<br>The Site Technical Coordinator shall review and interpret all issued-for-construction drawings, specifications, schedules, material submittals, shop drawings, and method statements. The role shall compare architectural, interior design, structural, MEP, façade, fire and life-safety, and specialist packages to identify clashes, omissions, constructability risks, and inconsistencies.

<br>The Site Technical Coordinator shall translate approved design intent into practical on-site guidance without making unauthorized design changes. <br>Shop Drawings, Submittals, and Materials

<br>The coordinator shall review contractor and subcontractor shop drawings, coordination drawings, material submittals, samples, mock-ups, and technical data against the approved design documents. The role shall verify dimensions, interfaces, finishes, levels, tolerances, access requirements, maintenance considerations, and coordination with MEP services before submitting items for consultant review.

<br>The coordinator shall track the status of all technical submissions and highlight delayed approvals, missing information, or procurement risks that may affect site progress. Particular attention shall be given to renovation-related constraints, including existing-condition verification, concealed services, protection of retained elements, and interface works.

<br>The Site Technical Coordinator shall conduct regular site inspections to verify that the works are being carried out in accordance with approved drawings, specifications, mock-ups, samples, and agreed construction details. The role shall promptly report deviations, workmanship concerns, and coordination issues to the Project Manager and relevant contractors.

Plastic pollution has emerged as one of the most pressing environmental challenges worldwide, posing significant risks to ecosystems, biodiversity, human health, and sustainable development. Single-use plastics (SUPs), including plastic bags, food packaging, disposable cutlery, straws, and beverage containers, represent a substantial share of plastic waste due to their short lifespan and limited recovery after use. The Kingdom of Bahrain has demonstrated a strong commitment to addressing plastic pollution through a range of regulatory and policy measures. Recent initiatives include restrictions on non-biodegradable plastic bags, limitations on small plastic beverage containers, and broader efforts to promote sustainable waste management and environmental protection. Nevertheless, SUPs continue to constitute a significant source of plastic pollution, particularly in terrestrial and marine environments. Recognizing the need to strengthen existing policy measures, the Supreme Council for Environment (SCE), in collaboration with UNEP ROWA, is undertaking a comprehensive assessment of Bahrain's policy and regulatory framework governing single-use plastics. The assessment will identify strengths, gaps, implementation challenges, and opportunities for improvement while drawing upon international good practices and lessons learned from the Gulf Cooperation Council (GCC), Arab region, and other jurisdictions. The assignment will culminate in the development of evidence-based policy recommendations and an implementation roadmap to reinforce Bahrain's transition towards a circular economy for plastics. UNEP seeks to recruit an International Expert on Plastic Pollution and Circular Economy to provide technical, analytical, drafting, and advisory provision for the assessment of Bahrain's policy and regulatory framework on single-use plastics, the review of international best practices, stakeholder consultations, and the development of evidence-based policy recommendations and an implementation roadmap, in close coordination with the SCE and under UNEP ROWA supervision. Access to technology, and its effective integration into economic processes, significantly determines the competitive positioning of key stakeholders, including innovators, producers, researchers, government institutions, and financial actors. The establishment of a National Technology Transfer Office (NTTO) can play a pivotal role in integrating the capacities of innovators, investors, entrepreneurs, and researchers who are developing technological solutions addressing sustainability challenges and strategic national priorities. An NTTO can provide a comprehensive range of services, including policy advisory support to government ministries, identification and valorisation of intellectual property (IP) generated through research, and close engagement with researchers to highlight the economic potential of their work. It can also support patent drafting and protection, technology valuation, and offer a suite of services related to commercialization and industrial consultancy. Furthermore, an NTTO should actively facilitate linkages between national capabilities and multinational corporations seeking local partnerships for joint development and production. Institutions coordinating NTTO activities are expected to mobilize their own resources for the establishment and initial operation of these units. Recently, the Ministry of Telecommunications and Digital Economy (MTDE) in Palestine requested technical assistance from ESCWA to assess and develop a roadmap for establishing an NTTO in Palestine. In the context of strengthening the national innovation system (NIS)—and the technology transfer system in particular—this report aims to identify gaps in the existing legal and regulatory frameworks, government policies, and institutional capacities, including those within universities, that may impede the development of an effective technology transfer ecosystem. Key policy areas such as research and development (R&D) incentives, intellectual property protection, and innovation-related regulations have a direct impact on the performance of the NIS. Accordingly, this report provides a detailed assessment of these factors and proposes a practical roadmap for the establishment of an NTTO in Palestine. The report will also offer recommendations on addressing legislative and policy gaps to support the effective establishment and operation of the NTTO. In addition, it will outline the proposed structure, functions, and operational model of the NTTO, drawing on international best practices, regional experiences, stakeholder consultations, and previous ESCWA work. These Terms of Reference are developed to guide the preparation of the report titled: “Establishing an Effective System of Technology Transfer in Palestine: Current Status, Structure, Operations, and Roadmap.” The provision of this advisory service constitutes the core objective of these Terms of Reference. This would include exploring planned policies with the representatives of governmental, nongovernmental, and other public interest groups to evaluate the present and planned legislative system which will affect the technology transfer network in the future and its strategies; • Finally, the consultant will suggest an actionable roadmap that includes the structure of the national technology transfer office (NTTO), its sustainability, and related liaison network by describing the main NTTO functions and activities, based on best international and regional practices, previous ESCWA outputs and taking into account national specificities. GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals1. In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission’s Open Source Software Strategy promotes a “Think Open” approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations. France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interministériel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration. Within the Arab region, Saudi Arabia’s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government’s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC4 mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Most recently, the Ministry of Telecoms and Digital Economy (MoTDE) in Palestine requested UN-ESCWA’s assistance to develop the national policy for open source software. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report outline. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work and thereby ensure that the narrative language should be gender sensitive.<br> Qualifications/special skills<br>An advanced university degree in digital technologies, software engineering or a related field is required; a Ph.D. is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of professional experience and research in digital technologies/software engineering is required Demonstrated professional experience in open-source governance and licensing, digital-government architecture, API governance and interoperability, cloud governance and procurement, cybersecurity and data protection is desirable.<br> Languages<br>English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
