Scope of work

The consultancy will focus primarily on women and girls protection and GBV programming under ICSP Lebanon since 2023, while also capturing learning from the three-year disability inclusion initiative and relevant linkages with other services or interventions. It is not intended to review the full ICSP portfolio or to evaluate integration between programme goals. The main partner experience to be considered will be three local partners, while other internal or external actors may be consulted where they are directly relevant to a protection pathway, referral mechanism, specialised service or cross-cutting issue. The scope may include protection and specialised protection services; formal and informal referral pathways and follow-up; linkages with other relevant ICSP or external services where these directly affect protection pathways or participant experience; disability inclusion; age and gender considerations; accountability to affected populations; and protection mainstreaming. Particular attention should be given to practical implementation questions, including how adaptation decisions were made; how protection risks and vulnerabilities informed programming; how referrals and sequencing worked in practice; how partners coordinated across different types of support; what helped or limited continuity of protection support; how inclusion and other cross-cutting commitments were translated into day-to-day implementation; and what future programme design should do differently. The learning should also consider how protection support was adapted across different delivery settings, including partner or community safe spaces and emergency or shelter settings, and how coordination with local authorities and other service providers influenced access and continuity of support. The consultancy should not assess individual sensitive cases or seek to determine whether one partner or intervention performed better than another. Where specialised protection or GBV-related services are considered, the analysis should remain at an aggregated, anonymised and systems level. No individual GBV case files, case notes or identifiable case information should be shared with the consultant or with third parties outside service provision for the purpose of this learning exercise.

Key tasks and responsibilities

Phase 1: Inception and design

Review the relevant background documents provided by Tr caire.

Hold inception discussions with Tr caire to refine the scope, learning questions, stakeholders and priority areas.

Develop an inception report including refined methodology, workplan, learning framework, stakeholder map and data collection plan.

Develop or adapt practical data collection and reflection tools.

Phase 2: Evidence review and learning inquiry

Map the main protection pathways, adaptations, referral mechanisms and relevant formal or informal linkages with cash, livelihoods and specialised services, including external referral pathways where relevant.

Conduct agreed KIIs and, where appropriate and agreed during inception, limited consultations with current or former PSS, disability inclusion and other relevant protection participants, as well as PSS facilitators, GBV case workers and relevant protection staff.

Conduct a desk review of relevant programme, monitoring, evaluation, learning and technical documents, including available PSS ECA findings, GBV case-management RCA findings, partner reports and other relevant existing evidence.

Facilitate structured reflection discussions with Tr caire, Women Now, LUPD and RDFL, and with other relevant actors where needed.

Identify examples that illustrate what enabled, constrained or changed the way protection support was delivered.

Phase 3: Analysis and synthesis

Analyse findings across key themes such as adaptation since 2023, referrals, sequencing, coordination, disability inclusion, other cross-cutting priorities, partner roles, opportunities for more intentional linkages and protection-sensitive limits to integration.

Distinguish between evidence, stakeholder perception, emerging practice and areas where the evidence is insufficient for a conclusion.

Identify practical implications for future protection programming and the next ICSP design cycle.

Develop concise, actionable recommendations rather than broad or generic recommendations.

Phase 4: Validation and finalisation

Facilitate at least one validation workshop or structured validation session with Tr caire and relevant partners.

Test the practicality of the proposed recommendations with programme and technical colleagues.

Revise outputs based on feedback.

Finalise the learning paper and practical programming guidance.

Desired Candidate Profile

Essential

Proven experience in conducting learning reviews, applied research, programme learning, or similar analytical assignments in humanitarian or fragile contexts.

Strong background in GBV Programming in Emergencies (GBViE)

Experience in analysing multi-sectoral programming and service linkages, including referrals and linkages between protection and cash assistance.

Demonstrated experience in protection-sensitive programming, protection mainstreaming and inter-sectoral referral or service pathways.

Strong facilitation and qualitative analysis skills, with the ability to translate evidence and stakeholder experience into practical learning.

Experience working with NGOs, local partners, and partnership-based programming models.

Familiarity with the Lebanon humanitarian context and local partnership landscape.

Strong understanding of safeguarding, confidentiality, and ethical considerations in protection-related learning.

Strong written English and ability to produce clear, practical, high-quality outputs for operational use.

Preferred

Experience in disability-inclusive humanitarian programming and/or age, gender, accountability to affected populations and protection mainstreaming.

Experience working with specialised protection services in an ethical and appropriate manner.

Familiarity with the Lebanon humanitarian context and local partnership landscape.

