Description

Aspire Software is looking for an AI developer to join our team in Lebanon.

Here is a little window into our company: Aspire Software operates and manages wholly owned software companies, providing mission-critical solutions across multiple verticals. By implementing industry best practices, Aspire delivers a time sensitive integration process, and the operation of a decentralized model has allowed it to become a hub for creating rapid growth by reinvesting in its portfolio.

About the job

We are deliberately looking for someone who has not worked in COBOL before. The goal is for you to learn the core directly from our senior engineer, in his way, without competing habits to unlearn, so the knowledge transfers cleanly and intact. Your modern engineering instincts are what you bring; the COBOL you will learn from the person who knows it best.

This is also why we are looking for an engineer who works fluently with AI. Once you understand how the core actually behaves, modern AI tooling becomes a force-multiplier for documenting it, reasoning about it, and ultimately migrating it to a modern stack. Deep system knowledge and strong AI capability are the two halves of how this modernisation actually gets done, and we expect this hire to bring the second from day one and build the first here.

If the idea of going deep into a complex, valuable, decades-old system, and emerging as one of the few people in the world who genuinely understands it, sounds like your kind of challenge, we want to talk to you.

In your first six months

Spend a meaningful proportion of your time learning our COBOL core in structured sessions with our senior platform engineer. This is protected time, treated as part of the role, not something you do around other work.

Contribute to modern Go services in the stack from week one, on scoped pieces of work that build context without putting you on the critical path.

Help us document what you’re learning as you learn it. Fresh eyes are uniquely valuable for surfacing the things long-tenured engineers no longer notice.

Pair with the existing team across the stack to understand how Go services, the COBOL core, and the surrounding tooling actually interact in production.

Use AI tooling deliberately as part of how you learn: to summarise unfamiliar code, surface questions for your mentor, and turn what you learn into clear documentation faster than fresh eyes could alone.

Beyond six months

Take ownership of meaningful work across both the modern and legacy halves of the platform, with growing autonomy.

Help repair and modernise core engineering processes: testing, deployment, definition of done, and the way work flows from support into engineering.

Contribute to the broader modernisation program: knowledge capture, internal AI tooling, and the eventual decomposition of the platform into smaller, more approachable modules.

Lead AI-assisted modernisation of the parts of the core you have come to understand, translating well-understood COBOL into well-tested modern services, with AI as a lever rather than a crutch.

Own projects end to end. Work starts from a client-facing design doc that describes data flow and outcomes but not detailed technical specs; from there you own the technical design, the implementation, your own alpha testing, and everything in between.

Adapt to the business. Priorities can shift at short notice when urgent client issues arise, and you will be expected to flex with them.

Mentor the next Go-into-COBOL hire as the team grows.

Requirements

4–7 years of professional software engineering experience, with significant time writing production Go.

Comfortable working in a large, complex codebase where the answer is rarely on Stack Overflow. You enjoy reading code more than you fear it.

Strong fundamentals: data structures, concurrency, debugging, designing for failure modes. Language familiarity matters less than the habits of mind.

Demonstrable, judgment-led fluency with AI in a real engineering workflow. You use AI tools daily to read and understand unfamiliar code, accelerate routine work, and draft documentation, and you can explain clearly where you trust their output and where you don’t. We care less about which tools you use than about the judgement you bring to using them. This is a hard requirement for the role.

The interpersonal maturity to learn directly from a highly experienced, exacting mentor. You can build trust, adapt to an established way of working, and absorb knowledge patiently, rather than rushing to impose your own approach before you understand why things are the way they are.

A genuine willingness, ideally an active interest, in learning COBOL and working in a heritage system. This is not a stepping stone to a pure greenfield role; the COBOL work is the role. No prior COBOL experience is expected or needed; you will learn it here, from the person who knows it best.

Strong written communication. You will be helping us turn tribal knowledge into durable documentation.

Comfortable with ambiguity. The codebase has decades of history, the documentation is improving but not yet complete, and you will sometimes need to figure things out by reading and asking rather than by looking them up.

Based in a UK/EMEA timezone and able to commit to a consistent daily overlap with California (Pacific) working hours. This is a genuine requirement of the role, not a preference: you will be learning directly from our retiring senior, who is based there, so dependable shared hours are essential. You will also keep reliable overlap with the rest of the UK/EMEA team.

Comfortable owning the full development cycle and shifting priorities when needed. You will own projects end to end (see What you’ll do), and you will sometimes need to reprioritise at short notice for urgent client work. These are the two things new hires here most often underestimate.

Strong indicators

Experience working with or alongside legacy systems: mainframe, monolithic, or otherwise long-lived. You understand that “legacy” often means “load-bearing” and treat it with appropriate respect.

Experience in domains with deep business logic (finance, logistics, telecoms, insurance, ERP, or similar) where correctness matters more than ergonomics.

Comfortable in polyglot environments. Our stack includes Go, the COBOL core, and a long tail of supporting languages and platforms accumulated over years.

Track record of improving the engineering practices around you (testing discipline, deployment hygiene, documentation, onboarding) rather than just shipping features.

Experience pairing closely with a more senior engineer and absorbing knowledge from them.

Experience building or working with AI-assisted developer tooling in a serious production context: agents, code generation, retrieval over large codebases, or similar. You have opinions, grounded in real use, about where it earns its keep.

Nice to have

Experience with car rental, fleet, travel, hospitality, or other operationally complex industries.

Experience contributing to a platform modernisation, replatforming, or legacy-to-modern migration program.

Familiarity with Perl or PostScript. Parts of the surrounding toolchain still touch both; not a blocker at all if you have not used them, but real exposure is a genuine plus.

