Background The United Nations Economic and Social Commission for Western Asia (ESCWA) supports member States in designing, implementing and evaluating development strategies through evidence-based economic analysis. As countries increasingly rely on medium-term development plans to foster sustainable growth, economic diversification, fiscal resilience, productivity, employment and social development, there is a growing need for rigorous assessments of policy interventions while accounting for external shocks, structural factors and changing economic conditions. 3. Duties and Responsibilities The Individual Contractor (IC) shall undertake the following tasks: • Review plan documents and related policy material; • Identify relevant indicators, targets and evaluation questions; • Collect, compile, clean and harmonize macroeconomic, sectoral and socioeconomic datasets from national and international sources; • Develop databases and documentation suitable for quantitative analysis; • Contribute to design an evaluation framework and analytical methodology; • Apply econometric techniques, including time series and panel data analysis, as appropriate; • Support ESCWA’s broader analytical work and outputs, as needed; • Assess performance across key macroeconomic and sectoral indicators; • Conduct robustness checks and sensitivity analysis; • Prepare reports, technical notes, presentations and policy recommendations.<br> Qualifications/special skills<br>A Master's degree in Economics, Econometrics, Statistics, Development Economics, Data Science, or a related field is required. <p>Org. Setting and Reporting This position is located in the Crisis Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. This temporary job opening is being advertised for the position of Humanitarian Affairs Officer (Risk Management and Compliance), P3 with OCHA Lebanon in Beirut. Under the overall supervision of OCHA Head of Office, the incumbent reports to the Head of Humanitarian Finance Section/Fund Manager. The Humanitarian Fund Units in OCHA Regional and Country Offices manage multi-donor country-based pooled funds under the leadership of the Resident Coordinator and/or Humanitarian Coordinator. These funds receive unearmarked contributions from donors. The funds are allocated to humanitarian actors for ongoing humanitarian operations and to respond to new emergencies. The Humanitarian Affairs Officer (Risk Management and Compliance) may supervise staff. Responsibilities Within delegated authority, the Humanitarian Affairs Officer (Risk Management and Compliance) will be responsible for the following duties: Monitors, analyzes and reports on humanitarian developments, disaster relief/ management or emergency situations in assigned country/area which may impact performance of the Humanitarian Financing Unit (HFU). Organizes and prepares studies on humanitarian, emergency relief and related issues and organizes follow-up work management response related to audits and evaluations of Country-Based Humanitarian Pooled Funds. Establishes and maintains contacts with other UN agencies, non-governmental organizations, and other key stakeholders to enable early detection of compliance issues in HFU funded projects and verifies prevention and control mechanisms. Undertakes and provides risk management and compliance training for implementing partners. Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, briefings, case studies, presentations, correspondence, etc. related to risk management and compliance in the context of Country-Based Humanitarian Pooled Funds. Serves as the primary focal point on monitoring and risk management and compliance of the HFU, keeps abreast of latest developments, liaises with other humanitarian organizations, etc., ensures appropriate monitoring and reporting mechanisms in line with global country-based pooled fund guidelines. Reviews and provides advice to HFU on policy issues related to risk and compliance. Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters. Supports and monitors compliance by IPs with global policy requirements on accountability and risk management, leads the Eligibility Process and oversees response to non-compliance by IPs with contractual obligations and CBPF requirements. Provides technical capacity to respond to alleged and proven incidents of misconduct (financial misconduct or sexual exploitation and abuse) by IPs. Provides guidance to, and may supervise, new/junior staff. Result of Service<br>The Consultant will deliver three outputs that strengthen data management, support the project team in preparing and finalizing the dashboard through chart-ready datasets, checked figures, organized charts and documented sources, and verify the evidence underlying the Oman building materials study. The outputs will also document stakeholder inputs, corrections and outstanding factual issues to support the preparation and review of the final report. First Month Activities • Compile, clean and organize sectoral and macroeconomic data using the HS and ISIC classifications and sources identified by the project team. Update the project data repository, record source references and file details, prepare a basic data