<br>## Purpose of the Role
<br>
<br>The Procurement Officer manages the buying cycle for imported finished goods, from placing the order with the principal to landing the container in the warehouse at the right cost and the right time. The job sits between the international suppliers, the freight and clearance agents, Finance and the Sales team. Success is measured by availability on the shelf, healthy stock cover, and no money lost to expiry, demurrage or a badly timed order.

<br>## Key Responsibilities
<br>
<br>### Purchasing and Order Management
<br>- Prepare purchase orders for imported goods based on sales forecasts, stock cover, minimum order quantities and container optimisation.
<br>- Consolidate orders across brands and SKUs to reduce freight cost per unit and avoid part loaded containers.
<br>- Confirm proforma invoices, order acknowledgements, production and shipping dates with each principal.
<br>- Track every open order from confirmation to arrival, and flag delays to Sales and management before they become out of stock situations.
<br>- Follow up on short shipments, damaged goods, wrong SKUs and quantity discrepancies, and pursue credit notes or replacements.
<br>
<br>### Supplier and Principal Coordination
<br>- Serve as the daily operational contact with international principals and their export teams.
<br>- Maintain supplier records: price lists, agreed terms, MOQs, lead times, product codes and barcodes.
<br>- Escalate repeated service failures, and support management in the annual review with each principal.
<br>- Source and qualify suppliers for non trade purchases: warehouse consumables, packaging for repacking or bundling, promotional material, fleet parts, office and general supplies.
<br>
<br>### Imports, Shipping and Clearance
<br>- Own the import file end to end: proforma invoice, commercial invoice, packing list, bill of lading, certificate of origin, health and conformity certificates, and any Ministry approval required.
<br>- Coordinate with freight forwarders on booking, routing, transit time and freight rates, and compare options before committing.
<br>- Work with the clearance agent on customs declaration, HS classification, duty and VAT settlement, and inspection.
<br>- Push files through clearance fast enough to avoid demurrage, storage and detention charges, and report on any charge incurred with the reason.
<br>- Coordinate arrival timing with the warehouse so receiving capacity matches the schedule.
<br>
<br>### Cost and Terms
<br>- Calculate landed cost per SKU: goods value, freight, insurance, duty, clearance, transport and any other charge, and hand a clean figure to Finance and Pricing.
<br>- Support Finance on letters of credit, transfers and payment scheduling, and supply the documents the bank asks for.
<br>- Negotiate freight rates, clearance fees and terms with local service providers.
<br>- Track price changes from principals and currency impact, and alert management early when landed cost is moving.
<br>- Identify savings: better incoterms, consolidated shipments, alternative routing, improved payment terms.
<br>
<br>### Stock, Expiry and Planning
<br>- Monitor stock cover by SKU against agreed targets, and adjust order timing when sales trends shift.
<br>- Balance MOQ and container economics against shelf life. Never buy a quantity the market cannot sell before expiry.
<br>- Track incoming production dates and remaining shelf life on every shipment, and reject or renegotiate short dated stock.
<br>- Watch slow moving and near expiry inventory with Sales, and support clearance or promotion decisions early enough to matter.
<br>- Work with Sales, Brand and Demand Planning on forecasts, new listings, promotional buys and seasonal peaks.
<br>
<br>### Documentation, Systems and Compliance
<br>- Maintain complete and auditable procurement and import files for every shipment.
<br>- Process all transactions through the ERP and keep master data clean: item codes, supplier codes, prices, units of measure, barcodes.
<br>- Ensure imported products meet Lebanese labelling, registration and regulatory requirements before shipment, not after arrival.