Aspire Software is looking for a Risk & Underwriting Analyst to join our team in Lebanon.
Role Overview We are looking for a Risk & Underwriting Analyst to sit inside our Risk & Underwriting team and take real ownership of the work that keeps merchants out of trouble.
You will own the chargeback function end to end.
That is the anchor of the job — but it is not the whole job, and we are not hiring a chargeback analyst who might one day help with other things.
Underwriting is the second half of this role, not a stretch goal: you will work the underwriting and boarding pipeline with the Lead from day one, and we expect you to be carrying real weight on it.
Alongside both, you will keep eyes on risk and transaction monitoring, and you will be the person who notices when a pattern stops looking normal.
Around all of that, you will spend a good part of your week talking to people: Support, Operations, Finance, Partnerships, Product — and, just as often, merchants and partners directly.
This is a role with a lot of surface area and very little sitting still.
Priorities move, deadlines belong to the card networks rather than to us, and the interesting problems rarely arrive labelled.
If that sounds like your kind of day, keep reading.
What you'll own Chargebacks & disputes — your function Own the chargeback lifecycle end to end: intake from the networks, merchant notification, evidence gathering, representment, pre-arbitration and arbitration decisions.
Build and defend the case.
Assemble compelling evidence, write representments that actually win, and know when a dispute is worth fighting versus when accepting it is the commercially smarter call.
Manage the chargebacks inbox and dispute queues to SLA — network deadlines are not negotiable and neither are ours.
Coach merchants and partners: explain reason codes in plain language, tell them what evidence you need and why, and help the repeat offenders fix the root cause rather than re-fighting the same dispute every month.
Track and report the numbers that matter — chargeback ratios, win rates, ageing, loss exposure, top reason codes, worst-performing MIDs — and flag accounts drifting toward network monitoring programmes before they get there.
Improve the machinery.
Templates, macros, portal workflows, evidence checklists, automation, knowledge- base articles: leave the function better organised than you found it.
Underwriting & merchant boarding — the other half of the job Work the underwriting cycle with the Lead and carry your own share of the file: application review, KYC/KYB and document verification, business model and website review, sanctions and adverse media checks.
Assess risk on new and existing merchants — industry, ownership, processing history, delivery model, refund and chargeback exposure — and put forward a reasoned recommendation on approval, limits, reserves and conditions.
Your view is expected to be part of the decision, not a summary of somebody else’s.
Own the boarding pipeline day to day: keep applications moving, chase missing documents, unblock stuck files, resolve boarding errors, and keep merchants and partners informed the whole way through.
Run periodic reviews, re-underwriting and account changes as merchants grow, pivot, or start selling something they were never approved for.
Grow into the deeper end of it.
As you build the reps, take on more of the underwriting book independently — this role is meant to widen, not stay still.
Risk & transaction monitoring Monitor transaction activity and alert queues for fraud, laundering, collusion, card testing, velocity spikes, and merchants processing outside what they were approved for.
Investigate and resolve alerts with a clear written rationale, and escalate the ones that deserve escalation quickly and unambiguously.
Recommend and action risk decisions: holds, reserves, payout blocks, limit changes, offboarding — and communicate them to the merchant with a straight face and a clear explanation.
Feed what you learn back into the rules.
If a pattern beat us once, help make sure it does not beat us twice.
Compliance & the rulebook — a bonus if you bring it Work within card scheme rules (Visa, Mastercard, Amex) and network dispute and monitoring programmes.
If you already know this rulebook, you will use it here; if you do not, you will learn it on the job.
Support PCI DSS compliance across our merchant base — SAQ progress, validation status, non-compliance follow-up — and help merchants get through it without losing them in the jargon.
Keep records that hold up: clean audit trails, documented decisions, and evidence that stands on its own six months later.
Working across the business Be the reliable risk counterpart for Support, Operations, Finance, Partnerships and Product — the person other teams are glad to see in the thread.
Handle external conversations with merchants, partners, and processing and acquiring counterparts with equal comfort — including the conversations nobody enjoys having.
Turn what you learn into something reusable: internal SOPs, merchant-facing guides, training for frontline teams.
A risk operator.
Somebody who has done this work, not only read about it, and who is comfortable being the owner of an answer rather than the router of a question.
We would take a candidate who understands the function cold and adapts fast over one who knows every tool on this page but is slow to move.
3+ years of hands-on experience in payments risk, disputes, fraud, or merchant underwriting — at a PSP, acquirer, processor, fintech, or a merchant with real card volume.
Direct, working chargeback knowledge.
You have handled disputes yourself, know your way around reason codes, representment evidence and network timelines, and can explain a pre-arb without looking it up.
This one is the non-negotiable.
A real appetite for underwriting.
Exposure to underwriting, KYB/KYC or merchant boarding — enough to know what a file looks like and what makes one risky.
We will build on whatever base you have, but you need to want this half of the job, not tolerate it.
A feel for monitoring.
You have looked at transaction activity or alert queues before and can tell a busy day from a bad one.
Sound risk judgement.
You can weigh commercial reality against exposure, make a call with incomplete information, and write down why you made it.
Quick on your feet.
You re-prioritise without drama, pick up unfamiliar tools and rules quickly, and stay accurate when several things land at once.
Genuinely good with people.
Clear written English, a calm and direct manner with merchants and partners, and the instinct to pick up the phone when a thread is going nowhere.
French. A good part of our merchant and partner base works in French — being able to handle those conversations properly matters to us.
Comfortable with data.
Confident in spreadsheets and dashboards; able to pull a number, sanity-check it, and notice when it looks wrong.
Ownership by default.
You close loops, you follow up, and you tell people where things stand before they have to ask.
Nice to have — genuinely optional, and happily taught Working knowledge of card scheme regulations and network monitoring programmes (VDMP/VFMP, Mastercard ECM/EFM and their successors).
PCI DSS and SAQ familiarity, or experience running a merchant compliance programme.
Wider regulatory or AML/CTF exposure in a payments context.
Experience with a major processor or acquirer platform, dispute managers, or fraud and monitoring tooling.
SQL or similar for pulling your own data.
Why this role is worth your time A function you actually own, with your name on it, from week one — and a second discipline to grow into right beside it.
A direct line to the Risk & Underwriting Lead — real mentorship on underwriting, not a dotted line on an org chart.
Breadth most risk roles do not offer: disputes, underwriting, monitoring and compliance in the same job, at a company small enough that you see all of it.
Visible work.
Risk decisions here reach merchants, partners and the leadership team, quickly.
Room to grow into the deeper end of underwriting, risk strategy or compliance as the team scales.

Aspire Software is looking for a software engineer to join our team in Lebanon.

By implementing industry best practices, Aspire delivers a time sensitive integration process, and the operation of a decentralized model has allowed it to become a hub for creating rapid growth by reinvesting in its portfolio.

About the role

We are hiring a mid-level Go engineer to build and operate the microservices at the core of our payments platform. You will own services end to end — from API design and database schema through testing, containerization, and production deployment — in a domain where correctness, security, and reliability are non-negotiable. This is a hands-on building role with clear ownership and room to grow into deeper platform and architecture work.

Our services are REST/JSON APIs (Gin) deployed on AWS ECS, with observability handled through internal services today. As we scale the platform, there is real room to help raise the engineering bar — introducing metrics and distributed tracing, structured observability, and stronger CI/static-analysis standards. If you like owning systems and shaping how they are built, you will have that runway here.

You will join an engineering team that uses AI-assisted development tools as a standard part of its workflow. We expect engineers to use these tools well — to move faster without sacrificing the rigor that payments demand.

What you'll do

Design, build, and maintain Go microservices (HTTP APIs, sidecars, and background processors) that handle payment authorization, tokenization, settlement, and reporting.

Write clean, well-tested Go: table-driven unit tests, mocked dependencies, and meaningful coverage on the paths that move money.

Profile and tune services for high throughput and low latency (pprof, benchmarking) — transaction paths are latency-sensitive.

