[15 December 2026] All deliverables produced will become property of ESCWA.<br> Work Location<br>Remote<br> Expected duration<br>5 Months<br> Duties and Responsibilities<br>Background The 2030 Agenda for Sustainable Development as well as the Post-2030 Agenda recognizes that fighting poverty according to all its forms is among the greatest global challenges and is indispensable for sustainable development. Meanwhile, across the developing world, poverty reduction has been slow and inconsistent. The case in point is the Arab region, where poverty has been rising over the past two decades due to various adverse shocks – notably the pandemic, recurring conflict, man-made and natural disasters, and global inflation. With the weight of this evidence, there is considerable concern regarding the capacity of Arab developing countries to recover and transition out of poverty in the coming years. To support its member States with designing policies for alleviating economic poverty according to various definitions, UN ESCWA has advanced novel approaches for measuring and projecting poverty and vulnerability consistently across countries and years. ESCWA’s recent publications on money metric poverty, inequality, and the middle class in Arab countries show poverty has been on the rise, particularly in low-income Arab countries. They also found that a substantial share of the middle class in middle income countries – defined through a social lens – was either consumption-poor or vulnerable to falling into poverty. These findings reveal the lived realities of socioeconomic insecurity and downward mobility in the region. Recent conflicts such as the ongoing War on Iran and the closure of the Strait of Hormuz have further exacerbated deprivation and vulnerability by causing destruction and displacement, income shocks, and surging costs of fuels and other basic commodities. The War on Iran has also illustrated that no Arab subregion or country income group is immune to the impacts of conflict. Economic inequality does not drive the long-term poverty trends. In fact, income inequality has been stagnating or falling in much of the region, and wealth inequality has also been stagnating or even falling in Arab middle-income and high-income countries, even though it has risen in Arab least developed countries (LDCs). Trends in social inequalities corroborate the improved inclusiveness of the environment and socioeconomic opportunities across social groups such as men and women, and urban and rural households. This has given rise to the Arab Inequality Puzzle (World Bank, 2013). Understanding the role of countries’ economic growth and its trickledown to ordinary and vulnerable households is an important part of solving the poverty–inequality puzzle. While Arab economies at large have been expanding, most workers have not reaped benefits from this growth or from their own enhanced human capital. Earnings and returns to schooling have been stagnating or declining. The segmentation of Arab countries’ labour markets thus provides additional clues to solving the puzzle. The share of precarious jobs has been increasing in the past decade, particularly since the onset of the COVID-19 pandemic, and the technology-enabled proliferation of the informal platform and gig economy. Arab countries’ efforts to wean themselves off the resource extraction economy has also contributed to the attrition of decent jobs, as it has not been accompanied by an adequate creation of formal green jobs. Indeed, household income surveys point to the stagnation or decline in take-home incomes and consumption expenditures. Is it that their distribution in household surveys could be grossly underestimated? Indeed, recent studies suggest that misreporting and exclusion of certain households’ incomes typically underestimates the earnings distribution, particularly its top deciles. Purpose of the consultancy The forthcoming report attempts to resolve the Arab Inequality Puzzle with these stylized facts relying on the most recent national accounts data and household income and expenditure surveys for over 150 countries. The analytical focus and policy implications are primarily geared to Arab countries. In addition to elucidating the poverty–inequality nexus, which has important policy implications for Arab countries, the report’s second main objective is to produce a revised set of inequality measures that factor in the estimated missing top incomes. The accompanying database will complement ESCWA’s existing databases as well as the Money Metric Poverty and Inequality Assist Tool (MPAT) which are publicly available for researchers and policy makers in Arab countries and globally. Given the significance of the undertaking and the novelty of the tentative findings, ESCWA is recruiting a consultant to assist with the development of methodologies, and production and interpretation of new results for the forthcoming “Making Sense of the Poverty and Inequality Puzzle in Arab Countries” Report. <p>Despite the announcement of a ceasefire, the situation in Lebanon remains unstable, with localized incidents, including strikes reported in southern Lebanon. The June 2026 ceasefire has allowed for partial and phased returns of displaced populations, particularly in areas where active hostilities have subsided. The situation is compounded by Lebanon ongoing macroeconomic and institutional crisis which continues to limit recover capacity. High poverty levels, currency instability, and weakened public service delivery systems have left both host communities and displaced populations with reduced coping capacity and limited access to services. In this constraint environment, HI, who has been present in Lebanon 1992, has been able to adapt its programming to the specific emergencies onset as well as keeping some of its long-standing development focus. HI is managing activities covering the following thematics: Health and prevention for the provision of multi-disciplinary rehabilitation services (post operative care, physiotherapy, assistive devices, prosthetics and orthotics and psycho-social support). Inclusive education Inclusive humanitarian action Humanitarian Mine Action, including clearance, advocacy, NTS (non-technical survey) and TS (technical survey), and Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons). Emergency preparedness & basic needs (integrated response through non-food items / hygiene kits etc.; including the support to humanitarian actors via the ALTAS platform when required). The actual intervention was so far managed based on a mix partnership with local structures and organizations, and direct implementation projects.