<p>The consultant is expected to deliver data collection tools including questionnaires and guides and tabulation of data collected, literature review reports, concepts notes for knowledge products and meetings and workshops, sections/chapters of studies, write-ups on specific issues, and presentations.</p><p><strong>Work Location</strong> UN House-ESCWA / Hybrid</p><p><strong>Expected duration</strong> 4 months</p><p><strong>Duties and Responsibilities</strong></p><p>Background</p><p>Despite strong momentum towards gender equality and considerable achievements in women s empowerment, the Arab region continues to register one of the largest gender gaps. Arab women still lag behind in terms of political participation, labour force participation, equality and sex-based discrimination. In 2025, women s labour force participation was 19 per cent in the Arab States, less than half the global average of 49 per cent, making it the lowest rate worldwide. Various factors can be attributed to the low economic participation of women in the Arab region, most important of which are the high involvement of women in unpaid care work and their weak involvement in entrepreneurship. In the Arab States, women carry out 80 to 90 percent of all unpaid care tasks and spend an average of 4.7 times more time than men on unpaid care tasks. If women continue to bear the brunt of unpaid care work, there is a serious risk that gender gaps widen and hard-won achievements in women s socioeconomic empowerment are reversed. Addressing the available policies and legal frameworks is thus crucial to promote women s economic empowerment in the region and build the resilience of women to future shocks.</p><p>ESCWA supports its member States in promoting gender equality and the advancement of women at the legislative, policy and programmatic levels through the translation of global normative frameworks into region-specific actions within the areas of gender justice and the law, women, peace and security, women economic empowerment, care economy, and gender mainstreaming in national institutions. ESCWA supports member States in their efforts to reform care-related policies and develop new ones to promote women s economic empowerment. Within the care economy workstream, ESCWA is currently working with Lebanon, Oman, Morocco and Tunisia, following an approach comprising the preparation of knowledge products and organization of capacity building workshops. ESCWA also supports several countries including Iraq, Lebanon, Mauritania and Morocco to strengthen gender mainstreaming in national institutions. Furthermore, ESCWA develops training packages and contributes to capacity-building efforts to transform knowledge, good practices and related skills into innovative online and in-person awareness-raising sessions and training programmes to support countries in developing national strategies, policies and action plans relevant to implementing and reviewing global commitments, including those under CEDAW and the Beijing Declaration and Platform for Action.</p><p><strong>Objective and methodology</strong></p><p>ESCWA seeks to hire a consultant to provide input and contributions to support the successful completion of several gender equality related outputs including:</p><ul><li>National case studies mainly on unpaid care work and care economy;</li><li>National technical requests related to the advancement of gender equality;</li><li>National dialogues and meetings as well as capacity building workshops targeting various governmental entities in Arab States to support the reforms and development of policies;</li><li>Papers and knowledge products to explore concepts related to women s economic empowerment in the region, gendered perspectives in recovery and reconstruction, and other women and gender-related concepts;</li><li>Regional meetings, consultations, and capacity building workshops to exchange experience and knowledge, disseminate the results and findings of prepared knowledge products and advocate for needed legal and policy reforms.</li></ul><p><strong>Tasks and responsibilities</strong></p><p>The consultant will be responsible for the following tasks:</p><ul><li>Desk review: Undertake necessary research and desk reviews on topics related to gender equality and women empowerment as required for the development and finalization of the gender equality related outputs;</li><li>Prepare necessary data collection tools including questionnaires for surveys and guides for interviews and focus groups;</li><li>Undertake analysis of data and other inputs;</li><li>Draft inputs following the set outlines for various outputs;</li><li>Prepare required inputs for the preparation and organization of meetings with relevant stakeholders.</li></ul><p><strong>Supervision</strong>: The consultant will work under the direct supervision of Ms. Rouba ARJA, the Social Affairs Officer responsible for the women s economic empowerment project, and the overall guidance of the Gender Justice, Population and Inclusive Development cluster leader.