We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.</p><p>Purpose The Emergency Room Nurse, as part of the ICRC Health team, serves in the Emergency Departments of South Governmental Hospitals, promoting and ensuring high quality care that meets national and international standards. S/he represents the ICRC in the hospital Emergency Departments, ensuring smooth and efficient cooperation with hospital teams and securing emergency patients access to and continuum of health care. S/he supports, coaches, and builds the capacity of emergency department health staff in their specific and general nursing care, meeting departmental goals and ICRC objectives. S/he contributes to a capacity and training strategy including SOPs, guidelines, rules & regulations and promotes their practical implementation to improve the clinical management of patients and emergency preparedness.</p><p>Accountabilities & functional responsibilities</p><ul><li>Collaborates with the hospital teams in the facilitation of access and continuum of health care, respecting ICRC pathways for vulnerable emergency patients.</li><li>Helps in the implementation and adaptation of patient documentation systems in the Emergency Departments.</li><li>Ensures smooth and efficient cooperation with the relevant ICRC and hospital counterparts in the Emergency Department and provides relevant support to both internal and external partners including audits, chart reviews, and other activities agreed on with hospital management.</li><li>Follows measurable goals of correct triage procedures, patient flow, and timely treatment.</li><li>Promotes and ensures high quality specific and general nursing care and clinical management meeting national and international standards, including direct patient care whenever needed.</li><li>Establishes a safe patient environment by implementing infection prevention and control measures, hygiene standards, and patient safety protocols (e.g. safe medication administration).</li><li>Contributes to a safe and conducive working environment in the Emergency Department, focusing on non-violent communication even under challenging conditions.</li><li>Builds the capacity of health staff in the Emergency Departments by supporting and coaching them in their daily performance. <p><br></p><p>Major Responsibilities</p><p>Strategic and Technical Delivery (50% LOE)</p><ul><li>Lead a complex portfolio of strategic projects across CR-WASH, water security, and the water-energy nexus, including anticipatory action and forecast-based response for CR-WASH, WASH systems and finance, and energy access for water and health facilities in fragile and conflict affected settings (FCAS).</li><li>Drive technical delivery of the IDPC Impact at Scale priority, with a focus on CR-WASH and water-related disease dimensions, including strategy refinement, country prioritization and road map planning, in collaboration with the GPL and others.</li><li>Provide intensive remote and in-country technical support to Technical Advisors, Regional Practice Leads and Country Program teams, including development of implementation tools and technical guidance and delivery of specialized capacity strengthening, technical advice and coaching for staff and partners for strategic projects.</li><li>Identify and shape research opportunities in CR-WASH/IDPC, including cost-effectiveness and life-cycle costing, and lead implementation when needed, in collaboration with the GPL, Airbel Impact Lab, and others</li><li>Collaborate with the Emergency Unit on technical quality strengthening for WASH in Emergencies, review technical guidelines for acute emergency contexts, including cholera outbreak, and technical backstopping as needed, in close partnership with the Emergency WASH Coordinator and others</li><li>Monitor progress on technical program implementation, including budgets and expenditures, and drive course corrections as needed for strategic projects.</li><li>Collaborate effectively on shared priorities within the Health Unit and with other Technical Units and Global Practice Areas, including the Climate Resilience Global Practice Area, the Anticipatory Action team, and the Economic Recovery & Development, Protection and Education Technical Units.</li><li>Support partner and donor engagement for strategic projects as needed.</li><li>Under the guidance of the GPL, contribute to global strategy and delivery planning for CR-WASH/IDPC as needed.</li></ul><p>Technical Quality Strengthening and Organizational Learning (25% LOE)</p><ul><li>Lead finalization and roll out of the CR-WASH core indicators and Climate Resilient WASH MEAL package and lead ongoing revision of CR-WASH technical guidance and standards as evidence and field practice evolves.</li><li>Convene and sustain a CR-WASH community of practice for peer exchange across countries and regionals, surfacing field learning and research to inform technical guidance and incorporate into global best practices</li><li>Synthesis lessons, strengthen technical guidance and capacity and support strategic work on Anticipatory Action for CR-WASH/IDPC, in close coordination with the Anticipatory Action team.</li><li>Contribute to the development of the Environment & Climate Health technical competency framework and assessment to identify capacity gaps, inform capacity strengthening priorities, and support staff development.</li><li>Synthesize, adapt, and disseminate relevant technical standards, methodologies, and implementation tools for CR-WASH/IDPC, drawing on evidenced-based best practices and reflecting IRC programming.</li><li>Provide technical inputs to MEAL tools and methodologies when needed, and support data interpretation and use, including support to regional TAs to analyze relevant technical and program data as needed.</li><li>Proactively disseminate lessons learned across countries and regions for select strategic projects, ensuring these inform program design and implementation of country-led projects.</li><li>Contribute to shaping, refining and delivering the Environment & Climate Health Learning Agenda.</li></ul><p>External Influence, Relationships and Representation (10% LOE)</p><ul><li>Collaborate with policymakers, implementing partners, humanitarian responders, and UN agencies to advance guidance, outcomes, research, implementation, and documentation on CR-WASH/IDPC.</li><li>Represent IRC, as appropriate, in priority external forums, including technical, policy, and advocacy workshops across Health, WASH and Climate domains.</li><li>Contribute to Purpose The Assistant & IM Officer provides (high-level) administrative support and oversees information management, under the supervision of the Executive Assistant & IM Officer. S/he acts as a reference person for information management risk mitigation activities in the delegation. Accountabilities & functional responsibilities Information management: Under the supervision of the Executive Assistant IM Officer (EAIMO): • Practically follows up on the active monitoring of information security practices in the delegation. • Development and monitoring of access policy users have access to the information they need to perform their duties includes group membership and access monitoring. • Manages and monitors collaborative spaces and databases, including access, and updates information in the reference tools. • Ensures transfer of information is done using the correct platforms. • Performs assessment on the use of non-ICRC tools in the delegation the underlying reasons and provides institutional solutions where available. • Monitors the functional mailbox, distributes incoming messages to the relevant interlocutors and departments. • Organizes, supervises and manages the use of a range of collaborative tools (i.e. TS) and databases. • Updates general information in the reference tools (databases or others). • With certain exceptions dictated by the situation, act as access manager and possibly account manager • Drafts and finalizes correspondence, internal presentations, meeting minutes and other documents, shares information among users when needed. Training and support: • Briefs systematically all new staff on above-mentioned subjects, trains regularly all users and ensures compliance with rules and procedures. • Makes sure that all staff know and apply ICRC rules regarding correspondence and ICRC protocol. • Keeps their knowledge and skills up to date on ICRC Information Management tools, digital solutions and institutional platforms (e-mail, information-sharing, records-management, intranet, etc.), informs users on new tools and promotes the adoption of new features and functionalities.
