BACKGROUND Lebanon stands at a pivotal juncture in its governance and reform trajectory. Despite years of overlapping crises, the country has made landmark progress in building an integrity and anti-corruption framework. This includes the adoption and partial implementation of the National Anti-Corruption Strategy , the establishment of the National Anti-Corruption Commission (NACC), and major legislative reforms concerning access to information, illicit enrichment, whistleblower protection, asset declaration, and public procurement. These milestones have laid the groundwork for the most coherent accountability architecture in Lebanon s recent history. However, these achievements remain fragile amid a deep economic collapse, weakened institutions, and eroded public trust. While the strategic and legal frameworks are largely in place, implementation and enforcement mechanisms remain underdeveloped, and coordination among oversight institutions remains limited. The evaluation of the National Anti-Corruption Strategy highlighted the urgent need to consolidate progress by operationalizing national mechanisms, strengthening institutional capacities, and embedding corruption-risk management practices across public institutions. In this context, the Integrity in ACTion Project was established with the objective of improving the implementation of an institutionalized and targeted approach to preventing and combating corruption. This will be achieved through improved coordination, operationalized oversight, enhanced preventive and enforcement mechanisms, and institutionalized integrity and risk-management practices, thereby advancing transparency, accountability, and public trust. The Project is designed to achieve this objective through the following three outputs: Output 1: Institutional capacities to coordinate, monitor, and evaluate the National Anti-Corruption Strategy are strengthened and operationalized through participatory and inclusive mechanisms. Output 2: Legal frameworks and oversight institutions for preventing and combating corruption are strengthened and effectively operationalized. Output 3: Sectoral Corruption Risk Management mechanisms and integrity systems are strengthened across key public sectors. Building on the progress achieved by the Integrity in ACTion Project across all outputs, UNDP is seeking to contract a Stakeholders Content Development and Management Consultant. The Consultant will support the planning and implementation of communication and visibility activities for the National Anti-Corruption Strategy , the National Anti-Corruption Commission, and Sectoral Corruption Risk Management initiatives. Arab women still lag behind in terms of political participation, labour force participation, equality and sex-based discrimination. In 2025, women s labour force participation was 19 per cent in the Arab States, less than half the global average of 49 per cent, making it the lowest rate worldwide. Various factors can be attributed to the low economic participation of women in the Arab region, most important of which are the high involvement of women in unpaid care work and their weak involvement in entrepreneurship. In the Arab States, women carry out 80 to 90 percent of all unpaid care tasks and spend an average of 4.7 times more time than men on unpaid care tasks. If women continue to bear the brunt of unpaid care work, there is a serious risk that gender gaps widen and hard-won achievements in women s socioeconomic empowerment are reversed. Addressing the available policies and legal frameworks is thus crucial to promote women s economic empowerment in the region and build the resilience of women to future shocks.

ESCWA supports its member States in promoting gender equality and the advancement of women at the legislative, policy and programmatic levels through the translation of global normative frameworks into region-specific actions within the areas of gender justice and the law, women, peace and security, women economic empowerment, care economy, and gender mainstreaming in national institutions. ESCWA supports member States in their efforts to reform care-related policies and develop new ones to promote women s economic empowerment. Within the care economy workstream, ESCWA is currently working with Lebanon, Oman, Morocco and Tunisia, following an approach comprising the preparation of knowledge products and organization of capacity building workshops. ESCWA also supports several countries including Iraq, Lebanon, Mauritania and Morocco to strengthen gender mainstreaming in national institutions. Furthermore, ESCWA develops training packages and contributes to capacity-building efforts to transform knowledge, good practices and related skills into innovative online and in-person awareness-raising sessions and training programmes to support countries in developing national strategies, policies and action plans relevant to implementing and reviewing global commitments, including those under CEDAW and the Beijing Declaration and Platform for Action.

Objective and methodology

ESCWA seeks to hire a consultant to provide input and contributions to support the successful completion of several gender equality related outputs including:

National case studies mainly on unpaid care work and care economy;

National technical requests related to the advancement of gender equality;

National dialogues and meetings as well as capacity building workshops targeting various governmental entities in Arab States to support the reforms and development of policies;

Papers and knowledge products to explore concepts related to women s economic empowerment in the region, gendered perspectives in recovery and reconstruction, and other women and gender-related concepts;

Regional meetings, consultations, and capacity building workshops to exchange experience and knowledge, disseminate the results and findings of prepared knowledge products and advocate for needed legal and policy reforms.

