<p>Aspire Software is looking for a DevOps engineer to join our team in Lebanon.</p>

<h4>Key responsibilities</h4>
<p><strong>Cloud infrastructure</strong></p>
<ul>
<li>Operate and improve the AWS infrastructure including EC2, ECS, Lambda, RDS, ElastiCache, SQS, IAM, VPC, networking, Cloudflare, and Route 53.</li>
<li>Drive infrastructure as code maturity. Terraform is in use today; bring it to a state where every change to production goes through reviewed, version-controlled IaC.</li>
<li>Right-size the environment. AWS reserved instances and a heavy resource footprint mean there is real money on the table - identify, propose, and execute the savings.</li>
<li>Establish a defensible backup, restore, and disaster recovery posture. Set and test RTO and RPO targets. Run restore drills, not just backup jobs.</li>
<li>Move monitoring from reactive CloudWatch alarms to real observability - APM, structured logging, per-tenant performance visibility, and alerts that wake people up for the right reasons.</li>
<li>Manage the on-premise to cloud bridge that connects the Clubspeed client to the cloud via Amazon SQS - keep it healthy and look for ways to simplify it over time.</li>
</ul>
<p><strong>CI/CD and developer experience</strong></p>
<ul>
<li>Own GitHub Actions across Clubspeed (.NET, Node.js, React, Next.js) and Resova (PHP / Laravel, Angular, MySQL). Build pipelines that are fast, predictable, and trusted by the team.</li>
<li>Bake quality and security gates into the pipeline - unit and integration tests, SAST, DAST, dependency scanning, SBOM generation, license checks, container scanning, and secrets detection.</li>
<li>Lead the move away from long-lived credentials in repos. Stand up real secrets management (AWS Secrets Manager, GitHub OIDC, or equivalent) and rotate everything that needs rotating.</li>
</ul>
<p><strong>Security and compliance</strong></p>
<ul>
<li>Lead the PCI DSS 4.0.1 remediation program, in partnership with the CTO, the engineering leads, and the Manos Group security team.</li>
<li>Implement and maintain SBOMs and open-source license tracking across all repos.</li>
<li>Tighten IAM, network segmentation, and audit logging across AWS. Make least privilege a default, not an aspiration.</li>
<li>Coordinate third-party penetration tests and own the remediation work that comes out of them.</li>
<li>Keep Vanta accurate and useful, not a check-the-box exercise.</li>
</ul>
<p><strong>Internal IT</strong></p>
<ul>
<li>Own the day-to-day IT experience for the team - laptops, accounts, onboarding, offboarding, MFA, SSO, and the small things that compound into a good or bad working environment.</li>
<li>Manage endpoint hygiene - device management, antivirus or EDR, patching, and a sane response to lost or compromised devices.</li>
<li>Be the practical point person for vendor management on the IT side - licensing, renewals, and consolidation opportunities.</li>
</ul>
<p><strong>Working with agentic AI</strong></p>
<ul>
<li>Embrace and actively use agentic AI tools in your own work - infrastructure changes, pipeline maintenance, incident response, log analysis, and IT operations.</li>
<li>Build agentic workflows that automate repetitive DevOps and IT work - alert triage, runbook execution, access provisioning, vulnerability triage, and routine support requests.</li>
<li>Partner with the CTO and the broader Manos Group on cross-portfolio AI initiatives, and share what works back into the group.</li>
</ul>
<h4>Requirements</h4>
<p><strong>Experience</strong></p>
<ul>
<li>5+ years in a hands-on DevOps, SRE, or platform engineering role, with at least 2 years as the senior or lead DevOps person on a meaningful production environment.</li>
<li>Direct, hands-on AWS experience across the services in scope - EC2, ECS, Lambda, RDS (SQL Server and MySQL), ElastiCache, SQS, IAM, VPC, CloudWatch. Multi-region experience is a plus.</li>
<li>Strong Terraform background. You have written and maintained real IaC, not just inherited it.</li>
<li>GitHub Actions experience at depth - reusable workflows, matrix builds, environments, OIDC to cloud, and the kind of pipeline design that scales beyond a single team.</li>
<li>Practical security background. You have led or materially contributed to PCI DSS, SOC 2, or equivalent remediation work, and you can read a SAST or dependency report and prioritise it sensibly.</li>
</ul>
<p><strong>Technical range</strong></p>
<ul>
<li>Fluent in Linux, networking fundamentals, and at least one scripting language used in anger (Python or shell, Node.js or PowerShell a bonus).</li>
<li>Container experience - Docker, ECS, image hygiene, and an opinion about base images and patching.</li>
