According to the IMF, phantom FDI accounts for up to 40 per cent of global FDI stocks, while the OECD has highlighted how multinational corporations exploit such flows to disconnect financial activity from the real economy. Assessing phantom FDI risks is essential for safeguarding the integrity of national statistics, reducing fiscal leakages, and strengthening the effectiveness of investment-led development strategies. It also explains why high FDI inflows may not translate into productive investment or broader development gains, underscoring the need to assess not only the volume, but the quality of FDI. Duties and responsibilities The Individual Contractor (IC) will provide analytical and technical support to the work of the Financing for Development Team in the areas covered by this assignment. <p>The Department of Industrial and Mechanical Engineering at the Lebanese American University School of Engineering, located in Byblos, Lebanon, invites applications for an Instructor or Professor of Practice position in the broad area of Engineering Entrepreneurship and Innovation.</p>

<p>Candidates must hold a BE/BS degree in engineering and at least a master’s degree in entrepreneurship, innovation, technology management, commercialization, or a closely related field. The project aims at supporting gender-responsive job creation and help generating economic opportunities for women-led micro, small and medium enterprises (MSMEs) across various productive sectors with high growth potential. Through this objective the project will be fostering the economic security, stability and prosperity of women entrepreneurs and women-led MSMEs in Lebanon. The project includes 3 main components: Component 1: Ensuring that government institutions are more responsive to women s needs through processes that are more conducive to doing business, Component 2: Ensuring that women-led MSMEs have access to the financial resources to grow and remain sustainable, Component 3: Ensuring that women-led MSMEs receive the needed technical support to increase their access to local and international markets. The project was developed in response to the multiple crises that have hit Lebanon, in particular the financial crisis which have hindered the ability of MSMEs in general and women-led MSMEs to access the needed financing to grow. With the collapse of the banking system and the resulting depletion of all sources of financing, access to finance is considered as one of the biggest impediments for MSMEs and particularly women MSMEs to develop and take their business to the next level. This has compounded to the already existing barriers women entrepreneurs have been facing namely stringent collateral requirements, high interest rates, complex documentation processes, sub-optimal financial literacy, absence of market information, etc. In light of the current situation and the ongoing conflict, and based on consultations held with WEE project beneficiaries, MSMEs are currently facing significant cash flow constraints and growing financial pressures that are affecting their ability to sustain operations, retain workers, and plan for the short and medium term. Many businesses are operating in an increasingly uncertain environment, with limited capacity to assess risks, respond to disruptions, and adopt practical financial strategies to maintain stability during crises.</p><p>This Terms of Reference (TOR) outlines the scope of work, qualifications, and expected deliverables for the Senior Trade Specialist who will be responsible.</p><p>The expert will ensure</p><p><strong>SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK</strong></p><p>UNDP is seeking the services of a Short-Term Individual Consultant (Senior Trade Specialist) to improve the business environment for SMEs through regulatory reform, trade facilitation, SME data centralization, and strengthening institutional mechanisms for protecting national production. In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. In this context, and as part of its ongoing commitment to improving access to justice, UNDP seeks to recruit two (2) Medical Doctors specialized in psychiatry to support the Commission in processing the cases of prisoners seeking sentence reduction.</p><p>Scope of work, responsibilities and description of the proposed analytical work Under the overall guidance of the project's Chief Technical Advisor or Project Officer, and in close coordination with the Commission of Reduction of Sentences, the Medical Doctors will support the Commission across the different governorates, according to the Commission's geographic distribution of files, by assessing prisoners' medical condition before sentence-reduction decisions are issued.</p><p>To achieve this objective, the Consultants are expected to:</p><ul><li>Assess prisoners' files from a medical and psychiatric perspective.</li><li>Draft and submit scientific reports to the Commission to inform its sentence-reduction decisions.</li><li>Provide the necessary medical opinion regarding the reduction of a prisoner's sentence based on their medical and psychiatric condition.</li><li>Provide expert opinion during deliberations on the impact and relevance of mental-health factors in specific cases.</li><li>Collaborate with the Commission on any other required tasks.</li></ul><p>Expected outputs and deliverables The Consultants are expected to complete the tasks and activities described above and submit bi-monthly progress reports. <h4>Where your career is a force for good!</h4>
<p>The American Red Cross is currently seeking a Mobile SAF-IS Regional Program Specialist to support the Service to Armed Forces and International Services Division mission. This position is regional, but also part of our mobile staff which requires meeting strict medical and security clearances prior to employment. In this role worldwide deployment is a condition of employment. Mobile staff members typically deploy for 6 months at a time, approximately once every 18-24 months, and can be sent to any military base in the world. Relocation assistance is only available for current employees within a 50-mile radius within the division.</p>

<h4>What you need to know</h4>
<p>Manage and administer the delivery of American Red Cross services to meet the needs of United States military members, veterans, and their families in accordance with Red Cross policies and procedures. Support the delivery of International Services programs and services. Provide support, development, and/or leadership guidance to all volunteers. Perform all duties and responsibilities in compliance with standard operating procedures and other applicable federal, state, and local regulations.</p>

