These developments have increased the need for rigorous legal, regulatory, and competition analysis to help governments identify market distortions, assess anti-competitive practices, and design effective, evidence-based policy interventions. Within this context, ESCWA supports member States in strengthening competition frameworks, improving market performance, and building institutional, legal, and analytical capacities for competition assessment and enforcement. The Competition and Consumer Policies portfolio in the Economic Governance and Planning Section combines regional policy development, country-level technical assistance, market studies, capacity-building, and knowledge products, often in close collaboration with national competition authorities and other public institutions. A key area of focus is the use of competition-based market studies to identify structural, behavioral, regulatory, and legal constraints affecting market performance. These studies serve as practical tools for diagnosing market failures, reviewing the adequacy of legal and institutional frameworks, supporting enforcement priorities, and guiding reforms that enhance efficiency, resilience, and consumer welfare. Within this broader regional mandate, ESCWA is currently supporting the Sultanate of Oman in strengthening competition conditions in priority economic sectors. The building materials sector, which is central to construction, infrastructure development, and industrial activity, has been identified as a strategic area for in-depth analysis. The sector plays a critical role in national development yet faces challenges related to market structure, supply chains, pricing dynamics, regulatory requirements, institutional arrangements, and potential anti-competitive practices. To respond to these needs, ESCWA seeks to engage a Legal Competition Consultant to support legal, regulatory, policy, and technical work under the Competition and Consumer Policies portfolio. The consultant will be assigned primarily to the Oman building materials market study and will contribute to legal assessments, competition law and policy analysis, review of regulatory and institutional frameworks, and the identification of legal or procedural constraints affecting market competition. The consultant may also provide support to other related competition-policy activities of the section, as required and in line with the needs of the assignment. Duties and Responsibilities Under the overall supervision of the Project Manager and Economic Affairs Officer, the Consultant will support the legal and regulatory analysis of ESCWA’s work on competition policy, market studies, and business regulation. The Consultant will primarily support the legal analysis of the XB project for Oman building materials sector, while also providing legal and regulatory inputs to related work on market functioning, competition, consumer protection, and business regulations, as required and within the scope of the assignment.<br> Qualifications/special skills<br>A Master's degree or equivalent in law, business law or related areas is required. A first-level university degree, in combination with qualifying experience, may be accepted in lieu of the advanced degree. All candidates must submit a copy of the required educational degree. <p>BACKGROUND Lebanon stands at a pivotal juncture in its governance and reform trajectory. Despite years of overlapping crises, the country has made landmark progress in building an integrity and anti-corruption framework. This includes the adoption and partial implementation of the National Anti-Corruption Strategy , the establishment of the National Anti-Corruption Commission (NACC), and major legislative reforms concerning access to information, illicit enrichment, whistleblower protection, asset declaration, and public procurement. These milestones have laid the groundwork for the most coherent accountability architecture in Lebanon s recent history. However, these achievements remain fragile amid a deep economic collapse, weakened institutions, and eroded public trust. While the strategic and legal frameworks are largely in place, implementation and enforcement mechanisms remain underdeveloped, and coordination among oversight institutions remains limited. The evaluation of the National Anti-Corruption Strategy highlighted the urgent need to consolidate progress by operationalizing national mechanisms, strengthening institutional capacities, and embedding corruption-risk management practices across public institutions. In this context, the Integrity in ACTion Project was established with the objective of improving the implementation of an institutionalized and targeted approach to preventing and combating corruption. This will be achieved through improved coordination, operationalized oversight, enhanced preventive and enforcement mechanisms, and institutionalized integrity and risk-management practices, thereby advancing transparency, accountability, and public trust. The Project is designed to achieve this objective through the following three outputs: Output 1: Institutional capacities to coordinate, monitor, and evaluate the National Anti-Corruption Strategy are strengthened and operationalized through participatory and inclusive mechanisms. Output 2: Legal frameworks and oversight institutions for preventing and combating corruption are strengthened and effectively operationalized. Output 3: Sectoral Corruption Risk Management mechanisms and integrity systems are strengthened across key public sectors. Building on the progress achieved by the Integrity in ACTion Project across all outputs, UNDP is seeking to contract a Stakeholders Content Development and Management Consultant. The Consultant will support the planning and implementation of communication and visibility activities for the National Anti-Corruption Strategy , the National Anti-Corruption Commission, and Sectoral Corruption Risk Management initiatives. This will include developing clear communication materials, digital and media content, and public awareness products. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the general supervision of the UNDP Integrity in ACTion Project Manager, the Stakeholders Content Development and Management Consultant will be responsible for the following: Task 1: Communication Support for the National Anti-Corruption Strategy • Support the development and implementation of communication and visibility activities related to the National Anti-Corruption Strategy , including its launch and follow-up activities. • Prepare clear and accessible communication materials presenting the Strategy s priorities, activities, results, and reform messages to different audiences. • Support the organization, documentation, and visibility of consultations, workshops, launch events, and public awareness activities related to the Strategy. EXPECTED OUTPUTS AND DELIVERABLES The Consultant is expected to complete the tasks and activities outlined above. The total duration of the assignment shall not exceed four months, with a maximum of 10 working days per month. INSTITUTIONAL ARRANGEMENTS The designated Project Manager or institutional focal points will be responsible for the day-to-day management of the contract. • UNDP will provide the Consultant with all necessary project-related materials in a timely, thorough, and transparent manner. <p>Result of Service The consultant will design, build and operationalize geospatial AI pipelines, models and services that turn Earth observation and other geospatial data into policy-relevant indicators and decision-support tools for Arab Member States. The work will be integrated into DSDS platforms and will strengthen ESCWA's in-house geospatial analytics capacity. Work Location Hybrid Expected duration 6 months Duties and Responsibilities Background: The United Nations Economic and Social Commission for Western Asia (ESCWA) supports its 22 Arab Member States in achieving inclusive and sustainable development through evidence-based policymaking. Within ESCWA, the Decision Support and Data Science Division (DSDS) designs and operates AI platforms, data science tools, digital portals and decision-support systems. These include the Arab Development Portal (ADP), the ISPAR policy simulator, Polaris/Naseej (a multi-agent research and policy-synthesis engine), Mustashar (an Arabic-language AI legal advisory tool), and other specialized digital tools. Geospatial data and Earth observation are becoming central to policy analysis in the region. Satellite imagery, remote sensing, mobility data and other non-traditional sources can fill statistical gaps, produce near-real-time indicators, and support monitoring where conventional data are sparse, outdated or disrupted by conflict. Examples include tracking trade flows and border activity, measuring urban expansion and informal settlements, monitoring agricultural production and water use, assessing climate and disaster exposure, and estimating economic activity at the subnational level. DSDS is building a GeoAI capability to integrate geospatial intelligence into its platforms and analytical services. This work also supports the division's forthcoming practitioner manual, GeoInsights for Policymaking: Practitioner Manual for Geospatial Analysis and Decision Support, and related Development Account and technical cooperation work on AI, geospatial and non-traditional data. To lead the technical development of this capability, ESCWA seeks a Senior GeoAI Engineer. Duties and responsibilities: Under the overall supervision of the Chief of DSDS, the consultant will:</p><p>a) GeoAI architecture and data infrastructure Design a scalable, cloud-based geospatial data architecture covering ingestion, storage, processing and serving of raster and vector data (e.g., Sentinel-1/2, Landsat, VIIRS night-time lights, commercial high-resolution imagery, OpenStreetMap, administrative boundaries). Establish reproducible pipelines using cloud-optimized formats (COG, GeoParquet, Zarr, STAC catalogues) and tools such as Google Earth Engine, Microsoft Planetary Computer or equivalent. Ensure interoperability with existing DSDS platforms (ADP, ISPAR, Polaris/Naseej) through APIs and standard data services (OGC-compliant where appropriate).</p><p>b) Model development and use cases Develop, fine-tune and validate machine learning and deep learning models for priority use cases. Final selection will be agreed with the supervisor within the first month. Apply and adapt geospatial foundation models (e.g., Prithvi, SatMAE, Clay, SAM-based segmentation) where they add value over conventional approaches. Document model performance, uncertainty and limitations, including ground-truth validation against official statistics where available.</p><p>c) Decision-support products Develop interactive geospatial dashboards and map-based decision-support tools for policymakers. Produce subnational indicator datasets that can feed into ISPAR simulations, ADP data products and Polaris/Naseej evidence synthesis. Explore integration of geospatial retrieval and analysis into LLM-based agentic workflows (e.g., natural-language querying of geospatial layers).