In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. In this context, and as part of its ongoing commitment to improving access to justice, UNDP seeks to recruit two (2) Medical Doctors specialized in psychiatry to support the Commission in processing the cases of prisoners seeking sentence reduction.</p><p>Scope of work, responsibilities and description of the proposed analytical work Under the overall guidance of the project's Chief Technical Advisor or Project Officer, and in close coordination with the Commission of Reduction of Sentences, the Medical Doctors will support the Commission across the different governorates, according to the Commission's geographic distribution of files, by assessing prisoners' medical condition before sentence-reduction decisions are issued.</p><p>To achieve this objective, the Consultants are expected to:</p><ul><li>Assess prisoners' files from a medical and psychiatric perspective.</li><li>Draft and submit scientific reports to the Commission to inform its sentence-reduction decisions.</li><li>Provide the necessary medical opinion regarding the reduction of a prisoner's sentence based on their medical and psychiatric condition.</li><li>Provide expert opinion during deliberations on the impact and relevance of mental-health factors in specific cases.</li><li>Collaborate with the Commission on any other required tasks.</li></ul><p>Expected outputs and deliverables The Consultants are expected to complete the tasks and activities described above and submit bi-monthly progress reports. Each Medical Doctor must assess a minimum of 20 cases every two months. The reports shall describe progress in assessing inmates' cases and provide disaggregation by type of case, gender, age, geographic location, and nationality.</p><p>Institutional arrangements</p><ul><li>The work is expected to start upon contract signature.</li><li>The Consultant will work under the overall guidance of the designated UNDP focal point, in close coordination with the Commission of Reduction of Sentences and its President.</li><li>The Consultant will rely on their own means of communication and transportation. Transportation and communication costs should be included in the Consultant's financial offer.</li><li>All title rights, copyrights, and other rights in any material produced under the Terms of Reference will be vested exclusively in UNDP. Any public mention or appearance related to the activity must acknowledge UNDP's ownership and be coordinated with and approved by UNDP.</li><li>In the event of any delay, the Consultant shall inform UNDP promptly so that decisions and remedial action may be taken. Initiate, educate, and support patients and families/caregivers on insulin pump therapy, as per the established plan of care, and on the safe and effective use of other diabetes technologies, including blood glucose meters, continuous glucose monitoring systems, automated insulin delivery systems, and other approved diabetes-related technologies. Conduct individual and group patient education sessions related to diabetes prevention and management. Perform telenursing activities, including but not limited to receiving phone calls from patients regarding medical questions and providing follow-up responses in coordination with the physician. Document patient assessments, education provided, interventions, progress, and relevant communication with the healthcare team accurately and in accordance with the Patient and Family Education Policy. Develop, review, and update diabetes patient education resources in alignment with current evidence, clinical guidelines, and the policy on Development of Patient Education Material. Serve as a clinical resource to nursing staff and other healthcare professionals regarding diabetes education, self-management, diabetes technology, and related nursing practices. Actively participate in the training of medical and nursing students, as well as trainees in diabetes care. Actively participate in research activities pertinent to diabetes and integrate current research findings and evidence-based practices into clinical practice. <p>The precertification officer is responsible for handling received requests from external parties, checking eligibility, and issuing authorization of medical treatments and ensuring that medical treatment given by providers is necessary, appropriate and cost effective.</p>
<p>The precertification officer provides high quality service; assists and informs clients/medical providers about the authorization response.</p>
<h4>What you do</h4>
<ul>
<li>Receive the requests from external parties, check claims eligibility and issue authorization of medical treatments, follow up on the case and ensure that medical treatment given by providers is necessary, appropriate and cost effective.</li>
<li>Handle details of the authorization by completing the data on TATSH in accordance with the policy wordings and the information as relayed by the relevant medical report and/or the other relevant details and gathered by the precertification officer.</li>
<li>Liaise closely with the precertification doctor in the pre-authorization of treatments and appropriate medical care for all in-patient claims and any other type of claim costly, suspicious or complicated whereby claim doctor medical approval & signature is required.</li>
<li>Discuss the authorization’s details with clients and provide sympathetic support and both medical and procedural advice as appropriate.</li>
<li>Liaise closely with the team leader/deputy precertification manager in the pre-authorization of treatments and appropriate medical care as per policy terms and conditions; suggesting the intervention of field medical officers/second medical opinions for suspicious, difficult and major cases.</li>
<li>Report in writing to the supervisor regarding complaints received by the precertification department and relating to a specific communication and/or authorization process.</li>
<li>Provide a high quality service, assist and inform clients/medical providers about the authorization response and make sure that clients’ requests are handled with no delay and with efficiency.</li>
<li>Follow and apply the internal claims procedures for all types of claims.</li>
<li>Responsible and accountable for the confidential, proper administration of insured member data as well as system, policy and medical information.</li>
