Promoting fair and competitive markets is a key driver of economic efficiency, private-sector development, and consumer welfare. Across the Arab region, markets are undergoing rapid transformation driven by diversification efforts, evolving regulatory frameworks, digitalization, and global supply-chain shifts. These developments have increased the need for rigorous legal, regulatory, and competition analysis to help governments identify market distortions, assess anti-competitive practices, and design effective, evidence-based policy interventions. Within this context, ESCWA supports member States in strengthening competition frameworks, improving market performance, and building institutional, legal, and analytical capacities for competition assessment and enforcement. The Competition and Consumer Policies portfolio in the Economic Governance and Planning Section combines regional policy development, country-level technical assistance, market studies, capacity-building, and knowledge products, often in close collaboration with national competition authorities and other public institutions. A key area of focus is the use of competition-based market studies to identify structural, behavioral, regulatory, and legal constraints affecting market performance. These studies serve as practical tools for diagnosing market failures, reviewing the adequacy of legal and institutional frameworks, supporting enforcement priorities, and guiding reforms that enhance efficiency, resilience, and consumer welfare. Within this broader regional mandate, ESCWA is currently supporting the Sultanate of Oman in strengthening competition conditions in priority economic sectors. The building materials sector, which is central to construction, infrastructure development, and industrial activity, has been identified as a strategic area for in-depth analysis. The sector plays a critical role in national development yet faces challenges related to market structure, supply chains, pricing dynamics, regulatory requirements, institutional arrangements, and potential anti-competitive practices. To respond to these needs, ESCWA seeks to engage a Legal Competition Consultant to support legal, regulatory, policy, and technical work under the Competition and Consumer Policies portfolio. The consultant will be assigned primarily to the Oman building materials market study and will contribute to legal assessments, competition law and policy analysis, review of regulatory and institutional frameworks, and the identification of legal or procedural constraints affecting market competition. The consultant may also provide support to other related competition-policy activities of the section, as required and in line with the needs of the assignment.

Under the overall supervision of the Project Manager and Economic Affairs Officer, the Consultant will support the legal and regulatory analysis of ESCWA s work on competition policy, market studies, and business regulation. The Consultant will primarily support the legal analysis of the XB project for Oman building materials sector, while also providing legal and regulatory inputs to related work on market functioning, competition, consumer protection, and business regulations, as required and within the scope of the assignment.

Desired Candidate Profile

A Master's degree or equivalent in law, business law or related areas is required. A first-level university degree, in combination with qualifying experience, may be accepted in lieu of the advanced degree. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.

A minimum of 4 years of experience in the fields of law, economics, business, or related field is required.

Experience in contributing to analytical papers is required.

Understanding of legal frameworks in business environments is desirable.

Previous experience in working with international organizations is desirable.

Fluency in English and Arabic is required.

