<p>The Senior DevOps Engineer will play a key role in building, optimizing, and maintaining robust cloud-native infrastructure on AWS. The role focuses on automation, security, scalability, and supporting engineering teams in delivering high-quality solutions. <p>Result of Service The consultant will design, build and operationalize geospatial AI pipelines, models and services that turn Earth observation and other geospatial data into policy-relevant indicators and decision-support tools for Arab Member States. The work will be integrated into DSDS platforms and will strengthen ESCWA's in-house geospatial analytics capacity. Work Location Hybrid Expected duration 6 months Duties and Responsibilities Background: The United Nations Economic and Social Commission for Western Asia (ESCWA) supports its 22 Arab Member States in achieving inclusive and sustainable development through evidence-based policymaking. Within ESCWA, the Decision Support and Data Science Division (DSDS) designs and operates AI platforms, data science tools, digital portals and decision-support systems. These include the Arab Development Portal (ADP), the ISPAR policy simulator, Polaris/Naseej (a multi-agent research and policy-synthesis engine), Mustashar (an Arabic-language AI legal advisory tool), and other specialized digital tools. Geospatial data and Earth observation are becoming central to policy analysis in the region. Satellite imagery, remote sensing, mobility data and other non-traditional sources can fill statistical gaps, produce near-real-time indicators, and support monitoring where conventional data are sparse, outdated or disrupted by conflict. Examples include tracking trade flows and border activity, measuring urban expansion and informal settlements, monitoring agricultural production and water use, assessing climate and disaster exposure, and estimating economic activity at the subnational level. DSDS is building a GeoAI capability to integrate geospatial intelligence into its platforms and analytical services. This work also supports the division's forthcoming practitioner manual, GeoInsights for Policymaking: Practitioner Manual for Geospatial Analysis and Decision Support, and related Development Account and technical cooperation work on AI, geospatial and non-traditional data. To lead the technical development of this capability, ESCWA seeks a Senior GeoAI Engineer. Duties and responsibilities: Under the overall supervision of the Chief of DSDS, the consultant will:</p><p>a) GeoAI architecture and data infrastructure Design a scalable, cloud-based geospatial data architecture covering ingestion, storage, processing and serving of raster and vector data (e.g., Sentinel-1/2, Landsat, VIIRS night-time lights, commercial high-resolution imagery, OpenStreetMap, administrative boundaries). Establish reproducible pipelines using cloud-optimized formats (COG, GeoParquet, Zarr, STAC catalogues) and tools such as Google Earth Engine, Microsoft Planetary Computer or equivalent. Ensure interoperability with existing DSDS platforms (ADP, ISPAR, Polaris/Naseej) through APIs and standard data services (OGC-compliant where appropriate).</p><p>b) Model development and use cases Develop, fine-tune and validate machine learning and deep learning models for priority use cases. Final selection will be agreed with the supervisor within the first month. Apply and adapt geospatial foundation models (e.g., Prithvi, SatMAE, Clay, SAM-based segmentation) where they add value over conventional approaches. Document model performance, uncertainty and limitations, including ground-truth validation against official statistics where available.</p><p>c) Decision-support products Develop interactive geospatial dashboards and map-based decision-support tools for policymakers. Produce subnational indicator datasets that can feed into ISPAR simulations, ADP data products and Polaris/Naseej evidence synthesis. Explore integration of geospatial retrieval and analysis into LLM-based agentic workflows (e.g., natural-language querying of geospatial layers).</p><p>d) Responsible AI and data governance Apply ESCWA's AI governance principles to all GeoAI work, including data provenance, privacy, bias assessment (e.g., urban/rural and regional representativeness), and the sensitivities of geospatial data in conflict-affected contexts. Prepare model cards and data documentation for all production models.</p><p>e) Knowledge products and capacity development Contribute technical content, worked examples and code notebooks to the GeoInsights for Policymaking practitioner manual. Design and deliver at least two technical trainings or workshops for Member State officials and/or ESCWA staff. Provide technical input to project proposals, concept notes and briefs involving geospatial and non-traditional data, as requested. <p>Duties and Responsibilities GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals . In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission s Open Source Software Strategy promotes a Think Open approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations . France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interminist riel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration . Within the Arab region, Saudi Arabia s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. <p>BACKGROUND Lebanon stands at a