Today, governments are increasingly required to modernize public administration through digital transformation, artificial intelligence, transparency and accountability, inclusive and participatory governance, and resilience-building. They must also align reforms with the 2030 Agenda, integrate behavioural insights into policymaking, and strengthen strategic foresight and anticipatory governance to address emerging challenges. In this context, the role of the United Nations Economic and Social Commission for Western Asia is central in supporting Member States to modernize public institutions, promote regional knowledge exchange, and advance innovative governance frameworks tailored to the Arab region. This work requires the collection, review, and organization of information from national, regional, and international sources, as well as the preparation of background materials, country information, presentations, tables, and other project outputs. ESCWA therefore seeks to engage an entry-level Research Assistant to provide research, data-collection, documentation, and organizational support to activities related to Public Administration and Institutional Reform, Governance, Accountability and Innovation, Local Governance, and the wider work of the section. 2. Duties and Responsibilities The Research Assistant is expected to perform, under the supervision of the Chief of the Governance Section, the following tasks: • Research, extract, consolidate, and organize quantitative and qualitative information from relevant national, regional, and international sources using appropriate research tools and software. • Assist in collecting, reviewing and validating collected data and information for accuracy, completeness, clarity, and consistency, and flag any discrepancies for follow-up by the project team. • Maintain and update relevant computerized databases, research files, and reference materials to ensure data integrity, accessibility, and proper documentation. • Prepare reports, presentations, tables, graphs, charts, and other visual materials to present research findings and provide clear information to the Project coordinator and project team. • Gather and summarize information from national databases, official websites, libraries, online platforms, ESCWA repositories, and other reliable sources to support ongoing research and project activities. • Prepare abstracts, summary briefs, background notes, bibliographic descriptions, country information, and supporting materials for inclusion in ESCWA documents, reports, presentations, and publications. • Contribute to the preparation of research and analytical materials related to Public Administration and Institutional Reform, Governance, Accountability and Innovation, Local Governance and other projects undertaken by the Public Governance and Institutional Transformation Section. • Support the preparation and organization of the remianing Forums and the meetings, including background research, participant materials, meeting documentation, and summaries of discussions. • Coordinate with team members and relevant counterparts, support internal meetings and consultations by preparing materials and taking notes, and perform other related tasks required for the timely implementation of assigned projects.<br> Qualifications/special skills<br>A first level degree in Political science, or a related area is required. The workshop provided a platform to identify systemic challenges and capacity needs, with a focus on data systems, institutional practices, digital infrastructure, and institutional frameworks that are essential for effective oversight. Discussions examined the availability and quality of fiscal and socio-economic data required for informed decision-making and equitable revenue-sharing arrangements, and initiated a technical dialogue on transparent, evidence-based revenue-sharing framework informed by international experience, while respecting Iraq’s context. The workshop also explored potential benchmarks and indicators that may guide the evaluation of fiscal performance, efficiency, and equity across governorates. <p>The primary objective of this service is to support the ESCWA Technology Centre (ETC) in strengthening the visibility, utilization and impact of the DEPAR platform, while supporting outreach, stakeholder engagement and logistical coordination for the Arab SMEs Summit (ASMES) 2026. The assignment will contribute to content management, community building, engagement of entrepreneurs, SMEs and persons with disabilities (PwDs), and the promotion of ETC programmes and results through DEPAR and Summit-related activities.