To fulfill this objective, the consultant will undertake the following activities: 1. Design a structured questionnaire to collect evidence on the experiences, challenges and skills and knowledge needs of AI startups and other private-sector actors working in AI in Jordan, if relevant. The survey will primarily draw on the database of AI startups maintained by MoDEE, among other potential sources. The questionnaire will seek to answer the following questions: What AI solutions have companies developed and to which national development priorities and sectors have these solutions contributed? What are major AI success stories and what made them possible? What challenges are companies facing in this respect? What are their emerging needs based on their development phase which could include capacity and skills, partnerships, networks, etc. and what support would enable them to further develop, deploy, and scale AI solutions? The consultant will: a. Conduct background research to inform and justify the survey design and question selection. The consultant will develop the survey questions in both English and Arabic and consider developing different sets of questions or survey pathways based on the startup development phase (ideation, early-stage vs. high-growth), b. Ensure that the questionnaire allows for appropriate disaggregation of responses by gender of founder or leadership, geographical location, sector, technology subsector, company size, and other relevant demographic, social and contextual variables, c. Collaborate with ESCWA to review, validate and refine the questionnaire, including the incorporation of additional disaggregation variables as needed, d. Pilot the questionnaire with a small number of respondents and revise it based on the feedback received before its full launch, e. Support administering the survey and implement activities that help maximize the response rate, f. Monitor the responses, identify any gaps or underrepresented groups, and recommend targeted follow-up measures as needed, g. Assess the quality and completeness of the collected data and identify potential response biases and any methodological limitations, and document these in the analysis, h. The national consultation will facilitate a stakeholder dialogue to: a. identify untapped AI opportunities for further leveraging private sector contributions to national development priorities in Jordan, b. identify various needs (capacity building, partnerships, networking, accessing funds, and others) and the corresponding policy measures needed to strengthen the AI ecosystem, c. validate and enrich the findings emerging from the survey and desk research. The consultant will contribute to identifying relevant stakeholders; preparing the proposed agenda, discussion questions and facilitation methodology; presenting the preliminary survey findings; supporting the facilitation of the technical discussions; and developing g a summary of the consultation outcomes. 3. Develop a final comprehensive report building on the survey findings, national consultation outcomes and desk research. The report should: (i) include practical and prioritized recommendations for Jordan targeting different stakeholders based on the analysis and consultation; (ii) identify priority areas for the capacity-building programme to be developed during the next phase of the initiative; and (iii) include a regional outlook section covering the potential of replicating the approach in other countries and implementing similar recommendations, subject to adaptation to their national contexts.<br> Qualifications/special skills<br>A Master's degree in economics, finance, international development, public policies, information technology, or a related field is required. Furthermore, the services support ESCWA’s standing digital cooperation and development processes, platforms and mechanisms, as set out below. DUTIES AND RESPONSIBILITIES Under the supervision of the ADCD-ASAP team, the IC will: • support the preparation, delivery and follow-up of IGM 6.0 and of DCDF 3.0 with its HLPC.ADA 2.0 AHLF.WSIS 5.0 and Arab IGF 8.0 components, including concept, background and official documentation, draft agendas, invitations, speaker and stakeholder coordination, briefing and presentation materials, talking points, summary records, outreach materials and follow-up actions. • support the Tunisia national workshop on the National Digital Development Review and the regional expert group meeting / High-Level Roundtable of Digital Development Leaders, convened back to back with IGM 6.0, including concept and information notes, agendas, invitations, participant coordination, documentation, session messages and follow-up. • coordinate inputs, timelines, clearances and operational arrangements with the ADCD-ASAP team, relevant ESCWA units, member countries, the League of Arab States and other regional and international partners. • support preparatory workshops, expert group meetings, consultations, coordination meetings and capacity-building activities linked to the channels and product streams, including participant coordination, documentation, concise minutes, action points and follow-up. In relation to the two interlinked product streams, the IC will: • ADA 2.0: support desk research, stakeholder consultations, consolidation of inputs, drafting and revision of substantive sections, evidence tables and annexes, and