Integrate with relational and NoSQL data stores (MySQL, DynamoDB, PostgreSQL); design schemas, access patterns, and migrations that hold up under load and evolve safely.

Build and consume internal service APIs, including service-to-service authentication and shared platform libraries.

Containerize services with multi-stage Docker builds and ship them through CI/CD pipelines to cloud infrastructure.

Integrate with third-party payment processors and AWS services, handling sensitive data in line with PCI DSS and our security standards (secure coding, data masking, TLS, secrets management).

Build reliability into money-movement flows: idempotency, retries, and reconciliation/settlement correctness.

Participate in code review, design discussions, on-call rotation, and incident response for the services you own.

Use AI-assisted development tools (e.g., GitHub Copilot, Claude Code, Cursor) effectively and responsibly as part of day-to-day work.

Requirements

3+ years of professional software engineering experience, with production Go experience among them (mid-level seniority).

Bachelor's degree in computer science or a related field, or equivalent practical experience.

Solid command of Go fundamentals: concurrency done right (goroutine lifecycle, channel discipline, context-driven cancellation), interfaces, error handling, modules, and the standard library.

Experience building and consuming RESTful HTTP APIs, ideally with a Go web framework (we use Gin).

Working proficiency with SQL databases (schema design, queries, transactions) — we use MySQL with sqlx.

Comfort with Docker and CI/CD pipelines as part of a normal development workflow.

Demonstrated experience using AI-assisted development tools (Copilot, Claude Code, Cursor, or similar) in real project work — and good judgment about when to trust, verify, and override their output.

Strong testing discipline and the habit of writing maintainable, reviewable code.

Clear written and verbal communication, a collaborative and ownership-driven mindset, and comfort working in an agile/iterative team onsite.

Preferred qualifications

Payments / fintech background — payment gateways, card processing, tokenization, PCI DSS, fraud, or financial transaction systems (strongly preferred).

Hands-on AWS experience, especially DynamoDB, S3, Secrets Manager, KMS, SSM Parameter Store, ECS, and ECR.

Experience with microservices and distributed-systems patterns (service-to-service auth, sidecars, idempotency, retries, observability).

Familiarity with NoSQL (DynamoDB) and/or PostgreSQL in addition to MySQL.

Experience with secure handling of sensitive data: encryption (AES, KMS), JWT, secrets management, and secure-coding practices (OWASP, data masking, TLS).

Payments-domain depth: settlement/reconciliation, idempotency, card-network/scheme familiarity, fraud, or financial transaction systems.

Experience introducing observability (metrics, distributed tracing, structured logging) and/or CI quality tooling (static analysis, linting) to a growing platform.

Database schema migration and API versioning experience.

JavaScript / TypeScript / React — a plus. Our admin and merchant UIs are React 19 + TypeScript + Vite; full-stack contribution is welcome but not required.

Experience working in or migrating from a legacy/monolith system toward a modern service architecture.

Our tech stack

What you’ll actually work with, based on our current codebase.

Language: Go.

Web framework: Gin (gin-gonic/gin); some legacy services on raw net/http. REST/JSON (not gRPC).

Data: MySQL (go-sql-driver/mysql, jmoiron/sqlx), DynamoDB (AWS SDK v2), PostgreSQL (lib/pq); Redis and Memcached for caching.

Cloud & deploy: AWS — ECS, ECR, DynamoDB, S3, Secrets Manager, KMS, ACM, SSM, SES, Cognito (AWS SDK for Go v2).

Auth & crypto: internal SvcAuth service-to-service auth, JWT (golang-jwt/jwt), golang.org/x/crypto, AES encryption.

Testing: Go's testing, stretchr/testify, DATA-DOG/go-sqlmock.

Build & deploy: Multi-stage Docker (golang ? scratch), Makefiles, GitLab CI (Docker-in-Docker), images to private ECR.

Frontend (a plus): React 19, TypeScript 5.6, Vite, MUI, Redux Toolkit, Formik, Jest + React Testing Library.

The Position:

Scope of work:

As the lead UN agency mandated to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled, UNFPA recognizes that strengthening the regulatory environment for midwives is essential to delivering high-quality, autonomous Sexual, Reproductive, Maternal, Newborn, and Adolescent Health (SRMNAH) services. Guided by UNFPA’s commitment to bodily autonomy and gender equality, global evidence shows that well-regulated, autonomous midwives—integrated into strong health systems—can safely meet up to 90% of essential sexual and reproductive healthcare needs and drive progress toward zero preventable maternal deaths.