<li>Database operations background sufficient to support engineering on MS SQL Server, MySQL, and Redis - backups, restores, performance triage, and migration support. You do not need to be a DBA, but you should not be afraid of one.</li>
<li>Observability and monitoring experience - CloudWatch is the starting point; experience with an APM (Datadog, New Relic, Dynatrace, Honeycomb, or similar) is valuable.</li>
<li>Cloudflare or equivalent CDN / WAF experience.</li>
<li>Hands-on use of modern AI coding and ops tools - Claude Code, Cursor, GitHub Copilot, MCP based agents, or similar - in your own day-to-day work.</li>

Through an integrated approach that combines policy dialogue, analytical research, capacity-building, and digital innovation, ESCWA assists member States in mobilizing and managing financing across key sources, including domestic public resources, private investment, international development cooperation, trade and investment flows, and sustainable debt management. This work is aligned with global commitments, including the Seville Commitment, which underscores the importance of strengthening accountability and governance in financing development, as well as the mandates to address financing leakages as a key enabler of financing sustainable development. (paragraphs 29 (a) & (c), 28 (e), and 33 (a)). Central to this work is the conduct of detailed diagnostics of the financing for development landscape, analysing the various sources of financing available to address five major financing rifts that continue to impede sustainable development in the Arab region: financing insolvencies, financing inequalities, fiscal space constraints, funding shortfalls, and debt-financing overhangs. In response, ESCWA advances regional cooperation on domestic resource mobilization, integrated financing solutions, diversifying sources of revenues and addressing leakages related to illicit financial flows and investment distortions. These efforts are complemented by policy recommendations and practical tools to support governments in improving revenue mobilization and financing strategies. In parallel, ESCWA has developed a forward-looking digital financing ecosystem composed of analytical and AI-powered tools that enable governments assess financing gaps, improve spending efficiency, optimize public spending, address illicit financial flows, strengthen multiple aspects of their financing strategies, enhance policy targeting, accelerate progress towards the SDGs, and design integrated financing strategies aligned with national development priorities. This ecosystem has received recognition at multiple institutional levels and has been endorsed under the Seville Platform of Action and recognized by DESA as a scalable, real-life application that can be adapted and replicated across countries and regions. It focuses on enhancing national statistical capacities to adopt international standards and innovative data sources; supporting evidence based policymaking through improved production and use of statistics, including gender and disability data; and guiding digital transformation through policy advice on emerging technologies. The subprogramme also promotes regional dialogue and partnerships among governments, experts, civil society and the private sector to maximize the value of statistics, geospatial data, digitization and new technologies in support of the 2030 Agenda. Duties and Responsibilities Purpose of the Evaluation Evaluations at ESCWA strive to demonstrate the difference that is being made by the work of ESCWA, and its impact on member States and their citizens. This evaluation will aim to determine the extent to which subprogramme 4 is achieving its intended results, the pathway to these results, and the elements that contribute most significantly to the achievement of these results. In addition, it will also consider how the project brings about any unintended results that may have occurred. The evaluation will serve three main purposes: • It will provide a basis for evidence-informed decision-making, strategic planning, and risk management. • It is a means to demonstrate accountability to the organization’s Executive Management and member States for performance, relative to ESCWA’s mandate and strategic objectives. • It will inform and facilitate organizational learning by identifying evidence-based findings, lessons to be learned, and recommendations for action that enhance the next generation of ESCWA’s work. General Background<br>According to government estimates, Lebanon hosts approximately 900,000 displaced