Tasks and responsibilities

The consultant will be responsible for the following tasks:

Desk review: Undertake necessary research and desk reviews on topics related to gender equality and women empowerment as required for the development and finalization of the gender equality related outputs;

Prepare necessary data collection tools including questionnaires for surveys and guides for interviews and focus groups;

Undertake analysis of data and other inputs;

Draft inputs following the set outlines for various outputs;

Prepare required inputs for the preparation and organization of meetings with relevant stakeholders.

Supervision: The consultant will work under the direct supervision of Ms. Rouba ARJA, the Social Affairs Officer responsible for the women s economic empowerment project, and the overall guidance of the Gender Justice, Population and Inclusive Development cluster leader.

Desired Candidate Profile
A master's degree in social or economic or gender or anthropology studies or studies in related areas is required.
Aspire Software is looking for a Senior .NET/C# developer to join our team in Lebanon. About the Role: This is a very small team, and that shapes everything about the role. You'll have real autonomy and immediate impact and there's no one to hide behind: you will own what you ship, in a system that government departments depend on every day. For the right person that's the most interesting thing about the job. If it sounds like too much, it probably is and that's fine. This is not a ticket-taking role. You'll evaluate the platform, form strong opinions, and drive improvements to how it's built and how it feels to use. What you'd be working on The newest parts of the platform are an AI-driven workflow engine that uses LLMs to turn unstructured correspondence into structured data, and a set of recent .NET services built on current versions of the framework. Alongside them run several Spring Boot services on Java 21 handling authentication, search, document conversion and transport so some working knowledge of Java is needed. The core of the product is a mature ASP.NET/C# codebase MVC, Razor, jQuery, Kendo UI, SQL Server and Oracle with an older server-rendered administration area and a legacy reporting stack that we intend to replace. Modernizing these incrementally, without disrupting the organizations that depend on them, is a significant part of this role and one of the more interesting engineering problems here. We're also looking at how this platform evolves toward cloud delivery, and there'll be room to shape that. We're telling you this plainly because we'd rather you arrive knowing what the work actually is. If the idea of steadily improving a system that matters appeals to you more than starting from a blank page, this will suit you. We operate AI-first. Daily, hands-on use of AI-assisted tools (Claude Code, Cursor, GitHub Copilot) is a core requirement not to generate code blindly, but to design, implement and critically review production-quality work alongside your own technical judgment. What you'll do Build and improve features and services in .NET/C#. Modernize legacy components incrementally identify outdated patterns and propose concrete refactoring, with a realistic sense of what's worth changing and what isn't. Evaluate user workflows and interfaces, and reduce friction where the product doesn't serve users well. Write and maintain automated tests for what you ship. We have a substantial Playwright end-toend suite covering the web application and the service APIs; unit-test coverage in the .NET code is where the gap is, and closing it is part of the job. Contribute to the LLM workflow engine: understand how it uses LLMs, find its limits, and improve prompts, workflows and data-processing logic for better accuracy and reliability. Integrate APIs, messaging and third-party services. Take initiative step into problems before they're assigned and drive them to done. Share context early and keep the team in the loop. Solid, real-world experience shipping applications in .NET/C#; comfortable reading and improving large existing codebases. Hands-on experience with LLM-based systems prompt engineering, evaluating and improving model output, and building or maintaining LLM-driven workflows in production. Comfort in a server-rendered stack Razor, jQuery, Kendo and the patience to improve it step by step rather than rewrite it. Enough working knowledge of Java to understand and contribute to Spring Boot services. Good grasp of API design, backend services and relational databases. The habit of testing your own work comfortable with end-to-end tests, and willing to write the first unit tests for modules that have no coverage today. Practical software-design sense, and the judgment to know when to apply it. Strong communication and collaboration a must-have. You work well side by side with others and you're approachable. Fluent English, written and spoken a must-have. Mandatory: daily, hands-on use of AI-assisted dev tools to produce, review and ship production code. A bias toward improving systems rather than accepting them as-is, and comfort working with limited direction. How we work - Definition of done A change isn't done until it's tested. Every feature, fix or refactor ships with the automated tests that prove it works and guard against regressions. In a small team with no separate QA function, developers own the quality of what they deliver. Nice to have Experience taking an on-premise product toward cloud or SaaS delivery containerization, multi-tenancy, CI/CD pipelines, or cloud deployment (Azure preferred). Background in enterprise or government software compliance, auditability, accessibility. Front-end modernization experience, migrating legacy server-rendered UIs. Playwright experience.

Desired Candidate Profile

Solid, real-world experience shipping applications in .NET/C#; comfortable reading and improving large existing codebases.