In Lebanon, however, the legal governance of midwifery relies on outdated statutory decrees and restrictive policies—such as Decree 2154 of 1979 and Law 249 of 2014 establishing the Order of Midwives—which fail to align with modern clinical capabilities, expanded scopes of practice, or contemporary national healthcare priorities. Overlapping institutional jurisdictions and legal ambiguities continue to restrict clinical autonomy across primary, secondary, and community care levels. Fostering strong, profession-led ownership among Lebanese midwives and navigating these systemic barriers are critical to drafting modernized statutory laws and an expanded scope of practice. Relevance • To what extent are the objectives and expected accomplishments of the subprogramme aligned with: o ESCWA's strategic framework and programme budget? o Regional development priorities and challenges? o The 2030 Agenda and relevant SDGs? • To what extent do the subprogramme's interventions respond to the evolving needs and priorities of member States? • How well do the subprogramme's products and services (research, policy advice, capacity-building, convening) address identified gaps and demands? • To what extent are the needs and priorities of vulnerable or marginalized population groups reflected in the subprogramme's design and implementation? • How relevant are the subprogramme's thematic areas and approaches in the current regional context? • To what extent has the subprogramme adapted to emerging regional challenges and opportunities? Coherence • To what extent did the merger of the Statistics and Technology divisions create positive synergies, or did it result in parallel, siloed work streams? • How well does the subprogramme align its data and technology initiatives with the interventions of UN Country Teams and the League of Arab States to avoid duplication? • How well does subprogramme 4 align its scope and collaborate with other teams in ESCWA to avoid duplication and improve efficiency? For example with DSDSD. • Are there opportunities for greater coordination, collaboration, or integration with other subprogrammes within ESCWA and other institutions? Effectiveness • To what extent have the planned outputs and activities been delivered as intended? • To what extent have the expected accomplishments/outcomes been achieved? • How effectively has the subprogramme contributed to strengthening the capacities of member States and other stakeholders? • To what extent have knowledge products and policy recommendations been utilized by target stakeholders? • What factors facilitated or hindered the achievement of results? • How effectively has the subprogramme integrated cross-cutting issues such as gender equality, human rights, disability inclusion, youth, and environmental sustainability? • How could other factors have contributed to the achievement of the identified results? • How were key partnerships integrated in the delivery of the programme to maximise the achievement of results? Efficiency • To what extent were financial, human, and technical resources used efficiently to produce outputs and outcomes? • To what extent were management arrangements conducive to efficient implementation? • How cost-effective were the different types of interventions (e.g., research, policy advisory services, capacity-building, regional forums)? • To what extent did coordination within ESCWA and with external partners reduce duplication and generate synergies? • Were monitoring, reporting, and learning mechanisms adequate to support adaptive management and efficient implementation? • Could similar results have been achieved with fewer resources or through alternative approaches? Impact • What, if any, high-level effects did the programme cause (such as changes in norms or systems)? • To what extent has the subprogramme influenced policies, legislation, strategies, institutions, or practices in member States? • To what extent has the subprogramme contributed to regional cooperation, knowledge exchange, and policy dialogue? • To what extent did the intervention lead to other changes, including “scalable” or “replicable” results? • While long-term transformative impact may be difficult to measure, what 'early signals' of impact – such as specific policy adoption, changes to statistical regulations, or behavioral shifts – can be directly traced to the subprogramme's interventions? Sustainability • Have capacities, systems, and institutional arrangements been strengthened sufficiently to maintain benefits? • To what extent have knowledge products, tools, methodologies, and networks continued to be used after their initial delivery? • What risks could affect the sustainability of the results, and how have they been addressed? • Did the subprogramme successfully establish formal 'institutional homes' (e.g., permanent national observatories, explicit operational manuals, or formal focal points) within Member State governments to ensure tools and data platforms survive beyond ESCWA's direct involvement? • To what extent has the subprogramme fostered partnerships and mechanisms that can support continued implementation and scaling up? • What evidence is available to indicate that the results of the programme can be maintained by stakeholders? Gender, Human Rights, Disability Inclusion, and Environmental Issues • To what extent were issues of gender, human rights, disability inclusion, and the environment incorporated into the design, planning, implementation, and monitoring and evaluation practices of the programme, as well as the results achieved? • To what extent did the programme respond to and affect the rights, needs and interests of different stakeholders, including women, men, youth, people with disabilities and other marginalized groups? Evaluation Methodology Management and Governance Arrangements All evaluation methodologies are to be reviewed by ESCWA’s SPARK Section and approved by ESCWA’s Senior Management. • The evaluation will be conducted by an external consultant/s. • The evaluator is expected to identify the main objectives achieved through the implementation of the programme, intended and unintended, as established by key stakeholders and relevant documentation, and the pathways that led to achieving them, with particular focus on innovative practices and initiatives that can be leveraged to further enhance ESCWA’s work. • The evaluator is expected to ensure a mixed method (qualitative and quantitative), inclusive, and participatory approach, with adequate triangulation across methods, to arrive at credible, reliable, and unbiased findings. • The evaluator will also ensure that all aspects of the evaluation are gender and human rights sensitive (including a special focus on the rights with person with disabilities). In addition, the evaluator must ensure that he/she always complies with the UNEG Ethical Guidelines for Evaluation during the conduct of the evaluation. The above methodology is indicative. The evaluator is expected to build upon it and present a robust evaluation methodology within the inception report, including addressing and refining the evaluation questions. Result of Service
Evaluations at ESCWA strive to demonstrate the difference made by its work and its impact on member States and their citizens. This evaluation will aim to determine how the work undertaken in road safety project contributed to achieving its intended results, the pathway to these results, and the elements that contributed most significantly to their achievement. It will also consider any unintended results — positive or negative — that emerged during implementation. The evaluation will serve three main purposes: • Evidence-based decision-making: Provide a foundation for strategic planning and risk management. • Accountability: Demonstrate performance and results to ESCWA’s Executive and member States, in line with the Commission’s mandate. • Organizational learning: Identify lessons learned and actionable recommendations to strengthen future ESCWA projects in road safety.
Work Location
Remote / Hybrid
Expected duration
2 months
Duties and Responsibilities
1. Background and Objective Road safety outcomes are greatly influenced by the design of the road infrastructure. Safe and inclusive road infrastructure design provides a forgiving road environment and supports at the same time the development of sustainable cities, low carbon transport, and good health and well-being by ensuring adequate infrastructure for non-motorized transport. Despite being the least motorized region, the African continent has the highest road traffic fatality rates in the world - 26.6 per 100,000 people - according to the latest WHO Global Status report. This translates in hundreds of daily deaths, nearly half of which involve vulnerable road users such as pedestrians, cyclists and motorcyclists. The African States have clearly identified as a priority in the “Africa Road Safety Charter” the need to “… technically classify roads according to the functions they serve. Road Designs must reflect the design norms and standards of their respective classification and intended functions". And “…shall ensure that infrastructure for Non- Motorised Traffic is incorporated as priority requirements within the design of all classes of roads, especially in the urban and rural roads context". Yet, as documented by the EU Safer Africa project, in most of the African countries, road geometric design standards and manuals are obsolete and focusing only on motorised transport (cars, trucks, vans). Despite stated commitment to the safe system approach, the region still lacks the understanding that providing adequate levels of safety and accessibility to all road users means also fighting poverty, boosting economy, reducing inequality, and fighting climate change by promoting the use of non-motorised transport. This project aims to fill that gap and to provide a concrete answer to those needs by : 1. supporting revision of road design standards/manuals in 3 target countries (Morocco, Mauritania and Senegal) and through them promote a coordinated and regional approach to revision of standards/manuals which would be highly beneficial especially with reference to corridors in the framework of the Trans-African Highways network ; 2. Building the understanding around the importance of providing safe road infrastructure for all road users and the inherent capacity to design and deliver safe roads. The project focus countries recognise that road design standards and practices in the region are often outdated in terms of road safety engineering principles, are inconsistent, and do not reflect international good practice. They also acknowledge the lack of the required competencies to design safe and inclusive roads. According to the latest Global Status Report on Road Safety the road traffic death rate number per 100,000 in Morocco, Mauritania and Senegal is respectively: 19.6, 23.4 and 27.7. For the three target countries, latest available figures show that roughly 60% of those deaths happen on inter-urban roads. Thus the urgent need to revise road design standards, manuals and guidelines so as to eliminate or minimize risks for all road users. 