UNDSS is responsible for providing leadership, operational support, and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.</p><p>Responsibilities Within delegated authority and under the overall security and safety policy guidance by the Director, Division of Headquarters Security and Safety Services (DHSSS) in the Department of Safety and Security (UNDSS) in New York and the overall direction of the Executive Secretary of ESCWA, the Chief, Security and Safety Service, the incumbent will be responsible for the following:</p><ul role="list"><li role="listitem">1- Advises the Head of Office on threats and all security-related matters and participates in discussions and development of policies and procedures for security operations;</li><li role="listitem">2- Chief SSS coordinates with SIOC Lebanon and the Director of Administration of ESCWA within clearly defined roles.</li><li role="listitem">3- Coordinates activities related to preparation of security plans for ESCWA;</li><li role="listitem">4- Maintains continuing awareness of prevailing local security conditions, identifies probable threats and advises ESCWA staff, project personnel and dependents on appropriate preventative steps;</li><li role="listitem">5- Establishes air, land and sea evacuation capability to be used in emergencies;</li><li role="listitem">6- Establishes and maintains dialog with local authorities and international institutions for coordination of efforts in the event of natural disasters;</li><li role="listitem">7- Represents the Commission at international, regional and interagency meetings, seminars and other forums on security and safety issues, as appropriate;</li><li role="listitem">8- Determines need for, and provides training and advice to UN staff and dependants on residential and personal security measures;</li><li role="listitem">9- Assumes responsibility for guard force management, as assigned;</li><li role="listitem">10- Arranges protection details for senior personnel or high level visitors as necessary;</li><li role="listitem">11- Manages, directs and coordinates the work of SSS by ensuring that mandated activities are carried out in a timely manner;</li><li role="listitem">12- Manages, guides, develops and trains staff under his/her supervision;</li><li role="listitem">13- In accordance with the UNDSS training strategy, develops and implements security and safety training programmes for security personnel and staff members;</li><li role="listitem">14- Contributes to maintaining a healthy working culture and work environment among the SSS team.</li><li role="listitem">15- Performs other duties as required.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Competencies</p><p>Professionalism: Excellent knowledge of security management, combined with solid background of military, police or other security specialization; political and social knowledge of Lebanon; familiarity with the tools/devices pertaining to security management (such as electronics, communications, explosives); Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.
