<p><strong>Background </strong> <br> Lebanon continues to face complex and overlapping crises, including profound socioeconomic hardship, structural challenges, and the burden of hosting large refugee populations. Women and girls remain disproportionately affected by heightened risks of Gender-Based Violence (GBV) and reduced access to essential Sexual and Reproductive Health (SRH) services. </p><br><p>To respond to these critical needs, UNFPA Lebanon operates across the country in close collaboration with the government, local implementing partners, and key donors. Sustaining and scaling UNFPA’s life-saving interventions requires engaging a wider array of stakeholders. Effective strategic communication, partnership development, and evidence-based advocacy are vital to articulating UNFPA's value proposition, demonstrating impact, and securing the resources necessary to support vulnerable women and girls. To achieve this, UNFPA Lebanon is seeking a qualified National Individual Consultant for Impactful Partnership Communication on a part-time basis for 6 months to drive strategic relationship-building and resource generation across the country office's portfolio.</p><br><p><strong>Scope of work</strong></p><br><p>Working on a over 6 months, the consultant will carry out the following key tasks:</p><br><p>A. Dedicated Mustaqbali Khayari Joint Programme Communication & Visibility Plan </p><br><p>The consultant will be responsible for executing the C&V plan for the joint UNFPA-UNICEF programme funded by the Embassy of Sweden:</p><br><ul> <li>Participatory Branding & Visual Identity: Lead "design brainstorming workshops" with adolescent girls at SDCs to co-create the Mustaqbali Khayari brand identity (logo variations, color palette, icons) ensuring it is integrated alongside official partners and logos.</li> <li>Physical Visibility Materials: Coordinate the design, production, and dissemination of visibility materials to all supported centers, including branded banners and vests for implementing partners.</li> <li>Campaign-Aligned Social Media: Produce at least one high-engagement social media post per quarter (e.g., carousels, custom visuals) aligned with key international dates (March 8, June 19, August 12, October 11, and the 16 Days of Activism). Ensure the donor is tagged/mentioned on all online posts and facilitate pre-clearance approvals with the Embassy of Sweden prior to posting, as well as coordination with UNICEF. </li> <li>Impactful Storytelling (Multimedia): Produce 2 impact videos and 2 written Human Interest Stories (HIS) to highlight the life-changing impact of implemented activities for publication on UNFPA/UNICEF social media channels.</li> <li>Monitoring & Reporting: Track reach, engagement, and sentiment analytics for all content, synthesizing this data into a comprehensive section for outcome-based annual reporting.</li></ul><p>B. Partnership communication strategies</p><br><p>In addition to the Mustaqbali Khayari portfolio, the consultant will manage ongoing visibility and content generation for UNFPA Lebanon's communication strategies for partnerships and donors.</p><br><ul> <li>Facility Visibility & Partner Branding: Coordinate and oversee the installation of branded materials and plaques across supported facilities (PHCs, SDCs, and WGSSs) in Lebanon, ensuring strict adherence to the specific branding and visibility guidelines of selected partners.</li> <li>Weekly Audiovisual Posts: Produce, edit, and publish at least 1 weekly audiovisual post, generating consistent, high-quality content (short video clips, photo stories) that highlights field activities, life-saving outcomes, and donor partnerships.</li> <li>Branding Audit & Quality Control: Conduct regular compliance checks during field visits to ensure logos are correctly displayed across all physical spaces and digital collateral produced by local implementing partners.</li> <li>General Impact Documentation: Support the ongoing documentation of UNFPA’s broader humanitarian response in Lebanon, ethically collecting stories and visuals from the field that demonstrate the direct outcomes of partnerships. </li> <li>Event & Visit Support: Organize and support donor events, high-level field visits, and strategic engagement initiatives aimed at existing, prospective, and individual donors to demonstrate UNFPA’s operational footprint and field-level impact. </li> <li>Briefing & Advocacy Materials: Prepare, package, and disseminate high-quality briefing notes, factsheets, partner profiles, and pitch materials tailored for partner engagement and high-level advocacy meetings. </li> <li>Proposal & Investment Case Support: Draft and refine narrative proposals, concept notes, and return-on-investment briefs for UNFPA's core priorities. </li></ul><p><strong>Duration and working schedule</strong> </p><br><p><u>Duration</u>: 6 months (16 days a month).</p><br><p><u>Timeframe</u>: Month 1 to Month 6 </p><br><p><strong>Place where services are to be delivered </strong></p><br><p><u>Base</u>: Beirut, Lebanon (UNFPA Lebanon Country Office ).</p><br><p><u>Field Travel</u>: Occasional field visits to supported facilities (PHCs, SDCs, WGSSs) across Lebanon. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. The UNEP Regional Office for West Asia (ROWA) provides technical cooperation and policy advice to countries in the region to help achieve their environmental goals and sustainable development priorities. Plastic pollution has emerged as one of the most pressing environmental challenges worldwide, posing significant risks to ecosystems, biodiversity, human health, and sustainable development. Single-use plastics (SUPs), including plastic bags, food packaging, disposable cutlery, straws, and beverage containers, represent a substantial share of plastic waste due to their short lifespan and limited recovery after use. The Kingdom of Bahrain has demonstrated a strong commitment to addressing plastic pollution through a range of regulatory and policy measures. Recent initiatives include restrictions on non-biodegradable plastic bags, limitations on small plastic beverage containers, and broader efforts to promote sustainable waste management and environmental protection. Nevertheless, SUPs continue to constitute a significant source of plastic pollution, particularly in terrestrial and marine environments. Recognizing the need to strengthen existing policy measures, the Supreme Council for Environment (SCE), in collaboration with UNEP ROWA, is undertaking a comprehensive assessment of Bahrain's policy and regulatory framework governing single-use plastics. The assessment will identify strengths, gaps, implementation challenges, and opportunities for improvement while drawing upon international good practices and lessons learned from the Gulf Cooperation Council (GCC), Arab region, and other jurisdictions. The assignment will culminate in the development of evidence-based policy recommendations and an implementation roadmap to reinforce Bahrain's transition towards a circular economy for plastics. UNEP seeks to recruit an International Expert on Plastic Pollution and Circular Economy to provide technical, analytical, drafting, and advisory provision for the assessment of Bahrain's policy and regulatory framework on single-use plastics, the review of international best practices, stakeholder consultations, and the development of evidence-based policy recommendations and an implementation roadmap, in close coordination with the SCE and under UNEP ROWA supervision. The objective of this assignment is to contribute to the work of UNEP ROWA in reviewing the current status of single-use plastics in Bahrain, assessing the effectiveness of the existing policy and regulatory framework, identifying policy and implementation gaps, benchmarking international and regional good practices, and developing a practical policy framework and implementation roadmap to reduce single-use plastics and advance Bahrain's transition towards a circular economy for plastics. The expert will provide technical, analytical, drafting, and advisory maintenance throughout the assignment. Duties and responsibilties: Under the direct supervision of the designated Programme Management Officer at UNEP ROWA, the selected consultant will carry-out, inter alia, the following duties and responsibilities for each of the four projects detailed previously: 2.a. Project Inception and Planning •Prepare an inception report outlining the proposed methodology, workplan, stakeholder engagement approach, data requirements, and timeline for the assignment. •Review all relevant background documents, policies, legislation, reports, and technical materials provided by UNEP and the SCE. •Identify additional information and data requirements necessary to successfully implement the assignment. 2.b. Assessment of the Current Situation •Conduct a comprehensive review of the current status of single-use plastics (SUPs) in Bahrain using available national and international literature, reports, statistics, and other relevant secondary data. •Assess trends in the production, import, consumption, waste generation, collection, recycling, treatment, disposal, and environmental impacts of SUPs, where data are available. •Identify the principal categories of SUP products contributing to plastic pollution and assess existing waste management practices and infrastructure relevant to their management. 2.c. Review of the Policy, Legal and Institutional Framework •Review Bahrain's existing policy, legal, regulatory, and institutional framework governing single-use plastics and plastic waste management. •Assess the effectiveness of existing policy measures, including implementation arrangements, institutional coordination, enforcement mechanisms, compliance, and monitoring systems. •Identify strengths, gaps, challenges, and opportunities within the existing framework that may affect the effective prevention, reduction, and management of SUPs. 2.d. International and Regional Benchmarking •Review international and regional policies, regulatory approaches, strategies, and best practices related to the prevention and management of single-use plastics, with particular consideration of experiences from GCC countries, the Arab region, and other relevant jurisdictions. •Assess the applicability of international good practices to Bahrain, taking into account national institutional, technical, economic, and social conditions. •Identify policy approaches and implementation mechanisms that could inform Bahrain's future policy framework. 