</p><p>Background The ESCWA Technology Centre (ETC) operates the Digital Entrepreneurship Platform for the Arab Region (DEPAR), a flagship regional platform that connects entrepreneurs, MSMEs, innovators, support organizations and policymakers with opportunities, knowledge resources, programmes and partnerships across the Arab region. As ETC expands its entrepreneurship, SME development, digital transformation and inclusive innovation programmes, DEPAR has become a key tool for programme delivery, stakeholder engagement, visibility and knowledge sharing. In parallel, ETC is preparing for the Arab SMEs Summit (ASMES) 2026, which will serve as a regional platform for showcasing SMEs, entrepreneurship ecosystems, innovation initiatives and strategic partnerships. Freshwater scarcity is aggravated by several factors, including dependency on transboundary water resources, pollution, climate change, non-revenue water losses, inefficient use, increasing demand, insufficient investment, and damage to infrastructure due to conflict. Water scarcity is a significant challenge for sustainable development, as it directly affects the ability to ensure access to water and sanitation for all, while also having important implications for energy and food security, economic development, as well as urban and rural livelihoods. Water security challenges caused by water scarcity also require national and regional security considerations and transboundary water cooperation to achieve global goals. Sustainable groundwater management in the Arab region is central to water security. Groundwater accounts for half of the freshwater needs in Arab States, be it for agriculture, industry, energy or domestic use. The reliance on groundwater is increasing as surface waters become more scarce, polluted and costly to capture in face of climate change impacts and increasing demand. Although groundwater resources in the Arab region are critical for water security, relevant data and information remains limited and inaccessible. ESCWA established the Arab Groundwater Knowledge Platform as a regional knowledge hub to avail geospatial resources and information regarding this critical resource. Lebanon similarly is becoming more and more reliant on groundwater resources with some aquifers already being depleted by over pumping by private wells or being affected by seawater intrusion. Data on groundwater is either unavailable or inaccessible or greatly dispersed across several private and public entities. The Ministry of Energy and Water, the main custodian for groundwater, has a great need to update its groundwater database and develop geospatial analytical capacities of staff to better monitor groundwater resources, support groundwater wells licensing and inform management of the resources. The consultant is intended to support ongoing work to utilize geospatial information system (GIS) technologies for the review, digitization, classification and analysis of maps related to groundwater resources to facilitate analysis for informed decision-making. <p>The consultant is expected to provide a final report that includes recommendations to ensure alignment and consistency between the internal regulations related to the Labour Law, particularly those affecting the implementation of flexible work arrangements, and to develop draft by-laws governing the implementation of these new flexible work arrangements.</p><p>In May 2025, the Lebanese Parliament adopted Law No. 3/2025, amending the Labour Law to formally recognize flexible, part-time, and remote work arrangements and to extend National Social Security Fund (NSSF) coverage of workers. This new law was proposed by the Head of the Women and Children Parliamentary Committee following a process that included a case study on childcare in Lebanon, public hearings and dialogues, in addition to a legal study and meetings, all in collaboration between ESCWA and the committee. This reform represents a milestone in Lebanon's labour and social protection framework, aiming to promote inclusive and equitable access to employment. It is particularly significant for advancing women's economic participation, as flexible and family-friendly work arrangements can help reduce barriers that prevent women - especially those with caregiving responsibilities - from entering or remaining in the workforce.</p><p>In order to ensure the effective implementation of the new law, ESCWA, UN Women, and the International Labour Organization (ILO) joined hands to provide technical assistance to the Lebanese Women and Children Parliamentary Committee to support its follow-up on the implementation of the law as part of the Parliament's role in post-legislative scrutiny. The process entailed a legal study/advice to propose reforms and updates to the internal laws and regulations of the Lebanese National Social Security Fund (NSSF). These reforms and updates are necessary to allow for the implementation of Law No. 3/2025 without misuse of the new arrangements for fraudulent purposes, which, in turn, serves as a foundational input to guide the actuarial feasibility study leading to the full implementation of the labour law reform while also ensuring the benefits of this reform are utilized appropriately and fairly. These efforts must be aligned with the Labor Law and its implementing by-laws. Therefore, updates and reforms to the Ministry of Labor's by-laws are necessary to ensure the full and coherent implementation of the Labor Law reforms.