Freshwater scarcity is aggravated by several factors, including dependency on transboundary water resources, pollution, climate change, non-revenue water losses, inefficient use, increasing demand, insufficient investment, and damage to infrastructure due to conflict. Water scarcity is a significant challenge for sustainable development, as it directly affects the ability to ensure access to water and sanitation for all, while also having important implications for energy and food security, economic development, as well as urban and rural livelihoods. Water security challenges caused by water scarcity also require national and regional security considerations and transboundary water cooperation to achieve global goals. Sustainable groundwater management in the Arab region is central to water security. Groundwater accounts for half of the freshwater needs in Arab States, be it for agriculture, industry, energy or domestic use. The reliance on groundwater is increasing as surface waters become more scarce, polluted and costly to capture in face of climate change impacts and increasing demand. Although groundwater resources in the Arab region are critical for water security, relevant data and information remains limited and inaccessible. ESCWA established the Arab Groundwater Knowledge Platform as a regional knowledge hub to avail geospatial resources and information regarding this critical resource. Lebanon similarly is becoming more and more reliant on groundwater resources with some aquifers already being depleted by over pumping by private wells or being affected by seawater intrusion. Data on groundwater is either unavailable or inaccessible or greatly dispersed across several private and public entities. The Ministry of Energy and Water, the main custodian for groundwater, has a great need to update its groundwater database and develop geospatial analytical capacities of staff to better monitor groundwater resources, support groundwater wells licensing and inform management of the resources. The consultant is intended to support ongoing work to utilize geospatial information system (GIS) technologies for the review, digitization, classification and analysis of maps related to groundwater resources to facilitate analysis for informed decision-making. <p>Duties and Responsibilities GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals . In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission s Open Source Software Strategy promotes a Think Open approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations . France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interminist riel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration . Within the Arab region, Saudi Arabia s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development.</p><p><strong>Desired Candidate Profile</strong></p><p>A Master's degree in digital technologies, software engineering or a related field is required; a Ph.D. is desirable. Access to technology, and its effective integration into economic processes, significantly determines the competitive positioning of key stakeholders, including innovators, producers, researchers, government institutions, and financial actors. The establishment of a National Technology Transfer Office (NTTO) can play a pivotal role in integrating the capacities of innovators, investors, entrepreneurs, and researchers who are developing technological solutions addressing sustainability challenges and strategic national priorities. An NTTO can provide a comprehensive range of services, including policy advisory support to government ministries, identification and valorisation of intellectual property (IP) generated through research, and close engagement with researchers to highlight the economic potential of their work. It can also support patent drafting and protection, technology valuation, and offer a suite of services related to commercialization and industrial consultancy. Furthermore, an NTTO should actively facilitate linkages between national capabilities and multinational corporations seeking local partnerships for joint development and production. Institutions coordinating NTTO activities are expected to mobilize their own resources for the establishment and initial operation of these units. Recently, the Ministry of Telecommunications and Digital Economy (MTDE) in Palestine requested technical assistance from ESCWA to assess and develop a roadmap for establishing an NTTO in Palestine. In the context of strengthening the national innovation system (NIS)—and the technology transfer system in particular—this report aims to identify gaps in the existing legal and regulatory frameworks, government policies, and institutional capacities, including those within universities, that may impede the development of an effective technology transfer ecosystem. Key policy areas such as research and development (R&D) incentives, intellectual property protection, and innovation-related regulations have a direct impact on the performance of the NIS. Accordingly, this report provides a detailed assessment of these factors and proposes a practical roadmap for the establishment of an NTTO in Palestine. The report will also offer recommendations on addressing legislative and policy gaps to support the effective establishment and operation of the NTTO. In addition, it will outline the proposed structure, functions, and operational model of the NTTO, drawing on international best practices, regional experiences, stakeholder consultations, and previous ESCWA work. These Terms of Reference are developed to guide the preparation of the report titled: “Establishing an Effective System of Technology Transfer in Palestine: Current Status, Structure, Operations, and Roadmap.” The provision of this advisory service constitutes the core objective of these Terms of Reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report’s outline. This would include brief analysis of the current situation with regard to innovation and technology transfer involvement in the economy of the country based on the national STI landscape mapping from previous report; • Suggestion of the needed office structure, its main functions and expected role of the relevant stakeholders (governance) based on best international and regional practices. This would include exploring planned policies with the representatives of governmental, nongovernmental, and other public interest groups to evaluate the present and planned legislative system which will affect the technology transfer network in the future and its strategies; • Finally, the consultant will suggest an actionable roadmap that includes the structure of the national technology transfer office (NTTO), its sustainability, and related liaison network by describing the main NTTO functions and activities, based on best international and regional practices, previous ESCWA outputs and taking into account national specificities. In the West Bank, older persons continue to face multiple vulnerabilities associated with the prolonged occupation, including movement restrictions, increasing poverty, unequal access to essential services, and mounting economic pressures. In the Gaza Strip, the ongoing humanitarian crisis has further exacerbated these challenges, severely disrupting access to healthcare, social services, income security, and community support systems. The Ministry of Social Development has undertaken important reforms to strengthen the national social protection system through the implementation of its Strategy (2025–2027), the