2. Duties and Responsibilities Purpose of the Evaluation Evaluations at ESCWA strive to demonstrate the difference made by its work and its impact on member States and their citizens. The evaluation will be conducted in accordance with ESCWA’s Evaluation Policy (2025) and the UNEG Norms and Standards for Evaluation. It will integrate best practices for promoting gender equality, human rights, disability inclusion, and environmental sustainability. Scope of the Evaluation The evaluation will be forward-looking and will objectively and systematically assess the performance of the project in terms of its relevance, coherence, effectiveness, efficiency, impact, and sustainability. Furthermore, the evaluation will assess the extent to which gender, human rights, disability inclusion, environmental concerns, and other cross-cutting issues were incorporated or mainstreamed into the project. The evaluation will cover the period from March 2023 to December 2026. Evaluation Criteria The following key evaluation questions per criteria will guide the evaluation. The evaluator is expected to refine evaluation questions where necessary and to include the refinement in the Inception Report. Relevance • How did the project team determine the strategic needs and priorities of member States in its project design? • How were the intended results of the project aligned with the strategic needs and priorities of member States, the sustainable development goals, and national and regional development agendas? • How were the identified results aligned with other stakeholders’ strategic needs and priorities? • How was the log frame translated to ensure that the activities carried out were relevant and contributed to achievement of the intended result(s)? • How were planned and implemented activities designed and sequenced to ensure a conscious consideration of the intended result? Effectiveness • What evidence is available to support the achievement of the results identified? • Which of the activities undertaken by the project team directly contributed to the identified results? How did these activities contribute to the results? • To what degree can the achievement of results be attributed to the intervention? • How did the work of stakeholders contribute to the achievement of the identified results? • Which other factors have contributed to the achievement of the identified results? • Would the results have been achieved regardless of the project being implemented? • How were key partnerships integrated in the delivery of the project to maximise the achievement of results? Efficiency • Were the planned activities considered and delivered with the end results in mind? How did this shape the process? • What, if any, adjustments were made during the project to optimize the achievement of results? • What, if any, considerations were made in terms of the most efficient way of delivering activities (choice of modality, expertise available, etc.) • To what extent were partnerships leveraged and/or enhanced to utilize additional strategic expertise? Impact • What, if any, high-level effects did the project cause (such as changes in norms or systems)? • How did the project ensure that all the intended target groups, including the most disadvantaged and vulnerable, benefitted equally from the intervention? • How transformative was the project – did it create enduring changes in norms – including gender norms – and systems, whether intended or not? • To what extent did the intervention lead to other changes, including “scalable” or “replicable” results? Sustainability • Given a similar context, could the identified results of the project be replicated? • Which of the activities identified as contributing to the identified results of the project provided ongoing benefits for stakeholders? • What evidence is available to indicate that the results of the project can be maintained by stakeholders? Gender, Human Rights, Disability Inclusion, and Environmental Issues • To what extent were issues of gender, human rights, disability inclusion, and the environment incorporated into the design, planning, implementation, and monitoring and evaluation practices of the project, as well as the results achieved? To what extent did the project respond to and affected the rights, needs and interests of different stakeholders, including women, men, youth, people with disabilities and other marginalized groups? Evaluation Methodology The evaluator is expected to identify the main results achieved through the project, as established by both the project team and key stakeholders, and develop a Theory of Change (ToC) for these results. The causal links postulated in the ToC should then be used to theorise a plausible causal mechanism, which should be tested using all available evidence, to evaluate the influence of ESCWA’s work on results achieved through the project. The evaluator is expected to ensure a mixed method (qualitative and quantitative), inclusive and participatory approach, with adequate triangulation across methods, to arrive at credible, reliable, and unbiased findings. The evaluator will also ensure that all aspects of the evaluation are gender and human rights sensitive (including a special focus on the rights with person with disabilities). In addition, the evaluator must ensure that they always comply with the UNEG Ethical Guidelines for Evaluation during the conduct of the evaluation. The above methodology is indicative. The evaluator is expected to build upon it and present a robust evaluation methodology within the inception report, including addressing and refining the evaluation questions. Management and Governance Arrangements SPARK will oversee management of the evaluation through an evaluation officer/s, who will act as the evaluation manager/s. This role will include recruiting the evaluator/s; serving as the main port-of-call for the evaluator/s and for internal and external stakeholders; recording the feedback of the project team and effectively integrating it into the evaluation exercise; monitoring the budget and the correct implementation of the work-plan; ensuring quality assurance; etc. The support of the organization and project’s senior management is key for the success of the evaluation, particularly during the recruitment of the evaluator/s, collection of documents for desk review, identification of stakeholders and arrangement of interviews, focus groups or surveys. Quality Assurance Mechanism The evaluator will employ a quality assurance mechanism of her/his preference (either an internal or an external system can be used), which will provide quality checks throughout the evaluation process. This quality assurance mechanism will be indicated in the Inception Report and in the Final Evaluation Report. In addition, ESCWA will review the evaluation report prior to finalization to ensure that it aligns with the UNEG Quality Checklist for Evaluation Reports , particularly with reference to the quality of recommendations. Evaluation Ethics The evaluation will be conducted in accordance with the principles outlined in the UNEG Ethical Guidelines for Evaluation; and all rights and confidentiality of information providers will be prioritized and safeguarded as per UNEG Ethical Guidelines for Evaluation.
Qualifications/special skills
A Master's degree in management, evaluation, or related area is required. Result of Service
The consultant is expected to deliver the following outputs: • Inception note and detailed workplan for version 1 of ADA 2.0 development; • Review and provide feedback on the progressively evolving editions of the ADDR as regional baselines; • Successive Iterations/Drafts of version 1 of ADA 2.0, including the Provisional Progress Report and the Provisional Proposed Architecture to member countries. • Executive summary in English; • PowerPoint presentations and briefing materials; • Consolidated bibliography and references database. The completed document shall: • Be submitted in editable MS Word format (*.docx); • Include automatically generated table of contents, list of tables, and figures; • Be thoroughly proofread and referenced; • Respect ESCWA publication and anti-plagiarism requirements. The content of all outputs shall remain the sole property of ESCWA.
Work Location
Remote
Expected duration
6 months
Duties and Responsibilities
