By implementing industry best practices, Aspire delivers a time sensitive integration process, and the operation of a decentralized model has allowed it to become a hub for creating rapid growth by reinvesting in its portfolio.

About the job:

We are deliberately looking for someone who has not worked in COBOL before. The goal is for you to learn the core directly from our senior engineer, in his way, without competing habits to unlearn, so the knowledge transfers cleanly and intact. Your modern engineering instincts are what you bring; the COBOL you will learn from the person who knows it best.

This is also why we are looking for an engineer who works fluently with AI. Once you understand how the core actually behaves, modern AI tooling becomes a force-multiplier for documenting it, reasoning about it, and ultimately migrating it to a modern stack. Deep system knowledge and strong AI capability are the two halves of how this modernisation actually gets done, and we expect this hire to bring the second from day one and build the first here.

If the idea of going deep into a complex, valuable, decades-old system, and emerging as one of the few people in the world who genuinely understands it, sounds like your kind of challenge, we want to talk to you.
In your first six months

Spend a meaningful proportion of your time learning our COBOL core in structured sessions with our senior platform engineer. This is protected time, treated as part of the role, not something you do around other work.

Contribute to modern Go services in the stack from week one, on scoped pieces of work that build context without putting you on the critical path.

Help us document what you re learning as you learn it. Fresh eyes are uniquely valuable for surfacing the things long-tenured engineers no longer notice.

Pair with the existing team across the stack to understand how Go services, the COBOL core, and the surrounding tooling actually interact in production.

Use AI tooling deliberately as part of how you learn: to summarise unfamiliar code, surface questions for your mentor, and turn what you learn into clear documentation faster than fresh eyes could alone.

Beyond six months

Take ownership of meaningful work across both the modern and legacy halves of the platform, with growing autonomy.

Help repair and modernise core engineering processes: testing, deployment, definition of done, and the way work flows from support into engineering.

Contribute to the broader modernisation program: knowledge capture, internal AI tooling, and the eventual decomposition of the platform into smaller, more approachable modules.

Lead AI-assisted modernisation of the parts of the core you have come to understand, translating well-understood COBOL into well-tested modern services, with AI as a lever rather than a crutch.

Own projects end to end. Work starts from a client-facing Design Doc that describes data flow and outcomes but not detailed technical specs; from there you own the technical design, the implementation, your own alpha testing, and everything in between.

Adapt to the business. Priorities can shift at short notice when urgent client issues arise, and you will be expected to flex with them.

Mentor the next Go-into-COBOL hire as the team grows.

Desired Candidate Profile

4 7 years of professional software engineering experience, with significant time writing production Go.

Comfortable working in a large, complex codebase where the answer is rarely on Stack Overflow. You enjoy reading code more than you fear it.

Strong fundamentals: data structures, concurrency, debugging, designing for failure modes. Language familiarity matters less than the habits of mind.

Demonstrable, judgment-led fluency with AI in a real engineering workflow. You use AI tools daily to read and understand unfamiliar code, accelerate routine work, and draft documentation, and you can explain clearly where you trust their output and where you don t. We care less about which tools you use than about the judgement you bring to using them. This is a hard requirement for the role.

The interpersonal maturity to learn directly from a highly experienced, exacting mentor. You can build trust, adapt to an established way of working, and absorb knowledge patiently, rather than rushing to impose your own approach before you understand why things are the way they are.

A genuine willingness, ideally an active interest, in learning COBOL and working in a heritage system. This is not a stepping stone to a pure greenfield role; the COBOL work is the role. No prior COBOL experience is expected or needed; you will learn it here, from the person who knows it best.

Strong written communication. You will be helping us turn tribal knowledge into durable documentation.

Comfortable with ambiguity. The codebase has decades of history, the documentation is improving but not yet complete, and you will sometimes need to figure things out by reading and asking rather than by looking them up.

Based in a UK/EMEA timezone and able to commit to a consistent daily overlap with California (Pacific) working hours. This is a genuine requirement of the role, not a preference: you will be learning directly from our retiring senior, who is based there, so dependable shared hours are essential. You will also keep reliable overlap with the rest of the UK/EMEA team.

Comfortable owning the full development cycle and shifting priorities when needed. You will own projects end to end (see What you ll do), and you will sometimes need to reprioritise at short notice for urgent client work. These are the two things new hires here most often underestimate.

