<p>Org. Setting and Reporting This position is located in the Crisis Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This temporary job opening is being advertised for the position of Humanitarian Affairs Officer (Risk Management and Compliance), P3 with OCHA Lebanon in Beirut. Under the overall supervision of OCHA Head of Office, the incumbent reports to the Head of Humanitarian Finance Section/Fund Manager. The Humanitarian Fund Units in OCHA Regional and Country Offices manage multi-donor country-based pooled funds under the leadership of the Resident Coordinator and/or Humanitarian Coordinator. These funds receive unearmarked contributions from donors. The funds are allocated to humanitarian actors for ongoing humanitarian operations and to respond to new emergencies. The Humanitarian Affairs Officer (Risk Management and Compliance) may supervise staff. Responsibilities Within delegated authority, the Humanitarian Affairs Officer (Risk Management and Compliance) will be responsible for the following duties: Monitors, analyzes and reports on humanitarian developments, disaster relief/ management or emergency situations in assigned country/area which may impact performance of the Humanitarian Financing Unit (HFU). Organizes and prepares studies on humanitarian, emergency relief and related issues and organizes follow-up work management response related to audits and evaluations of Country-Based Humanitarian Pooled Funds. Establishes and maintains contacts with other UN agencies, non-governmental organizations, and other key stakeholders to enable early detection of compliance issues in HFU funded projects and verifies prevention and control mechanisms. Undertakes and provides risk management and compliance training for implementing partners. Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, briefings, case studies, presentations, correspondence, etc. related to risk management and compliance in the context of Country-Based Humanitarian Pooled Funds. Serves as the primary focal point on monitoring and risk management and compliance of the HFU, keeps abreast of latest developments, liaises with other humanitarian organizations, etc., ensures appropriate monitoring and reporting mechanisms in line with global country-based pooled fund guidelines. Reviews and provides advice to HFU on policy issues related to risk and compliance. Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters. Supports and monitors compliance by IPs with global policy requirements on accountability and risk management, leads the Eligibility Process and oversees response to non-compliance by IPs with contractual obligations and CBPF requirements. Provides technical capacity to respond to alleged and proven incidents of misconduct (financial misconduct or sexual exploitation and abuse) by IPs. <p>The Procurement Manager manages the buying cycle for imported finished goods, from placing the order with the principal to landing the container in the warehouse at the right cost and the right time. The job sits between the international suppliers, the freight and clearance agents, Finance and the Sales team. Success is measured by availability on the shelf, healthy stock cover, and no money lost to expiry, demurrage or a badly timed order.</p><p><strong>Key Responsibilities</strong></p><h3>Purchasing and Order Management</h3><ul><li>Prepare purchase orders for imported goods based on sales forecasts, stock cover, minimum order quantities and container optimisation.</li><li>Consolidate orders across brands and SKUs to reduce freight cost per unit and avoid part loaded containers.</li><li>Confirm proforma invoices, order acknowledgements, production and shipping dates with each principal.</li><li>Track every open order from confirmation to arrival, and flag delays to Sales and management before they become out of stock situations.</li><li>Follow up on short shipments, damaged goods, wrong SKUs and quantity discrepancies, and pursue credit notes or replacements.</li></ul><h3>Supplier and Principal Coordination</h3><ul><li>Serve as the daily operational contact with international principals and their export teams.</li><li>Maintain supplier records: price lists, agreed terms, MOQs, lead times, product codes and barcodes.</li><li>Escalate repeated service failures, and support management in the annual review with each principal.</li><li>Source and qualify suppliers for non trade purchases: warehouse consumables, packaging for repacking or bundling, promotional material, fleet parts, office and general supplies.</li></ul><h3>Imports, Shipping and Clearance</h3><ul><li>Own the import file end to end: proforma invoice, commercial invoice, packing list, bill of lading, certificate of origin, health and conformity certificates, and any Ministry approval required.</li><li>Coordinate with freight forwarders on booking, routing, transit time and freight rates, and compare options before committing.</li><li>Work with the clearance agent on customs declaration, HS classification, duty and VAT settlement, and inspection.</li><li>Push files through clearance fast enough to avoid demurrage, storage and detention charges, and report on any charge incurred with the reason.</li><li>Coordinate arrival timing with the warehouse so receiving capacity matches the schedule.</li></ul><h3>Cost and Terms</h3><ul><li>Calculate landed cost per SKU: goods value, freight, insurance, duty, clearance, transport and any other charge, and hand a clean figure to Finance and Pricing.</li><li>Support Finance on letters of credit, transfers and payment scheduling, and supply the documents the bank asks for.