refugees from Syria and other countries. Despite gradual improvements in some socioeconomic indicators, humanitarian needs remain significant. The 2025 Vulnerability Assessment of Syrian Refugees (VASyR) found that 72 per cent of refugee families live below the poverty line, with 60 per cent living in extreme poverty. <br>UNHCR implements a diverse portfolio of cash assistance programmes covering basic needs, protection, education, and solutions-oriented interventions. These programmes generate significant volumes of operational, financial, monitoring, and vulnerability data that inform programme design and strategic decision making. The largest of these is the regular Multipurpose Cash Assistance (MPCA) programme, which provides monthly support to vulnerable refugee households and serves as a key source of evidence and insights on household vulnerability, expenditure patterns, programme outcomes, and targeting effectiveness.<br>Cash assistance is delivered through a coordinated inter-agency approach led jointly by UNHCR and WFP. The regular MPCA programme is implemented in close partnership with WFP, ensuring a coordinated and efficient response that maximizes coverage of vulnerable refugee households while generating valuable operational and analytical insights.<br> <br>In addition to implementing its own programmes, UNHCR co-leads the Lebanon Cash Working Group (CWG). Through the CWG, UNHCR works with UN agencies, NGOs, donors, and government counterparts to promote harmonized approaches to targeting, transfer values, delivery mechanisms, monitoring, accountability, and data sharing. <br>Given the scale of needs and increasingly constrained resources, robust evidence generation and targeting systems are critical to ensuring assistance reaches those most in need timely. The incumbent will serve within UNHCR’s Cash Based Interventions Unit in Beirut under the overall supervision of the Senior Programme CBI Officer. <br>The unit leads the design, targeting, delivery, monitoring, analysis, and reporting of UNHCR’s cash assistance programmes and currently comprises one international and four national staff members. The 2025 Vulnerability Assessment of Syrian Refugees found that 72 per cent of refugee families live below the poverty line and 60 per cent live in extreme poverty. UNHCR implements a diverse portfolio of cash assistance programmes covering basic needs, protection, education, and solutions-oriented interventions, generating substantial operational, financial, monitoring, and vulnerability data to inform programme design and decision-making. The regular Multipurpose Cash Assistance programme is the largest of these programmes and provides monthly support to vulnerable refugee households, while also generating evidence on household vulnerability, expenditure patterns, programme outcomes, and targeting effectiveness. <p>OBJECTIVES</p><p><br></p><p>The overall objective of the consultancy is to strengthen Aabbassiyeh’s solid waste management system by developing an efficient work plan for the SWM sector, restoring and enhancing the operational capacity of the sorting facility, and strengthening institutional and technical capacities to improve waste collection, sorting, and recycling practices.</p><p><br></p><p>The consultancy aims to support the transformation of the sorting facility into an efficient, well-managed hub for recycling and waste diversion while reducing the environmental and public health risks associated with improper waste disposal.</p><p><br></p><p>A Consultant/Specialist will be hired to assess the sorting facility’s operations; identify the medium- and long-term equipment needs required to improve its performance; develop a comprehensive SWM plan for the municipality; redesign operational and administrative systems; and strengthen the capacity of municipal staff and facility workers through targeted training and practical operational tools.</p><p><br></p><p>The specific objectives are to:</p><p><br></p><p>Conduct a technical and operational assessment of the sorting facility and recommend priority upgrades for the short, medium, and long term.</p><p>Identify the medium- and long-term equipment needs required to restore and optimize functionality.</p><p>Conduct a comprehensive feasibility study and cost-benefit analysis to evaluate the efficiency and financial viability of the sorting facility and provide evidence-based recommendations for resource allocation.</p><p>Develop standard operating procedures (SOPs) to ensure effective and transparent facility management.