<h4>Position summary</h4>
<p>We are seeking an experienced Thermal Spray Process Engineer to support and improve thermal spray coating operations in a manufacturing environment. This position is responsible for process development, production support, process documentation, quality improvement, troubleshooting, customer support, and continuous improvement initiatives related to thermal spray technologies.</p>
<p>The ideal candidate will have strong hands-on and technical experience with multiple thermal spray processes, including HVOF, Plasma Spray, Flame Spray, and Twin-Wire Arc Spray systems. Crucially, this individual must possess the ability to lead end-to-end technical projects related to component parts repair orchestrating everything from pre-machining and surface prep to thermal spray application and final post-machining operations (including precision grinding). This role works closely with production, customers, and leadership to ensure coating performance, operational efficiency, and compliance with customer and industry requirements.</p>
<p>Due to ITAR and customer compliance requirements, candidates must be either a U.S. or U.S. Permanent (Green Card Holder).</p>
<h4>Essential duties and responsibilities</h4>

<li>Process development: Develop, optimize, and maintain thermal spray coating processes for production and new customer applications.</li>
<li>Technical expertise: Provide core technical expertise for HVOF (High Velocity Oxygen Fuel), Plasma Spray, Flame Spray, and Twin-Wire Arc Spray systems.</li>
<li>Project leadership & parts repair: Lead comprehensive technical projects focused on industrial parts repair, successfully managing the full sequence of operational steps including necessary pre-machining, thermal spray coating, and precision post-machining/grinding.</li>
<li>Troubleshooting: Troubleshoot coating, equipment, and process issues to improve quality, repeatability, and throughput.</li>
<li>Contract review: Perform daily contract review on incoming jobs, creating precise process instructions in the ERP system for production staff to follow.</li>
<li>Production support: Support production teams with process parameters, work instructions, operator training, and process controls, taking a primarily hands-on approach.</li>
<li>Tooling & design: Design fixturing and masking for customer parts as needed.</li>
<li>Technical documentation: Read, interpret, and create blueprints, technical drawings, schematics, and computer-generated reports.</li>
<li>Metallurgical analysis: Perform coating evaluations, root cause investigations, and metallurgical analysis to identify process improvements and resolve customer issues.</li>
<li>Capital improvements: Assist with equipment evaluations, maintenance coordination, and capital improvement projects.</li>

It focuses on enhancing national statistical capacities to adopt international standards and innovative data sources; supporting evidence based policymaking through improved production and use of statistics, including gender and disability data; and guiding digital transformation through policy advice on emerging technologies. The subprogramme also promotes regional dialogue and partnerships among governments, experts, civil society and the private sector to maximize the value of statistics, geospatial data, digitization and new technologies in support of the 2030 Agenda. Duties and Responsibilities Purpose of the Evaluation Evaluations at ESCWA strive to demonstrate the difference that is being made by the work of ESCWA, and its impact on member States and their citizens. This evaluation will aim to determine the extent to which subprogramme 4 is achieving its intended results, the pathway to these results, and the elements that contribute most significantly to the achievement of these results. In addition, it will also consider how the project brings about any unintended results that may have occurred. The evaluation will serve three main purposes: • It will provide a basis for evidence-informed decision-making, strategic planning, and risk management. • It is a means to demonstrate accountability to the organization’s Executive Management and member States for performance, relative to ESCWA’s mandate and strategic objectives. • It will inform and facilitate organizational learning by identifying evidence-based findings, lessons to be learned, and recommendations for action that enhance the next generation of ESCWA’s work. Evaluation Methodology Management and Governance Arrangements All evaluation methodologies are to be reviewed by ESCWA’s SPARK Section and approved by ESCWA’s Senior Management. • The evaluation will be conducted by an external consultant/s. • The evaluator is expected to identify the main objectives achieved through the implementation of the programme, intended and unintended, as established by key stakeholders and relevant documentation, and the pathways that led to achieving them, with particular focus on innovative practices and initiatives that can be leveraged to further enhance ESCWA’s work. • The evaluator is expected to ensure a mixed method (qualitative and quantitative), inclusive, and participatory approach, with adequate triangulation across methods, to arrive at credible, reliable, and unbiased findings. • The evaluator will also ensure that all aspects of the evaluation are gender and human rights sensitive (including a special focus on the rights with person with disabilities).