</p><p><strong>Desired Candidate Profile</strong></p>A master's degree in social or economic or gender or anthropology studies or studies in related areas is required. A minimum of 5 years of professional work experience in socio-economic issues is required. Experience in preparing and reviewing publications or reports is required. Experience in working in the Arab region is required. Experience in working on gender issues and women s economic empowerment is required Experience in working with government entities is desirable. English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. In 2026, the EQIE program supports 720 children in the second grade, across two governorates and three locations, helping them improve their foundational skills in Arabic reading and writing while also supporting their emotional well-being. Sessions cover psychosocial support and psychological first aid to help children navigate times of crisis, build resilience, and cope with challenges. The program additionally focuses on strengthening RTP implementing NGO partner Beit Atfal Somoud, primarily in capacity building staff and facilitators in play-based best practices for supporting children. The program runs from 2025 to 2029, working with the same children across the years to ensure their learning loss faced is addressed.</p><p>Makani : Makani is a 1-year project (Jan Dec 2026) funded by UNICEF. The project is in partnership with Basmeh and Zaytouna, local partner, and aims to support crisis-affected children and adolescents (8-16 yrs) in Lebanon through Sports based-Psychosocial Support (PSS) and Social-Emotional Learning. The project is implemented in Beirut/Mount Lebanon, North, and Bekaa and 18 facilitators will be equipped to deliver Sports for PSS sessions to 2050 children and adolescents. The project focuses on establishing community-based child protection committees with a purpose of localizing child protection mechanisms and local communities serving as enablers for children s wellbeing.</p><p>Play in Emergencies: The project is a 2-year project funded by Nando and Elsa Peretti Foundation. It is implemented in Saida and Sarafand, South Lebanon. The project aims to strengthen child protection and reduce violence against children and youth in conflict-affected areas of South Lebanon by improving emotional well-being and protective environments. Responding to the compounded impacts of conflict, disrupted education, limited access to safe spaces, and socio-economic instability, the project delivers integrated Child Protection (CP) and Community-Based Psychosocial Support (CBPSS) interventions for 600 children and adolescents (6 18 years) across South over two phases, implemented through two community centers and supported by a team of nine trained facilitators. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya’s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world — publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya’s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. These pressures have disproportionately affected persons with disabilities, who often experience multiple and intersecting forms of exclusion linked to income poverty, inaccessible services, discrimination, mobility constraints, unemployment, and difficult coping mechanisms. Recent evidence indicates that Palestine has made important strides toward strengthening a more inclusive social protection system, including through reforms of the National Cash Transfer Programme (NCTP) , the introduction in 2024 of rights-based social allowances for persons with severe disabilities and other vulnerable groups, strengthening of the Social Registry, and greater attention to disability-responsive policy frameworks . At the global level, the 2025 Amman-Berlin Declaration on Global Disability Inclusion reaffirmed that all development programmes should be inclusive of and accessible to persons with disabilities, while setting a target that at least 15 percent of country-level development programmes pursue disability inclusion as an explicit objective (“15 percent for the 15 percent”). It also reaffirmed meaningful participation of Organizations of Persons with Disabilities (OPDs) and alignment with the Convention on the Rights of Persons with Disabilities (CRPD) . Within this context, there is a strong need to generate robust evidence on the impact of social assistance on the lives of persons with disabilities in Palestine, including whether current forms of assistance are adequate, equitable, disability-responsive, gender-sensitive, and impactful in improving wellbeing, autonomy, inclusion, and resilience. To this end, the Palestinian Ministry of Social Development (MoSD) submitted a technical cooperation request to the United Nations Economic and Social Commission for Western Asia (ESCWA) to support the conduct of a study assessing, both quantitatively and qualitatively, the impact on approximately 15,000 persons with severe disabilities’ who were in 2024 enrolled into the social allowance component for this specific group, aiming to improve the following markers of social and economic wellbeing: - maintain an adequate standard of living by guaranteeing a minimum level of income, thereby - ensuring that their essential needs are met and that - inequality vis-à-vis other social groups is reduced This exercise will be contextualized with earlier assessments carried out by ESCWA’s Social Protection Team in 2023 during a technical advisory mission to the Ministry in Ramallah. During that mission, ESCWA experts applied the Social Protection Programme Rapid Assessment Framework (SPP RAF) developed by ESCWA to the database of National Cash Transfer Programme (NCTP) beneficiaries and applicants. In addition, the team reviewed the revised Proxy Means Test (PMT) formula to identify inclusion and exclusion errors, conducted a clustering analysis of beneficiaries, identified key gaps and needs, and proposed recommendations to enhance the efficiency and effectiveness of the programme. The study on the impact of Social Services on Persons with Disability on income and economic wellbeing will support national stakeholders, development partners, and disability