</p><p>Strengthen institutional capacity by delivering capacity-building training and providing recommendations for workforce training and skills development.</p><p>SCOPE OF WORK</p><p><br></p><p>The Consultant will conduct a comprehensive technical assessment and provide tailored support to Aabbassiyeh Municipality in close coordination with the UNDP South team. In addition, the Consultant will assess the planned composting facility to be established in Aabbassiyeh, including its location, design, operational feasibility, and integration within the overall solid waste management system.</p><p><br></p><p>A detailed cost-benefit analysis shall be provided reflecting the overall economic viability and long-term value. This analysis must quantify both the total expected costs—capital, operational, and maintenance—and the monetized benefits, such as efficiency gains, risk reduction, and revenue generation, over the defined project lifecycle.</p><p><br></p><p>The study should also include key financial metrics, such as Net Present Value (NPV) and the Benefit-Cost Ratio (BCR), enabling a comparison between the required investment and the total return, reflecting the highest value for money and meeting the strategic objectives.</p><p><br></p><p>The proposed SWM plan should outline a phased approach for improving facility performance and waste-processing efficiency:</p><p><br></p><p>• Phase 1 – Short Term: Focus on increasing sorting at source to achieve a minimum target of 30% sorting efficiency. This shall include, but not be limited to, enhancing public participation, improving the delivery of recyclables to collection points, and implementing targeted capacity-building activities for municipal staff and workers.</p><p><br></p><p>This phase will also prioritize stakeholder consultations and field assessments, including an assessment of current municipal waste collection routes, schedules, and truck capacities to optimize waste delivery to the facility; preparation of a list of the equipment required to enhance the sorting initiative and municipal capacity; and the design of an updated operational workflow to improve current facility performance.</p><p><br></p><p>Activities under this phase will lay the groundwork for immediate improvements, promote source separation, and strengthen the municipality’s capacity to manage and monitor solid waste operations effectively.</p><p><br></p><p>The Consultant shall provide guidance related to EIA compliance for the municipality, including the preparation of a list of the documents, forms, and procedural steps required under the Ministry of Environment’s EIA framework.</p><p><br></p><p>• Phase 2 – Medium Term: Aim to achieve a minimum of 70% sorting efficiency through the validation and integration of additional equipment, process optimization, and continued training to strengthen operational capacity.</p><p><br></p><p>This phase should include recommendations on the most appropriate composting method for Aabbassiyeh, supported by technical, environmental, and financial justification and taking into consideration the technologies recommended by the Ministry of Environment.</p><p><br></p><p>The recommendation should also be based on an assessment of the operational feasibility, space requirements, infrastructure needs, and expected compost-output quality of the selected method. The recommendations should be aligned and discussed with the UNDP composting project in Aabbassiyeh.</p><p><br></p><p>• Phase 3 – Long Term: Target up to 90% sorting efficiency, ensuring that the facility becomes capable of processing all waste streams and transitioning effectively to the composting phase.</p><p><strong>Desired Candidate Profile</strong></p><p>PROPOSED METHODOLOGY</p><p><br></p><p>The Consultant shall submit a proposed methodology, work plan, and timetable that take into account all the above factors. Training materials, evaluation forms, and signed attendance sheets shall be submitted as annexes.</p><p><br></p><p>2.5 Submission of practical tools and guidelines, including checklists, reporting templates, and equipment maintenance procedures, to support sustainable municipal operations and compliance.</p><p><br></p><p>2.6 Submission of a final consultancy report consolidating all field findings, delivered training, tools, and strategic SWM recommendations. Algorithm SAL is seeking a reliable and precise Security Guard to join the Occupational Safety and Health (OSH) management team and the company campus. The ideal candidate will be responsible for protecting the company campus, its employees, and its assets by managing the access control process, verifying identities, and implementing safety systems and procedures.