</li><li>Negotiate freight rates, clearance fees and terms with local service providers.</li><li>Track price changes from principals and currency impact, and alert management early when landed cost is moving.</li><li>Identify savings: better incoterms, consolidated shipments, alternative routing, improved payment terms.</li></ul><h3>Stock, Expiry and Planning</h3><ul><li>Monitor stock cover by SKU against agreed targets, and adjust order timing when sales trends shift.</li><li>Balance MOQ and container economics against shelf life. Result of Service<br>The consultant is expected to deliver two comprehensive HCFC Phase‑Out Management Plan (HPMP) – Stage III project documents (one for each of Kuwait and Iraq) including: • Overarching HCFC phase‑out strategies for each of Kuwait and Iraq, aligned with their respective Montreal Protocol obligations and tailored to national circumstances. • Policy recommendations to strengthen regulatory enforcement, improve refrigerant management, and promote the adoption of ozone‑friendly and low‑GWP alternative technologies. • Technical and policy inputs, including the facilitation and documentation of planned stakeholder consultation meetings in both countries. • Guidance for proper data collection and verification, including templates, methodologies, and support for national counterparts. • Technical interventions to support the transition to low‑GWP, energy‑efficient, and sustainable cooling solutions in priority sectors, particularly the RAC servicing sector. • Implementation roadmaps and action plans, outlining timelines, responsibilities, cost estimates, and funding needs for each HPMP. • Complete draft and final project documents for Kuwait and Iraq’s HPMP Stage III, fully compliant with Multilateral Fund Secretariat requirements and ready for submission to the Executive Committee.<br> Work Location<br>Home-Based<br> Expected duration<br>6 months<br> Duties and Responsibilities<br>Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The OzonAction Compliance Assistance Programme (CAP), operating under UNEP in West Asia, provides policy and technical support to Member States in the region to ensure compliance with the Montreal Protocol and facilitate the phase out of ozone depleting substances. At its 96th meeting (May 2025), the Executive Committee (ExCom) of the Multilateral Fund (MLF) approved the Preparation of HCFC Phase Out Management Plan (HPMP) Stage III for each of Kuwait and Iraq. UNEP, in collaboration with the respective National Ozone Units (NOUs) of Kuwait and Iraq, is implementing these projects, which aim to develop overarching strategies and detailed project documents to support each country in achieving their HCFC phase out obligations in line with the Montreal Protocol targets. UNEP OzonAction CAP, as the implementing agency, will collaborate with the Governments of Kuwait and Iraq in the preparation of their respective HPMPs (Stage III). This will involve: • Updating data on HCFC consumption in the servicing sector and the market profile of HCFC based equipment in both countries. • Consulting with stakeholders (importers, distributors, end users, technicians, training institutions, and customs authorities) to explore alternative technologies and HCFC reduction measures relevant to Kuwait and Iraq. • Developing the HPMP Stage III project documents for both Kuwait and Iraq with clear national roadmaps for HCFC phase out, policy recommendations, and required technical interventions. To ensure the successful and timely execution of these tasks, UNEP seeks to engage a technical consultant with expertise in refrigerant management, Montreal Protocol implementation, and sustainable cooling solutions to assist in developing the HPMP Stage III project documents for both Kuwait and Iraq — particularly with regard to suitable long‑term alternatives for air‑conditioning and refrigeration applications under high‑ambient‑temperature conditions, as well as the related policies needed to support continued HCFC phase‑out and compliance with Montreal Protocol obligations. Duties and Responsibilities: Under the direct supervision of the Montreal Protocol Regional Coordinator for West Asia, the consultant will support the Governments of Kuwait and Iraq in developing their respective HPMP Stage III project documents. The consultant will be responsible for: • Delivering an overarching HCFC phase out strategy for each country to support compliance with the Montreal Protocol and their respective phase out schedules. • Providing policy recommendations to enhance regulatory enforcement and promote the adoption of alternative, ozone friendly and low GWP technologies. • Providing technical and policy inputs and facilitating the planned stakeholders’ consultation meetings in both countries. • Providing guidance for proper data collection and verification as part of the HPMP preparation process. • Proposing technical interventions to facilitate the transition to low GWP, ozone friendly refrigerants in priority sectors. • Preparing an implementation roadmap and action plan outlining timelines, responsibilities, and funding needs for each country’s HPMP. • Preparing complete draft and final HPMP Stage III project documents for each of Kuwait and Iraq in line with Multilateral Fund requirements.