Greater access to these resources and markets can expand productive capacity, improve resource allocation, facilitate investment and technology diffusion, and support diversification, productivity and economic resilience. However, macroeconomic instability, fragmented markets, weak productive capabilities, conflict and geopolitical uncertainty can limit these opportunities. Appropriate macroeconomic, trade, investment, industrial, financial and institutional policies are therefore critical for translating regional economic integration into sustainable economic transformation and shared prosperity. To address this gap, ESCWA proposes an analytical paper on Macroeconomic Performance and Policy Frameworks in the Arab Region. The paper will examine how access to markets and productive resources interacts with macroeconomic and structural conditions across Arab countries and identify policy priorities for strengthening productivity, diversification, resilience and sustainable economic transformation. Duties and Responsibilities The objective of the consultancy is to prepare an analytical paper on Macroeconomic Performance and Policy Frameworks in the Arab Region. The paper will assess the relationships between access to markets and productive resources and key macroeconomic and structural outcomes, identify factors that constrain these relationships, and develop a policy framework for strengthening economic performance across the Arab region. Under the overall guidance of ESCWA, the consultant will undertake the following tasks: • Develop a conceptual and methodological framework examining how access to markets, capital, labour, energy, technology and knowledge can influence macroeconomic and structural performance across Arab countries. • Examine datasets, identify trends, and undertake an empirical assessment of their relationship with productivity, investment, diversification, private-sector development, employment, incomes, resilience and economic convergence in the Arab region. • Assess principal macroecnomic and structural constraints, including macroeconomic instability, debt and fiscal vulnerabilities, fragmented markets, weak productive capabilities, institutional differences, conflict and geopolitical uncertainty. • Develop a policy framework covering relevant macroeconomic, trade, investment, industrial, financial, labour, technological and institutional policies to support productivity, economic transformation and resilience. • Prepare and finalize the analytical paper, incorporating quantitative evidence, regional and international experiences, policy recommendations and comments received from ESCWA..<br> Qualifications/special skills<br>A PhD in economics or related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 15 years of professional work experience in the field of research on regional development issues is required. Publications on macroeconomic issues of Arab region in peer reviewed journals or reputed international publications in this field is required. Undertaking high-level initiatives from international organizations is desirable. Demonstration of quantitative analysis and interpretation is desirable.<br> Languages<br>English and French are the working languages of the United Nations Secretariate; and Arabic is a working language of UNESCWA. <br>Bachelor's degree in Architecture from a recognized university.
<br>10–15 years of professional experience, with significant experience in fit-out, interior, commercial, residential, hospitality, or similar construction projects.
<br>Proven experience working in a construction/contracting company and managing architectural works on site.
<br>Strong knowledge of construction methods, architectural finishes, and fit-out execution.
<br>Strong ability to read and interpret architectural, structural, MEP, and shop drawings.
<br>Experience in coordinating subcontractors and multiple project disciplines.
<br>Experience in project handover, snagging, and defect management.
<br>Strong knowledge of construction specifications, materials, and quality requirements.
<br>Experience with AutoCAD is required; knowledge of Revit and/or other BIM software is an advantage.

Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. The role requires strong technical expertise in MEP systems, commercial awareness, and the ability to manage estimation teams and tender deadlines.</p><p>Key Responsibilities</p><ul><li>Lead MEP estimation and tendering activities, ensuring accurate and timely submissions.</li><li>Review drawings, specifications, BOQs, and tender conditions to establish project scope and identify missing information.</li><li>Prepare and verify quantity take-offs for mechanical, electrical, and plumbing works.</li><li>Develop detailed estimates covering materials, labor, equipment, subcontractors, preliminaries, and other project costs.</li><li>Coordinate with suppliers and subcontractors to obtain competitive quotations and confirm compliance with technical specifications.</li><li>Evaluate quotations, prepare comparison sheets, and identify scope gaps, exclusions, and pricing discrepancies.</li><li>Assess installation methods, productivity assumptions, site conditions, and project schedules when developing estimates.</li><li>Identify tender risks and propose appropriate allowances, qualifications, and clarifications.</li><li>Work with engineering and procurement teams to identify value engineering opportunities that meet project requirements.</li><li>Guide and review the work of estimators to maintain consistent estimation standards.</li><li>Prepare tender summaries and pricing recommendations for management review and approval.</li><li>Maintain updated cost databases, supplier rates, and historical project benchmarks.</li><li>Support tender clarification meetings, negotiations, and post-tender revisions.</li><li>Coordinate the handover of awarded tender budgets, pricing assumptions, and scope details to project execution teams.</li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li>Master s degree in Mechanical or Electrical Engineering.</li><li>10 15 years of relevant experience in cost estimation and tendering within the construction industry.</li><li>Extensive experience in MEP contracting estimation, including the preparation of comprehensive MEP bids.</li><li>Strong knowledge of mechanical, electrical, and plumbing systems, materials, installation methods, and construction techniques.</li><li>Proficiency in AutoCAD, Microsoft Excel, Candy, or similar estimation and quantity take-off software.</li><li>Ability to interpret engineering drawings, technical specifications, BOQs, and tender documents.</li><li>Strong understanding of cost build-ups, labor productivity, supplier pricing, and subcontractor quotation analysis.</li><li>Experience coordinating estimation teams and managing multiple tender submissions.</li><li>Strong analytical, negotiation, communication, and organizational skills.</li><li>High attention to detail and the ability to deliver accurate estimates within tight deadlines.</li></ul>
