The analytical report would focus on the opportunities and challenges related to the digitalization of power grids in the Arab region, cross-border cooperation and regional integration, governance and policy frameworks for digitalized grids, and propose policy recommendations based on regional and international success stories and best practices. The report should also focus on aspects related to inclusion, resilience, and renewable energy integration, with particular attention to decentralized renewable energy, rural urban disparities, and gender inclusion. The report should present policy-oriented, evidence-based content tailored to the Arab region and aligned with ESCWA s analytical approach and editorial guidance.</p><p>Duties and responsibilities</p><p>Under the overall supervision of the Cluster Lead and the direct guidance of the Chief of the Energy Section, the consultant will be responsible for the following overall duties</p><ul><li>Compile and assess relevant literature, data, policy documents, and institutional materials related to regional electricity interconnections, power-sector digitalization, grid governance, interoperability, cybersecurity, and enabling regulatory frameworks in the Arab region.</li><li>Examine capacity gaps in utilities, regulators, and institutions and identify targeted capacity building needs.</li><li>Assess how digitalization of power grids can address rural urban electricity disparities, energy access, and affordability across different socio economic groups.</li><li>Integrate gender-responsive perspectives into the analysis.</li><li>Identify relevant regional and international success stories and best practices that can be used to support the analysis.</li><li>Prepare short and policy-oriented case-study boxes on selected Arab regional and international examples that illustrate inclusive digital grid governance, cyber resilient grid operations, renewable energy integration, and cross-border and regional electricity cooperation.</li><li>Ensure that each section of the report is analytical, policy-relevant, clearly structured, and consistent with the agreed scope and style of the report.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><h2>Qualifications/special skills</h2><p>Master's degree or equivalent degree related to energy, digitalization, or a related field is required. All candidates must submit a copy of the required educational degree.
