Lebanon continues to face a protracted economic and financial crisis, which has been compounded by the aftershocks of conflict in late 2024, further undermining the food security of Lebanese residents and refugee populations. While hyperinflation has softened from its previous peaks, persistently high food prices remain a primary driver of food insecurity. As of September 2025, the year-on-year food inflation rate stood at 23.9%. Along with inflation, currency depreciation, income losses, damaged infrastructure, and significant cuts to humanitarian food assistance continue to negatively impact the capacity of different population groups to access food. According to the latest Integrated Phase Classification (IPC) analysis, it was projected that between July and October 2025, about 1.24 million people (including Lebanese, Syrian refugees, and Palestine refugees) would face acute food insecurity and be classified in IPC Phase 3 or above (Crisis or worse). This corresponds to 23% of the analyzed population, an increase from the 19% recorded in the October 2023 March 2024 period. This crisis has disproportionately affected the agricultural sector, exposing a systemic vulnerability: Lebanon's critical over-reliance on expensive, imported agricultural inputs, especially wheat seeds. This import dependency strains national food security, reduces farmer resilience, and hinders access to locally adapted, high-yield seed varieties. The Lebanese Agricultural Research Institute (LARI), the public institution mandated to produce certified seeds, is a critical national asset for food sovereignty. However, its national seed program has stalled due to a lack of public financing, creating a critical gap in the domestic food system. Within the framework of the Food Security Project, UNDP aims to strengthen the institutional capacity of the Lebanese Agricultural Research Institute (LARI) to enhance its operational efficiency, management systems, and service delivery. Under the overall guidance and direct supervision of the Project Manager (Food Security), the Agricultural consultant, will be primarily responsible for planning, implementing, monitoring, supervising and coordinating field level activities related to the multiplication of certified wheat. The TFA is also expected to establish strong coordination mechanisms as well as linkages between stakeholders and beneficiaries to ensure that program activities and projects are implemented successfully. Scope of work, responsibilities and description of the proposed analytical work Under the direct supervision of the Project Manager (Food Security), the national consultant will perform the following functions: • In close coordination with the designated LARI centers' directors and contractors, oversee the procurement and distribution of the specific equipment and machinery needed for the proper implementation of the seed multiplication program; • Follow-up with key stakeholders and contractors on all activities related to the rehabilitation of LARI s infrastructure including but not limited to irrigation systems, solar energy component, lab equipment provision, greenhouses rehabilitation, silosconstruction, etc...). • Monitor and coordinate with key stakeholders and partners the initiation of all activities related to the consecutive growing seasons (such as land plowing and reclamation, sowing of seeds, irrigation, regular cultural activities, etc.) in a timely manner; • Maintain close coordination with implementing partners for all activities supporting MSMEs, cooperatives, start-ups, and farmers; • Provide assistance contractor working on the value chain assessment. • Support and monitor grant and in-kind assistance to various beneficiaries; • Conduct regular field visits to assess and monitor the progress of wheat production at different LARI centers and specialized farmers level to provide technical assistance on good agricultural practices, as well as on risk mitigation and overcoming any challenges they might face during the production seasons; • Support the development and maintenance of collaborative relations with all relevant partners such as the Ministry of Agriculture (MoA) and the Food and Agriculture Organization (FAO), among others; • Submit regular reports on the progress achieved in the implementation of various activities in a timely manner; • Actively participate in all meetings, workshops, conferences related to the project; • Support M&E requirements, by keeping accurate records and archives of all projects/activities, including financial records, data, photos, reports, correspondence and minutes with respective partners. Expected Outputs and Deliverables The Consultant shall submit a monthly technical progress report summarizing all activities under the TOR undertaking during the reporting period, noting that the total duration should not exceed 3 months (number of working days should not exceed 18 working days per month). The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. Digitally driven measures—such as smart logistics and improved asset utilization—could limit road freight CO₂ emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage — a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya’s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world — publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya’s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. ESCWA therefore seeks to engage an entry-level Research Assistant to provide research, data-collection, documentation, and organizational support to activities related to competition policy, consumer protection, business regulation, and the wider work of the section.</p><p><strong>Duties and Responsibilities</strong></p><p>The Individual Contractor Research Assistant is expected to perform the following tasks:</p><ul><li>Research, extract, consolidate, and organize quantitative and qualitative information from relevant national, regional, and international sources using appropriate research tools and software.</li><li>Assist in reviewing and validating collected data and information for accuracy, completeness, clarity, and consistency, and flag any discrepancies for follow-up by the project team.</li><li>Maintain and update relevant computerized databases, research files, and reference materials to ensure data integrity, accessibility, and proper documentation.</li><li>Support the review and updating of legislative, regulatory, and institutional information available through the Arab Legislation Portal, including the organization and verification of relevant source materials.</li><li>Prepare reports, presentations, tables, graphs, charts, and other visual materials to present research findings and provide clear information to the Project Manager and project team.</li><li>Gather and summarize information from national databases, official websites, libraries, online platforms, ESCWA repositories, and other reliable sources to support ongoing research and project activities.</li><li>Prepare abstracts, summary briefs, background notes, bibliographic descriptions, country information, and supporting materials for inclusion in ESCWA documents, reports, presentations, and publications.</li><li>Contribute to the preparation of research and analytical materials related to competition policy, consumer protection, market functioning and other projects undertaken by the Economic Governance and Planning Section.</li><li>Support the preparation and organization of the Arab Competition Forum and the consumer protection webinar, including background research, participant materials, meeting documentation, and summaries of discussions.</li><li>Coordinate with team members and relevant counterparts, support internal meetings and consultations by preparing materials and taking notes, and perform other related tasks required for the timely implementation of assigned projects.</li></ul><p><strong>Desired Candidate Profile</strong></p>A Bachelor's degree in Economics, Business, or a related area is required.