rights advocates in identifying policy options to strengthen the rights of persons with disabilities including inclusive social protection and to ensure that no person with disability is left behind. Tasks - Duties and responsibilities The purpose of the assignment is to study, assess and analyze the impact of social allowance component and the procurement of social protection services from qualified service providers on persons with severe disabilities in Palestine, with particular attention to income security and maintaining a standard of living, guaranteeing that essential needs are met. As such a key outcome of the study will not only be to what extent the poverty gap of this group has been narrowed, but also how the income support provided ensured that the essential consumption and disability related needs of this group have been met by receiving the allowance. As such, the targeting accuracy and the adequacy of the benefit levels will be additional key outcome parameters of the impact study. Complementarily, the study will also aim to address related aspects like accessibility, gender equality, dignity, and thereby will identify recommendations for potential reforms of the allowance component. The study will provide the Government of Palestine and partners with a practical roadmap to transform existing social assistance into a more inclusive, adequate, rights-based and disability-responsive social protection system, aligned with national priorities and international commitments. The overall objective is to assess how social assistance (and cash assistance) contributes to improving the socio-economic well-being, inclusion, and realization of the rights of persons with disabilities in Palestine. The study shall also provide a comparative analysis between persons with disabilities who receive social assistance and those who are not covered by these programmes. Its potential spans from revolutionizing education and healthcare to streamlining government services and supporting small and medium enterprises (SMEs) in content generation and product design. As such, GenAI can play a pivotal role in national socio-economic development by driving innovation, improving service delivery, and creating new economic opportunities. However, this potential must be balanced with proactive governance to mitigate risks such as misinformation, bias, data misuse, and intellectual property infringement. To harness GenAI responsibly, it is critical for governments to develop and adopt comprehensive national guidelines that define ethical boundaries, promote safe and transparent use, and set standards for both public and private sector deployment. Such guidelines should address key areas including data quality and privacy, transparency of AI-generated content, human oversight, accountability mechanisms, and the responsible integration of GenAI into critical infrastructure and public services. A national framework provides clarity for developers, users, and regulators, ensuring that GenAI innovation aligns with national values, legal frameworks, and societal well-being. Several countries have already taken steps in this direction. In the Arab region, Saudi Arabia’s SDAIA (Saudi Data and AI Authority) has issued guidelines for GenAI ethics focusing on fairness, safety, and accountability. The UAE, through its Artificial Intelligence Office, is also advancing efforts to develop policy frameworks that include generative AI within broader ethical and governance strategies. Internationally, the United States released an amendment to the Executive Order on the Safe, Secure, and Trustworthy Development and Use of AI , which includes mandates for managing the risks of GenAI in areas such as deepfakes and cybersecurity. Meanwhile, the European Union (EU) has incorporated GenAI provisions into its landmark AI Act , setting requirements for transparency and labeling of AI-generated content. Establishing national guidelines for GenAI is not merely a regulatory exercise; it is a strategic enabler of innovation, public trust, and global competitiveness. With the right governance, countries can unlock the full value of GenAI while ensuring its development and use remain ethical, inclusive, and aligned with long-term national interests. The United Nations (UN) is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. Among its objectives , GDC aims to enhance the international governance of AI for the benefit of humanity. UN-ESCWA, through its technical cooperation program, is committed to provide technical assistance to its member states to boost national efforts towards the achievement of the 2030 Development Agenda. Recently, the Ministry of Digital Transformation and Modernization of Admin (MTNMA) in Mauritania requested UN-ESCWA’s assistance in developing the national guidelines of GenAI use. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the national GenAI Guidelines in Mauritania. The expert will be responsible for the following tasks, organized into four phases: Phase 1: Review and Diagnostic • Review best regional and international best practices related to GenAI policies and guidelines (at least 2 selected regional and 2 international cases); • Define the risks associated with the Gen AI application in Mauritania across different sectors. • Identify main national stakeholders, hold, in coordination with MTNMA, interviews and meetings with the main national stakeholders and provide a summary of each meeting/interview of the discussed points, their remarks, observations and proposals; • Contribute to sectoral workshops to discuss needs and priorities, if needed.
