<p>Background and Context The Middle East and North Africa region is experiencing a period of profound disruption shaped by the latest war in the Middle East, wider regional escalation risks, and shifting geopolitical alignments, economic shocks, social fragility, and worsening climate and environmental pressures. These developments are unfolding in a region already marked by inequality, conflict vulnerability, fossil fuel dependency, water scarcity, food insecurity, energy insecurity, constrained civic space, and uneven climate resilience. The war and its broader regional repercussions are likely to reshape power relations, diplomacy, security priorities, governance systems, economic planning, public narratives, and social movements. The disruption also has direct and indirect climate and environmental consequences, including damage to ecosystems and infrastructure, pollution risks, reconstruction pressures, increased fossil fuel dependency, weakened environmental governance, and heightened vulnerability of communities already facing climate impacts. For Greenpeace MENA, this moment requires a strategic assessment of how geopolitical and economic changes intersect with climate justice, environmental protection, energy transition, civic space, and movement-building. The assessment should help Greenpeace MENA understand the implications for its campaigns, advocacy, partnerships, public positioning, narratives, risk management, and long-term strategic direction. The project aims to enhance the capacities of government officials and policymakers working in statistics, energy, and GIS-active research centres on using digital and geospatial tools to map and monitor solar energy data, review data snapshots and baselines, and generate KPIs to strengthen data-driven analysis and improve evidence-based policymaking for climate action and socio-economic resilience. Objective The GIS and renewable energy data analyst would review the existing data sets on detected solar photovoltaic (PV) systems in Djibouti, Jordan, Lebanon, Syria, and Yemen; apply statistical analysis methods to improve the accuracy of the data sets; and add socio-economic GIS layers to the existing data sets to strengthen data-driven analysis and improve evidence-based policymaking for climate action and socio-economic resilience. The country has experienced multiple shocks, including an economic and financial collapse, the COVID-19 pandemic, the Beirut Port explosion, and, most recently, an armed conflict lasting more than a year that caused extensive damage and losses. These developments led to a severe economic contraction, depreciation of the Lebanese pound, soaring inflation, fiscal imbalances, and a sharp decline in the real value of income, particularly affecting public-sector employees. As a result, state institutions have struggled to fulfil their mandates due to a lack of financial resources and a significant loss of skilled public-sector professionals. Against this backdrop, the country s capacity for evidence-based policymaking, regulation, and the delivery of national priorities has been severely constrained. The State continues to face major resource and capacity constraints in responding to the crisis, supporting post-conflict recovery, and addressing structural challenges. At the same time, there is limited visibility regarding development aid directed to Lebanon. Since the economic collapse in 2019, most donors have made funding conditional upon the implementation of broad reforms and progress towards an agreement with the International Monetary Fund. Consequently, only a small proportion of aid has been channelled through government systems. Most grants and loans remain off-budget, creating a disconnect between aid inflows and national public financial management systems. To address the implications of these crises, UNDP has been supporting the Government of Lebanon in restoring its core functions, resuming its role in service delivery, and implementing priority reforms. This support links traditional public administration, civil service, and policy reforms with a digital transformation process, with the ultimate objective of reactivating the social contract. In response, the Office of the Minister of State for Administrative Reform (OMSAR) launched Reinventing Government 2030 , one of Lebanon s most ambitious initiatives to modernize the State and rebuild citizens trust in public institutions. The reform vision is structured around the following three phases: Phase 1: Stakeholder Aspirations Listen, Analyse and Prepare OMSAR engaged thousands of stakeholders, including citizens, young people, members of the diaspora, civil servants, municipalities, civil society organizations, unions, media representatives, and political and religious leaders. Engagement took place through surveys, workshops, town hall meetings, and interviews. This participatory phase produced a unified vision and validated national reform aspirations. Phase 2: Blueprint Design for Government Restructuring This phase aims to reorganize ministries and public agencies by: • Redefining institutional mandates; • Eliminating fragmentation and duplicated functions; • Designing a Target Operating Model tailored to Lebanon; • Benchmarking against international governance models; and • Ensuring alignment with stakeholder aspirations and the future needs of the State. Phase 3: Full Implementation 2030 This phase will involve implementing the restructuring plan, introducing digital and process reforms, reskilling human capital, and establishing performance-based management across government institutions. Following the completion of Phase 1, OMSAR launched Phase 2 of the reform programme. Central to this phase is a baseline assessment of the current state of affairs within the Government of Lebanon. The reform design is set out in the Conceptual Framework, which provides the basic outline for the baseline assessment. It envisages a functional analysis of the Government of Lebanon across horizontal and vertical axes. The horizontal axis establishes four universal government functions: • National direction and policy setting; • Licensing and regulation; • Service delivery; and • Delivery oversight and surveillance. The vertical axis provides a thematic and sectoral classification