</p><p>d) Responsible AI and data governance Apply ESCWA's AI governance principles to all GeoAI work, including data provenance, privacy, bias assessment (e.g., urban/rural and regional representativeness), and the sensitivities of geospatial data in conflict-affected contexts. Prepare model cards and data documentation for all production models.</p><p>e) Knowledge products and capacity development Contribute technical content, worked examples and code notebooks to the GeoInsights for Policymaking practitioner manual. Design and deliver at least two technical trainings or workshops for Member State officials and/or ESCWA staff. Provide technical input to project proposals, concept notes and briefs involving geospatial and non-traditional data, as requested. Mentor DSDS staff and junior consultants and transfer knowledge through documentation, code reviews and hands-on sessions.</p><p>Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. Strong proficiency in Python and the geospatial stack (GDAL, rasterio, xarray, GeoPandas, PostGIS) and in deep learning frameworks (PyTorch or TensorFlow) is required. Experience with segmentation, object detection and time-series analysis of satellite imagery is required. Experience with geospatial foundation models, LLM-based geospatial workflows or MLOps practices is desirable. The country has experienced multiple shocks, including an economic and financial collapse, the COVID-19 pandemic, the Beirut Port explosion, and, most recently, an armed conflict lasting more than a year that caused extensive damage and losses. These developments led to a severe economic contraction, depreciation of the Lebanese pound, soaring inflation, fiscal imbalances, and a sharp decline in the real value of income, particularly affecting public-sector employees. As a result, state institutions have struggled to fulfil their mandates due to a lack of financial resources and a significant loss of skilled public-sector professionals. Against this backdrop, the country s capacity for evidence-based policymaking, regulation, and the delivery of national priorities has been severely constrained. The State continues to face major resource and capacity constraints in responding to the crisis, supporting post-conflict recovery, and addressing structural challenges. At the same time, there is limited visibility regarding development aid directed to Lebanon. Since the economic collapse in 2019, most donors have made funding conditional upon the implementation of broad reforms and progress towards an agreement with the International Monetary Fund. Consequently, only a small proportion of aid has been channelled through government systems. Most grants and loans remain off-budget, creating a disconnect between aid inflows and national public financial management systems. To address the implications of these crises, UNDP has been supporting the Government of Lebanon in restoring its core functions, resuming its role in service delivery, and implementing priority reforms. This support links traditional public administration, civil service, and policy reforms with a digital transformation process, with the ultimate objective of reactivating the social contract. In response, the Office of the Minister of State for Administrative Reform (OMSAR) launched Reinventing Government 2030 , one of Lebanon s most ambitious initiatives to modernize the State and rebuild citizens trust in public institutions. The reform vision is structured around the following three phases: Phase 1: Stakeholder Aspirations Listen, Analyse and Prepare OMSAR engaged thousands of stakeholders, including citizens, young people, members of the diaspora, civil servants, municipalities, civil society organizations, unions, media representatives, and political and religious leaders. Engagement took place through surveys, workshops, town hall meetings, and interviews. This participatory phase produced a unified vision and validated national reform aspirations. Phase 2: Blueprint Design for Government Restructuring This phase aims to reorganize ministries and public agencies by: • Redefining institutional mandates; • Eliminating fragmentation and duplicated functions; • Designing a Target Operating Model tailored to Lebanon; • Benchmarking against international governance models; and • Ensuring alignment with stakeholder aspirations and the future needs of the State. Phase 3: Full Implementation 2030 This phase will involve implementing the restructuring plan, introducing digital and process reforms, reskilling human capital, and establishing performance-based management across government institutions. Following the completion of Phase 1, OMSAR launched Phase 2 of the reform programme. Central to this phase is a baseline assessment of the current state of affairs within the Government of Lebanon. The reform design is set out in the Conceptual Framework, which provides the basic outline for the baseline assessment. It envisages a functional analysis of the Government of Lebanon across horizontal and vertical axes. The horizontal axis establishes four universal government functions: • National direction and policy setting; • Licensing and regulation; • Service delivery; and • Delivery oversight and surveillance. The vertical axis provides a thematic and sectoral classification of the governance model. In particular, it identifies seven clusters, 28 sectors, and approximately 120 subsectors in which the Government