<br>The Branch Manager is responsible for the overall management of the branch by ensuring the efficient day-to-day operation of all departments, maintaining high standards of customer service, product quality, cleanliness, inventory control, and team performance. <br>• Ensure refrigerators and freezers are operating within the required temperature standards.
<br>• Ensure all stations, back-of-house areas, customer areas, outdoor areas, and customer restrooms remain clean, organized, and in excellent condition throughout the day.
<br>• Ensure dispensers are always supplied with the required paper products.

<br>• Distribute work among employees and follow up on task execution.
<br>• Monitor employee attendance, punctuality, discipline, and compliance with company grooming standards, including proper uniform and personal appearance.
<br>• Ensure employees clearly understand their duties and responsibilities.
<br>• Prevent overlap or interference between employees' assigned responsibilities.
<br>• Train new employees and support the development of the existing team.

<br>• Ensure product quality before products are displayed or sold.
<br>• Follow up on customer satisfaction and resolve complaints or misunderstandings promptly and professionally.
<br>• Ensure no customer leaves the branch dissatisfied.
<br>• Maintain cleanliness and food safety standards throughout the branch.

<br>Inventory & Stock Control
<br>• Follow up on special customer orders and pending orders.
<br>• Ensure opening inventories are completed and inventory shortages are properly identified.
<br>• Supervise inventory procedures in accordance with company requirements.
<br>• Monitor paper and packaging stock in the warehouse and ensure the availability of essential materials.
<br>• Coordinate with the warehouse dispatch representative to ensure timely supply of materials.
<br>• Ensure the weekly warehouse inventory is completed accurately and submitted on time.
<br>• Verify that received warehouse deliveries match the weekly inventory.
<br>• Monitor and verify that the Supervisor completes all scheduled inventory counts, stock replenishment activities, and daily cake display orders accurately and within the required timelines.
<br>• Ensure display refrigerators remain fully stocked throughout operating hours.

<br>Cash Control
<br>• Monitor cashiers and ensure receipts are issued correctly for every transaction.
<br>• Closely monitor voucher reconciliation between cash registers and sales counters.
<br>• Follow up to ensure online, delivery, and pickup orders are processed accurately, with timely preparation, proper coordination between the kitchen and delivery team, accurate billing, and correct order handover.
<br>• Close cash registers daily.
<br>• Submit expense vouchers to the Area Manager.
<br>• Send the daily cash report to the Accounting Department at each closing.

<br>Communication & Administration
<br>• Maintain continuous communication with the Supervisor regarding floor operations.
<br>• Report maintenance issues affecting the branch to the Area Manager.
<br>• Immediately report quality concerns and emergency situations to the Area Manager.
<br>• Monitor diesel consumption and meter readings during refueling.
<br>• Follow up with external suppliers (such as gas and water providers) and verify received quantities.
<br>• Ensure company rules, regulations, and operational procedures are consistently applied fairly across all employees.
<br>• Ensure closing procedures are completed correctly and on time.

Its potential spans from revolutionizing education and healthcare to streamlining government services and supporting small and medium enterprises (SMEs) in content generation and product design. As such, GenAI can play a pivotal role in national socio-economic development by driving innovation, improving service delivery, and creating new economic opportunities. However, this potential must be balanced with proactive governance to mitigate risks such as misinformation, bias, data misuse, and intellectual property infringement. To harness GenAI responsibly, it is critical for governments to develop and adopt comprehensive national guidelines that define ethical boundaries, promote safe and transparent use, and set standards for both public and private sector deployment. Such guidelines should address key areas including data quality and privacy, transparency of AI-generated content, human oversight, accountability mechanisms, and the responsible integration of GenAI into critical infrastructure and public services. A national framework provides clarity for developers, users, and regulators, ensuring that GenAI innovation aligns with national values, legal frameworks, and societal well-being. Several countries have already taken steps in this direction. In the Arab region, Saudi Arabia’s SDAIA (Saudi Data and AI Authority) has issued guidelines for GenAI ethics focusing on fairness, safety, and accountability. The UAE, through its Artificial Intelligence Office, is also advancing efforts to develop policy frameworks that include generative AI within broader ethical and governance strategies. Internationally, the United States released an amendment to the Executive Order on the Safe, Secure, and Trustworthy Development and Use of AI , which includes mandates for managing the risks of GenAI in areas such as deepfakes and cybersecurity. Meanwhile, the European Union (EU) has incorporated GenAI provisions into its landmark AI Act , setting requirements for transparency and labeling of AI-generated content. Establishing national guidelines for GenAI is not merely a regulatory exercise; it is a strategic enabler of innovation, public trust, and global competitiveness. With the right governance, countries can unlock the full value of GenAI while ensuring its development and use remain ethical, inclusive, and aligned with long-term national interests. The United Nations (UN) is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. Among its objectives , GDC aims to enhance the international governance of AI for the benefit of humanity. UN-ESCWA, through its technical cooperation program, is committed to provide technical assistance to its member states to boost national efforts towards the achievement of the 2030 Development Agenda. Recently, the Ministry of Digital Transformation and Modernization of Admin (MTNMA) in Mauritania requested UN-ESCWA’s assistance in developing the national guidelines of GenAI use. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the national GenAI Guidelines in Mauritania. The expert will be responsible for the following tasks, organized into four phases: Phase 1: Review and Diagnostic • Review best regional and international best practices related to GenAI policies and guidelines (at least 2 selected regional and 2 international cases); • Define the risks associated with the Gen AI application in Mauritania across different sectors. • Identify main national stakeholders, hold, in coordination with MTNMA, interviews and meetings with the main national stakeholders and provide a summary of each meeting/interview of the discussed points, their remarks, observations and proposals; • Contribute to sectoral workshops to discuss needs and priorities, if needed. Phase 3: Consultation and Finalization • Contribute to national workshop (physically or remotely) and capture the main comments and discussions. • Update the draft proposal according to all feedback and comments received during the reviewing process by ESCWA and MTNMA teams. • Prepare a short presentation and briefing note summarizing key elements. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures—such as smart logistics and improved asset utilization—could limit road freight CO₂ emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage — a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya’s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world — publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya’s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. <p>Trócaire is seeking to recruit a Head of Programme Development & Quality (HoPDQ) to be based in Beirut, Lebanon to support local partners in Lebanon and Syria. As a member of the Country Management Team (CMT), the Head of PDQ is responsible for driving cross-functional engagement in the development and delivery of Trócaire’s Country Strategy Plans in both Lebanon and Syria, developing annual plans and reporting on results. They are responsible for ensuring development and delivery of high quality, evidence-based, innovative programmes in all contexts, that contribute to Trócaire’s Global Strategic Plan.</p>
<p>The Head of PDQ ensures that a robust monitoring, evaluation, accountability and learning (MEAL) system is in place, that the country office engages in the collection and use of evidence and that this is shared across the organization, and that reliable data is used for decision-making.</p>
<p>The Head of PDQ supports strategic positioning with donors and partners and leads on programme and project design to ensure that the country office strategies can be delivered in line with Trócaire’s programme framework, localisation agenda and a gender transformational approach.</p>