Strong indicators

Experience working with or alongside legacy systems: mainframe, monolithic, or otherwise long-lived. You understand that legacy often means load-bearing and treat it with appropriate respect.

Experience in domains with deep business logic (finance, logistics, telecoms, insurance, ERP, or similar) where correctness matters more than ergonomics.

Comfortable in polyglot environments. Our stack includes Go, the COBOL core, and a long tail of supporting languages and platforms accumulated over years.

Track record of improving the engineering practices around you (testing discipline, deployment hygiene, documentation, onboarding) rather than just shipping features.

Experience pairing closely with a more senior engineer and absorbing knowledge from them.

Experience building or working with AI-assisted developer tooling in a serious production context: agents, code generation, retrieval over large codebases, or similar. You have opinions, grounded in real use, about where it earns its keep.

Nice to have

Experience with car rental, fleet, travel, hospitality, or other operationally complex industries.

Experience contributing to a platform modernisation, replatforming, or legacy-to-modern migration program.

Familiarity with Perl or PostScript. GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals1. In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission’s Open Source Software Strategy promotes a “Think Open” approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations. France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interministériel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration. Within the Arab region, Saudi Arabia’s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government’s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC4 mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Most recently, the Ministry of Telecoms and Digital Economy (MoTDE) in Palestine requested UN-ESCWA’s assistance to develop the national policy for open source software. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report outline. The proposed report should include the following sections: (1) Review best regional and international practices on Open-Source software policies, strategies and frameworks (at least 2 international and 2 regional practices); (2) Analyse the different existing policies and frameworks related to digital technologies in Palestine; (3) Review and further develop the draft National Open-Source Software Policy, including its technical annexes on Application Programming Interfaces (APIs) and Cloud Computing, ensuring consistency between the main policy and its annexes and alignment with relevant national, regional and international good practices (4) Conduct interviews with the various stakeholders and summarize their remarks and observations, including representatives of public and private sectors to better capture the needs of all segments of society; (5) Suggest a draft policy based on international and regional practices, the background doc and the conducted interviews/meetings; (6) Present the draft policy in a consultative workshop/meeting. (7) Update the policy based on received comments from ESCWA, MoTDE and other stakeholders participating in the workshop. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work and thereby ensure that the narrative language should be gender sensitive.
Qualifications/special skills
An advanced university degree in digital technologies, software engineering or a related field is required; a Ph.D. is desirable. Result of Service
The consultant is expected to draft a paper that develops a framework outlining the key determinants for advancing care reforms and systems.
Work Location
Remote
Expected duration
3 months
Duties and Responsibilities
Background Around the world, societies and economies are undergoing socio-demographic changes such as ageing populations, low fertility rates, urbanization, increased migration, widespread crises and conflicts, and climate change, which have all intensified the demand for care. However, while gaining global importance, care work still remains invisible and undervalued, often relegated to informal and unpaid labour, disproportionately borne by women, thus hindering their empowerment. Although this trend is observed globally, it is particularly acute in the Arab region where women undertake 80 to 90 per cent of all unpaid care work and spend 4.7 times more time than men on these responsibilities, exceeding the global average of 3.62 . Unpaid care work hinders women’s visibility and participation in public economic and political spheres as well as in decision-making processes in the Arab region. The disproportionate unpaid care work undertaken by women limits their economic engagement and opportunities, as it makes it challenging for them to balance work and family responsibilities. Additionally, women often face gender stereotypes, limited professional development opportunities, and an institutional culture that marginalizes their contributions. Women’s economic and political participation in the region remain low compared to global averages. In 2025, women’s labour force participation was only 19 per cent, less than half the global average of 49 per cent, making it the lowest rate worldwide . Women’s political representation shows a similarly stark gap. In December 2025, women held only 27 per cent of national parliamentary seats globally, with an even lower share in the Middle East and North Africa at around 16 per cent, the lowest in the world . However, there has been growing regional momentum realizing gains in the care economy with many countries in the Arab region offering instructive examples of care reforms. Nevertheless, these reforms are often sector-specific, focusing on one policy area such as labour without approaching care in a holistic manner interconnected across different sectors and policy areas. Within this context, understanding the political