In this context, ESCWA partnered with the Ministry to strengthen its technical capacity for trade policy analysis. One of the key pillars of this effort is the development of advanced trade modeling and simulation toolkits that can inform strategic decision-making at both national and regional levels. A cornerstone of this initiative is the development of a regional trade simulator for the GCC’s countries. This simulator, to be aligned as much as possible to the Saudi’s sectoral structure of the input-output and supply-use tables, will serve as a third policy platform for analyzing integration scenarios among GCC countries themselves but also with the rest of the world. ESCWA is thus seeking the support of an economist to develop a harmonized GCC regional inter-linked Macro and Micro Social Accounting Matrix (SAM) and a comprehensive database for building the baseline scenario for the period 2024–2035. The objective of this assignment is to develop a harmonized GCC regional inter-linked Macro and Micro Social Accounting Matrix (SAM) and a comprehensive database to support the calibration of a regional trade simulator. Duties and Responsibilities The consultant will be asked to perform the following tasks: Using the updated national SAM’s for the six GCC’s countries developed by ESCWA in the context of the project on developing trade simulators for Saudi Arabia, the consultant will suggest a harmonized structure of the regional inter-linked SAMs. The regional interlinked SAM for GCC should be aligned as maximum as possible to the specific features of the national SAM of Saudi Arabia. Build the regional inter-linked Macro and Micro regional SAM using the national SAMs and additional data to be collected by the consultant. The Micro SAM should reflect the maximum of trade instruments being applied by Saudi Arabia. To do so, the consultant may use the appropriate estimation and balancing techniques such as RAS and Maximum Entropy techniques. The workshop provided a platform to identify systemic challenges and capacity needs, with a focus on data systems, institutional practices, digital infrastructure, and institutional frameworks that are essential for effective oversight. Discussions examined the availability and quality of fiscal and socio-economic data required for informed decision-making and equitable revenue-sharing arrangements, and initiated a technical dialogue on transparent, evidence-based revenue-sharing framework informed by international experience, while respecting Iraq’s context. The workshop also explored potential benchmarks and indicators that may guide the evaluation of fiscal performance, efficiency, and equity across governorates. Over the past decade, the region has faced a range of cross-border challenges, including displacement and migration, border management pressures, economic disruptions, water and environmental challenges, infrastructure and energy constraints, and broader socio-economic vulnerabilities. The interconnected nature of these issues requires coordinated regional and subregional policy responses, as well as sustained international support, since many cross-border challenges cannot be effectively addressed by individual countries acting alone. GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals1. In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission’s Open Source Software Strategy promotes a “Think Open” approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations. France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interministériel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration. Within the Arab region, Saudi Arabia’s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government’s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC4 mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Most recently, the Ministry of Telecoms and Digital Economy (MoTDE) in Palestine requested UN-ESCWA’s assistance to develop the national policy for open source software. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report outline. Libya’s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world — publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya’s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. <p>The Research Assistant will support the collection, organization, validation, and preliminary analysis of quantitative and qualitative information required for projects related to competition policy, consumer protection, market functioning, and the wider work of the Economic Governance and Planning Section. The assignment will contribute to the timely preparation of accurate research materials, databases, background notes, presentations, and other project outputs.</p><p><strong>Background and Objective</strong></p><p>Promoting fair and competitive markets is an important driver of economic efficiency, private-sector development, and consumer welfare. Across the Arab region, markets are being reshaped by regulatory reform, digitalization, cross-border commerce, and changing market conditions. These developments have increased the need for reliable research and well-organized analysis on competition, consumer protection, market functioning, and business regulation. Within this context, ESCWA supports member States in strengthening competition and consumer protection frameworks and developing the institutional, legal, and analytical capacities required for effective policymaking. The Competition and Consumer Policies portfolio within the Economic Governance and Planning Section undertakes regional research, legal and regulatory reviews, market studies, capacity-building activities, and knowledge products, often in collaboration with national authorities and other public institutions. The portfolio also supports regional initiatives that assess policy and regulatory developments, strengthen knowledge-sharing, and facilitate the exchange of experiences and good practices among Arab countries. This includes analytical and capacity-building activities related to competition, consumer protection, the business environment, and market performance, as well as the review and updating of relevant content on the Arab Legislation Portal to ensure that legislative and institutional information remains accurate, accessible, and up to date. This work requires the collection, review, and organization of information from national, regional, and international sources, as well as the preparation of background materials, country information, presentations, tables, and other project outputs.