</p><p><b>YOUR MISSION:</b></p><p>Reporting to the Regional Director, the Country Manager contributes to the implementation of Humanity & Inclusion's mandate and strategy within his/her program. He/she ensures that the quality and impact of the program's activities are optimized through a system of delegation with appropriate control mechanisms. He/she shares responsibility with all other HI managers for the sound management and smooth running of the overall organization, through paradigm shifts.</p><p>Responsibility 1: In the country where he/she is based, the Country Manager is the legal representative of the entire HI organization internally and externally and promotes a high-level reputation and a positive image of HI.</p><p>Responsibility 2: The Country Manager deploys the whole of HI's mandate and strategy in his/her country, alongside the operational partners, institutions and/or donors, and contributes to steering the organizational transformation in line with the "Simplification", "Shared Services" and "ROOTS" projects. In the event of an emergency, he/she will assume responsibilities in line with the defined intervention framework.</p><p>Responsibility 3: He/she ensures compliance with its budgetary framework (including pooled funds) and the application of HI's policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.).</p><p>Responsibility 4: In his/her country, he/she actively monitors and analyses changes in the environment to identify risks and opportunities.</p><p>Responsibility 5: He/she represents the organization and communicates on its behalf according to a plan defined with the Regional Director.</p><p>Responsibility 6: In crisis situations, he/she assumes the responsibilities assigned to him/her by the specific response frameworks.</p><p>CHARACTERISTICS OF THE POSITION:</p><p>The country Manager position is based in Beirut, the capital, but is expected to travel across the country where HI has several bases (notably, Aley (Mount Lebanon) or Nabatieh (South Lebanon) for instance). The security context is very volatile with daily air strikes in the south, regular drones fly-over and evacuation orders on regular basis. While the location of HI office and guesthouse are located in a relative safe area of Beirut, one has to be prepared to have to move out rapidly if needed. A comprehensive security system is in place, under the direct management of the country director to ensure the safety of the team. The life is Beirut could be seen as easy in a way with access to restaurants, sports facilities or cultural events but as precise above, it s a stressful environment where one has to take some time off. <p><br></p><p>The Public Health Unit (PHU) at IOM supports national and local health systems in Lebanon through the implementation of public health interventions, emergency preparedness and response, disease surveillance, community outreach, health promotion, border health, and health system strengthening activities. PHU works in close coordination with the Ministry of Public Health (MoPH) Lebanon, health sector partners, UN agencies, NGOs, health facilities, implementing partners, and other relevant stakeholders to support continuity of essential health services, strengthen preparedness and response capacities, and enhance access to healthcare services for vulnerable and affected populations across Lebanon. It has continued to bear witness to obstacles that exist in accessing healthcare and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM France currently works in 30 countries across all continents to facilitate access to healthcare through 6 political battles: Sexual and Reproductive Health Rights Migration, Exile, Human Rights and Health Harm Reduction Environment and Health Humanitarian Space Healthcare systems and rights MdM in Lebanon MdM has been working in Lebanon for nearly 30 years but has significantly reduced its programming in Lebanon in 2025 due to the overall humanitarian funding cuts. MdM s current usual programming focuses on support to primary health care clinics and to Hariri hospital s maternity service, including outreach activities within the fixed sites catchment areas in Beirut, Bekaa and Hermel. Early March 2026, the war broke in Lebanon as part of the US-Israel/Iran regional war with the south of Lebanon, the south of Beirut and, to a lesser extent, Bekaa being particularly attacked. While maintaining its usual programming with some modality readjustments, MdM has also triggered its emergency response in its usual areas of intervention; and looking at expanding to other areas based on the needs as they arise.</p>
<p>About the role</p>
<p>You are responsible for the development and operationalization of the emergency program. You play a significant coordination and decision-making role, ensuring the relevance, cross-cutting quality and coherence of the program. You contribute to ensuring that implementation teams adhere to the project cycle and monitoring process.</p>
<p>Who you ll work with</p>
<p>Under the lead of the general coordinator, you will work in close collaboration with the field coordinator, the medical coordinator and all other technical and support departments (MHPSS, MEAL, Logistics, HR, Finance, Security).</p>

<p><strong>Emergency response leadership and strategic planning</strong></p>
<ul><li>Lead the design of country emergency programs that align with MdM s strategy and oversee the monitoring of the humanitarian situation</li><li>Take charge of defining the logistical, financial, and HR requirements</li></ul>

<ul><li>Oversee identification of funding needs and provide concept notes and funding requirements</li><li>Lead partner identification and support donor portfolio development, fundraising strategy, and external representation</li><li>Develop monitoring and programmatic tools for mission overview and contribute to report writing</li></ul>

<ul><li>Ensure quality program implementation aligned with MdM principles</li><li>Maintain consistency and relevance of program components to population needs</li><li>Oversee project cycle, evaluation schedule, and methodologies with MEAL department</li><li>Monitor expenditure, budget compliance, procurement, and recruitment timelines</li></ul>
