<p>The incumbent reports to the assigned Senior TVET Instructor or Deputy Principal of Training Centre as applicable.</p><p>Responsibilities Supports the design and development of learning programmes and curricula including supporting in organizing and conducting occupational and competency analyses within their area of specialization, drafting programme profiles, learning guides and manuals, assessing and integrating new and emerging technologies into the subject specializations, and assisting in integrating career guidance and counselling in the learning programmes. Applies quality assurance tools and processes across the training cycle of their training courses according to UNRWA TVET Quality Assurance Framework. In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. In this context, and as part of its ongoing commitment to improving access to justice, UNDP seeks to recruit two (2) Medical Doctors specialized in psychiatry to support the Commission in processing the cases of prisoners seeking sentence reduction.</p><p>Scope of work, responsibilities and description of the proposed analytical work Under the overall guidance of the project's Chief Technical Advisor or Project Officer, and in close coordination with the Commission of Reduction of Sentences, the Medical Doctors will support the Commission across the different governorates, according to the Commission's geographic distribution of files, by assessing prisoners' medical condition before sentence-reduction decisions are issued.</p><p>To achieve this objective, the Consultants are expected to:</p><ul><li>Assess prisoners' files from a medical and psychiatric perspective.</li><li>Draft and submit scientific reports to the Commission to inform its sentence-reduction decisions.</li><li>Provide the necessary medical opinion regarding the reduction of a prisoner's sentence based on their medical and psychiatric condition.</li><li>Provide expert opinion during deliberations on the impact and relevance of mental-health factors in specific cases.</li><li>Collaborate with the Commission on any other required tasks.</li></ul><p>Expected outputs and deliverables The Consultants are expected to complete the tasks and activities described above and submit bi-monthly progress reports. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>In accordance with the established Agency policy and procedures, the incumbent is responsible for advising on and operationalizing all aspects of UNRWA security and risk management, crisis readiness and preparedness in the Field, for all UNRWA personnel both Internationally recruited and locally recruited Area staff with focus on frontline Area staff security, particularly in those areas heavily impacted by the current conflict.</p><p>The Senior Field Security Officer (SFSO) serves as a principal Advisor and assists the Front Office (DUA and DDUA (Operations/Programmes)) in the execution of their security responsibilities in the Field. The SFSO ensures UNRWA's Security and Risk Management system is context specific and tailored to the needs of frontline personnel. S/he supports the identification, implementation of security and risk management best practices and other Standard Operation Procedures across the Field. The SFSO ensures UNRWA's participation in the UN Security Management System (UNSMS) and supports UNRWA's compliance with security requirements, as appropriate. The SFSO also maintains close cooperation with UN Department of Safety and Security (UNDSS), Agency Funds and Programmes Security Officer(s), as well as with the Host Government security agencies, local community, and beneficiaries. Where applicable, the SFSO provides direct supervision to the Close Protection Team, and in addition to all aspects of the Field Security Risk & Management (FSRM) team. Security Risk Assessment:</p><p>1.1.In line with UNSMS methodology, leads the development of security risk management processes, outlining potential risks and recommends prevention and mitigation strategies towards improving the security of both the internationally recruited and the frontline Area staff, as well as the installations with a particular emphasis on the Camp level;</p><p>1.2.In close cooperation with the Front Office and Department and Programme Heads, ensures that security initiatives are fully coordinated, approved and integrated into appropriate Agency-wide policy;</p><p>1.3.Oversees the process of comprehensive threat analysis and security risk assessments to include all area staff, locations, installations and activities in the assigned Field;</p><p>1.4.Manages the processes of various security assessments, both routine and adhoc, as required, to ensure optimal prevention and mitigation measures are in place;</p><p>1.5.Reviews inputs and recommends improvements in coordination with DSRM, HQ (Amman) in the implementation, further development and monitoring and evaluation (M&E) of the security and risk management system for all staff with the objective to minimize risk in the contextual, programmatic and professional workplace-risk categories for frontline Area staff;</p><p>1.6.Manages the UNRWA security incidents system as required and ensures that the Agency Security Incident Management System (SIMS) is fully implemented, kept up-to-date and reports filed properly. Oversees the upgrading of the SIMS to provide critical information for security analysis; encourages incident reporting at the Camp and Area level;</p><p>2. <h4>What are the requirements of the job?</h4>