economy which examines how social, economic, and political factors shape care policies and systems becomes a pressing priority. Building on these reform efforts in the Arab region and looking at breakthroughs in care policymaking globally, including Latin America which has been particularly active in advancing comprehensive care systems, it is increasingly important to understand how care, often framed solely as a gender equality issue, intersects with other major development issues and policy domains. This highlights the regional need for policies that recognize care as a central element of sustainable economies and redistribute it among different stakeholders including the state. Ongoing inter-regional collaboration between UN regional commissions, namely ESCWA and the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) including through a project on advancing care policies for transformative recovery in Latin America and the Caribbean, Asia-Pacific and the Arab states, seeks to draw lessons from Latin American countries’ experiences in advancing comprehensive care systems. Given the inherent political nature of care policymaking, it is essential to understand what prompts political actors to prioritize care. A key driver is awareness around the critical role care plays in society and its far-reaching implications for economic and social well-being. When care is made visible as a cross-cutting issue that affects economic growth, labour force participation, health outcomes, social cohesion, and gender equality, it is more likely to gain traction in political discourse and influence the selection of policy instruments, thereby driving change in laws, budgets, and institutional support for care systems. Objective and methodology ESCWA seeks to hire a consultant to assist in drafting a paper, in collaboration with ECLAC, that thoroughly examines the factors and determinants behind care reforms, investigating the political economy of care in the Arab region and relating it to Latin America’s experience. The paper will draw on experiences from both Latin American and Arab countries to demonstrate the importance of moving beyond fragmented care reform policies towards comprehensive care systems. It will build on the recommendations provided by experts during ESCWA’s Expert Group Meeting on the Political Economy of Care Policies: Determinants for Reform in the Arab Region organized in July 2026. Tasks and responsibilities The consultant will be responsible for the following tasks: - Desk review: undertake a desk review of available successful and as well as unachieved experiences in advancing care policies and systems from Latin America and the Arab region; - Based on the results of the desk review, undertake consultations with relevant stakeholders on the main determinants, challenges or barriers which they have faced while working on advancing care policies and systems; - Review the results of consultations with relevant stakeholders from the Arab region on the main determinants, challenges or barriers which they have faced while working on advancing care policies and systems; - Propose the elements and dynamics among key determinants to advance care policies and systems and draw lessons for future policy making and reforms on care while taking into account the discussions and recommendations of the Expert Group Meeting above mentioned. - Suggest a detailed outline to be validated and agreed upon with ESCWA’s team in consultation with ECLAC; - Based on the agreed outline, prepare the first draft of the paper to be reviewed by ESCWA’s team; - Prepare a final draft based on the comments and recommendations provided by ESCWA and ECLAC’s teams. Supervision: The consultant will work Under the direct supervision of the Social Affairs Officer responsible for the care economy stream at the United Nations Economic and Social Commission for Western Asia (ESCWA) Ms. Rouba ARJA, and overall guidance of the gender Justice, Population and Inclusive Development cluster leader. The consultant is expected to provide regular updates on the work progress.
Qualifications/special skills
A master’s degree in economy, or sociology, or law or gender studies or related area is required. Recommendations
Work Location
Remotly
Expected duration
18 weeks
Duties and Responsibilities
Background The State of Palestine continues to face a complex web of development challenges compounded by protracted occupation, movement restrictions, recurrent conflict, economic downturn, and growing poverty. These pressures have disproportionately affected persons with disabilities, who often experience multiple and intersecting forms of exclusion linked to income poverty, inaccessible services, discrimination, mobility constraints, unemployment, and difficult coping mechanisms. Recent evidence indicates that Palestine has made important strides toward strengthening a more inclusive social protection system, including through reforms of the National Cash Transfer Programme (NCTP) , the introduction in 2024 of rights-based social allowances for persons with severe disabilities and other vulnerable groups, strengthening of the Social Registry, and greater attention to disability-responsive policy frameworks . At the global level, the 2025 Amman-Berlin Declaration on Global Disability Inclusion reaffirmed that all development programmes should be inclusive of and accessible to persons with disabilities, while setting a target that at least 15 percent of country-level development programmes pursue disability inclusion as an explicit objective (“15 percent for the 15 percent”). It also reaffirmed meaningful participation of Organizations of Persons with Disabilities (OPDs) and alignment with the Convention on the Rights of Persons with Disabilities (CRPD) . Within this context, there is a strong need to generate robust evidence on the impact of social assistance on the lives of persons with disabilities in Palestine, including whether current forms of assistance