<p>As one of the most senior staff in the Country Office, the Head of PDQ must demonstrate the qualities of agile leadership. They play a key role in defining and pursuing the strategic direction for Trócaire’s programmes in Lebanon and Syria, ensuring the relevance, coherence, safety and impact of our programmes in all contexts. <p>The Head of PDQ will report to the Country Director in Beirut and will lead, develop and empower an experienced, committed and hardworking team of nine. The Head of PDQ will directly line manage four Programme Managers including the MEAL Manager, and a Humanitarian Response Coordinator. The Head of PDQ will work closely with the Business Development & Grants Manager, Finance Manager, and HQ/global technical advisors.</p>
<p>This is a two-year fixed-term contract, renewable, based in Beirut, with frequent travel to programme locations in Lebanon and Syria. The contract includes a six-month probation period.</p>

Advocacy • Establish close partnership with the national counterparts in Lebanon, manage and coordinate communications with governments, other UN agencies, international organizations, and diplomatic missions on drug control, crime prevention and criminal justice policy issues and the broader UNODC mandate. Programme Implementation • Coordinate, oversee, and monitor the planning the budgeting and the implementation of the UNODC portfolio in Lebanon, including but not limited to drug control; countering human trafficking/smuggling of migrant; countering corruption; prison reform; juvenile justice; countering maritime crime and border management. • Lead and manage the implementation of the crime prevention and criminal justice programme in Lebanon, ensuring effective human rights and gender mainstreaming across all interventions, and maintaining oversight of programme delivery, budgets, expenditures, and partnerships with national counterparts and donors. • Monitor and analyze programme and project development and implementation; identify risks challenges to be addressed and propose corrective actions. Identify and assess technical assistance strategies of donors active in criminal justice and crime prevention. • Design coordinate and support training and capacity-building activities for criminal justice actors, including the development of technical materials and the delivery of interregional, regional, and national training activities. • Ensure effective financial management, fund monitoring, and compliance with reporting requirement of the projects in Lebanon meeting related reporting obligations and coordinate timely projects’ reviews and revisions as required. • Engage with funding partners at national and international level to expand and raise resources for the crime prevention, criminal justice portfolio. • Collect and analyze data to identify trends and patterns. Provide insights through graphs, charts, tables, and reports using data visualization methods to support data-driven planning, decision-making, and reporting. • Draft and review a variety of high quality and timely written outputs, such as background papers, policy proposals, official correspondence, working papers, mission reports, presentations, and organize, participate in, and deliver presentations at policy-making, expert group, and programme- and project-related meetings, workshops, and discussions.. • Promote gender equality and mainstream gender across all programmatic activities and policies in line with UNODC Gender Strategy. Managing the Programme Office • Provide oversight in managing the financial, physical and human resources of the local UNODC office under his/her supervision in line with the established policies and delegated authority in Lebanon • Work collaboratively with the ROMENA Operations team to support financial and programmatic monitoring of the regional programme, ensuring alignment with endorsed costed workplans and theories of change. <h4>Volunteer management</h4>
<p>Manages a volunteer engagement program and cycle to enable delivery of all Red Cross programs and services on a military installation and in their local community. Manages volunteers who will be the primary resource to administer the delivery of American Red Cross services to meet the needs of United States military members, veterans, and their families in accordance with Red Cross policies and procedures. When volunteers are unavailable, the manager is responsible for delivering the mission-specific services.</p>

<p>Some positions are designated as “Mobile” and subject to unique job requirements. SAF Mobile Staff perform the same basic job responsibilities as non-mobile staff in regions.
