<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The post is located at the Programme Office in Lebanon, in Beirut under the UNODC Regional Office for the Middle East and North Africa (ROMENA). Within delegated authority, the Programme Officer (Head of Programme Office in Lebanon will be responsible for overseeing the overall implementation of UNODC Programmes and activities in Lebanon. The incumbent will also act as the Head of the UNODC Programme Office in Lebanon and represent UNODC vis-a-vis the Government of Lebanon and the international community in Lebanon. The Programme Coordinator works under the overall guidance of the Regional Representative for the Middle East and North Africa (ROMENA), and under the direct supervision of the Deputy Regional Representative. S/he will be responsible for the following specific tasks:</p><ul><li>Ensure the strategic direction and management of the programme for Lebanon and contribute to expand and raise resources for the Lebanon Programme across UNODC mandates with financial support from governments, international organizations, member states and private sector.</li><li>Under the leadership of the respective Regional Representative and Deputy Representative, act as Head of Office representing UNODC vis- -vis the national counterparts, the UN, the international community and other partners working towards national, regional and inter-regional long-term capacity-building in UNODC mandates and in particular in drug control and crime prevention, in order to promote adherence to and ensure consistency with the terms of the United Nations conventions, drug control treaties, the Conventions against Transnational Organized Crime (UNTOC), Corruption (UNCAC) and cybercrime, the international instruments to counter terrorism and the UN standards and norms in criminal justice and crime prevention.</li><li>Translate programmatic objectives produced by ROMENA in efficient and viable technical assistance and policy development work for Lebanon and support ROMENA in the establishment of the strategic direction and expansion of cooperation in the context of the UNODC Regional Programme for the Arab States.</li><li>Contribute towards UN-wide strategic planning and cooperation in Lebanon and advocate for drugs/crime related issues to be embedded in key UN programmatic instruments such as the United Nations Common Country Analysis; Sustainable Development Cooperation Framework; and contribute to the Efficiency Roadmap goals (i.e. Business Operations Strategy annual review; Common Back Offices/Local Shared Service Centres; Common Premises) as well as UN common goals such as women empowerment, gender equality.</li><li>Coordinate and liaise with UNODC field offices and global programs, as well as relevant units at UNODC Headquarters (HQ), the authorities of the host country, and other relevant international and regional actors to facilitate project implementation and create synergies in this regard.</li></ul><p>Advocacy</p><ul><li>Establish close partnership with the national counterparts in Lebanon, manage and coordinate communications with governments, other UN agencies, international organizations, and diplomatic missions on drug control, crime prevention and criminal justice policy issues and the broader UNODC mandate.</li></ul><p>Programme Implementation</p><ul><li>Coordinate, oversee, and monitor the planning the budgeting and the implementation of the UNODC portfolio in Lebanon, including but not limited to drug control; countering human trafficking/smuggling of migrant; countering corruption; prison reform; juvenile justice; countering maritime crime and border management.</li><li>Lead and manage the implementation of the crime prevention and criminal justice programme in Lebanon, ensuring effective human rights and gender mainstreaming across all interventions, and maintaining oversight of programme delivery, budgets, expenditures, and partnerships with national counterparts and donors.</li><li>Monitor and analyze programme and project development and implementation; identify risks challenges to be addressed and propose corrective actions.</li><li>Identify and assess technical assistance strategies of donors active in criminal justice and crime prevention.</li><li>Design coordinate and support training and capacity-building activities for criminal justice actors, including the development of technical materials and the delivery of interregional, regional, and national training activities.</li><li>Ensure effective financial management, fund monitoring, and compliance with reporting requirement of the projects in Lebanon meeting related reporting obligations and coordinate timely projects reviews and revisions as required.</li><li>Engage with funding partners at national and international level to expand and raise resources for the crime prevention, criminal justice portfolio.</li><li>Collect and analyze data to identify trends and patterns. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Social Development Officer Ministry of Social Affairs Background In the context of prolonged displacement, economic crises, and increasing social vulnerabilities, MOSA seeks to recruit a development expert to support the implementation and coordination of social development interventions under the social welfare component of the National Social Protection Strategy, and the local development component of MoSA 2PHONE_NUMBER Strategy, particularly those delivered through Social Development Centers (SDCs). In this process, the role aims to bridge humanitarian, development and peace programming within MOSA and support the development and implementation of the MoSA Social Development Centers Strategy. The role will work closely with government counterparts, UN agencies, and civil society, to promote inclusive, holistic and conflict sensitive interventions that address vulnerabilities and strengthen community resilience. The position will also support the alignment of relevant humanitarian and development interventions with MoSA s SDC platform, including the gradual integration or linkage of selected partner-supported activities, tools and referral pathways into SDCs where appropriate, in line with national policies, institutional sustainability, protection principles and MoSA priorities.