<br>We are seeking an organized and detail-oriented Warehouse Keeper to manage warehouse operations and inventory across the Beirut Digital District. The successful candidate will be responsible for receiving, storing, issuing, and maintaining inventory while ensuring accurate stock records within the inventory management system.

<br>The role includes monitoring inventory levels, initiating replenishment requests, maintaining organized and secure warehouse facilities, and supporting the efficient distribution of materials and consumables. Interventions include: </p><ul class="list-disc"><li>Output 1: Provide environmentally and economically sustainable WASH services at community level in the gatherings.</li><li>Output 2: Improve environmental and structural conditions of shelter units in the gatherings.</li><li>Output 3: Promote inclusive and safer environments in the gatherings though comprehensive neighborhood upgrading interventions.</li><li>Output 4: Improve hygiene conditions for host and new refugee communities in the gatherings.</li><li>Output 5: Reduce youth risky behaviors in the gatherings through livelihood interventions.</li><li>Output 6: Develop a national coordination and planning platform for response and development in Palestinian Gatherings.</li><li>Output 7: Local communities and institutions supported to respond to COVID-19 in the gatherings.</li></ul><p>Civil works projects and purchase of equipment are carried out to improve access to basic urban services; install and rehabilitate WASH networks; upgrade physical conditions of neighborhoods; improve shelter conditions; establish or rehabilitate community spaces; and rehabilitate and upgrade health care facilities. </p><p>SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK </p><p>Under the overall guidance of Project Manager, the direct supervision of the Project Engineering Officer, the Civil Engineer Consultant will be primarily responsible for the technical aspects of infrastructure and civil works projects within the project. <p>The American Red Cross is currently seeking a Mobile SAF-IS Regional Program Specialist to support the Service to Armed Forces and International Services Division mission. This position is regional, but also part of our mobile staff which requires meeting strict medical and security clearances prior to employment. Mobile staff members typically deploy for 6 months at a time, approximately once every 18-24 months, and can be sent to any military base in the world. <p>The American Red Cross is currently seeking a Mobile SAF-IS Regional Program Specialist to support the Service to Armed Forces and International Services Division mission. This position is regional, but also part of our mobile staff which requires meeting strict medical and security clearances prior to employment. In this role worldwide deployment is a condition of employment. Mobile staff members typically deploy for 6 months at a time, approximately once every 18-24 months, and can be sent to any military base in the world. Relocation assistance is only available for current employees within a 50-mile radius within the division.</p>

When volunteers are unavailable, the manager is responsible for delivering the mission-specific services.</p>

The OzonAction Compliance Assistance Programme (CAP), operating under UNEP in West Asia, provides policy and technical support to Member States in the region to ensure compliance with the Montreal Protocol and facilitate the phase out of ozone depleting substances. At its 96th meeting (May 2025), the Executive Committee (ExCom) of the Multilateral Fund (MLF) approved the Preparation of HCFC Phase Out Management Plan (HPMP) Stage III for each of Kuwait and Iraq. UNEP, in collaboration with the respective National Ozone Units (NOUs) of Kuwait and Iraq, is implementing these projects, which aim to develop overarching strategies and detailed project documents to support each country in achieving their HCFC phase out obligations in line with the Montreal Protocol targets. UNEP OzonAction CAP, as the implementing agency, will collaborate with the Governments of Kuwait and Iraq in the preparation of their respective HPMPs (Stage III). This will involve: • Updating data on HCFC consumption in the servicing sector and the market profile of HCFC based equipment in both countries. • Consulting with stakeholders (importers, distributors, end users, technicians, training institutions, and customs authorities) to explore alternative technologies and HCFC reduction measures relevant to Kuwait and Iraq. • Developing the HPMP Stage III project documents for both Kuwait and Iraq with clear national roadmaps for HCFC phase out, policy recommendations, and required technical interventions. To ensure the successful and timely execution of these tasks, UNEP seeks to engage a technical consultant with expertise in refrigerant management, Montreal Protocol implementation, and sustainable cooling solutions to assist in developing the HPMP Stage III project documents for both Kuwait and Iraq — particularly with regard to suitable long‑term alternatives for air‑conditioning and refrigeration applications under high‑ambient‑temperature conditions, as well as the related policies needed to support continued HCFC phase‑out and compliance with Montreal Protocol obligations. Duties and Responsibilities: Under the direct supervision of the Montreal Protocol Regional Coordinator for West Asia, the consultant will support the Governments of Kuwait and Iraq in developing their respective HPMP Stage III project documents. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A minimum of 7 years of experience in ODS phase‑out and development of related projects and strategies is required. Strong knowledge of the working procedures and policies of the Multilateral Fund (MLF) under the Montreal Protocol, particularly regarding the theoretical, practical, and environmental aspects of phasing out ODSs is required Experience in preparing project documents for the MLF of the Montreal Protocol, particularly HPMP projects, is required. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts news technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Recently, many Arab countries started developing/updating their national plans and strategies to reflect the aspects of digital government transformation. The Environment Quality Authority (EQA) in Palestine requested the technical assistance of ESCWA to develop their digital transformation strategy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital strategy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Palestine related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with EQA, interviews and meetings with the main national stakeholders and realising minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Assessment of EQA available capabilities, including current IT infrastructure, equipment, services and platforms; 6. Hold meetings with EQA departments to better understand EQA current digital status. This may include existing work procedures, process workflows, forms and interconnections between procedures, key business processes across departments and EQA offices in governorates and the HQ in Ramallah, Data centre project, EQA website, the need for AI systems if any. 7. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis) and technical analysis; 8. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 9. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and EQA. The final draft report includes the above-mentioned assessment, SWOT, the suggested strategy with timeframe of implementation of identified initiatives. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. To ensure the most effective response, both quantitative and qualitative data should be gathered on the profile/needs and living conditions of both the displaced population and host community. The incumbent will provide support in the day to-day operations of all construction and general infrastructure projects within the Area of Responsibility (AoR) to ensure that works proceed as designed and comply with established standards and procedures for the full project cycle.<br>Close and regular contact is maintained with technical and non-technical staff of shelter sector members, national and international NGOs and Government Authorities. The Senior Shelter Associate normally reports to a more senior shelter colleague or Technical Coordinator and normally supervises some support staff.<br>The incumbent assists the supervisor in ensuring that shelter & infrastructure responses within the AoR evolve according to the changing nature of the situation, progressively working towards more durable solutions and drawing from sustainable local building practices and materials. S/he provides technical support in general infrastructure planning, design and construction monitoring.<br>Within an urban context, it is essential that shelter responses take into consideration urban planning strategies, including an analysis of residential areas, housing affordability and availability. In addition, regardless of the context, shelter assistance should at all times minimize the risk of harm, eviction, exploitation and abuse, overcrowded living conditions, limited access to services and unhygienic conditions.