validation, editing and follow-up documentation. • ADDR 3.0 and NDDRs 3.0: support the compilation, validation and analysis of country and regional evidence; examine datasets and country submissions, identify gaps and inconsistencies and maintain validation and issue logs; prepare statistical tables, graphs and other visual aids; assist in drafting and reviewing technical inputs; and support expert review and consultation processes. • MMM/GM and ADD-FPM 3.0: support the revision, documentation and quality assurance of both instruments, including information elements, metadata, assessment instruments, guidance, country inputs and capacity-building materials. • ensure substantive and terminological coherence across the channels and product streams, including accurate cross-references and consistent use of agreed concepts, classifications and version labels; and proofread and edit outgoing documents for adherence to United Nations style and ESCWA formats and publishable readiness. • prepare communication, outreach and basic web-ready materials, and support ESCWA’s Digital Cooperation and Development online platform (DCD-OP) and related portals (ADA, CPF, NDDR-ADDR) by organizing, updating and quality-checking content and resources for publishing, in coordination with the relevant ESCWA units. <p>Result of Service The objective of this position is to work on research areas related to the ESCWA Skills Monitor, Labor markets, and economic growth. Work Location UN HOUSE - UN ESCWA Expected duration 4 Months Duties and Responsibilities Background: The world is currently experiencing the Fourth Industrial Revolution. With this transition, the velocity of change and the sheer number of innovations are unprecedented. This revolution will inevitably eliminate many current lines of work yet has the capacity to bring in new lines of employment. The agility of this revolution makes the jobs of the future difficult to predict using traditional techniques. Given this background, this project will tackle three main issues: o The lack of timely information to monitor the dynamism of the labor market needs; o The mismatch between human capital accumulation and labor market demand; o Labor market policies and regulations are mostly outdated and unprepared for the impact of automation on jobs in most ESCWA countries. Almost all countries in the region are still heavily reliant on costly household/establishment survey data which is not carried out periodically. To assess job market policies, skill sets for newly created job categories that are and will continue to come about from the Fourth Industrial Revolution must be surveyed in a more innovative way. Without a new monitoring technique, information on the impact of technological change on available skill sets cannot be properly assessed. One finding that we can build on conventional survey (household establishment) results is that workers with higher educational attainment are expected to benefit the most from jobs in the formal sector if high-quality education is made available and better job market matching schemes are put in place. Looking at the ESCWA region, educational attainment over the past three decades, during which the region excelled in primary and secondary education (mid-skills), suggests that the population does not necessarily have adequate skills for newly created jobs. Also, in the absence of up-to-date and active labor market policies, the mismatch between market demand (especially in the formal sector) and education is translated into higher informal sector activities in most ESCWA countries. This project is expected to provide a forum for ESCWA countries to prepare for the Fourth Industrial Revolution (FIR) while factoring in the number of jobs needed between now and the attainment of the 2030 Agenda. The key aim is to support ESCWA States for the upcoming change in jobs TOR: and skills due to technological advancements taking place while considering the national characteristics. Ultimately, we will help member states harness job opportunities emerging from the advent of newer technologies, while taming challenges to attain outcomes stated in SDG- 8---support member states sustain economic growth (8.1), reach high levels of economic productivity (8.2), promote productive activities (8.3), attain full productive employment and decent work for all (8.5) and reduce the number of youth not in employment, education or training (8.6). Under the supervision of the Team Leader of Future of Work Project and the overall guidance of the cluster lead, the Individual contractor will assist in assessing the Future of Work. The Individual contractor will particularly help in country requests for features and analysis of data collected by the Skills Monitor, assess the job mismatch. Against this background, ESCWA proposes an analytical paper on Economic Diversification and Resilience in the Arab Region to assess diversification patterns, opportunities and constraints, and identify policy priorities. Duties and Responsibilities The objective of the consultancy is to prepare an analytical paper on Economic Diversification and Resilience in the Arab Region. The paper will assess patterns and drivers of diversification across Arab economies, examine how access to markets and productive capabilities can enable new economic activities, and identify policies for accelerating diversification and building resilience.
