Result of Service<br>The total number of pages of the report prepared should be at least 30 pages, in Arabic language; • A 2 to 4-page executive summary of the report; and • A PowerPoint presentation on the prepared report. It should include a table of contents to be automatically updated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email of the designated focal point. Attention is kindly drawn to the need to ensure that the final draft of the outputs be thoroughly reviewed prior to submission and to indicate the sources of tables and diagrams. Access to technology, and its effective integration into economic processes, significantly determines the competitive positioning of key stakeholders, including innovators, producers, researchers, government institutions, and financial actors. The establishment of a National Technology Transfer Office (NTTO) can play a pivotal role in integrating the capacities of innovators, investors, entrepreneurs, and researchers who are developing technological solutions addressing sustainability challenges and strategic national priorities. An NTTO can provide a comprehensive range of services, including policy advisory support to government ministries, identification and valorisation of intellectual property (IP) generated through research, and close engagement with researchers to highlight the economic potential of their work. It can also support patent drafting and protection, technology valuation, and offer a suite of services related to commercialization and industrial consultancy. Furthermore, an NTTO should actively facilitate linkages between national capabilities and multinational corporations seeking local partnerships for joint development and production. Institutions coordinating NTTO activities are expected to mobilize their own resources for the establishment and initial operation of these units. Recently, the Ministry of Telecommunications and Digital Economy (MTDE) in Palestine requested technical assistance from ESCWA to assess and develop a roadmap for establishing an NTTO in Palestine. In the context of strengthening the national innovation system (NIS)—and the technology transfer system in particular—this report aims to identify gaps in the existing legal and regulatory frameworks, government policies, and institutional capacities, including those within universities, that may impede the development of an effective technology transfer ecosystem. Key policy areas such as research and development (R&D) incentives, intellectual property protection, and innovation-related regulations have a direct impact on the performance of the NIS. Accordingly, this report provides a detailed assessment of these factors and proposes a practical roadmap for the establishment of an NTTO in Palestine. The report will also offer recommendations on addressing legislative and policy gaps to support the effective establishment and operation of the NTTO. In addition, it will outline the proposed structure, functions, and operational model of the NTTO, drawing on international best practices, regional experiences, stakeholder consultations, and previous ESCWA work. These Terms of Reference are developed to guide the preparation of the report titled: “Establishing an Effective System of Technology Transfer in Palestine: Current Status, Structure, Operations, and Roadmap.” The provision of this advisory service constitutes the core objective of these Terms of Reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report’s outline. The proposed draft version should include the following sections: • Existing legal and regulatory framework and policies related to innovation and technology transfer; • Review the relevant national and institutional existent legal framework and policies relevant to the process of innovation and technology transfer systems; • Review international and regional best practices in developing NTTOs to benchmark Palestine with the regional and international best practices. • Examining the situation in other countries in the Arab region that have already established NTTO, and get knowledge about their legal and regulatory system as well as their STI related policies and that support the establishment of NTTO; • Identification of gaps in laws, regulations and policies to allow for a more effective enabling environment for innovation and technology transfer. This would include brief analysis of the current situation with regard to innovation and technology transfer involvement in the economy of the country based on the national STI landscape mapping from previous report; • Suggestion of the needed office structure, its main functions and expected role of the relevant stakeholders (governance) based on best international and regional practices. This would include exploring planned policies with the representatives of governmental, nongovernmental, and other public interest groups to evaluate the present and planned legislative system which will affect the technology transfer network in the future and its strategies; • Finally, the consultant will suggest an actionable roadmap that includes the structure of the national technology transfer office (NTTO), its sustainability, and related liaison network by describing the main NTTO functions and activities, based on best international and regional practices, previous ESCWA outputs and taking into account national specificities. The report needs to clarify the relation of the NTTO role within the national technology transfer system in Palestine. • The consultant will present the report findings in a related national workshop, then update the report based on the collected comments and feedback. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. Writing should use gender-sensitive language.<br> Qualifications/special skills<br>A Master's degree in law, or technology field is required. A Ph.D. is an advantage. The workshop provided a platform to identify systemic challenges and capacity needs, with a focus on data systems, institutional practices, digital infrastructure, and institutional frameworks that are essential for effective oversight. Discussions examined the availability and quality of fiscal and socio-economic data required for informed decision-making and equitable revenue-sharing arrangements, and initiated a technical dialogue on transparent, evidence-based revenue-sharing framework informed by international experience, while respecting Iraq’s context. The workshop also explored potential benchmarks and indicators that may guide the evaluation of fiscal performance, efficiency, and equity across governorates. Within this evolving policy landscape, cash assistance programmes and care services constitute two critical but complementary pillars of social protection for older persons. While cash transfers provide essential income security, their effectiveness depends on the availability, accessibility and quality of healthcare, long-term care and social services that enable older persons to maintain their dignity, independence and quality of life. Yet, evidence remains limited regarding the extent to which existing programmes effectively respond to the multidimensional needs of older persons, the adequacy of benefits and services, institutional coordination, and the overall impact of social protection interventions on their well-being. Against this backdrop, ESCWA is hiring a consultant to prepare a study to assess the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services for older persons in Palestine -including the West Bank and Gaza. <br>Key Responsibilities Includes:

<br>Ensure compliance with Mandatory Security Principles (MSP)
<br>Managing area of responsibility, including providing support
<br>Effectively setting out goals and objectives for the team (Cash Operations Manager/ CIT Crew Commanders-Drivers-Armed Custodians)
<br>Driving CIT Staff engagement by personal interaction to develop and coach them in their duties and responsibilities
<br>Managing contractual budgets in line with financial targets
<br>Ensuring all aspects of the required security services are being delivered to the customers’ satisfaction and in accordance with the contract
<br>Ensuring contract required training and screening / vetting has been completed for all security staff
<br>Developing professional customer relationships, responding appropriately to customer requests and concerns
<br>Completing risk assessments and site evaluations as well as completing monthly performance reports and billing schedules
<br>Ensure robust security and surveillance systems are in place for branch and all vehicle access to internal cash storage
<br>Support the Security and Quality Control Manager in the delivery of systematic operational risk frameworks to reduce the levels of risk and losses to the business
<br>Ensure Vault and cash processing compliance with GRID approved operating limits
<br>Ensure crew report suspicious incidents and fully understand and utilise all available resources
<br>Managing all keys (branch/vehicles daily use/vehicles spare keys/audit trail keys) under dual control
<br>Conduct regular inspections (daily/weekly/monthly/quarterly) on branch and vehicles
<br>The outcome of such inspections to be communicated in writing to the MD and Security and quality control manager if need be
<br>Continuous updates and reporting to the AU Head of Cash Security and Cash Reconciliation

<h4>Essential duties and responsibilities</h4>
<p><strong>Strategic execution:</strong> Communicate and execute company strategic goals and objectives.</p>
<p><strong>Technical & operational leadership:</strong> Provide technical and operational leadership across engineering, production, quality, and business development. Act as the primary technical authority for the company's thermal spray applications and component dimensional restoration, ensuring all work is technically sound, properly planned, and executed efficiently in accordance with company standards and customer requirements.</p>
<p><strong>Project & group coordination:</strong> Coordinate and direct projects, plan technical activities, and ensure successful execution of work and programs. Engage with other IBC Group technical and support staff as needed.</p>
<p><strong>Commercial & RFQ evaluation:</strong> Review incoming work including RFQs, contract requirements, and customer requests to ensure proper technical fit, scope, accurate industrial job costing/pricing for variable repair geometries, and scheduling before acceptance. Manage customer portals and interact directly with customers as needed.</p>
<p><strong>Relationship management:</strong> Interact and build ongoing relationships with company, IBC Group customers, sponsors, and community partners.</p>
