Result of Service<br>The ultimate result of this consultancy is a comprehensive assessment of the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services provided to Older Persons in Palestine - in both West Bank and Gaza. The assessment will inform the Ministry’s of Social Development policy improvements and adjustments in these two areas.<br> Work Location<br>Palestine / Remote<br> Expected duration<br>4 Months<br> Duties and Responsibilities<br>Background In Palestine, prolonged socioeconomic challenges, conflict, displacement, and growing pressures on public institutions have heightened the vulnerability of older persons, particularly those living in poverty, experiencing disability, living alone, or requiring long-term care. In the West Bank, older persons continue to face multiple vulnerabilities associated with the prolonged occupation, including movement restrictions, increasing poverty, unequal access to essential services, and mounting economic pressures. In the Gaza Strip, the ongoing humanitarian crisis has further exacerbated these challenges, severely disrupting access to healthcare, social services, income security, and community support systems. The Ministry of Social Development has undertaken important reforms to strengthen the national social protection system through the implementation of its Strategy (2025–2027), the National Strategy for Older Persons (2021–2026), and broader initiatives related to the national social registry, case management systems, and multidimensional poverty reduction. Within this evolving policy landscape, cash assistance programmes and care services constitute two critical but complementary pillars of social protection for older persons. While cash transfers provide essential income security, their effectiveness depends on the availability, accessibility and quality of healthcare, long-term care and social services that enable older persons to maintain their dignity, independence and quality of life. Yet, evidence remains limited regarding the extent to which existing programmes effectively respond to the multidimensional needs of older persons, the adequacy of benefits and services, institutional coordination, and the overall impact of social protection interventions on their well-being. Against this backdrop, ESCWA is hiring a consultant to prepare a study to assess the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services for older persons in Palestine -including the West Bank and Gaza. The consultancy will generate evidence to inform future reforms and improvement of social protection policies and programmes for older persons. Duties and Responsibilities of the Consultant In close coordination with ESCWA and the Ministry of Social Development in Palestine, the consultant will: 1. Prepare an inception report for the study outlining the refined methodology, detailed workplan, sampling strategy, analytical framework, and proposed data collection instruments, including questionnaires, focus group discussion guides and key informant interview protocols. The inception report will also identify the key informants to be interviewed in West Bank and Gaza. 2. Conduct a comprehensive desk review of relevant literature, legislative and policy documents and administrative data. 3. Provide a snapshot of the demographic and socio-economic situation of older persons in Palestine –West Bank and Gaza. 4. Design and conduct quantitative and qualitative data collection processes including surveys, focus group discussions, key informant interviews and, where appropriate, interviews with caregivers in West Bank and Gaza. 5. Analyze and triangulate quantitative and qualitative findings and assess the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services in West Bank and Gaza. 6. Identify policy, institutional and operational gaps affecting programme implementation, coverage, targeting, coordination and service delivery in West Bank and Gaza. 7. Prepare the first draft of the study, including all annexes, references and data tables used in the analysis. 8. Revise the draft report based on comments received from ESCWA and the MoSD. 9. Present the main findings and policy recommendations during technical meetings, validation workshops or consultation sessions, if requested. 10. Coordinate closely with ESCWA and the Ministry throughout the data collection process to ensure methodological consistency, quality assurance and appropriate adaptation of fieldwork modalities to the operational context. 11. The consultant shall ensure full adherence to ethical research standards and compliance with stringent confidentiality and data protection standards.<br> Qualifications/special skills<br>A Masters degree or equivalent degree in Social Policy, Public Policy, Development Studies, Sociology, Economics, Public Health, Statistics, Social Work, or another closely related discipline or related area is required. A minimum of 7 years of professional work experience in Social Policy, Public Policy, Development Studies, Sociology, Economics, Public Health, Statistics, Social Work, or another closely related discipline is required. 1. Background and Rationale<br><p>Since 2019, Greenpeace MENA has sought to advance climate justice and accelerate a fair energy transition across the Middle East and North Africa. Its work has combined public campaigning, policy engagement, movement building, youth mobilisation, strategic communications, research, coalition-building and regional narrative change.</p>
