The consultant shall not publish or announce or reveal the content of the report, partly or entirely, on social media or any other public channel, without ESCWA and MoTDE permission.<br> Work Location<br>Remote<br> Expected duration<br>16 weeks<br> Duties and Responsibilities<br>GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals . In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission’s Open Source Software Strategy promotes a “Think Open” approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations . France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interministériel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration . Within the Arab region, Saudi Arabia’s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government’s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Most recently, the Ministry of Telecoms and Digital Economy (MoTDE) in Palestine requested UN-ESCWA’s assistance to develop the national policy for open source software. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report outline. The proposed report should include the following sections: (1) Review best regional and international practices on Open-Source software policies, strategies and frameworks (at least 2 international and 2 regional practices); (2) Analyse the different existing policies and frameworks related to digital technologies in Palestine; (3) Review and further develop the draft National Open-Source Software Policy, including its technical annexes on Application Programming Interfaces (APIs) and Cloud Computing, ensuring consistency between the main policy and its annexes and alignment with relevant national, regional and international good practices (4) Conduct interviews with the various stakeholders and summarize their remarks and observations, including representatives of public and private sectors to better capture the needs of all segments of society; (5) Suggest a draft policy based on international and regional practices, the background doc and the conducted interviews/meetings; (6) Present the draft policy in a consultative workshop/meeting. (7) Update the policy based on received comments from ESCWA, MoTDE and other stakeholders participating in the workshop. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work and thereby ensure that the narrative language should be gender sensitive.<br> Qualifications/special skills<br>A Master's degree in digital technologies, software engineering or a related field is required; a Ph.D. is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. Its mission is to provide support to Palestinian refugee women and youth and other vulnerable groups in Lebanon to develop their capacities, realize their rights, and fulfill their needs. This is achieved through Protection, Education, Livelihood, and Humanitarian Assistance programs implemented in seven Palestinian refugee camps and surroundings throughout Lebanon. <p>Duties and Responsibilities GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals . In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interminist riel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration . Within the Arab region, Saudi Arabia s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. However, while gaining global importance, care work still remains invisible and undervalued, often relegated to informal and unpaid labour, disproportionately borne by women, thus hindering their empowerment. Although this trend is observed globally, it is particularly acute in the Arab region where women undertake 80 to 90 per cent of all unpaid care work and spend 4.7 times more time than men on these responsibilities, exceeding the global average of 3.62 . Unpaid care work hinders women s visibility and participation in public economic and political spheres as well as in decision-making processes in the Arab region. The disproportionate unpaid care work undertaken by women limits their economic engagement and opportunities, as it makes it challenging for them to balance work and family responsibilities. Additionally, women often face gender stereotypes, limited professional development opportunities, and an institutional culture that marginalizes their contributions. Women s economic and political participation in the region remain low compared to global averages. In 2025, women s labour force participation was only 19 per cent, less than half the global average of 49 per cent, making it the lowest rate worldwide . Women s political representation shows a similarly stark gap. In December 2025, women held only 27 per cent of national parliamentary seats globally, with an even lower share in the Middle East and North Africa at around 16 per cent, the lowest in the world . However, there has been growing regional momentum realizing gains in the care economy with many countries in the Arab region offering instructive examples of care reforms. Nevertheless, these reforms are often sector-specific, focusing on one policy area such as labour without approaching care in a holistic manner interconnected across different sectors and policy areas. Within this context, understanding the political economy which examines how social, economic, and political factors shape care policies and systems becomes a pressing priority. Building on these reform efforts in the Arab region and looking at breakthroughs in care policymaking globally, including Latin America which has been particularly active in advancing comprehensive care systems, it is increasingly important to understand how care, often framed solely as a gender equality issue, intersects with other major development issues and policy domains. This highlights the regional need for policies that recognize care as a central element of sustainable economies and redistribute it among different stakeholders including the state. Ongoing inter-regional collaboration between UN regional commissions, namely ESCWA and the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) including through a project on advancing care policies for transformative recovery in Latin America and the Caribbean, Asia-Pacific and the Arab states, seeks to draw lessons from Latin American countries experiences in advancing comprehensive care systems. Given the inherent political nature of care policymaking, it is essential to understand what prompts political actors to prioritize care. A key driver is awareness around the critical role care plays in society and its far-reaching implications for economic and social well-being. When care is made visible as a cross-cutting issue that affects economic growth, labour force participation, health outcomes, social cohesion, and gender equality, it is more likely to gain traction in political discourse and influence the selection of policy instruments, thereby driving change in laws, budgets, and institutional support for care systems.