of Lebanon has competencies under existing legislation. This classification represents a consolidated list of sectors derived from six international classification systems, including those of the United Nations Classification of the Functions of Government, the Organisation for Economic Co-operation and Development, the World Bank, and S&P Global, as well as governance benchmarks from Rwanda and Singapore. Following several rounds of consultations with OMSAR, UNDP Lebanon developed and validated a methodology for conducting the baseline assessment in line with the priorities established in the Conceptual Framework. The methodology is based on a rigorous research design to ensure that data is collected from multiple sources. Arab women still lag behind in terms of political participation, labour force participation, equality and sex-based discrimination. In 2025, women s labour force participation was 19 per cent in the Arab States, less than half the global average of 49 per cent, making it the lowest rate worldwide. Various factors can be attributed to the low economic participation of women in the Arab region, most important of which are the high involvement of women in unpaid care work and their weak involvement in entrepreneurship. In the Arab States, women carry out 80 to 90 percent of all unpaid care tasks and spend an average of 4.7 times more time than men on unpaid care tasks. If women continue to bear the brunt of unpaid care work, there is a serious risk that gender gaps widen and hard-won achievements in women s socioeconomic empowerment are reversed. Addressing the available policies and legal frameworks is thus crucial to promote women s economic empowerment in the region and build the resilience of women to future shocks.</p><p>ESCWA supports its member States in promoting gender equality and the advancement of women at the legislative, policy and programmatic levels through the translation of global normative frameworks into region-specific actions within the areas of gender justice and the law, women, peace and security, women economic empowerment, care economy, and gender mainstreaming in national institutions. ESCWA supports member States in their efforts to reform care-related policies and develop new ones to promote women s economic empowerment. Within the care economy workstream, ESCWA is currently working with Lebanon, Oman, Morocco and Tunisia, following an approach comprising the preparation of knowledge products and organization of capacity building workshops. Result of Service<br>The consultant is expected to provide a final report that includes recommendations to ensure alignment and consistency between the internal regulations related to the Labour Law, particularly those affecting the implementation of flexible work arrangements, and to develop draft by-laws governing the implementation of these new flexible work arrangements.<br> Work Location<br>Remote<br> Expected duration<br>3 months<br> Duties and Responsibilities<br>Background In May 2025, the Lebanese Parliament adopted Law No. 3/2025, amending the Labour Law to formally recognize flexible, part-time, and remote work arrangements and to extend National Social Security Fund (NSSF) coverage of workers. This new law was proposed by the Head of the Women and Children Parliamentary Committee following a process that included a case study on childcare in Lebanon, public hearings and dialogues, in addition to a legal study and meetings, all in collaboration between ESCWA and the committee. This reform represents a milestone in Lebanon’s labour and social protection framework, aiming to promote inclusive and equitable access to employment. It is particularly significant for advancing women’s economic participation, as flexible and family-friendly work arrangements can help reduce barriers that prevent women - especially those with caregiving responsibilities - from entering or remaining in the workforce. In order to ensure the effective implementation of the new law, ESCWA, UN Women, and the International Labour Organization (ILO) joined hands to provide technical assistance to the Lebanese Women and Children Parliamentary Committee to support its follow-up on the implementation of the law as part of the Parliament’s role in post-legislative scrutiny. The process entailed a legal study/advice to propose reforms and updates to the internal laws and regulations of the Lebanese National Social Security Fund (NSSF). These reforms and updates are necessary to allow for the implementation of Law No. 3/2025 without misuse of the new arrangements for fraudulent purposes, which, in turn, serves as a foundational input to guide the actuarial feasibility study leading to the full implementation of the labour law reform while also ensuring the benefits of this reform are utilized appropriately and fairly. These efforts must be aligned with the Labor Law and its implementing by-laws. Therefore, updates and reforms to the Ministry of Labor's by-laws are necessary to ensure the full and coherent implementation of the Labor Law reforms. Objective and methodology Against this backdrop, ESCWA, as it continues its technical support to ensure a full implementation of Law No. 3/2025, seeks to hire a consultant to undertake necessary research, advise and support the reform of the by-laws of the labour code in full alignment with the NSSF internal regulations. The consultant will work in collaboration with the Ministry of Labour, the NSSF and the technical team working on the implementation of the law reform.