<p>Over the same period, the region has experienced important changes in climate policy, renewable energy deployment, public awareness, youth engagement and economic transition. These shifts have not resulted from the work of any single actor. They have been shaped by governments, civil society, social movements, researchers, communities, multilateral processes, market forces and geopolitical developments.</p>
<p>Greenpeace MENA therefore wishes to commission an independent regional assessment that documents progress since 2019 and examines the organisation s contribution to that progress where credible evidence exists. The assessment should avoid simplistic or unsupported attribution. Instead, it should use a theory-of-contribution approach that distinguishes between changes directly influenced by Greenpeace MENA, changes to which Greenpeace MENA plausibly contributed alongside others, and wider contextual developments that are relevant to the organisation s mission but cannot reasonably be linked to its work.</p>
<p>The assessment is intended to generate a credible evidence base for strategic learning, accountability, communications, fundraising and future programme design. It should also identify where progress has been limited, uneven or reversible, and where Greenpeace MENA may need to adapt its strategy to increase impact.</p>
2. Purpose of the Consultancy<br><p>The purpose of the consultancy is to assess and document the evolution of climate action, climate justice, renewable energy, economic transition and climate movement-building in the region since 2019, with particular focus on the UAE, Egypt, Morocco, Tunisia and Lebanon, and to analyse Greenpeace MENA s contribution to these changes wherever this can be credibly demonstrated.</p>
<p>The consultancy should produce both a regional narrative and country-level evidence. It should capture formal policy change as well as shifts in public discourse, civil society capacity, youth leadership, coalition strength, political salience and the connection between climate issues and people s daily lives.</p>
3. Specific Objectives<br><ul>
<li>Document major changes since 2019 in climate policy, renewable energy policy, implementation, investment and deployment across the five focus countries.</li>
<li>Assess progress in climate justice policies, decisions, public debate and institutional practice, including equity, participation, adaptation, loss and damage, just transition and protection of affected communities.</li>
<li>Analyse the evolution, reach, diversity and influence of the regional climate movement, with a particular focus on youth-led climate action and the leadership of young people from the region.</li>
<li>Examine the extent to which climate issues have become more connected to people s daily concerns, including energy affordability, electricity access, air pollution, public health, livelihoods, food and water security, dignity, economic opportunity and social justice.</li>
<li>Assess economic diversification and energy transition developments in the UAE, including progress, limitations and contradictions in moving away from fossil-fuel dependence and expanding renewable energy and other low-carbon sectors.</li>
<li>Identify outcomes and changes to which Greenpeace MENA directly contributed or plausibly contributed, and clearly distinguish these from broader changes for which no contribution can be demonstrated.</li>
<li>Generate lessons and recommendations to strengthen Greenpeace MENA s future strategy, country engagement, movement-building, policy influence, communications and impact measurement.</li>

Regional MEAL systems and portfolio oversight</p><ul><li>Develop and maintain a proportionate regional MEAL framework and workplan covering Lebanon, Syria and Iraq, aligned with country strategies, project commitments, organisational priorities and partner capacities.</li><li>Establish and maintain a consolidated portfolio-monitoring system linking projects MINE-MEAL tools, grants, partners, locations, activities, indicators, targets, results, reporting deadlines and supporting evidence.</li><li>Build practical dashboards and portfolio-review products that provide management with a clear macro view of progress, delivery trends, geographic and population coverage, grant performance, implementation bottlenecks and emerging risks.</li><li>Maintain a master indicator matrix and indicator reference sheets, harmonising definitions, calculations, disaggregation and evidence requirements wherever possible while preserving donor-specific and national requirements.</li><li>Identify and resolve inconsistencies between project tools and reports, including duplicate counting, incompatible indicator definitions, missing disaggregation, unsupported results and divergence between narrative and quantitative reporting.</li><li>Facilitate regular project, country and regional performance reviews and maintain an action tracker so that findings lead to documented management decisions and follow-up.</li></ul><p>2. Project and grant monitoring, reporting and data quality</p><ul><li>Support Country and Project Coordinators to develop and update theories of change, logical frameworks, monitoring plans, indicator performance tracking tables, data-flow maps, data-collection plans, reporting calendars and MEAL budgets.</li><li>Review routine project and partner submissions for completeness, internal consistency, plausibility, required disaggregation and traceability to source documentation before consolidation into HAMAP and donor reporting.