dictionary, and identify missing, inconsistent or unclear information requiring follow-up. • Output 1, due at the end of Month 1: An organized and populated project data repository containing updated sectoral and macroeconomic datasets, source records, a basic data dictionary, and an initial list of missing or inconsistent information. Second Month Activities • Prepare chart-ready datasets and support the organization of charts for the project dashboard. Check figures, calculations and source references, maintain a chart and source list, and record discrepancies, corrections and outstanding issues. Assist in implementing any data-access arrangements specified by the Project Manager. • Output 2, due at the end of Month 2: Dashboard support comprising chart-ready datasets, an organized chart list, links between each chart and its underlying data and source, and a log of discrepancies, corrections and outstanding issues. Third Month Activities • Support peer review of the final report by checking reported figures against source data and reproducing the calculations and charts used in the report. Background Promoting fair and competitive markets supports economic efficiency, private-sector development and consumer welfare. Across the Arab region, economic diversification, digitalization and changes in global supply chains are reshaping market conditions. These developments increase the need for reliable data and applied research to help governments assess competition challenges and develop evidence-based policy responses. ESCWA supports member States in strengthening competition frameworks, improving market performance and building analytical and institutional capacities. Within the Economic Governance, Development Planning and Regulatory Modernization workstream, the Competition Policy portfolio combines regional policy dialogue, country-level technical assistance, market studies, capacity-building and knowledge products, in collaboration with national authorities and regional and international partners. Competition-based market studies are an important part of this work. They examine market structure, supply chains, business practices and regulatory conditions to identify constraints affecting competition. Within this portfolio, ESCWA is supporting the Sultanate of Oman through an extrabudgetary (XB) project on the building materials sector and its implications for competition. The study examines the sector across production, imports and distribution, including market concentration, supply and demand conditions, and institutional and regulatory arrangements. It aims to inform recommendations for improving competition and market functioning. ESCWA seeks to engage a National Research Consultant to support the compilation, organization and verification of the project’s data and documentation. The consultant will maintain the project data repository, prepare chart-ready datasets, check figures and source references, organize charts and flag missing or inconsistent information for the project team’s attention. The consultant will also document stakeholder inputs and maintain related project records. In addition, the consultant will contribute to related team activities, including the 7th Arab Competition Forum and other XB projects under the Economic Governance, Development Planning and Regulatory Modernization workstream. 2. Duties and Responsibilities Under the overall supervision of the Project Manager and Economic Affairs Officer, the Consultant will support the compilation, organization and verification of data for the Oman building materials project. <p>Amel Association International, in partnership with UNHCR, is implementing a Community Development Project aimed at supporting refugees, asylum seekers, and other persons of concern in Beirut. Through this project, Amel provides a range of educational, psychosocial, vocational, IT, and livelihood support services through community centers located in Beirut. The project aims to promote inclusion, participation, protection, skills development, and access to opportunities for refugees and other persons of concern.</p><p>Duty Station : Ain El Remmaneh, Beirut</p><p>General Purpose of the Position</p><p>The Head of Community Center is responsible for the overall management, coordination, and supervision of the Community Center and its activities. The position ensures the effective implementation of project activities at the center level, in accordance with project objectives, donor requirements, Amel Association International's policies and procedures, and relevant UNHCR policies and standards. The Head of Community Center manages and supervises a multidisciplinary team, including social workers, logistics staff, vocational training and IT trainers, livelihood trainers, and other relevant personnel. The position is responsible for ensuring effective coordination, quality implementation, appropriate resource management, staff supervision, financial follow-up, reporting, networking, and representation.</p><p>Key Duties and Responsibilities</p><p>Task 1: Management and Coordination of Project Implementation</p><ul><li>Manage, coordinate, monitor, and assess the implementation of all