of the governance model. In particular, it identifies seven clusters, 28 sectors, and approximately 120 subsectors in which the Government of Lebanon has competencies under existing legislation. This classification represents a consolidated list of sectors derived from six international classification systems, including those of the United Nations Classification of the Functions of Government, the Organisation for Economic Co-operation and Development, the World Bank, and S&P Global, as well as governance benchmarks from Rwanda and Singapore. Following several rounds of consultations with OMSAR, UNDP Lebanon developed and validated a methodology for conducting the baseline assessment in line with the priorities established in the Conceptual Framework. The methodology is based on a rigorous research design to ensure that data is collected from multiple sources. It includes four research methods, with each method designed to build upon the previous one and move the assessment from theoretical institutional mandates towards operational realities: • Desk research; • Surveys; • Key informant interviews; and • Focus groups and validation workshops. In this context, UNDP Lebanon is supporting OMSAR in designing the reform blueprint and seeks to recruit an Institutional Reform Officer. The Competition and Consumer Policies portfolio within the Economic Governance and Planning Section undertakes regional research, legal and regulatory reviews, market studies, capacity-building activities, and knowledge products, often in collaboration with national authorities and other public institutions. The portfolio also supports regional initiatives that assess policy and regulatory developments, strengthen knowledge-sharing, and facilitate the exchange of experiences and good practices among Arab countries. Meanwhile, across the developing world, poverty reduction has been slow and inconsistent. The case in point is the Arab region, where poverty has been rising over the past two decades due to various adverse shocks – notably the pandemic, recurring conflict, man-made and natural disasters, and global inflation. With the weight of this evidence, there is considerable concern regarding the capacity of Arab developing countries to recover and transition out of poverty in the coming years. To support its member States with designing policies for alleviating economic poverty according to various definitions, UN ESCWA has advanced novel approaches for measuring and projecting poverty and vulnerability consistently across countries and years. ESCWA’s recent publications on money metric poverty, inequality, and the middle class in Arab countries show poverty has been on the rise, particularly in low-income Arab countries. They also found that a substantial share of the middle class in middle income countries – defined through a social lens – was either consumption-poor or vulnerable to falling into poverty. These findings reveal the lived realities of socioeconomic insecurity and downward mobility in the region. Recent conflicts such as the ongoing War on Iran and the closure of the Strait of Hormuz have further exacerbated deprivation and vulnerability by causing destruction and displacement, income shocks, and surging costs of fuels and other basic commodities. The War on Iran has also illustrated that no Arab subregion or country income group is immune to the impacts of conflict. Economic inequality does not drive the long-term poverty trends. In fact, income inequality has been stagnating or falling in much of the region, and wealth inequality has also been stagnating or even falling in Arab middle-income and high-income countries, even though it has risen in Arab least developed countries (LDCs). Trends in social inequalities corroborate the improved inclusiveness of the environment and socioeconomic opportunities across social groups such as men and women, and urban and rural households. This has given rise to the Arab Inequality Puzzle (World Bank, 2013). Understanding the role of countries’ economic growth and its trickledown to ordinary and vulnerable households is an important part of solving the poverty–inequality puzzle. While Arab economies at large have been expanding, most workers have not reaped benefits from this growth or from their own enhanced human capital. Earnings and returns to schooling have been stagnating or declining. The segmentation of Arab countries’ labour markets thus provides additional clues to solving the puzzle. The share of precarious jobs has been increasing in the past decade, particularly since the onset of the COVID-19 pandemic, and the technology-enabled proliferation of the informal platform and gig economy. Arab countries’ efforts to wean themselves off the resource extraction economy has also contributed to the attrition of decent jobs, as it has not been accompanied by an adequate creation of formal green jobs. Indeed, household income surveys point to the stagnation or decline in take-home incomes and consumption expenditures. Is it that their distribution in household surveys could be grossly underestimated? Indeed, recent studies suggest that misreporting and exclusion of certain households’ incomes typically underestimates the earnings distribution, particularly its top deciles. Purpose of the consultancy The forthcoming report attempts to resolve the Arab Inequality Puzzle with these stylized facts relying on the most recent national accounts data and household income and expenditure surveys for over 150 countries. The analytical focus and policy implications are primarily geared to Arab countries. In addition to elucidating the poverty–inequality nexus, which has important policy implications for Arab countries, the report’s second main objective is to produce a revised set of inequality measures that factor in the estimated missing top incomes. The accompanying database will complement ESCWA’s existing databases as well as the Money Metric Poverty and Inequality Assist Tool (MPAT) which are publicly available for researchers and policy makers in Arab countries and globally. Given the significance of the undertaking and the novelty of the tentative findings, ESCWA is recruiting a consultant to assist with the development of methodologies, and production and interpretation