<br> Qualifications/special skills<br>An advanced university degree (master’s or equivalent) in Mechanical, Chemical, Environmental, or Energy Engineering or a related field is required. Strong knowledge of the working procedures and policies of the Multilateral Fund (MLF) under the Montreal Protocol, particularly regarding the theoretical, practical, and environmental aspects of phasing out ODSs is required Experience in preparing project documents for the MLF of the Montreal Protocol, particularly HPMP projects, is required. Extensive experience in ODS phase‑out strategies, regulatory frameworks, and technical interventions for sustainable cooling solutions is required. Access to technology, and its effective integration into economic processes, significantly determines the competitive positioning of key stakeholders, including innovators, producers, researchers, government institutions, and financial actors. The establishment of a National Technology Transfer Office (NTTO) can play a pivotal role in integrating the capacities of innovators, investors, entrepreneurs, and researchers who are developing technological solutions addressing sustainability challenges and strategic national priorities. An NTTO can provide a comprehensive range of services, including policy advisory support to government ministries, identification and valorisation of intellectual property (IP) generated through research, and close engagement with researchers to highlight the economic potential of their work. It can also support patent drafting and protection, technology valuation, and offer a suite of services related to commercialization and industrial consultancy. Furthermore, an NTTO should actively facilitate linkages between national capabilities and multinational corporations seeking local partnerships for joint development and production. Institutions coordinating NTTO activities are expected to mobilize their own resources for the establishment and initial operation of these units. Recently, the Ministry of Telecommunications and Digital Economy (MTDE) in Palestine requested technical assistance from ESCWA to assess and develop a roadmap for establishing an NTTO in Palestine. In the context of strengthening the national innovation system (NIS)—and the technology transfer system in particular—this report aims to identify gaps in the existing legal and regulatory frameworks, government policies, and institutional capacities, including those within universities, that may impede the development of an effective technology transfer ecosystem. Key policy areas such as research and development (R&D) incentives, intellectual property protection, and innovation-related regulations have a direct impact on the performance of the NIS. Accordingly, this report provides a detailed assessment of these factors and proposes a practical roadmap for the establishment of an NTTO in Palestine. The report will also offer recommendations on addressing legislative and policy gaps to support the effective establishment and operation of the NTTO. In addition, it will outline the proposed structure, functions, and operational model of the NTTO, drawing on international best practices, regional experiences, stakeholder consultations, and previous ESCWA work. These Terms of Reference are developed to guide the preparation of the report titled: “Establishing an Effective System of Technology Transfer in Palestine: Current Status, Structure, Operations, and Roadmap.” The provision of this advisory service constitutes the core objective of these Terms of Reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report’s outline. The proposed draft version should include the following sections: • Existing legal and regulatory framework and policies related to innovation and technology transfer; • Review the relevant national and institutional existent legal framework and policies relevant to the process of innovation and technology transfer systems; • Review international and regional best practices in developing NTTOs to benchmark Palestine with the regional and international best practices. • Examining the situation in other countries in the Arab region that have already established NTTO, and get knowledge about their legal and regulatory system as well as their STI related policies and that support the establishment of NTTO; • Identification of gaps in laws, regulations and policies to allow for a more effective enabling environment for innovation and technology transfer. This would include brief analysis of the current situation with regard to innovation and technology transfer involvement in the economy of the country based on the national STI landscape mapping from previous report; • Suggestion of the needed office structure, its main functions and expected role of the relevant stakeholders (governance) based on best international and regional practices. This would include exploring planned policies with the representatives of governmental, nongovernmental, and other public interest groups to evaluate the present and planned legislative system which will affect the technology transfer network in the future and its strategies; • Finally, the consultant will suggest an actionable roadmap that includes the structure of the national technology transfer office (NTTO), its sustainability, and related liaison network by describing the main NTTO functions and activities, based on best international and regional practices, previous ESCWA outputs and taking into account national specificities. The report needs to clarify the relation of the NTTO role within the national technology transfer system in Palestine. • The consultant will present the report findings in a related national workshop, then update the report based on the collected comments and feedback. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys.