<h4>Relationship management and community outreach</h4>
<p>Serves as the “face” of the Red Cross at assigned location.</p>
<ul>
<li>Builds strong relationships with military leadership, key organizations, and community leaders.</li>
<li>Cultivates relationships and partnerships with external constituents in the local community, including government organizations, corporate partners, civic organizations, and other community charitable and nonprofit agencies with the purpose of furthering the mission of the Red Cross. Outreach includes command meetings, education briefings, presentations, or information sessions.</li>
<li>Builds community presence through enhancing marketing opportunities with local Armed Forces Network, utilization of social media platforms, and leveraging local base advertising opportunities to spread the Red Cross mission and service.</li>

<h4>Volunteer management</h4>
<p>Manages a volunteer engagement program and cycle to enable delivery of all Red Cross programs and services on a military installation and in their local community. Manages volunteers who will be the primary resource to administer the delivery of American Red Cross services to meet the needs of United States military members, veterans, and their families in accordance with Red Cross policies and procedures. When volunteers are unavailable, the manager is responsible for delivering the mission-specific services.</p>
<ul>
<li>Develop and implement local needs assessment and Volunteer Program Plan through utilizing process established by Volunteer Resources.</li>
<li>Recruits and trains leadership volunteers to support placement and supervision of staff and programs in the delivery of SAF/IS U.S. programs and services, Training Services, Disaster Cycle Services, and providing support to Armed Forces Blood Services.</li>
<li>Effectively utilize the Volunteer Connection Platform to manage, document, train, recognize, and communicate with volunteers within the local footprint.</li>

<h4>Service delivery management</h4>
<p>Ensures the consistent delivery of SAF and IS U.S. services to all clients in their area.</p>
<ul>
<li>Provides supervision of volunteer Service Delivery staff.</li>
<li>Coordinates services to military treatment facilities and VA hospitals through rehabilitation programs, material assistance, resiliency training, morale items, and support.</li>
<li>Ensures community outreach, to include command meetings and education briefings, presentations, or workshops.</li>
<li>Ensures a strong military community outreach program and implementation of special events and projects in support of SAF/IS U.S. initiatives.</li>
<li>Manages support services to military members and their families to include family follow-up information and referrals, and other related services.</li>
<li>Provides support for the emergency communications center with local information, as appropriate.</li>
<li>Develops outreach strategies aimed at promoting International Services U.S. programs to the community and ensuring the local community is aware of what programs and services are available.</li>

<h4>Financial and reporting management</h4>
<p>Develops and manages budgets and expenditures to ensure programs are operating within budget to support all programs and services. Monitors and reports on the outcomes and results of programs and services to ensure organizational accountability and makes recommendations for continuous improvement to ensure metrics are consistently met.</p>
<br>
<h4>What you need to succeed</h4>
<ul>
<li>Bachelor’s degree in business or public administration, human resources management, community organization, social or health sciences, or related field is required; or related equivalent experience.</li>
<li>Five years minimum related experience in program management or related field is required.</li>
<li>Requires strong computer skills. Public speaking skills and the ability to communicate effectively verbally and in writing are required. Must have strong interpersonal skills and the ability to work well in an individual or team environment.</li>
<li>Ability to balance multiple priorities is essential.</li>
</ul>

<h4>Work conditions</h4>
<p>Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds. Requires good hand-eye coordination, arm, hand, and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle, and working under challenging conditions.</p>
<p>Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout chapter jurisdiction, state, and Red Cross system. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during period of major disaster.</p>

<h4>For mobile positions only (domestic and overseas settings)</h4>
<p>Some positions are designated as “Mobile” and subject to unique job requirements. SAF Mobile Staff perform the same basic job responsibilities as non-mobile staff in regions. In addition to those responsibilities, this special workforce is also required to deploy on short term temporary assignments, serving alongside military members who are deployed to designated theaters of operations anywhere in the world. Mobile staff must be ready to deploy whenever called upon, and to do so are required to meet and maintain specific medical and other readiness requirements. Requirements unique to mobile positions include the following:</p>

<li>Support both the day-to-day operations and emergency needs of the Hero Care Center as a member of the Hero Care Network Contingency Team.</li>
<li>Completes all trainings and requirements to maintain casework proficiency, to include working shifts and participating in readiness drills.</li>
<li>Responds to emergency, surge, and disaster situations, as needed.</li>
</ul>
<p>To maintain readiness, staff must:</p>
<ul>
<li>Maintain all medical and security requirements.</li>
<li>Engage in annual deployment familiarization program to include trainings and meetings.</li>
<li>When activated to deploy, participate in additional trainings and meetings to prepare for deployment.</li>
</ul>

<h4>Mobility requirements</h4>
<ul>
<li>U.S. citizenship is required.</li>
<li>Must be able to obtain a secret security clearance and a non-U.S. passport.</li>
<li>Worldwide mobility is a condition of employment and an essential function of this position.</li>
<li>Must accept work assignments anywhere in the world, including conflict areas, where the American Red Cross is providing services to members of the military and their families.</li>
<li>Must meet strict medical and physical requirements, including immunizations required by the U.S. military.</li>
<li>May be required to wear military uniforms, and live and work in harsh and stressful environments in conflict areas.</li>
<li>Periodically accompanies the military on deployments.</li>

<p>The salary range for this position is (Illinois): $60,000 - $65,000.</p>