of new results for the forthcoming “Making Sense of the Poverty and Inequality Puzzle in Arab Countries” Report. Within this evolving policy landscape, cash assistance programmes and care services constitute two critical but complementary pillars of social protection for older persons. While cash transfers provide essential income security, their effectiveness depends on the availability, accessibility and quality of healthcare, long-term care and social services that enable older persons to maintain their dignity, independence and quality of life. Yet, evidence remains limited regarding the extent to which existing programmes effectively respond to the multidimensional needs of older persons, the adequacy of benefits and services, institutional coordination, and the overall impact of social protection interventions on their well-being. Against this backdrop, ESCWA is hiring a consultant to prepare a study to assess the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services for older persons in Palestine -including the West Bank and Gaza. The freshwater scarcity situation is aggravated by several factors, such as dependency on shared water resources, pollution, climate change impacts and extreme events, non-revenue water losses, inefficient use and high population growth. Water scarcity is a significant challenge for sustainable development, as it directly affects the ability to ensure access to water and sanitation for all, while also having important implications for energy and food security, economic development, as well as urban and rural livelihoods. Water security challenges caused by water scarcity also require national and regional security considerations. Overcoming these challenges calls for a holistic approach that creates an effective enabling environment made possible through stronger governance, more effective financial strategies, innovation, data for decision-making and capacity development. <p>Purpose of the role</p><p>The Head of Mission is responsible for the management of the foreign office in its different aspects: mission development, staff management and training, budget sustainability, security, compliance with COOPI and donor procedures. Background The Tenth Five-Year Development Plan PHONE_NUMBER) constitutes the first executive plan for implementing Oman Vision 2040, translating the Vision s orientations into programmes and projects across its four pillars: People and Society, Economy and Development, Sustainable Environment, and Governance and Institutional Performance. The Plan is structured around 14 national priorities, 82 strategic objectives and 411 strategic programmes. Its scale and strategic importance warrant a comprehensive final evaluation of its implementation and performance at the end of its five-year cycle, pursuant to Article 8 of Royal Decree No. 1/2021, with lessons to inform the next phase of national development planning. Particular emphasis will be placed on the Plan s financing and budget dimensions, including fiscal space, revenue and expenditure performance, budget effectiveness, financing requirements and gaps, investment needs, and the effectiveness and sustainability of financing sources. The IC's specific responsibilities include: Gather, compile and update information and technical data across all the SDGs and economic indicators, which pertain to the National priorities costing and financing in Oman. Extract, retrieve, compile and analyze technical data and relevant material from national sources, databases, libraries and various statistical calculations and compilations. Analyze and scrutinize the financing flows outlined in the strategy for Oman. Assess the progress of National indicators over the 2PHONE_NUMBER period. Provide econometric assistance to examine the factors influencing investment opportunities and potentials in the Omani economy, including workstreams on quantitative economic modelling and causal inference for policy recommendations. UN Women’s Surging Women's Employment (SWEI) Initiative aims to increase women’s employment by 5% by 2030 across eight countries focusing on Green, STEM, and Care economies. The eight SWEI countries are divided into two groups: Group 1: Egypt, Jordan, Morocco, and Tunisia; and Group 2: Lebanon, Palestine, Syria, and Iraq. As part of the inception phase, the SWEI implementation plan calls for a regional analysis of potential macroeconomic policy reforms needed for expedited employment generation solutions. ESCWA and UN Women highlighted the need to strengthen macroeconomic and fiscal analysis with practical, policy oriented approaches to support the ongoing regional diagnostic. As a contribution to the SWEI initiative, ESCWA will prepare a macroeconomic assessment paper addressing these issues. Duties and Responsibilities The consultant will work in close cooperation with the project team at ESCWA. In this context, the consultant will be required to: • Review and assess female labour force participation trends in the Arab region overall and SWEI Group 1 countries (Egypt, Jordan, Morocco, and Tunisia), including analysis of employment evolution by sector at the regional level as well as unemployment patterns among young women, to serve as the analytical background for the paper. • Map macroeconomic policies across Arab countries influencing women's employment, distinguishing between policies that enable women to work and those that incentivize employer hiring. • Analyze sectoral employment structures across the SWEI countries using ISIC-based data, with specific focus on Green, STEM, and Care economies. • Compare the documented and evidenced impact of macroeconomic policy reforms and sectoral interventions on women's employment to provide background and evidence for the macroeconomic policy proposals. • Identify and propose key macroeconomic policy reforms to surge women's employment in each of the four Group 1 countries, and develop quantified costing and projected impact for each proposed reform on women employment. • Develop a methodological approach for assessing the impact of macroeconomic policy reforms on female employment and costing policy reform implementation.<br> Qualifications/special skills<br>A Master’s degree in economics, labor economics, econometrics, or related field is required.
