<p>The consultant is expected to draft a paper that develops a framework outlining the key determinants for advancing care reforms and systems.</p><p>Work Location Remote Expected duration 3 months Duties and Responsibilities Background Around the world, societies and economies are undergoing socio-demographic changes such as ageing populations, low fertility rates, urbanization, increased migration, widespread crises and conflicts, and climate change, which have all intensified the demand for care. However, while gaining global importance, care work still remains invisible and undervalued, often relegated to informal and unpaid labour, disproportionately borne by women, thus hindering their empowerment. Although this trend is observed globally, it is particularly acute in the Arab region where women undertake 80 to 90 per cent of all unpaid care work and spend 4.7 times more time than men on these responsibilities, exceeding the global average of 3.62 . Unpaid care work hinders women s visibility and participation in public economic and political spheres as well as in decision-making processes in the Arab region. The disproportionate unpaid care work undertaken by women limits their economic engagement and opportunities, as it makes it challenging for them to balance work and family responsibilities. Additionally, women often face gender stereotypes, limited professional development opportunities, and an institutional culture that marginalizes their contributions. Women s economic and political participation in the region remain low compared to global averages. In 2025, women s labour force participation was only 19 per cent, less than half the global average of 49 per cent, making it the lowest rate worldwide . Women s political representation shows a similarly stark gap. In December 2025, women held only 27 per cent of national parliamentary seats globally, with an even lower share in the Middle East and North Africa at around 16 per cent, the lowest in the world . However, there has been growing regional momentum realizing gains in the care economy with many countries in the Arab region offering instructive examples of care reforms. Nevertheless, these reforms are often sector-specific, focusing on one policy area such as labour without approaching care in a holistic manner interconnected across different sectors and policy areas. Within this context, understanding the political economy which examines how social, economic, and political factors shape care policies and systems becomes a pressing priority. Building on these reform efforts in the Arab region and looking at breakthroughs in care policymaking globally, including Latin America which has been particularly active in advancing comprehensive care systems, it is increasingly important to understand how care, often framed solely as a gender equality issue, intersects with other major development issues and policy domains. This highlights the regional need for policies that recognize care as a central element of sustainable economies and redistribute it among different stakeholders including the state. Ongoing inter-regional collaboration between UN regional commissions, namely ESCWA and the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) including through a project on advancing care policies for transformative recovery in Latin America and the Caribbean, Asia-Pacific and the Arab states, seeks to draw lessons from Latin American countries experiences in advancing comprehensive care systems. Given the inherent political nature of care policymaking, it is essential to understand what prompts political actors to prioritize care. A key driver is awareness around the critical role care plays in society and its far-reaching implications for economic and social well-being. When care is made visible as a cross-cutting issue that affects economic growth, labour force participation, health outcomes, social cohesion, and gender equality, it is more likely to gain traction in political discourse and influence the selection of policy instruments, thereby driving change in laws, budgets, and institutional support for care systems.</p><p>Objective and methodology ESCWA seeks to hire a consultant to assist in drafting a paper, in collaboration with ECLAC, that thoroughly examines the factors and determinants behind care reforms, investigating the political economy of care in the Arab region and relating it to Latin America s experience. The paper will draw on experiences from both Latin American and Arab countries to demonstrate the importance of moving beyond fragmented care reform policies towards comprehensive care systems. <p><b>Job Summary</b></p><p> </p><p>The Sales Executive is responsible for handling indoor sales operations within the Cables Division. This includes managing client inquiries, preparing quotations, processing orders, maintaining CRM records, and actively contributing to stock movement and divisional sales targets. The role operates under the direct supervision of the Cables Sales Manager and within the functional framework set by the Commercial Operations Manager.</p><p> </p><p><b>Duties and Responsibilities</b></p><p> </p><p>• Handle incoming sales inquiries and provide clients with accurate technical guidance on cable products and applications.</p><p>• Follow up with existing clients to maintain relationships, address their needs, and support long-term retention.</p><p>• Act as the internal reference point for cable product inquiries and recommendations, supporting the retail, projects, and sales departments as needed.