The key aim is to support member States for the upcoming change in employment and skills due to technological advancements. Ultimately, ESCWA will help member states harness job opportunities emerging from the advent of newer technologies while taming challenges. ESCWA skills monitor is part of ESCWA's initiative on the Future of Work that uses Machine Learning and Artificial Intelligence to assess the demand for skills and jobs in the Arab region. Even though AI is very powerful, it still requires significant human intervention to be helpful. In most cases, AI models might be fit for the data that they only have been trained on, where human intervention is required to detect higher accuracy. This was evident, especially during unprecedented events such as the COVID-19 pandemic. Tasks - duties and responsibilities: The individual contractor will be responsible for the following tasks: 1- Assist in checking accuracy of how Machine Learning is capturing Occupation classification. 2- Assist in checking accuracy of skills for almost ISCO jobs. 3- Assist in checking accuracy of how regular expression (Reg-X) models are capturing different features from text. 4- Assist in conducting data analysis using data from the ESCWA Skills Monitor. 5- Assist in meeting, workshops and mission preparations including administrative activities. 6- Help in all Ad hock activities related to labor market policies and private sector development.
Qualifications/special skills
A High school Diploma is required. While the region possesses significant productive assets, many economies remain concentrated in a limited number of sectors, with diversification often occurring in relatively low-value-added activities. Greater access to markets and inputs, coupled with supportive macroeconomic policies, can broaden productive capabilities, enable the emergence of new and higher-value-added activities, accelerate economic diversification and build resilience to economic shocks. Realizing these opportunities requires dynamic private sectors, stronger technological and productive capabilities, and supportive industrial policies. Against this background, ESCWA proposes an analytical paper on Economic Diversification and Resilience in the Arab Region to assess diversification patterns, opportunities and constraints, and identify policy priorities. Duties and Responsibilities The objective of the consultancy is to prepare an analytical paper on Economic Diversification and Resilience in the Arab Region. The paper will assess patterns and drivers of diversification across Arab economies, examine how access to markets and productive capabilities can enable new economic activities, and identify policies for accelerating diversification and building resilience. Under the overall guidance of ESCWA, the consultant will undertake the following tasks: • Assess the structure and evolution of diversification across Arab economies, including products, sectors, exports, markets and sources of income, and review existing industrial and diversification strategies. Examine data and assess trends over time at country and regional level. • Identify key constraints to diversification, including market fragmentation, commodity dependence, weak productive and technological capabilities, limited private-sector dynamism, financing constraints, skills gaps and institutional and regulatory barriers. • Discuss a framework of accelerating industrial development toward structural transformation, taking into account the assets and changing nature of economic activities across the region. • Develop policy recommendations for accelerating economic diversification and building resilience across the Arab region.
Qualifications/special skills
A PhD in economics or related field is required. Greater access to these resources and markets can expand productive capacity, improve resource allocation, facilitate investment and technology diffusion, and support diversification, productivity and economic resilience. However, macroeconomic instability, fragmented markets, weak productive capabilities, conflict and geopolitical uncertainty can limit these opportunities. Appropriate macroeconomic, trade, investment, industrial, financial and institutional policies are therefore critical for translating regional economic integration into sustainable economic transformation and shared prosperity. To address this gap, ESCWA proposes an analytical paper on Macroeconomic Performance and Policy Frameworks in the Arab Region. Result of Service
The consultant will design a study that provides a blueprint for building the RTIS, including technical and institutional aspects.
Work Location
Remote
Expected duration
2 months
Duties and Responsibilities
Background and Objective The United Nations has proclaimed the Decade of Sustainable Transport 2026–2035 to accelerate a just, low-carbon, and inclusive transition in the transport sector. The Sustainable Transport Action Plan for the decade sets targets and indicators across domains including mobility, decarbonization, road safety, accessibility, resilience, and affordability. To track progress regionally and support member states in aligning national monitoring a Regional Transport Information System (RTIS) is required. This system will collect, harmonize, validate, and visualize transport data from multiple countries, enabling evidence-based policy dialogue and progress reporting against the Decade’s goals. Currently, transport data across the region is fragmented, non-comparable, and often inaccessible. No central mechanism exists to aggregate indicators relevant to the UN Decade’s targets (e.g., GHG emissions per passenger-km, share of active mobility, road fatalities, electric vehicle penetration). Objective The objective of this consultancy is to develop a comprehensive, actionable Feasibility Study and Implementation Roadmap for a Regional Transport Information System (RTIS) that enables member states and regional bodies to monitor, report, and benchmark progress on the Sustainable Transport Action Plan 2026–2035. Duties and Responsibilities The consultant will design a study that provides a blueprint for building the RTIS, including technical and institutional aspects. The consultant shall specifically design: A- Needs and Gap Assessment Map existing national transport data systems, indicators, and reporting cycles in the region. Identify gaps relative to the UN Decade’s monitoring framework (e.g., missing disaggregation by gender/age, lack of emissions data). B- Technical Architecture Design Propose a federated or centralized data model (including metadata standards, APIs, data sharing protocols). Define core indicators: minimum set for the Decade, plus optional expansion. Specify requirements for data validation, quality assurance, and interoperability with national systems. Recommend open-source or commercially available platforms (with cost-benefit comparison). C- Institutional and Governance Framework Define roles and responsibilities: regional hub, national focal points, technical working group. Propose data ownership, access rights, confidentiality, and data sharing agreements. Outline a capacity-building plan for member states. D- Implementation Roadmap Phased timeline with milestones, risks, and dependencies. Pilot testing approach (2–3 willing member states). Integration with existing UN frameworks (e.g., SDGs, Sendai Framework, Paris Agreement).
Qualifications/special skills
Master's degree in planning transport, data science, information systems, public policy, or related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. Result of Service
To develop a harmonized GCC regional inter-linked Macro and Micro SAM and a database for 2024–2035 to support the calibration of a regional trade simulator.
Work Location
Remote
Expected duration
3 months
Duties and Responsibilities
Background The Ministry of Economy and Planning MEP of Saudi Arabia have been playing a more proactive role in shaping the country's trade policy and navigating the complexities of an increasingly interconnected global economy. As Saudi Arabia deepens its integration into global trade networks and pursues economic diversification under Vision 2030, the ability to evaluate trade policies and external economic shocks in a timely, data-driven, and systematic manner has become critical. In this context, ESCWA partnered with the Ministry to strengthen its technical capacity for trade policy analysis. One of the key pillars of this effort is the development of advanced trade modeling and simulation toolkits that can inform strategic decision-making at both national and regional levels. A cornerstone of this initiative is the development of a regional trade simulator for the GCC’s countries. This simulator, to be aligned as much as possible to the Saudi’s sectoral structure of the input-output and supply-use tables, will serve as a third policy platform for analyzing integration scenarios among GCC countries themselves but also with the rest of the world. ESCWA is thus seeking the support of an economist to develop a harmonized GCC regional inter-linked Macro and Micro Social Accounting Matrix (SAM) and a comprehensive database for building the baseline scenario for the period 2024–2035. The objective of this assignment is to develop a harmonized GCC regional inter-linked Macro and Micro Social Accounting Matrix (SAM) and a comprehensive database to support the calibration of a regional trade simulator. Duties and Responsibilities The consultant will be asked to perform the following tasks: Using the updated national SAM’s for the six GCC’s countries developed by ESCWA in the context of the project on developing trade simulators for Saudi Arabia, the consultant will suggest a harmonized structure of the regional inter-linked SAMs. The regional interlinked SAM for GCC should be aligned as maximum as possible to the specific features of the national SAM of Saudi Arabia. Build the regional inter-linked Macro and Micro regional SAM using the national SAMs and additional data to be collected by the consultant. The Micro SAM should reflect the maximum of trade instruments being applied by Saudi Arabia. To do so, the consultant may use the appropriate estimation and balancing techniques such as RAS and Maximum Entropy techniques. Build the complete database for calibrating the regional trade simulator for the period 2024-2035.
Qualifications/special skills
A Master's degree in applied economics with a clear focus on developing SAMs and regional CGE models is required.