</p><p>Roles and Responsibilities</p><p>Support the development and operationalization of the SDC Strategy</p><p>Support MoSA in finalizing, refining and operationalizing the Social Development Centers Strategy, ensuring alignment with the MoSA 2PHONE_NUMBER Strategy and the National Social Protection Strategy. The SFSO ensures UNRWA's Security and Risk Management system is context specific and tailored to the needs of frontline personnel. S/he supports the identification, implementation of security and risk management best practices and other Standard Operation Procedures across the Field. The SFSO ensures UNRWA's participation in the UN Security Management System (UNSMS) and supports UNRWA's compliance with security requirements, as appropriate. The SFSO also maintains close cooperation with UN Department of Safety and Security (UNDSS), Agency Funds and Programmes Security Officer(s), as well as with the Host Government security agencies, local community, and beneficiaries. UNRWA Security Plan, Security Risk Management processes and UNSMS Security Risk Management (SRM) Measures:</p><p>2.1.Plans and oversees Security Risk Management process for all offices and maintains guidance such as security, contingency, emergency and evacuation plans as required;</p><p>2.2.Supports and supervises the implementation and adherence to the Area Security Plan and coordinates capacity building efforts for relevant frontline staff with the support of the available security resources on the ground;</p><p>2.3.Is responsible for developing and updating the Field specific security contingency plans in accordance with the United Nations Security Policy Manual that governs Internationally recruited staff and UNRWA risk management system for Area staff; coordinates and organizes emergency medical evacuation and convoy security procedures;</p><p>2.4.Ensures and manages that all new International and Area staff personnel receive briefings upon arrival, local security training as necessitated by changes in security environment, and are kept informed of matters affecting their security;</p><p>2.5.Ensures implementation of the frontline staff capacity-building plan, including SSAFE training programme for frontline staff, as required, and professional work-place risk trainings;</p><p>2.6.Manages the staff warden/ information systems as required;</p><p>2.7.Ensures that UNRWA Field Office procedures conform to the UNSMS and UNRWA policy and standards as appropriate, and that UNRWA personnel is included in the Security Plan comprising International staff with eligible dependents and the Area staff;</p><p>2.8.Ensures that appropriate staff tracking procedures are in place for all UNRWA staff travel; ensures compliance of International staff with Travel Request Information Process (TRIP) including the security clearance process;</p><p>2.9.Oversees staff's adherence and compliance to various (UNDSS and UNRWA specific) security plans and advisories, such as warden systems, and Residential Security Measures (RSM);</p><p>2.10.Assists the Field Director in assessing and implementing security risk management measures with a view towards SRM compliance for all aspects of UNRWA operations, including staff and supports the development and implementation of operational procedures and standards with regard to contextual, programmatic and professional work-place risk categories for frontline Area staff based on best practices in the Field; in LFO, chairs the Field Office advisory sub-committee on Security and Risk Management and make recommendations to the Field Director.</p><p>Functional</p><p>i. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport, or a national identity number is required. Progressively responsible practical experience at the Field/country level in moderate to high-risk security environments within UNSMS, IO security management, INGO Security Management is required. Indicate your current involvement in any outside activities, as it is required. Including but not limited to employment, independent contractor/freelance consultant, board member (corporate, academic, etc), expert group, lobby, public speaking/writing (article, book, blog, social media etc), teaching, conferences, training, press statement, voluntary work, political activity, fundraising/donation for non- UNRWA entity, running for public office, role in political party or orgs, owning business, work for gov./NGO/private company/charity, UNRWA partner/vendor, full/part-time, paid or not. A "yes" answer doesn't necessarily lead to exclusion from future work at UNRWA, yet misrepresentation in providing accurate/complete info can lead to disqualification/termination of appointment, if hired.</p><p>Additional technical certification in relation to security and risk management such as security management, community security, civilian-military coordination, human rights & protection, counterterrorism, intelligence management, hostage management, operational planning and investigation, crisis management and emergency or disaster planning is desirable. Demonstrated understanding of security related analytical processes is desirable. Additional management, programme and project management qualifications is desirable. Knowledge of UN field security operations/ UN Field Security Officer/Adviser experience, UN policies, procedures and operations relating to security, humanitarian operations, humanitarian, human rights, and/or international refugee law is desirable. In possession of UN Security Certification Programme (SCP) certificate is desirable. Experience working in conflict settings and in high-risk environment is desirable.</p><p></p></section>