Background The Economic and Social Commission for Western Asia (ESCWA) launched the Advancing Digital Cooperation and Development – Arab States Action Programme (ADCD-ASAP) in 2020 to support Arab countries in harnessing digital technologies for sustainable development and accelerating the implementation of the 2030 Agenda for Sustainable Development. The programme aims, among others, to strengthen regional and national digital policy frameworks, promote digital cooperation, and support evidence-based digital development strategies across the Arab region. Within this framework, and under the auspices of the Arab Telecom and Information Technology Council of Ministers (ATICM), and its resolution in December 2020, ESCWA and the League of Arab States (LAS) jointly established a joint project to Develop, Deploy and Constantly Upgrade the Arab ICT Strategy for the region, in the form of an Arab Digital Agenda as strategic living instrument for 10 years. The ADA is not an outcome, it is a journey of constant growth that is meant to cope with any future developments in the technology and related policies; to induce action at different fronts in all facets of technology, through it mechanism and through partnerships with UN bodies and Arab bodies; and to advance progress at member states level that can be measured and monitored. Accordingly, ESCWA and LAS worked with Member States, to co-develop, the Arab Digital Agenda/ICT Strategy (ADA 1.0 / ADAICTS), which serves as a regional strategic vision, compass and action-framework guiding Arab digital development efforts and supporting national digital development agendas, in all digital development areas. The process of co-developing by ESCWA and Member States of the first edition of the ADA took place during 2021-2022, through successive iterations and engagements, with Member States (through the ADA’s Core Research and Technical Cooperation Mechanism (CRTCM), the ADA’s Joint Technical Committee (JTC), the LAS Arab Working Group on Arab ICT Strategy, the LAS Arab Permanent Committee on ICTs, the LAS Arab Executive Bureau all the way up to the Council of Minsters; leading to the adoption of the final version of the 1st edition of the Arab Digital Agenda 2023-2033, by the ATICM on 23 January 2023 and by Arab ECOSOC in 9 February 2023, and by heads of States in 19 May 2023; with the promise of supporting its deployment and the expectation of constant update of the agenda and constant monitoring of member states progress in achieving its goals and targets using the agreed-upon instruments. The first milestone for all of the above will be towards the end of 2027. Overall Timeframes, Milestone and Nature of ADA 2.0 Building on the above, and under the umbrella of the ATICM, ESCWA and LAS are launching the process of co-developing with Member States the Second Edition of the Arab Digital Agenda (ADA 2.0); which is planned to be co-produced during the period of 2026-2027, with a target goal of adopting the second edition of the Arab Digital Agenda in its final form during the ATICM meeting of December 2027/January 2028. Accordingly, and based on the established work modalities, the first version of ADA 2.0 will need to be presented to the ATICM meeting scheduled for December 2026/January 2027. Towards this end, ESCWA is managing, during the second half of 2026, the first phase of ADA 2.0 sub-project to prepare for submitting the first version of the ADA2.0 to the respective LAS Arab Working Group on Arab ICT Strategy that is scheduled to be convened during November/December 2026, and subsequently to the LAS Arab Permanent Committee on ICTs, the LAS Arab Executive Bureau all the way up to the Council of Ministers during December 2026/January 2027. The envisaged ADA2.0 - as a comprehensive regional strategic framework and policy blueprint for digital development in the Arab region over the coming decade, aligned with international and regional digital cooperation priorities - is scheduled for the end of 2027 is planned to have two perspectives: 1-First, looking backward As part of its monitoring role, ADA2.0 will result a report on the progress of member countries in achieving the goals and targets of the ADA during the period between December 2022 and December 2027, namely the “Provisional Progress Report”,, marking the progress in the elapsing five years on the basic scope of ADA1.0, and will be finalized by the end of December 2027. As such, the work during 2026 along this perspective is specifically planned to result in a provisional version of this progress report (in four years only). During 2027, it will be updated in terms of value to reflect the five years; and more importantly, it will also be radically expanded in terms of scope during 2027, as per the second perspective below, producing the first baseline for the expanded scope. Hence, work on this perspective during the second half of 2026 is expected to produce around one third of the final report planned for end of 2027. The rest will be during 2027 benefiting from feedback from the Ministerial Council meeting of December 2026/January 2027. The work on this perspective will be supported by the ongoing third round of the National Digital Development Reviews (NDDRs 3.0), which will be reflected in the the Arab Digital Development Report (ADDR 3.0) that will accompany the ADA2.0 as it accompaniment flagship by the end of 2027. 2-Second, looking forward As part of its future orientation, strategizing and constant update role, ADA2.0 will: a. adapt to be in synch with the latest global mandates inscribed in the latest UNGA Resolution 80/173 of December 2025, and the preceding Global Digital Compact 2024. b. introduce an updated architecture for the basic scope of ADA 1.0 - defined by the 85 Goals, the 69 Targets and the 85 indicators (defined in the first edition of the ADA) c. expand the scope of the original ADA framework to address frontier, emerging and strategic policy areas shaping digital development globally and regionally. ADA2.0 will specifically witness an expanded scope that contains new thematic dimensions and indicators related to: • Artificial Intelligence (AI); • Emerging technologies; • Peaceful uses of outer space and geospatial technologies; • Environmental sustainability and green digital transformation; • Digital postal services and postal sector transformation. d. introduce a new architecture defining the goals and targets of the expanded scope in terms of additional Goals, Targets and indicators (in addition to the existing basic scope defined by the existing five-cluster ESCWA conceptual framework for digital development, which stands as the DNA of the whole process). These updates and expansions are based on the updated Guiding Manuals (GM 2.5)/(GM 3.0), as the common methodological framework underpinning the NDDRs, ADDR and ADA processes; and the Digital Development- Measurement and Monitoring Model (DD-MMM 1.5)/(DD-MMM 2.0), as the common framework for measurement, monitoring and assessment of digital development progress. The associated ESCWA newly produced addendums, developed by ESCWA in consultation with member countries and regional stakeholders during 2025-2026, are currently guiding the process of digital development reviews at national and regional levels during 2026-2027 and are considered an integral part of the envisaged ADA2.0. Hence, the work during 2026 along this perspective is specifically planned to result in a provisional version of the proposed new architecture to member countries, namely the “Provisional Proposed Architecture”, regarding the following aspects that will need to be worked on during 2027: the new architecture of the expanded scope and the newly introduced addendums, in terms of Goals, Targets and Indicators; the positioning of the new architecture of the addendums, vis-à-vis the existing architecture of the basic scope. the sustainability of the Digital Development indicators observatories at the national level. the periodicity of the next milestones for monitoring progress. advancing partnerships and alliances between ADA and the partners of various thematic subprogrammes. Hence, work on this perspective during the second half of 2026 is expected to produce around one third of the final version of ADA 2.0 planned for end of 2027. The rest will be during 2027 benefiting from feedback from the Ministerial Council meeting of December 2026/January 2027. Purpose and Objectives of this assignment In summary, the consultancy subject to this assignment aims to support ESCWA and LAS in producing the first version of ADA 2.0, within the following contexts: • The NDDRs 3.0, ADDR 3.0 and ADA 2.0 processes constitute three interlinked components of a single regional policy cycle. o NDDRs 3.0 provides the national evidence base, o ADDR 3.0 provides the regional analytical synthesis, and o ADA 2.0 translates these findings into a regional strategic framework and implementation roadmap for digital development and digital cooperation in the Arab region. • This process is further anchored in United Nations General Assembly resolution 80/173 on the WSIS+20 review, which reaffirms the role of the United Nations regional commissions as regional mechanisms for implementation and follow-up of WSIS outcomes and calls for scaling up policy guidance, technical assistance, capacity-building and partnerships in support of digital development. • ADA 2.0 constitutes the regional strategic policy framework through which Arab countries will operationalize regional commitments related to WSIS+20, the Global Digital Compact, the Pact for the Future, Arab Vision 2045 and the Arab Digital Agenda 2023–2033, while contributing to the implementation of Arab Vision 2045 through digital development, digital cooperation and digital transformation pathways. Aspire Software is looking for a Customer-Technical Support Specialist to join our team in Lebanon.
Role Overview As a Technical Customer Support Specialist, you are often the first person a hotel contacts when something in its property management system is not working—sometimes during check-in and with guests waiting.