Position Information • VA No.: UNDP/LBN/VA26/135 • Position Title: National Agricultural Consultant • Duty Station: Beirut with frequent site visits to North, Bekaa, Mount Lebanon and the South. • Duration: 3 months (18 working days per month) • Vacancy Date of Issue: 13 August 2026 • Vacancy Closure Date: 21 August 2026 • National or International consultancy: National consultancy To review the full Terms of Reference (TOR), please follow link: https://drive.google.com/file/d/180nQXdpSt2ss09980MZKPVJs8ur66Uvh/view Background Lebanon is experiencing a constantly evolving multi-layered crisis which is exacerbating long-term structural vulnerabilities and inequalities, leading to acute and increasingly visible humanitarian needs among the most vulnerable populations. Lebanon continues to face a protracted economic and financial crisis, which has been compounded by the aftershocks of conflict in late 2024, further undermining the food security of Lebanese residents and refugee populations. While hyperinflation has softened from its previous peaks, persistently high food prices remain a primary driver of food insecurity. As of September 2025, the year-on-year food inflation rate stood at 23.9%. Along with inflation, currency depreciation, income losses, damaged infrastructure, and significant cuts to humanitarian food assistance continue to negatively impact the capacity of different population groups to access food. According to the latest Integrated Phase Classification (IPC) analysis, it was projected that between July and October 2025, about 1.24 million people (including Lebanese, Syrian refugees, and Palestine refugees) would face acute food insecurity and be classified in IPC Phase 3 or above (Crisis or worse). This corresponds to 23% of the analyzed population, an increase from the 19% recorded in the October 2023 March 2024 period. This crisis has disproportionately affected the agricultural sector, exposing a systemic vulnerability: Lebanon's critical over-reliance on expensive, imported agricultural inputs, especially wheat seeds. This import dependency strains national food security, reduces farmer resilience, and hinders access to locally adapted, high-yield seed varieties. The Lebanese Agricultural Research Institute (LARI), the public institution mandated to produce certified seeds, is a critical national asset for food sovereignty. However, its national seed program has stalled due to a lack of public financing, creating a critical gap in the domestic food system. Within the framework of the Food Security Project, UNDP aims to strengthen the institutional capacity of the Lebanese Agricultural Research Institute (LARI) to enhance its operational efficiency, management systems, and service delivery. Under the overall guidance and direct supervision of the Project Manager (Food Security), the Agricultural consultant, will be primarily responsible for planning, implementing, monitoring, supervising and coordinating field level activities related to the multiplication of certified wheat. The TFA is also expected to establish strong coordination mechanisms as well as linkages between stakeholders and beneficiaries to ensure that program activities and projects are implemented successfully. Scope of work, responsibilities and description of the proposed analytical work Under the direct supervision of the Project Manager (Food Security), the national consultant will perform the following functions: • In close coordination with the designated LARI centers' directors and contractors, oversee the procurement and distribution of the specific equipment and machinery needed for the proper implementation of the seed multiplication program; • Follow-up with key stakeholders and contractors on all activities related to the rehabilitation of LARI s infrastructure including but not limited to irrigation systems, solar energy component, lab equipment provision, greenhouses rehabilitation, silosconstruction, etc...). • Monitor and coordinate with key stakeholders and partners the initiation of all activities related to the consecutive growing seasons (such as land plowing and reclamation, sowing of seeds, irrigation, regular cultural activities, etc.) in a timely manner; • Maintain close coordination with implementing partners for all activities supporting MSMEs, cooperatives, start-ups, and farmers; • Provide assistance contractor working on the value chain assessment. • Support and monitor grant and in-kind assistance to various beneficiaries; • Conduct regular field visits to assess and monitor the progress of wheat production at different LARI centers and specialized farmers level to provide technical assistance on good agricultural practices, as well as on risk mitigation and overcoming any challenges they might face during the production seasons; • Support the development and maintenance of collaborative relations with all relevant partners such as the Ministry of Agriculture (MoA) and the Food and Agriculture Organization (FAO), among others; • Submit regular reports on the progress achieved in the implementation of various activities in a timely manner; • Actively participate in all meetings, workshops, conferences related to the project; • Support M&E requirements, by keeping accurate records and archives of all projects/activities, including financial records, data, photos, reports, correspondence and minutes with respective partners. Expected Outputs and Deliverables The Consultant shall submit a monthly technical progress report summarizing all activities under the TOR undertaking during the reporting period, noting that the total duration should not exceed 3 months (number of working days should not exceed 18 working days per month). GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals1. In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission’s Open Source Software Strategy promotes a “Think Open” approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations. France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interministériel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration. Within the Arab region, Saudi Arabia’s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government’s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC4 mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Most recently, the Ministry of Telecoms and Digital Economy (MoTDE) in Palestine requested UN-ESCWA’s assistance to develop the national policy for open source software. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report outline. The proposed report should include the following sections: (1) Review best regional and international practices on Open-Source software policies, strategies and frameworks (at least 2 international and 2 regional practices); (2) Analyse the different existing policies and frameworks related to digital technologies in Palestine; (3) Review and further develop the draft National Open-Source Software Policy, including its technical annexes on Application Programming Interfaces (APIs) and Cloud Computing, ensuring consistency between the main policy and its annexes and alignment with relevant national, regional and international good practices (4) Conduct interviews with the various stakeholders and summarize their remarks and observations, including representatives of public and private sectors to better capture the needs of all segments of society; (5) Suggest a draft policy based on international and regional practices, the background doc and the conducted interviews/meetings; (6) Present the draft policy in a consultative workshop/meeting. (7) Update the policy based on received comments from ESCWA, MoTDE and other stakeholders participating in the workshop. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work and thereby ensure that the narrative language should be gender sensitive.
Qualifications/special skills
An advanced university degree in digital technologies, software engineering or a related field is required; a Ph.D. is desirable.
