwork modalities to the operational context. 11. The consultant shall ensure full adherence to ethical research standards and compliance with stringent confidentiality and data protection standards.
Qualifications/special skills
A Masters degree or equivalent degree in Social Policy, Public Policy, Development Studies, Sociology, Economics, Public Health, Statistics, Social Work, or another closely related discipline or related area is required.
Water is essential for sustainable development, particularly in the water-scarce Arab region. The freshwater scarcity situation is aggravated by several factors, such as dependency on shared water resources, pollution, climate change impacts and extreme events, non-revenue water losses, inefficient use and high population growth. Water scarcity is a significant challenge for sustainable development, as it directly affects the ability to ensure access to water and sanitation for all, while also having important implications for energy and food security, economic development, as well as urban and rural livelihoods. Water security challenges caused by water scarcity also require national and regional security considerations. Overcoming these challenges calls for a holistic approach that creates an effective enabling environment made possible through stronger governance, more effective financial strategies, innovation, data for decision-making and capacity development. The water security challenges must be addressed in coordinated regional, national and central approaches that enable the attainment of sustainable development and prosperity for all.

Objective

To prepare an analytical paper on water security across the Arab region that elaborates on current challenges and offers insights on potential pathways for advancing the water agenda across the region.

Duties and Responsibilities

Under the overall guidance of the Climate Change and Natural Resource Sustainability Cluster Lead and the direct supervision of the Senior Sustainable Development Officer for water, the consultant will undertake the following tasks:

Provide a framing for water security in the Arab region, drawing on national processes and priorities, as well as regional water security strategy of the Arab Ministerial Water Council of the League of Arab states and global approaches such as the Water Action Decade.

Review the present landscape characterizing water security in Arab countries, providing examples of fruitful cooperation between multiple Arab countries.

Examine key drivers of water security vulnerability and resilience in the region, including climate change, economic development and conflict.

Assess the role of national and regional enablers for advancing in water security, including innovation and technology, finance, knowledge exchange, private sector engagement and identify opportunities for regional cooperation.

Offer insights and recommendations on priority areas for investment and cooperation to advance resilient water security across the region.

Desired Candidate Profile

A master's degree or higher in water resources management, hydrology, hydrogeology, sustainable development, natural resources management or related field is required.
Result of Service The consultant will design, build and operationalize geospatial AI pipelines, models and services that turn Earth observation and other geospatial data into policy-relevant indicators and decision-support tools for Arab Member States. The work will be integrated into DSDS platforms and will strengthen ESCWA's in-house geospatial analytics capacity. Work Location Hybrid Expected duration 6 months Duties and Responsibilities Background: The United Nations Economic and Social Commission for Western Asia (ESCWA) supports its 22 Arab Member States in achieving inclusive and sustainable development through evidence-based policymaking. Within ESCWA, the Decision Support and Data Science Division (DSDS) designs and operates AI platforms, data science tools, digital portals and decision-support systems. These include the Arab Development Portal (ADP), the ISPAR policy simulator, Polaris/Naseej (a multi-agent research and policy-synthesis engine), Mustashar (an Arabic-language AI legal advisory tool), and other specialized digital tools. Geospatial data and Earth observation are becoming central to policy analysis in the region. Satellite imagery, remote sensing, mobility data and other non-traditional sources can fill statistical gaps, produce near-real-time indicators, and support monitoring where conventional data are sparse, outdated or disrupted by conflict. Examples include tracking trade flows and border activity, measuring urban expansion and informal settlements, monitoring agricultural production and water use, assessing climate and disaster exposure, and estimating economic activity at the subnational level. DSDS is building a GeoAI capability to integrate geospatial intelligence into its platforms and analytical services. This work also supports the division's forthcoming practitioner manual, GeoInsights for Policymaking: Practitioner Manual for Geospatial Analysis and Decision Support, and related Development Account and technical cooperation work on AI, geospatial and non-traditional data. To lead the technical development of this capability, ESCWA seeks a Senior GeoAI Engineer. Duties and responsibilities: Under the overall supervision of the Chief of DSDS, the consultant will:

a) GeoAI architecture and data infrastructure Design a scalable, cloud-based geospatial data architecture covering ingestion, storage, processing and serving of raster and vector data (e.g., Sentinel-1/2, Landsat, VIIRS night-time lights, commercial high-resolution imagery, OpenStreetMap, administrative boundaries). Establish reproducible pipelines using cloud-optimized formats (COG, GeoParquet, Zarr, STAC catalogues) and tools such as Google Earth Engine, Microsoft Planetary Computer or equivalent. Ensure interoperability with existing DSDS platforms (ADP, ISPAR, Polaris/Naseej) through APIs and standard data services (OGC-compliant where appropriate).