You will help customers use our software effectively, answer “how-to” questions, diagnose technical problems, and resolve issues across a broad range of hospitality products and integrations.
This includes explaining workflows, guiding users through configuration and operational tasks, reproducing reported problems, and determining whether an issue is related to data, configuration, permissions, an integration, or a software defect.
You will resolve as much as possible during the initial interaction.
When escalation is required, you will document the issue with enough evidence and context that the next person can continue the investigation without starting over.
Tickets are initially triaged and tagged through AI-assisted workflows.
You will assess that triage, correct it when necessary, review drafted responses, and take over the conversation whenever a customer needs direct assistance from a person.
What You Will Do Work the Shared Support Queue Pull tickets from the team’s shared queue, prioritize your workload based on severity, customer impact, and ticket age, and take ownership of each issue through resolution.
The team works toward shared service and open-ticket goals rather than relying only on individually assigned inboxes.
Support Customers Across Every Channel Provide support through phone, email, and chat.
Adjust your communication style to the situation, whether you are answering a straightforward software question or leading a live troubleshooting call with a hotel experiencing an urgent operational issue.
Answer Product and Workflow Questions Help customers understand how to use the software in their day-to-day hotel operations.
This includes explaining features, walking users through processes, helping with configuration, and identifying when a “how-to” question is actually the result of incorrect setup, missing permissions, or unexpected system behavior.
Work With AI-Assisted Support Tools Review AI-generated classifications and drafted responses before relying on them as our answer.
Correct intent, priority, sentiment, language, and product classifications when necessary, and suppress automated responses when they would be inappropriate, including security, legal, or previously escalated matters.
AI output is a starting point.
You remain accountable for the accuracy of the response and for confirming that the customer’s issue has been resolved.
Diagnose Issues Across Our Product Portfolio Support roommaster Cloud, roommaster Anywhere, our browser-based PMS, Booking Engine and Channel Manager, roommaster Payments, Caretaker/Eventory and many more.
Identifying the correct product, environment, database region, and affected workflow is often the first step in the diagnostic process.
Troubleshoot Integrations Investigate issues involving data moving between connected systems, such as: Availability not reaching an online travel agency Reservations not arriving in the PMS Rates or restrictions not updating Transactions missing from reports Third-party systems returning incomplete or unexpected data Use logs, audit trails, request and response data, and the behavior of both systems to determine where the handoff failed.
Support Card Payments and Terminals Assist with payment-terminal setup and connectivity, batch and settlement questions, refund, duplicate charges, tokenization, and processor-side issues.
Understand what can be addressed within roommaster and when the issue must be escalated to another internal team.
Support Distribution and OTA Connectivity Troubleshoot room and rate mapping, availability and restriction updates, and connections with platforms such as Booking.
com, Expedia, Agoda, and Airbnb.
Recognize the operational impact of distribution issues.
For example, a stalled availability update that could cause a hotel to oversell rooms requires a different response than a routine mapping question.
Maintain Accurate Support Records Ensure each ticket contains the correct: Ticket form and classification Customer organization and contact Product and product-automation fields Priority and severity Problem-versus-question classification Troubleshooting notes and supporting evidence Contacts must be associated with the correct organization, and all required information must be completed before a ticket is resolved.
Reduce Repeat Contact When the same question or issue appears repeatedly, help turn the solution into a reusable macro, internal procedure, Help Center article, training opportunity, or product improvement request.
Helping customers find answers more easily and preventing repeat issues are core parts of the role.
Participate in Our Global Support Schedule Our customers operate across North America, EMEA, and APAC.
Support follows a global, followthe-sun model, and this role participates in a shift rotation that includes weekend coverage.
At least one year of experience in technical support, application support, software support, or a comparable customer-facing technical role A structured diagnostic approach: reproduce the issue, isolate variables, form and test a hypothesis, and escalate with evidence Ability to distinguish among a product question, data issue, configuration problem, permissions issue, integration failure, and software defect Comfort using browser developer tools, including reviewing console errors and inspecting failed network requests Working knowledge of APIs and integrations, including HTTP status codes, request and response payloads, and webhooks Ability to reconstruct events using logs, audit trails, transaction histories, and customer conversations Strong written English and the ability to produce clear, accurate responses suitable for customers, hotel management, processors, vendors, and other stakeholders Clear and confident spoken English, including the ability to lead a live call with a customer experiencing a stressful operational issue Ability to manage and prioritize your workload without needing to be given a daily task list Strong ownership and follow-through, including confirming that the customer’s issue has been resolved Availability to participate in a shift rotation covering a 24/7 support struture Beneficial Experience Hotel front-desk, reservations, accounting, or back-office experience Experience with card payments or payment terminals, including Adyen, or another hotel or retail payment provider Experience with channel managers, booking engines, or OTA extranets Experience with Zendesk or a comparable ticketing platform SQL knowledge or experience building reports from a relational database Basic networking knowledge Ability to use AI-assisted tools effectively while critically evaluating their output for accuracy, relevance, tone, security, and appropriateness Experience supporting SaaS products or connected software platforms Hotel experience is valuable, but it is not required.
We can teach hospitality operations to someone who already has strong technical troubleshooting and customer communication skills.
What We Will Teach You How a Hotel Operates You will learn the daily hotel cycle, from reservations and arrivals through check-in, folio management, and night audit.
You will also learn hospitality terminology such as rate plans, availability and restrictions, no-shows, walk-ins, room moves, and overbooking.
Understanding hotel operations is essential to determining the true urgency and impact of an issue.
Why Certain Issues Are Emergencies A stalled availability update is not simply a data-sync problem—it may place a hotel at immediate risk of selling rooms it does not have.
You will learn which issues create operational or financial risk, how quickly that risk develops, and how to respond appropriately.
Our Products and Environments You will learn how properties are configured across our products, regions, integrations, and database environments, as well as how to identify the systems involved in a reported issue.
Payments from End to End You will learn how payment terminals, tokenization, authorization, batching, settlement, refunds, and payment processors interact—and, importantly, what data and processes Support must never access or modify.
Distribution and Connectivity You will learn how room and rate mapping works, how availability and restriction updates move between systems, and how major OTA extranets behave.
Escalation and Incident Management You will learn our escalation process, severity criteria, duplicate-ticket linking, documentation requirements, and communication expectations during active incidents.
How the Team Works Our Workload Follows Hotel Operations Support volume is heaviest on weekdays and typically peaks on Mondays as issues from the weekend are reported or followed up.
A typical weekday generates approximately 105 support tickets, while a weekend day generally generates 38–40.
These tickets are shared across the team.
AI Assists the Team AI helps classify, route, and prioritize tickets and can draft suggested responses.
Support specialists remain responsible for validating its output, applying judgment, and ensuring that the customer receives an accurate and complete resolution.
We Work as One Support Team The team shares responsibility for the queue and overall customer experience.
Collaboration is expected: team members help one another investigate issues, share product knowledge, and move difficult tickets toward resolution.
Success is not measured by individual ticket volume alone.
Performance Is Balanced Performance is evaluated across several areas, including: Resolution quality and accuracy Responsiveness Customer satisfaction Ticket ownership and follow-through Documentation and ticket hygiene Appropriate prioritization and escalation Contribution to the performance and knowledge of the wider team Ticket volume is considered in context and does not, by itself, determine performance.

