<p><strong>ROLE PURPOSE:</strong></p><br><p>As a senior leader and member of the Senior Management Team (SMT) in Lebanon, the Director of Programme Development and Quality (DPDQ) is responsible for leading the design, coordination and delivery of the Country Office Impact Model ensuring development and delivery of high quality, evidence-based, innovative programmes for children through a nexus approach, that contributes to Save the Children’s global Breakthroughs: Learn, Survive, Be Protected. </p><br><p>S/he is responsible for driving cross-functional engagement in the development and delivery of Country Strategy Plans (CSPs), developing annual plans and reporting on results. The DPDQ ensures quality sectoral and cross-sectoral emergency and humanitarian response and plays a key role in the emergency and humanitarian response and crisis management leadership. The DPDQ ensures that a robust research, monitoring, evaluation, accountability and learning (RMEAL) system is in place, that the country office engages in the collection and use of evidence and that this is shared across the global organization, and that reliable data is used for decision-making. </p><br><p>S/he is responsible for ensuring capacity strengthening, mentoring and coaching of technical advisors & specialists to support programme quality in line with global standards and key performance indicators. <p>Despite the announcement of a ceasefire, the situation in Lebanon remains unstable, with localized incidents, including strikes reported in southern Lebanon. The June 2026 ceasefire has allowed for partial and phased returns of displaced populations, particularly in areas where active hostilities have subsided. The situation is compounded by Lebanon ongoing macroeconomic and institutional crisis which continues to limit recover capacity. High poverty levels, currency instability, and weakened public service delivery systems have left both host communities and displaced populations with reduced coping capacity and limited access to services. In this constraint environment, HI, who has been present in Lebanon 1992, has been able to adapt its programming to the specific emergencies onset as well as keeping some of its long-standing development focus. HI is managing activities covering the following thematics: Health and prevention for the provision of multi-disciplinary rehabilitation services (post operative care, physiotherapy, assistive devices, prosthetics and orthotics and psycho-social support). Inclusive education Inclusive humanitarian action Humanitarian Mine Action, including clearance, advocacy, NTS (non-technical survey) and TS (technical survey), and Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons). Emergency preparedness & basic needs (integrated response through non-food items / hygiene kits etc.; including the support to humanitarian actors via the ALTAS platform when required). The actual intervention was so far managed based on a mix partnership with local structures and organizations, and direct implementation projects.</p><p><b>YOUR MISSION:</b></p><p>Reporting to the Regional Director, the Country Manager contributes to the implementation of Humanity & Inclusion's mandate and strategy within his/her program. He/she ensures that the quality and impact of the program's activities are optimized through a system of delegation with appropriate control mechanisms. The security context is very volatile with daily air strikes in the south, regular drones fly-over and evacuation orders on regular basis. While the location of HI office and guesthouse are located in a relative safe area of Beirut, one has to be prepared to have to move out rapidly if needed. This is a hands-on, field-heavy role that sits at the intersection of business development, operations, and marketplace management. The June 2026 ceasefire has allowed for partial and phased returns of displaced populations, particularly in areas where active hostilities have subsided. The situation is compounded by Lebanon's ongoing macroeconomic and institutional crisis which continues to limit recovery capacity.<\/p>\n<p>High poverty levels, currency instability, and weakened public service delivery systems have left both host communities and displaced populations with reduced coping capacity and limited access to services. In this constrained environment, HI, which has been present in Lebanon since 1992, has been able to adapt its programming to the specific emergencies onset as well as keeping some of its long-standing development focus.<\/p>\n<p>HI is managing activities covering the following thematics:<\/p>\n<ul>\n <li>Health and prevention for the provision of multi-disciplinary rehabilitation services (post-operative care, physiotherapy, assistive devices, prosthetics and orthotics, and psycho-social support).<\/li>\n <li>Inclusive education.<\/li>\n <li>Inclusive humanitarian action.<\/li>\n <li>Humanitarian Mine Action, including clearance, advocacy, non-technical survey (NTS) and technical survey (TS), and education on the risks and effects caused by conventional weapons (including mines, explosive remnants of war, and small arms light weapons).<\/li>\n <li>Emergency preparedness and basic needs (integrated response through non-food items \/ hygiene kits, including support to humanitarian actors via the ALTAS platform when required).<\/li>\n<\/ul>\n<p>The actual intervention has so far been managed based on a mixed partnership with local structures and organizations, and direct implementation projects.<\/p>\n\n<h4>Your Mission<\/h4>\n<p>Reporting to the Regional Director, the Country Manager contributes to the implementation of Humanity & Inclusion's mandate and strategy within his\/her program. He\/she ensures that the quality and impact of the program's activities are optimized through a system of delegation with appropriate control mechanisms. He\/she shares responsibility with all other HI managers for the sound management and smooth running of the overall organization, through paradigm shifts.<\/p>\n<p><strong>Responsibility 1:<\/strong> In the country where he\/she is based, the Country Manager is the legal representative of the entire HI organization internally and externally and promotes a high-level reputation and a positive image of HI.<\/p>\n<p><strong>Responsibility 2:<\/strong> The Country Manager deploys the whole of HI's mandate and strategy in his\/her country, alongside the operational partners, institutions and\/or donors, and contributes to steering the organizational transformation in line with the \"Simplification,\" \"Shared Services,\" and \"ROOTS\" projects. The security context is very volatile with daily air strikes in the south, regular drone fly-overs, and evacuation orders on a regular basis.<\/p>\n<p>While the location of the HI office and guesthouse is in a relatively safe area of Beirut, one has to be prepared to move out rapidly if needed. A comprehensive security system is in place, under the direct management of the Country Director, to ensure the safety of the team.<\/p>\n<p>Life in Beirut could be seen as \u201ceasy\u201d in a way with access to restaurants, sports facilities, or cultural events but, as noted above, it is a stressful environment where one has to take some time off.