</p><p>Objective and methodology ESCWA seeks to hire a consultant to assist in drafting a paper, in collaboration with ECLAC, that thoroughly examines the factors and determinants behind care reforms, investigating the political economy of care in the Arab region and relating it to Latin America s experience. Lebanon continues to face a protracted economic and financial crisis, which has been compounded by the aftershocks of conflict in late 2024, further undermining the food security of Lebanese residents and refugee populations. While hyperinflation has softened from its previous peaks, persistently high food prices remain a primary driver of food insecurity. As of September 2025, the year-on-year food inflation rate stood at 23.9%. Along with inflation, currency depreciation, income losses, damaged infrastructure, and significant cuts to humanitarian food assistance continue to negatively impact the capacity of different population groups to access food. According to the latest Integrated Phase Classification (IPC) analysis, it was projected that between July and October 2025, about 1.24 million people (including Lebanese, Syrian refugees, and Palestine refugees) would face acute food insecurity and be classified in IPC Phase 3 or above (Crisis or worse). This corresponds to 23% of the analyzed population, an increase from the 19% recorded in the October 2023 March 2024 period. This crisis has disproportionately affected the agricultural sector, exposing a systemic vulnerability: Lebanon's critical over-reliance on expensive, imported agricultural inputs, especially wheat seeds. The Lebanese Agricultural Research Institute (LARI), the public institution mandated to produce certified seeds, is a critical national asset for food sovereignty. However, its national seed program has stalled due to a lack of public financing, creating a critical gap in the domestic food system. Within the framework of the Food Security Project, UNDP aims to strengthen the institutional capacity of the Lebanese Agricultural Research Institute (LARI) to enhance its operational efficiency, management systems, and service delivery. Under the overall guidance and direct supervision of the Project Manager (Food Security), the Agricultural consultant, will be primarily responsible for planning, implementing, monitoring, supervising and coordinating field level activities related to the multiplication of certified wheat. The TFA is also expected to establish strong coordination mechanisms as well as linkages between stakeholders and beneficiaries to ensure that program activities and projects are implemented successfully. Scope of work, responsibilities and description of the proposed analytical work Under the direct supervision of the Project Manager (Food Security), the national consultant will perform the following functions: • In close coordination with the designated LARI centers' directors and contractors, oversee the procurement and distribution of the specific equipment and machinery needed for the proper implementation of the seed multiplication program; • Follow-up with key stakeholders and contractors on all activities related to the rehabilitation of LARI s infrastructure including but not limited to irrigation systems, solar energy component, lab equipment provision, greenhouses rehabilitation, silosconstruction, etc...). • Monitor and coordinate with key stakeholders and partners the initiation of all activities related to the consecutive growing seasons (such as land plowing and reclamation, sowing of seeds, irrigation, regular cultural activities, etc.) in a timely manner; • Maintain close coordination with implementing partners for all activities supporting MSMEs, cooperatives, start-ups, and farmers; • Provide assistance contractor working on the value chain assessment. • Support and monitor grant and in-kind assistance to various beneficiaries; • Conduct regular field visits to assess and monitor the progress of wheat production at different LARI centers and specialized farmers level to provide technical assistance on good agricultural practices, as well as on risk mitigation and overcoming any challenges they might face during the production seasons; • Support the development and maintenance of collaborative relations with all relevant partners such as the Ministry of Agriculture (MoA) and the Food and Agriculture Organization (FAO), among others; • Submit regular reports on the progress achieved in the implementation of various activities in a timely manner; • Actively participate in all meetings, workshops, conferences related to the project; • Support M&E requirements, by keeping accurate records and archives of all projects/activities, including financial records, data, photos, reports, correspondence and minutes with respective partners. Expected Outputs and Deliverables The Consultant shall submit a monthly technical progress report summarizing all activities under the TOR undertaking during the reporting period, noting that the total duration should not exceed 3 months (number of working days should not exceed 18 working days per month). Institutional arrangement •</p><p><strong>Desired Candidate Profile</strong></p><p><strong>Standard Minimum Qualifications</strong></p><ul><li><strong>Education:</strong> University degree in Agricultural Engineering, Agri-Business or any related fields.</li><li><strong>Experience:</strong> Minimum 8 years (with a bachelor s degree) of progressive relevant experience in agriculture or any relevant related field is required</li><li><strong>Language:</strong> Fluency in English and Arabic (both oral and written).</li></ul>