Job description

Result of Service
**Final Results of the Service** * Organize and implement a national workshop that forms a key basis for developing the National Guide, during the period from September to October 2026; * Prepare and complete the National Guide by the end of November 2026; * Prepare and provide inputs for a capacity-building program aimed at strengthening institutional and coordination mechanisms necessary for mainstreaming women's needs and priorities into sectoral and local policies and strategies, by the end of December 2026. .
Work Location
Remotely
Expected duration
5 months
Duties and Responsibilities
## Background In order to build fairer and more sustainable societies, it is essential to mainstream women's needs and priorities and empower them in sectoral and local policies and strategies. This ensures that laws are free from discrimination and bias, and that men and women have equal access to positions, services, assets, and information, thereby ensuring the rights of all members of society. Approaches to mainstreaming women's needs and priorities into policies and strategies, as well as in national institutions, have gained significant importance due to the immense changes witnessing in societies, particularly demographic dynamics, escalating economic and social challenges, climate change, and rapid technological advancement. Neglecting the adoption of systematic and deliberate government-led methods to verify the mainstreaming of women's needs and priorities into all policies and strategies and their empowerment exposes women to further marginalization, ignores their capabilities and potential, and misses significant opportunities for their effective contribution to economic and social development. The Government of Iraq has consistently affirmed that sustainable development can only be achieved if all segments of society contribute to it and benefit from its results and gains, especially the most vulnerable groups, primarily Iraqi women, who constitute half the population and play a pivotal role in building families and strengthening society. Based on this, and relying on the principle of citizenship stipulated in the 2005 Constitution of the Republic of Iraq, which guarantees equality between all Iraqi men and women without discrimination, and in accordance with Iraq Vision 2030 and the Sustainable Development Goals, the Ministry of Planning in Iraq, in cooperation with the National Department for Iraqi Women and all relevant stakeholders, is working on preparing a National Guide for mainstreaming women's needs and priorities into sectoral and local policies and strategies, with technical support from ESCWA. This guide is of great importance as it is the first national guide of its kind on mainstreaming women's needs and priorities and empowering them in policies and strategies, as well as in national institutions in Iraq, and it is relied upon to set clear mechanisms and standards for the mainstreaming process in the state's development plans, with the aim of enhancing women's economic, social, and political empowerment. It also holds special importance as it will be considered a reference document for all ministries and national institutions, providing guidance for the design and implementation of development policies, strategies, programs, and projects aimed at empowering women. Thereby, it contributes to advancing social justice by maximizing the effectiveness and impact of public spending programs. This guide specifically aims to: * Provide a unified national framework for the efforts of all national institutions to mainstream women's needs and priorities into development planning; * Ensure the systematic mainstreaming of women's needs and priorities in the design of policies, strategies, programs, and projects; * Enhance women's economic and social empowerment and their contribution to sustainable development; * Improve the efficiency of public resource allocation to achieve more inclusive and equitable development outcomes; * Support the achievement of the Sustainable Development Goals; * Encourage the use of data disaggregated by sex, age, and location in planning and policy-making; * Develop indicators to monitor and evaluate the impact of policies and programs aimed at enhancing social justice. This guide represents an important step in enhancing development planning to ensure women's equal access to positions, services, assets, and information. It provides planning teams and decision-makers in relevant ministries and institutions with a clear roadmap for mainstreaming women's needs and priorities into sustainable development planning. As a reference document, it is based on constitutional and legal frameworks and national strategies, translating them into practical and applicable mechanisms across all sectors. ## Objective and Methodology In this context, ESCWA seeks to contract an international consultant to support the implementation of this initiative in its four components, which are organizing a first national workshop, developing a national guide, designing and implementing a national capacity-building program, and organizing a final national workshop to disseminate the guidance document among ministries and relevant national stakeholders. ## Tasks and Responsibilities The consultant will be responsible for the following tasks: * Review relevant documents to understand the Ministry's mandate, its mode of operation, and the nature of its outputs; and rely on inputs provided by the national consultant provided by UN Women to review relevant national policies, strategies, and programs; * Assist in preparing and participating in a national workshop, which aims to develop a shared understanding among all stakeholders of the challenges the initiative seeks to address, the available potentials and resources that can be mobilized, and the coordination mechanisms necessary to advance social justice in sectoral and local policies and strategies; * Prepare a draft national guide that serves as a basis for a unified knowledge framework to support comprehensive, evidence-based development planning, and verify its validity in cooperation with the relevant teams from ESCWA, UN Women, and the Ministry of Planning in Iraq; * Prepare the final version of the guide based on the outcomes of the national workshop, and including feedback received from the working team; * Provide inputs for the design and implementation of a national capacity-building program aimed at strengthening the institutional and coordination mechanisms necessary to activate the mainstreaming of women's needs and priorities into sectoral and local policies and strategies. This contract is part of a joint initiative between ESCWA and UN Women, prepared and agreed upon in cooperation with the Ministry of Planning and the National Department for Iraqi Women, consisting of four interrelated components: (1) holding a national workshop with the aim of building a shared understanding among stakeholders regarding challenges, existing capacities, and coordination requirements; (2) preparing the National Guide; (3) developing a national capacity-building program and establishing an institutional mechanism for follow-up; and (4) holding a final national workshop to disseminate the guidance document among ministries and relevant national stakeholders. Within the framework of this joint initiative, and in accordance with what has been agreed upon between ESCWA, UN Women, the Ministry of Planning, and the National Department for Iraqi Women, ESCWA will undertake the contracting of an international consultant to handle the process of developing the conceptual and methodological framework for the guide and supporting capacity development, while UN Women will undertake the contracting of the national consultant included in these terms of reference to lead the process of preparing the evidence base for the Iraqi context and the national content of the guide, in addition to handling the process of engaging stakeholders and daily coordination with relevant national entities. The national and international consultants will work as a technical team, based on a general structure to be jointly agreed upon by ESCWA, UN Women, and the Ministry of Planning, and in line with the priorities determined by the National Department for Iraqi Women.