<p><strong>Production alignment:</strong> Participate in production and planning meetings to communicate priorities, schedules, and expectations, ensuring alignment between technical requirements and daily operations.</p>
<p><strong>Financial accountability:</strong> Monitor financial performance including P&L, job profitability, backlog, and pipeline to ensure the business operates in a highly profitable, sustainable, and commercially independent manner.</p>
<p><strong>Budgeting & planning:</strong> Assist in preparing budgets, forecasts, bids, contracts, and proposals, and make recommendations regarding staffing, equipment, and operational needs based on business conditions.</p>
<p><strong>CapEx ownership:</strong> Recommend and support procurement of capital equipment and technical resources, subject to company approval authority, budget limits, and applicable purchasing policies.</p>
<p><strong>Technical & methodological oversight:</strong> Review technical work, reports, and methodologies to ensure accuracy, compliance, and sound engineering practices. Provide technical guidance on production, engineering, and R&D activities as required.</p>
<p><strong>Knowledge codification & SOPs:</strong> Lead the extraction and transition of historical technical knowledge into codified manufacturing routes, job routers, and robust standard operating procedures (SOPs) to ensure repeatable shop-floor quality.</p>
<p><strong>Subsurface & finishing operations:</strong> Oversee associated mechanical manufacturing and finishing operations critical to component repair, including pre-machining inspection, chemical stripping, masking, grit blasting, and precision post-coat grinding/machining to tight dimensional blueprint tolerances.</p>
<p><strong>Team development:</strong> Assist in hiring, training, mentoring, timecard oversight, performance reviews, and corrective actions of team members, helping to ensure personnel follow procedures, policies, and performance expectations.</p>
<p><strong>Executive reporting:</strong> Meet regularly with executive management to review performance, current contracts, risks, and future opportunities.</p>
<p><strong>Administration & recordkeeping:</strong> Perform administrative duties as required, including approving expenditures, reviewing reports, monitoring project activity, and ensuring proper documentation and recordkeeping.</p>
<p><strong>Quality & compliance audits:</strong> Follow and enforce all applicable ISO9001, AS9100, internal quality policies, OSHA safety regulations, and company safety policies. Ensure the facility and production team operate in constant compliance and are prepared for customer-specific or industry-specific technical audits.</p>
<p><strong>Leadership support:</strong> Complete additional tasks or projects as assigned by company leadership.</p>
<h4>Job requirements</h4>
<p><strong>Citizenship status:</strong> Must be legally authorized to work in the United States without employer sponsorship. Due to potential access to export-controlled technical data, candidate must qualify as a “U.S. person” as defined under applicable export control laws, including ITAR/EAR, or otherwise be authorized to access such data under applicable law.</p>
<p><strong>Education:</strong> Must have a bachelor's degree in materials science, metallurgy, mechanical engineering, mechanical engineering technology, or industrial engineering.</p>
<p><strong>Thermal spray expertise:</strong> Minimum 5–10 years of hands-on or supervisory experience specifically within thermal spray coating technologies (including HVOF, plasma spray, flame spray, and arc spray) and industrial component salvage/repair operations is highly desirable.</p>
<p><strong>Operations experience:</strong> Must have 5–10 years of relevant operations management experience, preferably overseeing an autonomous business unit or standalone profit center. Experience with thermal spray and manual machining in a production environment is a plus.</p>
<p><strong>Project management:</strong> Must have a minimum of 5–10 years of direct project management experience.</p>
<p><strong>Leadership & communication:</strong> Must have demonstrated leadership experience and excellent communication skills.</p>
<p><strong>Analytical capabilities:</strong> Must be detail-oriented to understand complex systems, as well as capable of utilizing advanced mathematics for process and coating parameter development.</p>
<p><strong>CAD competency:</strong> Solidworks or equivalent 3-D modeling software experience is required.</p>
<p><strong>Software proficiency:</strong> Must have a strong knowledge of the Microsoft Suite of products (Office, Access, Word, Excel, Outlook, etc.).</p>
<p><strong>Reporting:</strong> Must have the proven ability to write professional-level, highly technical reports.</p>
<p><strong>Advanced work:</strong> Previous experience in industrial R&D and/or government contract work is a plus.</p>
<p><strong>Machining & metrology knowledge:</strong> Demonstrated familiarity with precision conventional/CNC machining, industrial metrology instruments, and cylindrical/surface grinding techniques required to finish hard thermal spray surfaces.</p>
<p><strong>Regulated data handling:</strong> Familiarity with ITAR/EAR compliance protocols and the secure management of controlled technical data packages.</p>
