Bid Manager – EPC / Infrastructure Contractor

<br>About the Role
<br>We are an EPC and infrastructure contractor seeking a senior Bid Manager to lead our tendering function end-to-end: from tender screening and bid/no-bid decisions through pricing, technical proposals, and submission. This is a hands-on contractor-side role — you will own the commercial buildup of bids, not review or evaluate them.
<br>Key Responsibilities
<br>Lead the full tender cycle: prequalification, tender analysis, bid/no-bid recommendation, clarifications, submission, and post-tender negotiations
<br>Direct estimation teams on quantity takeoffs, unit rate buildup, and pricing of civil, electromechanical, and EPC scopes (direct costs, indirects, preliminaries, risk, and margin)
<br>Solicit, evaluate, and negotiate subcontractor and supplier quotations; build procurement-backed pricing
<br>Develop construction methodology, execution programs, and resource/equipment planning as part of the technical offer
<br>Review contract conditions (FIDIC and bespoke), flag commercial and contractual risks, and prepare qualifications and deviations
<br>Coordinate with operations, plant/equipment, procurement, and finance to validate cost assumptions against actual site performance data
<br>Manage bid bonds, guarantees, insurances, and tender submission logistics
<br>Build and maintain a rates database from executed projects
<br>Handle JV/consortium bid structures and partner coordination where applicable
<br>Required Profile
<br>15+ years in tendering/estimation with EPC or civil contractors — this is a firm requirement
<br>Proven track record pricing and winning contractor bids in roads, bridges, underground/heavy civil works, PV, substations, power plants, or transmission lines
<br>Deep knowledge of contractor cost structures: crew productivity rates, equipment costs, temporary works, site overheads
<br>Strong command of FIDIC contract forms from the contractor's perspective

General Background<br>According to government estimates, Lebanon hosts approximately 900,000 displaced refugees from Syria and other countries. Despite gradual improvements in some socioeconomic indicators, humanitarian needs remain significant. The 2025 Vulnerability Assessment of Syrian Refugees (VASyR) found that 72 per cent of refugee families live below the poverty line, with 60 per cent living in extreme poverty. <br>UNHCR implements a diverse portfolio of cash assistance programmes covering basic needs, protection, education, and solutions-oriented interventions. These programmes generate significant volumes of operational, financial, monitoring, and vulnerability data that inform programme design and strategic decision making. The largest of these is the regular Multipurpose Cash Assistance (MPCA) programme, which provides monthly support to vulnerable refugee households and serves as a key source of evidence and insights on household vulnerability, expenditure patterns, programme outcomes, and targeting effectiveness.<br>Cash assistance is delivered through a coordinated inter-agency approach led jointly by UNHCR and WFP. The regular MPCA programme is implemented in close partnership with WFP, ensuring a coordinated and efficient response that maximizes coverage of vulnerable refugee households while generating valuable operational and analytical insights.<br> <br>In addition to implementing its own programmes, UNHCR co-leads the Lebanon Cash Working Group (CWG). Through the CWG, UNHCR works with UN agencies, NGOs, donors, and government counterparts to promote harmonized approaches to targeting, transfer values, delivery mechanisms, monitoring, accountability, and data sharing. <br>Given the scale of needs and increasingly constrained resources, robust evidence generation and targeting systems are critical to ensuring assistance reaches those most in need timely. The incumbent will serve within UNHCR’s Cash Based Interventions Unit in Beirut under the overall supervision of the Senior Programme CBI Officer. <br>The unit leads the design, targeting, delivery, monitoring, analysis, and reporting of UNHCR’s cash assistance programmes and currently comprises one international and four national staff members. Result of Service<br>The objective of this position is to work on research areas related to the ESCWA Skills Monitor, Labor markets, and economic growth.<br> Work Location<br>UN HOUSE - UN ESCWA<br> Expected duration<br>4 Months<br> Duties and Responsibilities<br>Background: The world is currently experiencing the Fourth Industrial Revolution. With this transition, the velocity of change and the sheer number of innovations are unprecedented. This revolution will inevitably eliminate many current lines of work yet has the capacity to bring in new lines of employment. The agility of this revolution makes the jobs of the future difficult to predict using traditional techniques. Given this background, this project will tackle three main issues: o The lack of timely information to monitor the dynamism of the labor market needs; o The mismatch between human capital accumulation and labor market demand; o Labor market policies and regulations are mostly outdated and unprepared for the impact of automation on jobs in most ESCWA countries. Almost all countries in the region are still heavily reliant on costly household/establishment survey data which is not carried out periodically. To assess job market policies, skill sets for newly created job categories that are and will continue to come about from the Fourth Industrial Revolution must be surveyed in a more innovative way. Without a new monitoring technique, information on the impact of technological change on available skill sets cannot be properly assessed. One finding that we can build on conventional survey (household establishment) results is that workers with higher educational attainment are expected to benefit the most from jobs in the formal sector if high-quality education is made available