The project aims at supporting gender-responsive job creation and help generating economic opportunities for women-led micro, small and medium enterprises (MSMEs) across various productive sectors with high growth potential. Through this objective the project will be fostering the economic security, stability and prosperity of women entrepreneurs and women-led MSMEs in Lebanon. The project includes 3 main components: Component 1: Ensuring that government institutions are more responsive to women s needs through processes that are more conducive to doing business, Component 2: Ensuring that women-led MSMEs have access to the financial resources to grow and remain sustainable, Component 3: Ensuring that women-led MSMEs receive the needed technical support to increase their access to local and international markets. The project was developed in response to the multiple crises that have hit Lebanon, in particular the financial crisis which have hindered the ability of MSMEs in general and women-led MSMEs to access the needed financing to grow. With the collapse of the banking system and the resulting depletion of all sources of financing, access to finance is considered as one of the biggest impediments for MSMEs and particularly women MSMEs to develop and take their business to the next level. This has compounded to the already existing barriers women entrepreneurs have been facing namely stringent collateral requirements, high interest rates, complex documentation processes, sub-optimal financial literacy, absence of market information, etc. In light of the current situation and the ongoing conflict, and based on consultations held with WEE project beneficiaries, MSMEs are currently facing significant cash flow constraints and growing financial pressures that are affecting their ability to sustain operations, retain workers, and plan for the short and medium term. Many businesses are operating in an increasingly uncertain environment, with limited capacity to assess risks, respond to disruptions, and adopt practical financial strategies to maintain stability during crises.</p><p>This Terms of Reference (TOR) outlines the scope of work, qualifications, and expected deliverables for the Senior Trade Specialist who will be responsible.</p><p>The expert will ensure</p><p><strong>SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK</strong></p><p>UNDP is seeking the services of a Short-Term Individual Consultant (Senior Trade Specialist) to improve the business environment for SMEs through regulatory reform, trade facilitation, SME data centralization, and strengthening institutional mechanisms for protecting national production. Under this consultancy, the Consultant is expected to complete the following tasks:</p><p><strong>Task 1: Draft the Small Business Act Law:</strong> The Consultant will lead the development of the Smal Business Act law to support the growth of the business environment for SMEs. As part of this exercise, the Consultant will:</p><ul><li>Conduct benchmark analysis to assess legal requirements that would support, the growth, formalization and competitiveness of small businesses as part of best practices and international experiences</li><li>Develop the draft law that will be shared with the legal experts from the Ministry to review and advocate for the enactment of the law for SMEs</li><li>Work closely with designated legal experts from the Ministry to review, refine, and finalize the draft law. This includes incorporating technical feedback and ensuring legal coherence. The Consultant will also support coordination efforts with relevant stakeholders to facilitate consensus-building and advocacy for the adoption of the law.</li><li>Develop clear and context-relevant criteria that will be used to define SMEs, building on the Ministry of Industry existing classification. The criteria should consider factors such as firm size, turnover, sectoral characteristics, and employment thresholds, ensuring consistency and applicability within the national context, while informed by international similar practices.</li><li>Coordinate on the centralization of the database of SMEs at the ministry of Economy and Trade through the TIC or through a new unit. <p>The incumbent reports to the assigned Senior TVET Instructor or Deputy Principal of Training Centre as applicable.</p><p>Responsibilities Supports the design and development of learning programmes and curricula including supporting in organizing and conducting occupational and competency analyses within their area of specialization, drafting programme profiles, learning guides and manuals, assessing and integrating new and emerging technologies into the subject specializations, and assisting in integrating career guidance and counselling in the learning programmes. Applies quality assurance tools and processes across the training cycle of their training courses according to UNRWA TVET Quality Assurance Framework. Supports TVET greening and digitalization initiatives and activities; Designs and implements green and digital learning programmes; Integrates green and digital skills into their training courses; Develops and facilitates synchronous and asynchronous training sessions. In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. In this context, and as part of its ongoing commitment to improving access to justice, UNDP seeks to recruit two (2) Medical Doctors specialized in psychiatry to support the Commission in processing the cases of prisoners seeking sentence reduction.</p><p>Scope of work, responsibilities and description of the proposed analytical work Under the overall guidance of the project's Chief Technical Advisor or Project Officer, and in close coordination with the Commission of Reduction of Sentences, the Medical Doctors will support the Commission across the different governorates, according to the Commission's geographic distribution of files, by assessing prisoners' medical condition before sentence-reduction decisions are issued.</p><p>To achieve this objective, the Consultants are expected to:</p><ul><li>Assess prisoners' files from a medical and psychiatric perspective.</li><li>Draft and submit scientific reports to the Commission to inform its sentence-reduction decisions.</li><li>Provide the necessary medical opinion regarding the reduction of a prisoner's sentence based on their medical and psychiatric condition.</li><li>Provide expert opinion during deliberations on the impact and relevance of mental-health factors in specific cases.</li><li>Collaborate with the Commission on any other required tasks.</li></ul><p>Expected outputs and deliverables The Consultants are expected to complete the tasks and activities described above and submit bi-monthly progress reports. Each Medical Doctor must assess a minimum of 20 cases every two months. The reports shall describe progress in assessing inmates' cases and provide disaggregation by type of case, gender, age, geographic location, and nationality.</p><p>Institutional arrangements</p><ul><li>The work is expected to start upon contract signature.</li><li>The Consultant will work under the overall guidance of the designated UNDP focal point, in close coordination with the Commission of Reduction of Sentences and its President.</li><li>The Consultant will rely on their own means of communication and transportation. Transportation and communication costs should be included in the Consultant's financial offer.