National Strategy for Older Persons (2021–2026), and broader initiatives related to the national social registry, case management systems, and multidimensional poverty reduction. Within this evolving policy landscape, cash assistance programmes and care services constitute two critical but complementary pillars of social protection for older persons. While cash transfers provide essential income security, their effectiveness depends on the availability, accessibility and quality of healthcare, long-term care and social services that enable older persons to maintain their dignity, independence and quality of life. Yet, evidence remains limited regarding the extent to which existing programmes effectively respond to the multidimensional needs of older persons, the adequacy of benefits and services, institutional coordination, and the overall impact of social protection interventions on their well-being. Against this backdrop, ESCWA is hiring a consultant to prepare a study to assess the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services for older persons in Palestine -including the West Bank and Gaza. The consultancy will generate evidence to inform future reforms and improvement of social protection policies and programmes for older persons. Duties and Responsibilities of the Consultant In close coordination with ESCWA and the Ministry of Social Development in Palestine, the consultant will: 1. Prepare an inception report for the study outlining the refined methodology, detailed workplan, sampling strategy, analytical framework, and proposed data collection instruments, including questionnaires, focus group discussion guides and key informant interview protocols. The inception report will also identify the key informants to be interviewed in West Bank and Gaza. 2. Conduct a comprehensive desk review of relevant literature, legislative and policy documents and administrative data. 3. Provide a snapshot of the demographic and socio-economic situation of older persons in Palestine –West Bank and Gaza. 4. Design and conduct quantitative and qualitative data collection processes including surveys, focus group discussions, key informant interviews and, where appropriate, interviews with caregivers in West Bank and Gaza. 5. Analyze and triangulate quantitative and qualitative findings and assess the effectiveness, adequacy, accessibility and responsiveness of cash assistance and care services in West Bank and Gaza. 6. Identify policy, institutional and operational gaps affecting programme implementation, coverage, targeting, coordination and service delivery in West Bank and Gaza. 7. Prepare the first draft of the study, including all annexes, references and data tables used in the analysis. 8. Revise the draft report based on comments received from ESCWA and the MoSD. 9. Present the main findings and policy recommendations during technical meetings, validation workshops or consultation sessions, if requested. 10. Coordinate closely with ESCWA and the Ministry throughout the data collection process to ensure methodological consistency, quality assurance and appropriate adaptation of fieldwork modalities to the operational context. 11. The level of regional connectivity depends not only on infrastructure and cross-border flows, but also on the region's strategic assets, investment and financing ecosystems, and institutional readiness. The Arab region possesses substantial strategic assets , including natural (i.e., oil and gas reserves), physical (i.e., ports and maritime infrastructure), human (i.e., population and skill), financial (i.e., SWFs and capital markets), technological (i.e., AI and digital) and cultural (i.e., shared language, heritage sites). Yet these assets have not always translated into stronger regional connectivity. Understanding the factors that enable or constrain this transformation is therefore essential for designing effective regional policies and investment strategies. Although several international indices measure specific dimensions of connectivity—such as logistics, maritime transport, innovation or digital readiness—none provides an integrated assessment of regional connectivity by linking connectivity outcomes with the strategic assets, investment ecosystems and institutional conditions that underpin them. Nor do they examine how these factors collectively contribute to long-term regional prosperity. To address this gap, ESCWA proposes the Arab Regional Connectivity and Prosperity Framework (ARCPF). The Framework provides an integrated analytical approach for assessing regional connectivity and its key enablers and constraints to unlock the Arab region's prosperity potential. It examines how strategic regional assets, investment and financing ecosystems, and institutional readiness collectively shape regional connectivity, and how stronger connectivity contributes to greater resilience, deeper regional integration, and higher shared prosperity. Duties and Responsibilities The consultancy is related to producing a comprehensive technical paper on the theme of regional connectivity and prosperity with two parts: (a) a conceptual framework with theoretical foundations, methodological validation of the index, its components, and indicators framework; (b) the empirical analysis for the region with reference to other global regions, based on the results of the index and the component indices, policy implications and recommendations. Under the overall guidance of ESCWA, the consultant will undertake the following tasks: • Develop and refine the conceptual framework for the Regional Connectivity and Prosperity Index, building on ESCWA's initial proposal and strengthening it through international literature, economic theory, empirical evidence and international best practice. The framework should clearly define the terminologies, the component indices and their linkages, and realistic data availability for a robust basis for the index. • Design an internationally credible methodological framework including indicator selection, normalization, weighting, aggregation, sensitivity analysis and validation approaches. Provide the documentation to ensure transparency, reproducibility and future updating of the framework. • Develop and empirically validate an analytical model that examines the relationships between regional connectivity, strategic assets (including culture), investments, institutional readiness, and prosperity. Assess the relative contribution of each component within and across the components, identify major connectivity gaps, and analyse trends over time to support evidence-based policy recommendations. • Analyze and interpret the regional results by referencing them against other global regions, derive findings and policy implications for strengthening connectivity and prosperity in the Arab region context. • Assess the availability, quality, comparability and limitations of the underlying datasets, identify data gaps and propose practical approaches for addressing missing or inconsistent data. • Provide continuous technical guidance to the ESCWA team throughout the development process, including methodological choices, data compilation, validation, analytical interpretation and presentation of findings. • Participate in expert consultations and focus group discussions, respond to technical comments, incorporate relevant feedback from ESCWA and external experts, and document major methodological decisions made throughout the review process.<br> Qualifications/special skills<br>A PhD in economics or related field is required.