and better job market matching schemes are put in place. Looking at the ESCWA region, educational attainment over the past three decades, during which the region excelled in primary and secondary education (mid-skills), suggests that the population does not necessarily have adequate skills for newly created jobs. Also, in the absence of up-to-date and active labor market policies, the mismatch between market demand (especially in the formal sector) and education is translated into higher informal sector activities in most ESCWA countries. This project is expected to provide a forum for ESCWA countries to prepare for the Fourth Industrial Revolution (FIR) while factoring in the number of jobs needed between now and the attainment of the 2030 Agenda. The key aim is to support ESCWA States for the upcoming change in jobs TOR: and skills due to technological advancements taking place while considering the national characteristics. Ultimately, we will help member states harness job opportunities emerging from the advent of newer technologies, while taming challenges to attain outcomes stated in SDG- 8---support member states sustain economic growth (8.1), reach high levels of economic productivity (8.2), promote productive activities (8.3), attain full productive employment and decent work for all (8.5) and reduce the number of youth not in employment, education or training (8.6). Under the supervision of the Team Leader of Future of Work Project and the overall guidance of the cluster lead, the Individual contractor will assist in assessing the Future of Work. The Individual contractor will particularly help in country requests for features and analysis of data collected by the Skills Monitor, assess the job mismatch. Duties and Responsibilities: The Individual Contractor will mainly contribute to the following areas: 1. Substantive research in areas related to the 'Future of Work' Project. This includes reviewing existing literature as a background analysis. 2. Update Economic analysis on the skills Monitor results on a monthly basis, including analysis of the results. 3. Conduct data analysis using (i) data from the ESCWA Skills Monitor and (ii) data from different government hubs, including unemployment countries around the region (Country Profiles). 4. Provide Economic analysis for countries' technical assistance. 5. Conduct Skills Gap assessments. 6. Assist in technical assistance to Arab countries including in developing concept notes, training material, and country tailored policy research.<br> Qualifications/special skills<br>A bachelor’s degree in economics, social science, statistics, or a related area is required. A master’s degree is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 4 years of experience in economics, social science, statistics, or a related area is required. Knowledge in Machine learning, experience in household surveys, firm level survey, and Big Data analysis is desirable. Proven experience in economic data analysis, presentation, drafting and visualization is desirable.<br> Languages<br>English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required; Knowledge of French is desirable. Ensure clear control mechanism are in place to adhere to the risk management plan; support the project in the establishment of the SoPs and bring an external eye review.</li><li>Act as a focal point for the Cash and Livelihood portfolio for any external/internal audit mission by leading audit prep spot-checks and ensure projects operate in line with the established control mechanisms and SOPs,</li><li>Ensure all projects are closed out in line with WV global standards. Obtain all necessary sign off before project closure;</li><li>Ensure that all stock (commodities, cards, pins, in kind commodities) are managed and stored in line with global standards and donor regulations.</li><li>Review supporting documents provided by local partners as a means of verification for service delivery or payment issuance;</li></ul><ul><li>Compile and analyze cash, commodities food and livelihood project information (including ATM usage reports, bank statements, warehouse reports, distribution records, student attendance records, cash for work beneficiary count, HH payment list…) in order to complete a full programmatic reconciliation on a monthly basis;</li><li>Monitor the the physical inventory exercise that is being conducted by the compliance and reporting officer for all stock under the portfolio on a monthly basis. Ensure the stock, loss claim and asset registers are updated; Act as a focal point for any inquiry related to the stock management.</li><li>Liaise with internal and external stakeholders in order to obtain timely and accurate supporting documents which will enable reconciliation and reporting.</li><li>Lead on the DMT reporting and act as the accountable person and main focal point in the Portfolio in terms of DMT reporting: (i) Establish a mechanism which will enable rapid and accurate authentication preparation of monthly, quarterly and yearly internal and external reports. (ii) Liaise with other departments (Finance, RAM, M&E, Technical Specialist) in order to obtain their inputs on the reports, (iii) Ensure Reports are compliant with the approved templates and linked to all supporting documents and audit ready. (iv) Ensure that all reports are uploaded on Disaster Grant database, (v) Regular coordination with DMT Reporting and Information Management Unit for any updates related to reporting requirements</li><li>Establish a mechanism, which will enable rapid and accurate authentication preparation of monthly, quarterly and yearly internal and external reports.</li><li>Compile reports/information/data from project coordinators and conduct review and deduplication and provide accurate data to feed in the different internal and external reporting templates.</li></ul><ul><li>Establish a clear, chronological and secure hard and soft copy record filing system across the portfolio.