</li><li>All title rights, copyrights, and other rights in any material produced under the Terms of Reference will be vested exclusively in UNDP. With this transition, the velocity of change and the sheer number of innovations are unprecedented. This revolution will inevitably eliminate many current lines of work yet has the capacity to bring in new lines of employment. The agility of this revolution makes the jobs of the future difficult to predict using traditional techniques. Given this background, this project will tackle three main issues: o The lack of timely information to monitor the dynamism of the labor market needs; o The mismatch between human capital accumulation and labor market demand; o Labor market policies and regulations are mostly outdated and unprepared for the impact of automation on jobs in most ESCWA countries. Almost all countries in the region are still heavily reliant on costly household/establishment survey data which is not carried out periodically. To assess job market policies, skill sets for newly created job categories that are and will continue to come about from the Fourth Industrial Revolution must be surveyed in a more innovative way. Without a new monitoring technique, information on the impact of technological change on available skill sets cannot be properly assessed. One finding that we can build on conventional survey (household establishment) results is that workers with higher educational attainment are expected to benefit the most from jobs in the formal sector if high-quality education is made available and better job market matching schemes are put in place. Looking at the ESCWA region, educational attainment over the past three decades, during which the region excelled in primary and secondary education (mid-skills), suggests that the population does not necessarily have adequate skills for newly created jobs. Also, in the absence of up-to-date and active labor market policies, the mismatch between market demand (especially in the formal sector) and education is translated into higher informal sector activities in most ESCWA countries. This project is expected to provide a forum for ESCWA countries to prepare for the Fourth Industrial Revolution (FIR) while factoring in the number of jobs needed between now and the attainment of the 2030 Agenda. The key aim is to support ESCWA States for the upcoming change in jobs TOR: and skills due to technological advancements taking place while considering the national characteristics. Ultimately, we will help member states harness job opportunities emerging from the advent of newer technologies, while taming challenges to attain outcomes stated in SDG- 8---support member states sustain economic growth (8.1), reach high levels of economic productivity (8.2), promote productive activities (8.3), attain full productive employment and decent work for all (8.5) and reduce the number of youth not in employment, education or training (8.6). Under the supervision of the Team Leader of Future of Work Project and the overall guidance of the cluster lead, the Individual contractor will assist in assessing the Future of Work. The Individual contractor will particularly help in country requests for features and analysis of data collected by the Skills Monitor, assess the job mismatch. Duties and Responsibilities: The Individual Contractor will mainly contribute to the following areas: 1. Substantive research in areas related to the 'Future of Work' Project. ABAAD advocates for gender-sensitive policies and legislation that promote the active participation of women and their equal access to justice. ABAAD works to eliminate gender-based violence through a holistic care model that provides direct services in specialized shelters and accommodation, combining gender-specific and gender-transformative approaches to bring about long-term social change. ABAAD operates primarily in Lebanon, where it has provided GBV prevention and response services through the Ministry of Social Affairs' Social Development Centers (SDCs) from 2014 to 2022. Following the economic crisis, ABAAD strategically transitioned from the SDCs and established seven independent model centers dedicated to combating violence against women, while maintaining coordination and cooperation with the Ministry. This collaboration led to the joint development of national standard operating procedures (SOPs) for GBV case management and the Positive Parenting Curriculum (ABB programme) in 2023. ABAAD currently supports the Ministry by training SDC social workers in the implementation of these SOPs and the ABB programme.</p><p><strong>About the project (IF THE DONOR REQUIRE VISIBILTY)</strong> Under the BMZ-funded project "Strong rights, holistic protection: Improved standards for GBV survivors in the MENA region", implemented in partnership with Terre des Hommes Deutschland e.V., ABAAD is seeking an external consultant/team of consultants to lead the Lebanon-specific component of the project, focused on assessing, documenting, piloting, and disseminating a multidisciplinary Holistic Care Model approach for addressing the intersection of Violence against women (VAW) and violence against children (VAC) services across 2 ABAAD model centers and 5 SDCs.</p><p><strong>Overall goal of this assignment</strong> The overall goal of this consultancy is to lead the assessment, documentation, piloting, and dissemination of a multidisciplinary Holistic Care Model approach that addresses the intersection of violence against women (VAW) and violence against children (VAC) at the household level. The assignment covers 2 ABAAD model centers and 5 Social Development Centers (SDCs) of the Ministry of Social Affairs across Lebanon, with the aim of producing a replicable best practice model and building the capacity of frontline professionals to deliver integrated, survivor-centered services.</p><p><strong>Duties and Responsibilities</strong></p><ul><li>Assess the current operation of ABAAD's Holistic Care approach and service delivery in 2 ABAAD model centers and 5 SDCs, identifying strengths, gaps, and areas for improvement in addressing the intersection of VAW and VAC.</li><li>Develop a learning and best practice document that compiles global and national approaches to multidisciplinary holistic care for VAW and VAC survivors, incorporating ABAAD's evidence-based practices and strategies for engaging men and boys through gender-transformative approaches.</li><li>Support the pilot implementation of the Holistic Care Model approach across the 7 centers, providing technical guidance on the delivery of integrated services that address the intersection of VAW and VAC.</li><li>Deliver capacity building, coaching, and mentoring to approximately 60 ABAAD and SDC staff to ensure sustainable application of the model approach.</li><li>Produce a comprehensive implementation report evaluating the pilot process and results, and support its validation and dissemination to government representatives, GBV and protection actors, and civil society organizations in Lebanon.</li><li>Deliver training on the model approach to professionals from approximately 20 civil society organizations working on VAW and VAC in Lebanon.</li></ul><p>The consultant will lead the design and initial delivery of capacity-building activities, while ABAAD technical staff will co-facilitate and progressively take a stronger role to ensure sustainability and institutionalization.
