In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. In this context, and as part of its ongoing commitment to improving access to justice, UNDP seeks to recruit two (2) Medical Doctors specialized in psychiatry to support the Commission in processing the cases of prisoners seeking sentence reduction.</p><p>Scope of work, responsibilities and description of the proposed analytical work Under the overall guidance of the project's Chief Technical Advisor or Project Officer, and in close coordination with the Commission of Reduction of Sentences, the Medical Doctors will support the Commission across the different governorates, according to the Commission's geographic distribution of files, by assessing prisoners' medical condition before sentence-reduction decisions are issued.</p><p>To achieve this objective, the Consultants are expected to:</p><ul><li>Assess prisoners' files from a medical and psychiatric perspective.</li><li>Draft and submit scientific reports to the Commission to inform its sentence-reduction decisions.</li><li>Provide the necessary medical opinion regarding the reduction of a prisoner's sentence based on their medical and psychiatric condition.</li><li>Provide expert opinion during deliberations on the impact and relevance of mental-health factors in specific cases.</li><li>Collaborate with the Commission on any other required tasks.</li></ul><p>Expected outputs and deliverables The Consultants are expected to complete the tasks and activities described above and submit bi-monthly progress reports. Each Medical Doctor must assess a minimum of 20 cases every two months. The reports shall describe progress in assessing inmates' cases and provide disaggregation by type of case, gender, age, geographic location, and nationality.</p><p>Institutional arrangements</p><ul><li>The work is expected to start upon contract signature.</li><li>The Consultant will work under the overall guidance of the designated UNDP focal point, in close coordination with the Commission of Reduction of Sentences and its President.</li><li>The Consultant will rely on their own means of communication and transportation. Transportation and communication costs should be included in the Consultant's financial offer.</li><li>All title rights, copyrights, and other rights in any material produced under the Terms of Reference will be vested exclusively in UNDP. Any public mention or appearance related to the activity must acknowledge UNDP's ownership and be coordinated with and approved by UNDP.</li><li>In the event of any delay, the Consultant shall inform UNDP promptly so that decisions and remedial action may be taken. This role will play a key operational leadership role in delivering technical training and supporting national authorities in improving ammunition safety and stockpile management practices. The Technical Field Manager will support the implementation of WAM operations in accordance with MAG Standard Operating Procedures and international technical standards, working under the guidance of the WAM Technical Lead, Senior Technical Advisor and Regional WAM Operations Manager. A core element of the role will be supporting the delivery of three International Ammunition Technical Courses across Lebanon and Jordan. These courses cover the full life cycle management of ammunition and explosives, from safe storage and inspection to risk reduction and disposal and are designed to strengthen national capacity in ammunition management. The Technical Field Manager will contribute to the implementation of WAM activities including the application of International Ammunition Technical Guidelines (IATG), MOSAIC frameworks, and other relevant international standards. The role will support the development of national standards related to Small Arms and Light Weapons and Physical Security and Stockpile Management, helping to ensure that national practices align with recognised international guidance. Working closely with national authorities and programme leadership, the Technical Field Manager will help ensure the safe execution of all technical activities in the countries of operation. This includes providing technical oversight during training delivery, supporting the safe management of technical materials and equipment, and contributing to operational risk management. The role will also support the mentoring and development of national staff and government counterparts, strengthening local capacity in WAM operations and technical safety procedures. You will also hold an IMAS Level 3+ qualification and have operational experience in logistic disposals, including large-scale ammunition disposals and the disposal of guided weapons and missiles. You bring experience managing or supporting WAM operations in complex operational environments and are confident in applying technical standards to ensure safety and operational effectiveness. ESCWA also conducts research on migration patterns and policies, including publishing reports and maintaining a regional database of migration laws and regulations to support better migration governance and refugee protection.