</p><p>Against this backdrop, ESCWA, as it continues its technical support to ensure a full implementation of Law No. 3/2025, seeks to hire a consultant to undertake necessary research, advise and support the reform of the by-laws of the labour code in full alignment with the NSSF internal regulations. The regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia. The Consultant will report to the Project Manager at the UNEP West Asia Office. Within the above context, UNEP and the National Centre for Meteorology (NCM), through its Regional Centre on Sand and Dust Stoms (SDS), will collaborate to develop the Regional Master Plan to Combat Sand and Dust Storm in West Asia. The Consultant will provide technical leadership for the development of the Regional SDS Masterplan, ensuring that all technical inputs are aligned, concise and consolidated into one coherent document, while also providing technical advisory support to NCM on the ongoing development of the national SDS framework, including participation in relevant meetings and review of technical inputs. 2.Duties and Responsibilities Under the direct supervision of the Project Manager in UNEP West Asia Office, and in collaboration with the Regional SDS Centre, relevant regional and national entities, the Consultant will carry out the following duties and responsibilities. 1.Conduct a Regional Literature Review on SDS Sources and Hotspots 1.1Review available studies, reports, assessments, datasets and other relevant publications addressing sand and dust storm sources, hotspots, drivers and mitigation measures in West Asia. 1.2Compile a preliminary list of SDS hotspots identified by the Regional SDS Centre and other available regional and national sources. Based on the literature review, develop practical criteria for identifying and categorizing SDS hotspots using available evidence and information. 1.3 To the extent possible, conduct a desk-based analysis of the identified SDS hotspots and prepare concise profiles for each hotspot, covering, where information is available, their location, main causes, land use and land-cover characteristics, water management and agricultural practices, topography, climatic conditions, frequency of SDS events, anthropogenic drivers, key impacts, and available evidence regarding their contribution to sand and dust storm generation. 1.4Prepare an inception report outlining the proposed methodology, literature review approach, criteria for hotspot identification and categorization, preliminary list of hotspots, workplan, and anticipated data gaps and limitations. 2.Draft of the “Regional Masterplan to Combat Sand and Dust Storms for West Asia” The Master Plan will serve as guiding document for countries, addressing SDS from multiple dimensions, especially root causes and prevention. It should contain guidelines for countries on how to develop local/national level action plans, including standardized methodologies to guide assessment, monitoring, and implementation to address sand and dust storms, especially at the hotspot level. The guidelines will also promote the integration of SDS mitigation and adaptation measures into national environmental and development policies 1.1Prepare annotated outline for the Master plan describing major sections, the information needed for each section and the rationale for it 1.2Compile data, information, and findings for the various sections of the Masterplan, while providing overall coordination and technical leadership. 1.3Coordinate closely with other experts developing specific sections of the Masterplan, including economic valuation, health impacts, and mitigation measures, to ensure coherence, coherence across sections and avoid duplication. 1.4Compile and consolidate the various sections into one comprehensive and well-structured document. 1.5Conduct stakeholder meetings with relevant institutions and NCM personnel to gather technical inputs and support the further development of the Regional Masterplan. 3.Regional Consultations The consultant will provide inputs to the national (particularly Saudi Arabia) and regional consultations, present the findings of the above tasks and gather input and feedback from the relevant stakeholders and institutions to reflect in the final Master Plan 4.Final Version of the “Regional Masterplan to Combat Sand and Dust Storms for West Asia” 4.1Refine and finalize the Masterplan, with all comments and feedback fully incorporated and addressed. 4.2Submit the final version of the Masterplan in a format ready for review, endorsement, and publication.<br> Qualifications/special skills<br>Master's degree or equivalent in Environmental Management, Land or Water Management, Climate Science, or related field is required A first-level university degree, combined with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree. PHD degree is also desirable Minimum 10 years of experience in land and water management, or related field, is required. Proven experience in providing technical guidance and capacity-building programs is required. Experience in multistakeholder engagement and developing technical reports, is required. Strong knowledge of environmental issues in West Asia, is required.