2.e. Development and Assessment of Policy Options •Assess the feasibility and potential effectiveness of different policy instruments to reduce SUP consumption and improve the environmentally sound management of plastic waste. •Evaluate options including, but not limited to: - Regulatory restrictions and bans; - Product standards and eco-design requirements; - Economic instruments, including fees and levies on selected SUP products; - Extended Producer Responsibility (EPR); - Deposit-return systems; - Public procurement measures; - Awareness and behaviour change initiatives; - Voluntary agreements with industry. •Assess how fees on selected SUP products could function both as demand-reduction measures and as financing mechanisms to strengthen recycling infrastructure and circular economy initiatives. 2.f. Stakeholder Engagement and Consultation •Identify and engage relevant stakeholders, including government institutions, municipalities, private sector representatives, civil society organizations, academia, recycling companies, and consumer groups. •Prepare consultation materials, presentations, and discussion documents to facilitate stakeholder engagement. •Adopt the planning and facilitation of stakeholder consultation workshops and technical discussions in coordination with UNEP and the SCE. •Document stakeholder feedback and integrate relevant inputs into the assessment, policy recommendations, and implementation roadmap. 2.g. Development of Policy Recommendations and Implementation Roadmap •Develop evidence-based policy options and recommendations to strengthen Bahrain's framework for preventing and reducing single-use plastics, improving their environmentally sound management, and advancing the country's transition towards a circular economy for plastics. •Prepare recommendations addressing policy, regulatory, institutional, technical, financial, and behavioural aspects relevant to SUP management. •Develop a practical implementation roadmap that identifies priority actions, implementation timelines, institutional responsibilities, financing considerations, and monitoring arrangements to facilitate the phased implementation of the recommended measures. 2.h. Reporting and Knowledge Products •Prepare all technical reports, presentations, briefing materials, and other knowledge products required under the assignment in accordance with UNEP's quality standards. •Present findings and recommendations to UNEP, the Supreme Council for Environment, and other relevant stakeholders, and revise all deliverables based on comments received. •Ensure that all outputs are evidence-based, technically sound, clearly presented, and suitable for informing policy and decision-making. 2.i. Join our team and start your journey today!</span></span></p><br><br><p>The Scheduler position plans and generates the Assembly production schedules to ensure customer orders are filled on-time and to provide the best sequencing for the most effective use of the production lines. This position requires the use of critical thinking skills and the ability to make quick decisions in a sometimes-stressful environment and is key to driving our Materials Requirement Planning systems. Additionally, Master Scheduling duties will be a part of this position. The Scheduler, also, is responsible for driving improvements in the material processes and will work as a part of the team to ensure customer satisfaction and on-time delivery. This position requires significant interface with Customer Service, Analyst, Warehouse Team, Production, Quality, and Engineering.</p><br><p><b>As A Scheduler, You Will: </b></p><br><ul><li><p>Plans assembly schedules in the most efficient sequence to ensure customer orders are filled on time.</p><br></li><li><p>Generates and maintains the daily Liveload schedules for the assigned assembly lines.</p><br></li><li><p>Coordinates with the Material Analysts when parts shortages occur to minimize impact to our customers and to the production lines.</p><br></li><li><p>Communicates with Customer Service on drop-in orders or on potential late customer orders and parts issues.</p><br></li><li><p>Works with Warehouse Team on Renames/Single packs.</p><br></li><li><p>Master Schedules new customer orders for the assigned production lines</p><br></li><li><p>Releases work orders to production lines and clear Live loads and/or Rebuilds</p><br></li><li><p>Participates in cost reduction and continuous improvement activities.</p><br></li><li><p>Manages MRP/Oracle/Demantra systems to forecast to Monthly Demand Plan and weekly forecasting for each production line and maintain LiveMRP Calendar</p><br></li><li><p>Run a Kanban Model Report daily and adjust.</p><br></li><li><p>Manages inventory levels of Slow Moving/Top 20 Unusable Inventory to meet inventory goals.</p><br></li><li><p>Coordinates with Pilot Spec-Prod Engineering and Sample Coordinator</p><br></li><li><p>Manages new models’ introductions.</p><br></li></ul><p><b>Who You Are:</b> </p><br><p>You partner with others to get work done. Based in Sidney, Ohio or Lebanon, Missouri, the Supplier Execution Leader will play a critical role in supporting supplier execution activities aligned with plant operational requirements.