</p><p>• Provide pre-sales and after-sales support, addressing client concerns and technical questions in a timely manner.</p><p>• Prepare accurate and competitive quotations based on client requirements, current pricing, and margin guidelines set by the Cables Sales Manager.</p><p>• Follow up on submitted quotations and coordinate order confirmation, processing, and delivery scheduling.</p><p>• Coordinate with the warehouse and logistics teams to ensure on-time order fulfillment and keep clients informed throughout the process.</p><p>• Verify invoice accuracy and ensure all sales transactions comply with company pricing and discount policies.</p><p>• Monitor stock availability for cable products and recommend suitable alternatives to clients when items are unavailable.</p><p>• Regularly review non-moving and slow-moving stock in coordination with the Cables Sales Manager and proactively work to sell these items through client follow-up, targeted offers, and alternative product positioning.</p><p>• Flag critical stock situations to the Cables Sales Manager for timely escalation and action.</p><p>• Maintain up-to-date records in the CRM system, including client information, sales activities, quotations, orders, and follow-ups.</p><p>• Prepare and submit regular sales reports to the Cables Sales Manager covering activities, pipeline status, pending orders, and client feedback.</p><p>• Follow up on overdue client balances and payment terms in coordination with the Finance department.</p><p>• Cooperate with internal departments to ensure smooth operations and client satisfaction.</p><p>• Attend technical training sessions and product briefings organized internally or by suppliers to maintain up-to-date knowledge of cable products and industry developments.</p><p>• Perform any other related duties as assigned by management.</p><p><br></p> </div><h2 class="h5">Skills</h2>

Candidates who are based in countries where CRS has a legal presence are preferred.</strong></i> </p><br><p><span><strong>Job Summary</strong> </span></p><br><p><span>The Technical Advisor II (TA II) provide technical assistance, guidance and support in monitoring, evaluation, accountability and learning (MEAL) at regional and global levels. The TA II will serve as a MEAL focal point for Europe, Middle East and Asia (EMEA) with a particular focus on the Europe and Middle East countries, responding to MEAL technical assistance needs from those countries and liaising with other MEAL colleagues to support EMEA country needs. The TA II will also provide technical assistance to countries in other regions as needed, coordinating with other MEAL regional focal points. The TA II’s MEAL advising align with CRS program quality principles and standards and MEAL Policies and Procedures, donor guidelines, and industry best practices to advance the delivery of high-quality programming to the poor and vulnerable. The TA II’s expertise, advice and influence will contribute to the effectiveness and adaptability of CRS’ MEAL activities in EMEA and globally. </span></p><br><p><span><strong>Roles and Key Responsibilities</strong></span></p><br><ul><li>Serve as a MEAL focal point for countries in EMEA seeking technical assistance in MEAL, with particular focus on countries in Europe and the Middle East. Provide technical assistance, remotely and in-country, and as needed liaise with other MEAL TAs to provide technical support to EMEA countries. Maintain ongoing contact with the DRD/PQ, EMEA country teams, and EMEA sectoral focal points to help ensure high quality project MEAL and coverage of MEAL TA needs.</li><li><span>Contribute to HQ and country efforts to position CRS for strategic growth opportunities and p</span>rovide technical MEAL guidance and inputs to proposal development and project design, including appropriate monitoring systems and indicators and integrating donor MEAL requirements into projects<span>. Support countries to appropriately staff MEAL in project teams.</span></li><li>Guide EMEA projects in complying with donor MEAL requirements and CRS MEAL Policies and Procedures, reviewing MEAL tools and budgets and supporting MEAL system design, learning agendas, and evaluations.</li><li>Provide MEAL technical assistance to countries in other regions as needed, in coordination with other MEAL regional focal points.</li><li>Contribute to the <span>design and implementation of </span>agency-wide <span>strategies, standards, tools, and best practices in MEAL that effectively engage partners, donors, and governments. </span></li><li><span>Provide technical solutions in MEAL in support of high quality program design and implementation, including support to countries in other regions as needed in coordination with other focal points.</span></li><li><span>Contribute to capacity strengthening initiatives in MEAL for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching country staff. </span></li><li>Contribute to the customization and design of digital forms for data collection and the design of approaches for data visualization that facilitate use of data and quality reporting.</li><li>Contribute to influence and scaling strategies, including systems analysis, evidence generation and MEAL approaches that contribute to influence, and measurement of influence and scaling progress. </li><li><span>Contribute to knowledge management and learning by facilitating the capture, documentation, and sharing of key successes, promising practices, lessons learned, and evidence-based implementation research. </span></li><li>Establish and maintain relationships with donors, peer organizations, research and other institutions.
