<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The HR Manager is responsible for overseeing and managing all human resources functions within the organization, ensuring alignment between management objectives and employee performance. The role focuses on building a strong organizational culture, supporting business needs, and ensuring effective HR systems and processes. <p>The Syrian crisis has placed a huge strain on natural resources and infrastructure. UNDP is working with local communities and civil sector organizations to improve livelihoods through improved natural resource management. The project aims to support the municipalities within the Union through targeted infrastructure interventions. The interventions include Construction of stormwater channels in Nabi Ayla, Ablah, Ferzol, Taalabaya, Niha, and Saadnayel, replacement of existing street lighting in Hazerta and addition of street lighting in Chtaura. The projects aim at creating short-term job opportunities for vulnerable Lebanese and Syrian labourers during the implementation of the works themselves while also contributing to longer-term benefits such as improved food security, water resource management, potential employment opportunities, and increased stability, through improving livelihood and service provision.</p><p>UNDP is seeking the services of a short-term consultant to deliver the below design review tasks of the detailed design and tender documents submitted by the engineering design company, including but not limited to:</p><ul><li>The tender drawing for all WASH-related trades (irrigation, rainwater networks, sewage/wastewater networks, drainage channels...), including any required detail.</li><li>All required specifications related to WASH items (from Division 1 to Division 16).</li><li>The general/specific condition of contract in line with UNDP contracts.</li><li>Priced BOQs related to the project, including the general requirement.</li><li>Estimated prices are within the market price range for similar works.</li><li>The calculation notes needed for any design requirement related to any trades.</li><li>System design and sizing.</li><li>Drawings and their consistency with BoQ and specifications.</li><li>Any specific report needed to complete the design drawings.</li><li>Tender package and completeness, including unpriced and locked BoQs.</li><li>When found necessary, the consultant will be requested to conduct a site visit for site assessment, for design purposes.</li><li>The Consultant will be requested to conduct a site visit for site assessment, for design purposes.</li></ul><p>The consultant will deliver:</p><ul><li>Monthly progress reports, including a summary of activities, drawings reviewed, main observations, and comments on submittals with supporting documents.</li><li>Final consolidated report summarizing all works completed, outcomes, and lessons learned.</li><li>The consultant might be requested to attend meetings with the designer or UNDP engineers and attend to technical queries during bidding.</li></ul><p>The consultant will report to the UNDP Engineering Unit and Area Manager. UNDP will provide all necessary materials related to the project design and facilitate coordination with stakeholders, if needed. The Consultant shall use their own means of communication and transportation; any field-related costs should be considered within the financial proposal unless otherwise agreed. The consultant will work under the supervision of the UNDP Lebanon Country Office. All transportation and site logistic costs shall be borne by the engineer (inclusive of the monthly remuneration).</p><p>The total duration for this consultancy is 2 months (with a total of 10 working days). The assignment is expected to commence upon contract signature.</p><p><br></p><p><strong>Desired Candidate Profile</strong></p><p>Education: Bachelor s degree in Civil Engineering or other closely related field.</p><p>Experience: At least 8 years of experience in design and supervision of WASH projects.</p><p>Language: Fluent verbal and written communication skills in English and Arabic.</p><p>The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel's monthly payment .</p>
