Blockchain can “revolutionize processes in various areas, from finance to trade and from government public services to humanitarian work,” with strong potential to accelerate SDG progress if aligned with national priorities . Blockchain introduces new systems of trust and exchange, enhancing transparency, accountability and efficiency in areas such as supply chains, financial inclusion, identity systems and aid delivery. It enables sustainable infrastructure investment by improving visibility of climate-related actions, aligning stakeholders and facilitating financing for low carbon development. Globally, blockchain is expected to drive profound digital transformation across economic systems, governance structures and international collaboration. Blockchain will reshape how “businesses, governments and societies interact,” particularly in trade facilitation, supply-chain transparency, digital identity and cross border financial systems. It could transform social interaction, public institutions and economic models, affecting countries’ ability to pursue sustainable development pathways and participate in global value chains. Regionally, its impact is closely tied to digital transformation agendas and governance reforms. It empowers the development of smart sustainable cities and digital economies, covering sectors such as energy, health, and transportation. Two widely cited cases illustrate the practical value of blockchain. First, Estonia represents a leading global example of blockchain-enabled digital government: the country uses blockchain to protect national data systems and ensure integrity across services such as healthcare, property registries and legal records, enabling secure, efficient and trusted e-Government services . Second, the United Arab Emirates (UAE) provides a prominent case supported by the World Economic Forum (WEF) . Through initiatives like the Dubai Blockchain Strategy and multiple public and private sector applications, blockchain has been deployed in areas such as trade facilitation, payments, health services and secure data exchange, supported by strong governance frameworks and multi stakeholder collaboration For Libya, developing a coherent blockchain policy is essential to capture these opportunities while managing risks. Integrating blockchain into developed systems could strengthen public administration, reduce corruption risks, and improve service delivery. This would contribute to inclusive and sustainable development rather than fragmented or high risk deployment. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national blockchain policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national blockchain policy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the blockchain policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to blockchain policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed policy based on international and regional best practices, gap analysis, national needs (SWOT analysis); 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and GIA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. Setting and Reporting This post is located within the Security and Safety Section Service (SSS) of the Economic and Social Commission for Western Asia (ESCWA). The Chief of SSS reports directly to the Executive Secretary. The incumbent will work under the overall technical supervision of the Director, Division of Headquarters Security and Safety Services (DHSSS), United Nations Department of Safety and Security (UNDSS), New York. Many economies in the region rely heavily on imported food, energy, and intermediate goods, making domestic prices particularly sensitive to exchange rate movements. At the same time, the region exhibits significant heterogeneity in exchange rate regimes, from fixed pegs in GCC countries to managed or flexible regimes in several non-oil economies, underscoring the need for an analytical framework that can capture these structural differences while remaining policy-relevant. Macroeconomic dynamics in open economies are shaped by the interaction between exchange rate movements, price formation, and policy frameworks. In many Arab countries, these relationships are further influenced by the widespread use of foreign currency invoicing, particularly in US dollars and euros, and by differing pricing behaviors across markets. General Objective: Understanding how exchange rate fluctuations in small open-economy transmit to import prices, inflation, and output is essential for assessing economic performance and the effectiveness of policy responses under varying institutional settings. A Dynamic Stochastic General Equilibrium (DSGE) framework can be used to assess exchange rate pass-through (ERPT) to inflation in two selected Arab countries, with a particular focus on the role of currency pricing behavior and monetary policy design. The model will explicitly incorporate alternative pricing regimes, such as producer currency pricing (PCP) and local currency pricing (LCP), which are especially relevant in the region given the widespread use of foreign currency invoicing (notably the US dollar and the euro). By endogenizing the exchange rate, prices, and policy responses, the framework allows for a structural assessment of how exchange rate shocks transmit to import prices, consumer inflation, and output under different institutional settings. Duties and Responsibilities: The consultant will use and calibrate the DSGE framework using country-specific data, enabling the analysis of short-run and medium-run exchange rate pass-through, as well as its dependence