pivotal juncture in its governance and reform trajectory. Despite years of overlapping crises, the country has made landmark progress in building an integrity and anti-corruption framework. This includes the adoption and partial implementation of the National Anti-Corruption Strategy , the establishment of the National Anti-Corruption Commission (NACC), and major legislative reforms concerning access to information, illicit enrichment, whistleblower protection, asset declaration, and public procurement. These milestones have laid the groundwork for the most coherent accountability architecture in Lebanon s recent history. However, these achievements remain fragile amid a deep economic collapse, weakened institutions, and eroded public trust. While the strategic and legal frameworks are largely in place, implementation and enforcement mechanisms remain underdeveloped, and coordination among oversight institutions remains limited. The evaluation of the National Anti-Corruption Strategy highlighted the urgent need to consolidate progress by operationalizing national mechanisms, strengthening institutional capacities, and embedding corruption-risk management practices across public institutions. In this context, the Integrity in ACTion Project was established with the objective of improving the implementation of an institutionalized and targeted approach to preventing and combating corruption. This will be achieved through improved coordination, operationalized oversight, enhanced preventive and enforcement mechanisms, and institutionalized integrity and risk-management practices, thereby advancing transparency, accountability, and public trust. The Project is designed to achieve this objective through the following three outputs: Output 1: Institutional capacities to coordinate, monitor, and evaluate the National Anti-Corruption Strategy are strengthened and operationalized through participatory and inclusive mechanisms. Output 2: Legal frameworks and oversight institutions for preventing and combating corruption are strengthened and effectively operationalized. Output 3: Sectoral Corruption Risk Management mechanisms and integrity systems are strengthened across key public sectors. Building on the progress achieved by the Integrity in ACTion Project across all outputs, UNDP is seeking to contract a Stakeholders Content Development and Management Consultant. The Consultant will support the planning and implementation of communication and visibility activities for the National Anti-Corruption Strategy , the National Anti-Corruption Commission, and Sectoral Corruption Risk Management initiatives. This will include developing clear communication materials, digital and media content, and public awareness products. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the general supervision of the UNDP Integrity in ACTion Project Manager, the Stakeholders Content Development and Management Consultant will be responsible for the following: Task 1: Communication Support for the National Anti-Corruption Strategy • Support the development and implementation of communication and visibility activities related to the National Anti-Corruption Strategy , including its launch and follow-up activities. • Prepare clear and accessible communication materials presenting the Strategy s priorities, activities, results, and reform messages to different audiences. • Support the organization, documentation, and visibility of consultations, workshops, launch events, and public awareness activities related to the Strategy. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals . In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission’s Open Source Software Strategy promotes a “Think Open” approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations . France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interministériel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration . Within the Arab region, Saudi Arabia’s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government’s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Most recently, the Ministry of Telecoms and Digital Economy (MoTDE) in Palestine requested UN-ESCWA’s assistance to develop the national policy for open source software. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report outline. The proposed report should include the following sections: (1) Review best regional and international practices on Open-Source software policies, strategies and frameworks (at least 2 international and 2 regional practices); (2) Analyse the different existing policies and frameworks related to digital technologies in Palestine; (3) Review and further develop the draft National Open-Source Software Policy, including its technical annexes on Application Programming Interfaces (APIs) and Cloud Computing, ensuring consistency between the main policy and its annexes and alignment with relevant national, regional and international good practices (4) Conduct interviews with the various stakeholders and summarize their remarks and observations, including representatives of public and private sectors to better capture the needs of all segments of society; (5) Suggest a draft policy based on international and regional practices, the background doc and the conducted interviews/meetings; (6) Present the draft policy in a consultative workshop/meeting.