are adequate, equitable, disability-responsive, gender-sensitive, and impactful in improving wellbeing, autonomy, inclusion, and resilience. To this end, the Palestinian Ministry of Social Development (MoSD) submitted a technical cooperation request to the United Nations Economic and Social Commission for Western Asia (ESCWA) to support the conduct of a study assessing, both quantitatively and qualitatively, the impact on approximately 15,000 persons with severe disabilities’ who were in 2024 enrolled into the social allowance component for this specific group, aiming to improve the following markers of social and economic wellbeing: - maintain an adequate standard of living by guaranteeing a minimum level of income, thereby - ensuring that their essential needs are met and that - inequality vis-à-vis other social groups is reduced This exercise will be contextualized with earlier assessments carried out by ESCWA’s Social Protection Team in 2023 during a technical advisory mission to the Ministry in Ramallah. During that mission, ESCWA experts applied the Social Protection Programme Rapid Assessment Framework (SPP RAF) developed by ESCWA to the database of National Cash Transfer Programme (NCTP) beneficiaries and applicants. In addition, the team reviewed the revised Proxy Means Test (PMT) formula to identify inclusion and exclusion errors, conducted a clustering analysis of beneficiaries, identified key gaps and needs, and proposed recommendations to enhance the efficiency and effectiveness of the programme. The study on the impact of Social Services on Persons with Disability on income and economic wellbeing will support national stakeholders, development partners, and disability rights advocates in identifying policy options to strengthen the rights of persons with disabilities including inclusive social protection and to ensure that no person with disability is left behind. Tasks - Duties and responsibilities The purpose of the assignment is to study, assess and analyze the impact of social allowance component and the procurement of social protection services from qualified service providers on persons with severe disabilities in Palestine, with particular attention to income security and maintaining a standard of living, guaranteeing that essential needs are met. As such a key outcome of the study will not only be to what extent the poverty gap of this group has been narrowed, but also how the income support provided ensured that the essential consumption and disability related needs of this group have been met by receiving the allowance. As such, the targeting accuracy and the adequacy of the benefit levels will be additional key outcome parameters of the impact study. Complementarily, the study will also aim to address related aspects like accessibility, gender equality, dignity, and thereby will identify recommendations for potential reforms of the allowance component. The study will provide the Government of Palestine and partners with a practical roadmap to transform existing social assistance into a more inclusive, adequate, rights-based and disability-responsive social protection system, aligned with national priorities and international commitments. The overall objective is to assess how social assistance (and cash assistance) contributes to improving the socio-economic well-being, inclusion, and realization of the rights of persons with disabilities in Palestine. The study shall also provide a comparative analysis between persons with disabilities who receive social assistance and those who are not covered by these programmes. It is also expected to focus on policy level reforms related to persons with disabilities. The study is expected to determine whether the programme has achieved stated objective(s), and if any adjustments are needed going forward, (especially given changing social/political/economic circumstances etc.). Thereby using the original policy objective of the programme as the study's guiding question. Specifically, the study will: • Analyse existing social assistance programmes available to Persons with Disabilities in Palestine, including cash transfers, disability allowances, in-kind support, emergency assistance, subsidies, case management, and referral systems as well as the procurement of social protection services from qualified service providers. An evidence based assessment will be conducted using the advance version of the SPP RAF, subject to the availability of up to date data on PWD beneficiaries and non beneficiaries. • Assess impact on beneficiaries of social assistance and their households, including poverty reduction; improved access to health care, assistive devices, rehabilitation, and medicines; improved access to education, mobility, and transport, employment, social participation, and community inclusion, among others. • Examine adequacy, regularity, and predictability of benefits relative to disability-related extra costs (transport, care, assistive devices, rehabilitation, medication, lost earnings, etc.). • Assess inclusion and exclusion patterns, including barriers faced by vulnerable groups such as women and girls with disabilities; children with disabilities; older persons with disabilities; conflict-affected and displaced households • Review institutional set-ups and service delivery mechanisms, including registration, targeting, disability assessment, grievance redress, outreach, accessibility, payment systems, case management, and data systems. • Document lessons learned and promising practices, including experiences emerging from the Social Change Initiative and other rights-based disability inclusion efforts. • Generate evidence-based recommendations for a more disability-inclusive, shock-responsive, rights-based social protection system in Palestine.
Qualifications/special skills
A Master's degree or equivalent in social policy, economics, public policy, development studies, disability studies, sociology, or a related field is required.