</li><li>Liaise closely with the Regional HMA Technical Advisor and relevant Project Coordinators on partner reporting. The Regional MEAL Officer will verify data structure, evidence, calculations and reporting consistency, while technical validation of HMA methodologies and operational outputs remains with the appropriate technical function.</li><li>Plan and conduct proportionate data-quality assessments, monitoring visits, remote verifications and evidence-file reviews, and support teams and partners to implement corrective actions.</li><li>Develop and maintain auditable project evidence systems, including clear filing conventions, source-document registers, version control, validation status and links between reported results and supporting documentation.</li><li>Support the design and implementation of baselines, endlines, KAP studies, post-activity monitoring, training assessments, outcome monitoring and other internal or external data-collection exercises.</li><li>Promote timely reporting and early escalation of data limitations, underperformance, access constraints or methodological weaknesses rather than retrospective correction at donor-reporting stage.</li></ul><p>3. Local partner support and localisation</p><ul><li>Assess MEAL and information-management capacities jointly with local partners, recognising existing systems and priorities rather than assuming that HAMAP tools should automatically replace them.</li><li>Co-develop practical, time-bound capacity-strengthening plans for partner MEAL, reporting, data management, accountability and learning, with clear responsibilities and indicators of institutional progress.</li><li>Provide coaching, on-the-job accompaniment and training to partner programme, operations, MEAL and information-management staff on indicators, data collection, analysis, evidence management, reporting and learning.</li><li>Help partners adapt donor and HAMAP requirements into manageable internal workflows, with clear roles from field data collection through validation, analysis, approval and submission.</li><li>Support partner ownership of analysis and reporting by involving partner teams in data-review meetings, interpretation of findings, preparation of reports, presentation of results and definition of corrective measures.</li><li>Avoid unnecessary parallel systems and promote interoperability between partner databases, HAMAP portfolio tools, donor reporting formats and national mine-action information requirements where relevant.</li><li>Document the evolution of partner MEAL capacity and identify where additional organisational, technical or resourcing support is needed for sustainable localisation.</li></ul><p>4. Within this context, ESCWA supports member States in strengthening competition frameworks, improving market performance, and building institutional, legal, and analytical capacities for competition assessment and enforcement. The Competition and Consumer Policies portfolio in the Economic Governance and Planning Section combines regional policy development, country-level technical assistance, market studies, capacity-building, and knowledge products, often in close collaboration with national competition authorities and other public institutions. A key area of focus is the use of competition-based market studies to identify structural, behavioral, regulatory, and legal constraints affecting market performance. These studies serve as practical tools for diagnosing market failures, reviewing the adequacy of legal and institutional frameworks, supporting enforcement priorities, and guiding reforms that enhance efficiency, resilience, and consumer welfare. Within this broader regional mandate, ESCWA is currently supporting the Sultanate of Oman in strengthening competition conditions in priority economic sectors. The building materials sector, which is central to construction, infrastructure development, and industrial activity, has been identified as a strategic area for in-depth analysis. The sector plays a critical role in national development yet faces challenges related to market structure, supply chains, pricing dynamics, regulatory requirements, institutional arrangements, and potential anti-competitive practices. To respond to these needs, ESCWA seeks to engage a Legal Competition Consultant to support legal, regulatory, policy, and technical work under the Competition and Consumer Policies portfolio. The consultant will be assigned primarily to the Oman building materials market study and will contribute to legal assessments, competition law and policy analysis, review of regulatory and institutional frameworks, and the identification of legal or procedural constraints affecting market competition. The consultant may also provide support to other related competition-policy activities of the section, as required and in line with the needs of the assignment.</p><p>Under the overall supervision of the Project Manager and Economic Affairs Officer, the Consultant will support the legal and regulatory analysis of ESCWA s work on competition policy, market studies, and business regulation. The Consultant will primarily support the legal analysis of the XB project for Oman building materials sector, while also providing legal and regulatory inputs to related work on market functioning, competition, consumer protection, and business regulations, as required and within the scope of the assignment.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>A Master's degree or equivalent in law, business law or related areas is required.