b) Model development and use cases Develop, fine-tune and validate machine learning and deep learning models for priority use cases. Final selection will be agreed with the supervisor within the first month. Apply and adapt geospatial foundation models (e.g., Prithvi, SatMAE, Clay, SAM-based segmentation) where they add value over conventional approaches. Document model performance, uncertainty and limitations, including ground-truth validation against official statistics where available.

c) Decision-support products Develop interactive geospatial dashboards and map-based decision-support tools for policymakers. Produce subnational indicator datasets that can feed into ISPAR simulations, ADP data products and Polaris/Naseej evidence synthesis. Explore integration of geospatial retrieval and analysis into LLM-based agentic workflows (e.g., natural-language querying of geospatial layers).

d) Responsible AI and data governance Apply ESCWA's AI governance principles to all GeoAI work, including data provenance, privacy, bias assessment (e.g., urban/rural and regional representativeness), and the sensitivities of geospatial data in conflict-affected contexts. Prepare model cards and data documentation for all production models.

e) Knowledge products and capacity development Contribute technical content, worked examples and code notebooks to the GeoInsights for Policymaking practitioner manual. Design and deliver at least two technical trainings or workshops for Member State officials and/or ESCWA staff. Provide technical input to project proposals, concept notes and briefs involving geospatial and non-traditional data, as requested. Mentor DSDS staff and junior consultants and transfer knowledge through documentation, code reviews and hands-on sessions.

Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required and knowledge of Arabic is desirable.

Desired Candidate Profile

A Master's degree or equivalent in geoinformatics, remote sensing, computer science, data science, geography, civil/environmental engineering or a related field is required. A PhD in a relevant field is desirable. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.

At least seven years of progressively responsible experience in geospatial data science, remote sensing or GIS engineering, including at least four years developing and deploying machine learning or deep learning models on Earth observation data is required. Demonstrated experience building production-grade geospatial pipelines on cloud platforms (e.g., Google Earth Engine, AWS, Azure, Planetary Computer) is required. Strong proficiency in Python and the geospatial stack (GDAL, rasterio, xarray, GeoPandas, PostGIS) and in deep learning frameworks (PyTorch or TensorFlow) is required. Experience with segmentation, object detection and time-series analysis of satellite imagery is required. Experience with geospatial foundation models, LLM-based geospatial workflows or MLOps practices is desirable. Experience producing policy-relevant indicators (e.g., SDG monitoring, poverty mapping, economic activity estimation) is desirable. Experience in the Arab region, in international organizations or in conflict-affected settings is desirable. A portfolio of published code, peer-reviewed papers or deployed applications is desirable.

Result of Service The ultimate result of the service is to improve key messages and findings of the report. Work Location Remotely Expected duration 10 Days Duties and Responsibilities Background Arab countries have introduced important revenue and expenditure reforms, however, recent conflicts have reduced regional GDP by an estimated 3.5 per cent, disrupted trade and investment, increased energy and food-price volatility, and weakened investor confidence across the region. The wider economic shock from the conflict could push 18 to 23.4 million additional children into poverty by the end of 2026. Several countries have adopted fiscal measures to absorb these shocks, protect vulnerable groups and support recovery. Social spending is critical in this regard. Average social expenditure in the Arab region for essential services such as education, health and social protection stands at 10.6 per cent of GDP, compared with a global average of 17.3 per cent of GDP in 2022. Governments need to improve the prioritization, adequacy, financing and delivery of social expenditure while assessing its equity, efficiency and effectiveness in reaching children, older persons, women and people in conflict-affected situations. Maintaining, or even increasing essential investments in children during economic downturns supports future productivity, human capital formation and long-term growth. This is especially important for energy-importing and middle-income countries facing constrained fiscal space and growing pressure on essential services. ESCWA and UNICEF are producing a report on Safeguarding social spending in the Arab States: Resilience of public finance systems amid geopolitical shocks and crises to support governments in building resilient public financial management systems for social sector budgeting during geopolitical shocks and crises. Prepared ahead of the Arab Public Finance and Budgeting Forum, the report s insights and findings will serve to frame and inform the Forum s deliberations. Duties and Responsibilities The main duties and responsibilities of the peer reviewer are the following: Undertake a critical review of the report; Provide written feedback (1 2 pages) covering different aspects of the draft report and its key messages, and undertake supplementary research, as needed; Prepare a concise summary of the report, highlighting its main findings and key messages, along with policy recommendations to strengthen the report and inform the discussions to be held during the Arab Public Finance and Budgeting Forum.