<p>High school diploma or general education degree (GED required). Vocational training course completion is preferred.<br>
Must have obtained ASME 9 certification, AWS D1.1 certification, or equivalent on stainless and carbon steel, MIG, TIG, and Flux Core, along with three years’ work experience in welding MIG, TIG and Flux Core.<br>
Thorough understanding of machines and tools used in welding including designs, uses, maintenance and repair.<br>
Basic understanding of design techniques, principles, and tools necessary for the precise production of technical plans, drawings, models and blueprints.<br>
Excellent ability to read and listen to assignments given in a variety of forms.<br>
Basic understanding of mathematics as related to welding assignments.<br>

You will design and implement reliable, scalable backend systems, proactively improve team efficiency, mentor peers, and drive measurable impact on product and business metrics. You will act as a strong individual contributor who takes ownership, breaks down complex work, identifies and removes bottlenecks, and collaborates cross-functionally to ensure smooth, high-quality delivery.</p><p>Key Responsibilities</p><ul><li>Lead the design, development, and delivery of medium large features and system components over 1 3 month timelines, owning them end-to-end from breakdown to production.</li><li>Make technical decisions within your scope, escalate only long-term/cross-team trade-offs, and manage risks, dependencies, and timelines with minimal oversight.</li><li>Design full modules or feature areas independently: define responsibilities, boundaries, clear interfaces, data models, and predictable contracts for other teams.</li><li>Break down features into phases, provide realistic estimates based on dependencies, and deliver stable, production-ready code that handles edge cases and prevents regressions.</li><li>Enhance team efficiency by extending existing solutions, creating automation, applying conventions, implementing monitoring/alerting, improving tooling/onboarding, removing workflow bottlenecks, and documenting patterns/runbooks.</li><li>Write maintainable, well-tested code (unit + integration) for moderately complex tasks with multiple dependencies; opportunistically refactor while shipping.</li><li>Perform thorough code reviews, provide constructive feedback, and troubleshoot incidents calmly in your domain using monitoring signals.</li><li>Collaborate proactively with engineers, PMs, QA, DevOps, and other functions to resolve ambiguity, align on decisions, and keep delivery unblocked.</li><li>Provides informal mentorship and helps peers improve through pairing and guidance.</li><li>Surface ambiguity early, influence team technical approaches through clear reasoning, and contribute to team-level architecture/design discussions.</li><li>Represent engineering values in interviews, buddy new hires, and help maintain a healthy, high-performing team culture.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>Bachelor's degree in Computer Science or equivalent practical experience.</li><li>5+ years of hands-on software development experience (preferred in backend with PHP/Laravel).</li><li>Solid understanding of OOP, SOLID principles, design patterns.</li><li>Proven ability to design scalable modules, data models, and interfaces; experience with relational databases (PostgreSQL/MySQL), complex queries, schema design.</li><li>Advanced hands-on experience with caching (Redis), queuing systems, Git branching strategies, and CI/CD practices.</li><li>Comfortable owning production services: writing comprehensive tests, implementing monitoring/alerting, resolving incidents independently.</li><li>Track record of delivering stable, performant features that impact team/product metrics with minimal post-launch issues.</li><li>Strong analytical/problem-solving skills; able to break down work, estimate realistically, identify risks, and make informed trade-offs.</li><li>Excellent collaboration & communication skills: explains technical concepts clearly, writes clear specs/docs, gives respectful/constructive feedback, builds relationships across roles.</li><li>Familiarity with agile methodologies and tools like Jira.</li><li>Proficiency in English (verbal & written); Arabic is a strong plus.</li></ul><p>Nice to Have</p><ul><li>Experience with cloud platforms (AWS) and serverless/containerized architectures.</li><li>Previous work in high-traffic e-commerce, food delivery, or on-demand marketplaces.</li><li>Exposure to microservices, event-driven systems, or performance optimization at scale.</li><li>Experience ensuring compliance with privacy/KYC regulations in collaboration with product/legal teams.</li><li>Fluency in Arabic and English; French is a bonus.</li></ul><p></p></section>