on the nature of shocks (monetary, external demand, commodity price, or risk-premium shocks). Policy experiments will be conducted to compare alternative monetary policy regimes, including inflation targeting, exchange rate smoothing, and hybrid rules, and to assess how improvements in policy credibility can mitigate inflationary pressures stemming from exchange rate movements. For oil-exporting economy, the framework need to be adapted to account for hydrocarbon revenues and fiscal buffers, while for non-oil economies it focuses on vulnerabilities related to external financing and import costs. The results of this work will provide actionable policy insights for central banks and economic authorities in the Arab region, particularly in the context of ongoing or planned monetary reforms. By clarifying the channels through which exchange rate movements affect inflation and by quantifying the role of currency pricing and policy responses, the project will support evidence-based decisions on exchange rate management, inflation control, and policy sequencing.<br> Qualifications/special skills<br>An advanced university degree (master’s degree or equivalent) in economics, econometrics or related field is required. Through an integrated approach that combines policy dialogue, analytical research, capacity-building, and digital innovation, ESCWA assists member States in mobilizing and managing financing across key sources, including domestic public resources, private investment, international development cooperation, trade and investment flows, and sustainable debt management. This work is aligned with global commitments, including the Seville Commitment, which underscores the importance of strengthening accountability and governance in financing development, as well as the mandates to address financing leakages as a key enabler of financing sustainable development. (paragraphs 29 (a) &amp; (c), 28 (e), and 33 (a)). Central to this work is the conduct of detailed diagnostics of the financing for development landscape, analysing the various sources of financing available to address five major financing rifts that continue to impede sustainable development in the Arab region: financing insolvencies, financing inequalities, fiscal space constraints, funding shortfalls, and debt-financing overhangs. In response, ESCWA advances regional cooperation on domestic resource mobilization, integrated financing solutions, diversifying sources of revenues and addressing leakages related to illicit financial flows and investment distortions. These efforts are complemented by policy recommendations and practical tools to support governments in improving revenue mobilization and financing strategies. In parallel, ESCWA has developed a forward-looking digital financing ecosystem composed of analytical and AI-powered tools that enable governments assess financing gaps, improve spending efficiency, optimize public spending, address illicit financial flows, strengthen multiple aspects of their financing strategies, enhance policy targeting, accelerate progress towards the SDGs, and design integrated financing strategies aligned with national development priorities. This ecosystem has received recognition at multiple institutional levels and has been endorsed under the Seville Platform of Action and recognized by DESA as a scalable, real-life application that can be adapted and replicated across countries and regions. Within this context, ESCWA seeks a consultant to provide support in the implementation of various FfD activities as detailed below. Duties and Responsibilities 1- Map productive linkages across pilot country/countries’ production base and financing structure to identify sectoral interdependencies, financing bottlenecks, and opportunities for higher-value economic transformation. 2- Estimate latent financing-space linkages by combining prospective structural configurations, visualization tools, and empirical signals of capability-space adjacency to identify feasible pathways for economic diversification and financing mobilization for blended finance while addressing resource leakages. 3- Construct and align a high-dimensional proximity matrix across the production universe, integrating relevant product, sectoral, industrial, and financing classification systems to enable comparable mapping of productive and financing linkages, identify tax- and trade-based leakage channels, and detect unrealized or suboptimally realized productive potential. 4- Normalize and validate the matrix to ensure connectivity, consistency, and suitability for modelling and network diagnostics. 5- Develop a structural scoring framework to assess relative feasibility, productive accessibility, and strategic positioning of diversified commodity-linked financing opportunities, while identifying products and sectors exposed to illicit financial flow risks. 6- Design and implement a Python-based analytical framework to query, harmonize, and transform relevant investment datasets into a standardized panel, supporting downstream empirical analysis and the identification of potential anomalies in investment patterns. 7- Apply data-driven analytical methods to identify patterns, groupings and relationships across sectors and products based on selected structural and operational characteristics. 8- Integrate Product-level production indicators to assess economic trends, identify priority areas, and highlight sector-focused policy support. 9- Develop and apply econometric models to assess structural feasibility, between proximate products across inter-connected products and sectors.