Desired Candidate Profile

A Master's degree or equivalent in economics, finance, or a related field is required. A PhD is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 7 years of experience in the field of public finance/macroeconomics, development economics or related field is required. Publications in peer reviewed journal in related field is desirable. Experience of Arab region development context is desirable. Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required.
Job description

Result of Service
The consultant will design, build and operationalize geospatial AI pipelines, models and services that turn Earth observation and other geospatial data into policy-relevant indicators and decision-support tools for Arab Member States. The work will be integrated into DSDS platforms and will strengthen ESCWA's in-house geospatial analytics capacity.
Work Location
Hybrid
Expected duration
6 months
Duties and Responsibilities
Background: The United Nations Economic and Social Commission for Western Asia (ESCWA) supports its 22 Arab Member States in achieving inclusive and sustainable development through evidence-based policymaking. Duties and responsibilities: Under the overall supervision of the Chief of DSDS, the consultant will: a) GeoAI architecture and data infrastructure • Design a scalable, cloud-based geospatial data architecture covering ingestion, storage, processing and serving of raster and vector data (e.g., Sentinel-1/2, Landsat, VIIRS night-time lights, commercial high-resolution imagery, OpenStreetMap, administrative boundaries). • Establish reproducible pipelines using cloud-optimized formats (COG, GeoParquet, Zarr, STAC catalogues) and tools such as Google Earth Engine, Microsoft Planetary Computer or equivalent. • Ensure interoperability with existing DSDS platforms (ADP, ISPAR, Polaris/Naseej) through APIs and standard data services (OGC-compliant where appropriate). b) Model development and use cases • Develop, fine-tune and validate machine learning and deep learning models for priority use cases. Final selection will be agreed with the supervisor within the first month. • Apply and adapt geospatial foundation models (e.g., Prithvi, SatMAE, Clay, SAM-based segmentation) where they add value over conventional approaches. • Document model performance, uncertainty and limitations, including ground-truth validation against official statistics where available. c) Decision-support products • Develop interactive geospatial dashboards and map-based decision-support tools for policymakers. • Produce subnational indicator datasets that can feed into ISPAR simulations, ADP data products and Polaris/Naseej evidence synthesis. • Explore integration of geospatial retrieval and analysis into LLM-based agentic workflows (e.g., natural-language querying of geospatial layers). d) Responsible AI and data governance • Apply ESCWA's AI governance principles to all GeoAI work, including data provenance, privacy, bias assessment (e.g., urban/rural and regional representativeness), and the sensitivities of geospatial data in conflict-affected contexts. • Prepare model cards and data documentation for all production models. e) Knowledge products and capacity development • Contribute technical content, worked examples and code notebooks to the GeoInsights for Policymaking practitioner manual. • Design and deliver at least two technical trainings or workshops for Member State officials and/or ESCWA staff. • Provide technical input to project proposals, concept notes and briefs involving geospatial and non-traditional data, as requested. • Mentor DSDS staff and junior consultants and transfer knowledge through documentation, code reviews and hands-on sessions.
Qualifications/special skills
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
Job description

Result of Service
The ultimate result of the service is to improve key messages and findings of the report.
Work Location
Remotely
Expected duration
10 Days
Duties and Responsibilities
Background Arab countries have introduced important revenue and expenditure reforms, however, recent conflicts have reduced regional GDP by an estimated 3.5 per cent, disrupted trade and investment, increased energy and food-price volatility, and weakened investor confidence across the region. ESCWA and UNICEF are producing a report on “Safeguarding social spending in the Arab States: Resilience of public finance systems amid geopolitical shocks and crises” to support governments in building resilient public financial management systems for social sector budgeting during geopolitical shocks and crises. Prepared ahead of the Arab Public Finance and Budgeting Forum, the report’s insights and findings will serve to frame and inform the Forum’s deliberations. Duties and Responsibilities The main duties and responsibilities of the peer reviewer are the following: • Undertake a critical review of the report; • Provide written feedback (1–2 pages) covering different aspects of the draft report and its key messages, and undertake supplementary research, as needed; • Prepare a concise summary of the report, highlighting its main findings and key messages, along with policy recommendations to strengthen the report and inform the discussions to be held during the Arab Public Finance and Budgeting Forum.
Qualifications/special skills
A Master's degree or equivalent in economics, finance, or a related field is required. Background Reducing inequality remains a major development challenge in the Arab region, with disparities in access to employment, education, social protection, and economic opportunities continuing to affect current and future generations. In response to these challenges, the United Nations Economic and Social Commission for Western Asia (ESCWA) established the Arab Forum for Equality (AFE) as a regional platform for dialogue, knowledge exchange, and policy engagement on inequality. Since its launch, the Forum has brought together government representatives, United Nations entities, academia, civil society organizations, development partners, and youth from across the Arab region to discuss emerging dimensions of inequality and identify practical policy solutions. Previous editions of the Forum have examined inequality in youth employment, food security, multiple crises, and social protection, contributing to regional discussions on inclusive and sustainable development. Building on the success of previous editions, ESCWA will convene the Fifth Arab Forum for Equality (AFE5) in Muscat, Oman, on 26-27 January 2027 under the theme “Intergenerational Equality: A Path Forward.” The Forum will bring together policymakers, experts, development partners, civil society organizations, and youth representatives to examine how inequalities are transmitted across generations and to identify policies and strategies that promote equal opportunities, social justice, and inclusive development.
