<p><b>Objective</b></p><p><br></p><p>The primary objective of this consultancy is to provide capacity strengthening in Sphere Standards to partner staff, including programme, technical, MEAL, and management staff, through a participatory and context-appropriate workshop. The objective is to equip participants with practical skills in applying the Core Humanitarian Standard, Protection Principles, and Core Standards in the planning, implementation, and monitoring of humanitarian interventions relevant to their protection and advocacy work.</p><p><br></p><p>Scope of Work</p><p><br></p><p>Trócaire is seeking to contract an accredited Sphere training institute to deliver this training. Where no accredited institute is available or responsive in the Lebanese market, a certified individual Sphere trainer with proven regional experience and Sphere accreditation may be considered.</p><p><br></p><p>The consultant/institute should ensure that training facilitation methods are inclusive and account for the diverse needs of participants and of the populations affected by humanitarian response.</p><p><br></p><p>Material Development</p><p><br></p><p>Develop and submit a training session plan in line with this ToR and feedback gathered during the inception meeting.</p><p>Training Design</p><p><br></p><p>Design and deliver a 3-day joint training session for relevant partner staff and focal points. The training should be contextually relevant for Lebanon partners and interactive.</p><p>Propose a detailed training plan and methodology, including case studies and participatory methods, demonstrating how each session will engage participants, build practical skills, and relate to their real-world humanitarian interventions. Given the 3-day format, a full simulation exercise is not expected; practical examples and short applied exercises are sufficient.</p><p>Include appropriate evaluation tools to measure transferred knowledge pre- and post-training. Training material will be reviewed and signed off by Trócaire prior to the workshop.</p><p>Content Framework</p><p><br></p><p>Given the 3-day format, this training prioritises the Core Humanitarian Standard, Protection Principles, and the Core Standards over the Sphere Handbook's four technical chapters (WASH, Food Security and Nutrition, Shelter and Settlement, and Health), which fall outside this consortium's core programming areas and are not covered. The training should include the following:</p><p>Day 1: Humanitarian Principles and Accountability</p><p><br></p><p>Introduction to the humanitarian principles and the Humanitarian Charter</p><p>Overview of the Sphere Protection Principles, scoped to their application in humanitarian response and service delivery (do-no-harm, safety, dignity, and access)</p><p>Core Humanitarian Standard (CHS), including commitments and accountability to affected populations</p><p>Day 2: The Core Standards in Practice</p><p><br></p><p>Overview of the Sphere Handbook's structure and the Core Standards (the universal process standards on participation, coordination, targeting, and needs assessment/context analysis)</p><p>Applying the Core Standards in needs assessment, project design, and monitoring</p><p>Practical examples and short applied exercises linking the Core Standards to protection and advocacy programming</p><p>Day 3: Applying Learnings and Moving Forward</p><p><br></p><p>Practical challenges and opportunities in applying Sphere and CHS in current programmes; experience sharing across organisations</p><p>Integrating quality and accountability into routine activities</p><p>Partner application and action planning: each partner leaves with a short, specific action note for embedding CHS/Sphere standards into one current programme or process, to feed into the partner-specific section of the final report</p><p>Reporting and Documentation</p><p><br></p><p>Prepare and submit a final report detailing the activities conducted, key findings, recommendations, and outcomes of the consultancy, including learning points and questions raised by participants.</p><p>Deliverables</p><p><br></p><p>Training curriculum in line with partner priority needs, inclusive of proposed modalities, exercises, agenda, and evaluation tools.</p><p>Post-training consultancy report, including an overall summary and partner-specific analysis, covering activities, findings, outcomes, recommendations, and each partner's action note.</p><p>Timeline</p><p><br></p><p>The consultancy will span the following phases:</p><p><br></p><p>Inception Meeting</p><p>Material Development</p><p>Joint Training Session: 3 days</p><p>Training Report</p><p>Time should be factored in for Trócaire to review and comment on the report and other outputs, and for the consultant to make revisions based on Trócaire's feedback (approximately 2 days). <p><b>INTRODUCTION</b></p><p>The Women s Programs Association (WPA) is a non-profit non-governmental organization (NGO), legally registered with the Ministry of Interior and Municipalities since 2008. Its mission is to provide support to Palestinian refugee women and youth and other vulnerable groups in Lebanon to develop their capacities, realize their rights, and fulfill their needs. This is achieved through Protection, Education, Livelihood, and Humanitarian Assistance programs implemented in seven Palestinian refugee camps and surroundings throughout Lebanon. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts news technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Recently, many Arab countries started developing/updating their national plans and strategies to reflect the aspects of digital government transformation. The Environment Quality Authority (EQA) in Palestine requested the technical assistance of ESCWA to develop their digital transformation strategy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital strategy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Palestine related to digital transformation, innovation, digital technologies, and other related national development plans; 2. The country has experienced multiple shocks, including an economic and financial collapse, the COVID-19 pandemic, the Beirut Port explosion, and, most recently, an armed conflict lasting more than a year that caused extensive damage and losses. These developments led to a severe economic contraction, depreciation of the Lebanese pound, soaring inflation, fiscal imbalances, and a sharp decline in the real value of income, particularly affecting public-sector employees. As a result, state institutions have struggled to fulfil their mandates due to a lack of financial resources and a significant loss of skilled public-sector professionals. Against this backdrop, the country s capacity for evidence-based policymaking, regulation, and the delivery of national priorities has been severely constrained. The State continues to face major resource and capacity constraints in responding to the crisis, supporting post-conflict recovery, and addressing structural challenges. At the same time, there is limited visibility regarding development aid directed to Lebanon. Since the economic collapse in 2019, most donors have made funding conditional upon the implementation of broad reforms and progress towards an agreement with the International Monetary Fund. Consequently, only a small proportion of aid has been channelled through government systems. Most grants and loans remain off-budget, creating a disconnect between aid inflows and national public financial management systems. To address the implications of these crises, UNDP has been supporting the Government of Lebanon in restoring its core functions, resuming its role in service delivery, and implementing priority reforms. This support links traditional public administration, civil service, and policy reforms with a digital transformation process, with the ultimate objective of reactivating the social contract. In response, the Office of the Minister of State for Administrative Reform (OMSAR) launched Reinventing Government 2030 , one of Lebanon s most ambitious initiatives to modernize the State and rebuild citizens trust in public institutions. The reform vision is structured around the following three phases: Phase 1: Stakeholder Aspirations Listen, Analyse and Prepare OMSAR engaged thousands of stakeholders, including citizens, young people, members of the diaspora, civil servants, municipalities, civil society organizations, unions, media representatives, and political and religious leaders. Engagement took place through surveys, workshops, town hall meetings, and interviews. This participatory phase produced a unified vision and validated national reform aspirations. Phase 2: Blueprint Design for Government Restructuring This phase aims to reorganize ministries and public agencies by: • Redefining institutional mandates; • Eliminating fragmentation and duplicated functions; • Designing a Target Operating Model tailored to Lebanon; • Benchmarking against international governance models; and • Ensuring alignment with stakeholder aspirations and the future needs of the State. Phase 3: Full Implementation 2030 This phase will involve implementing the restructuring plan, introducing digital and process reforms, reskilling human capital, and establishing performance-based management across government institutions. Following the completion of Phase 1, OMSAR launched Phase 2 of the reform programme. Central to this phase is a baseline assessment of the current state of affairs within the Government of Lebanon. The reform design is set out in the Conceptual Framework, which provides the basic outline for the baseline assessment. It envisages a functional analysis of the Government of Lebanon across horizontal and vertical axes. The horizontal axis establishes four universal government functions: • National direction and policy setting; • Licensing and regulation; • Service delivery; and • Delivery oversight and surveillance. The vertical axis provides a thematic and sectoral classification of the governance model. In particular, it identifies seven clusters, 28 sectors, and approximately 120 subsectors in which the Government of Lebanon has competencies under existing legislation. This classification represents a consolidated list of sectors derived from six international classification systems, including those of the United Nations Classification of the Functions of Government, the Organisation for Economic Co-operation and Development, the World Bank, and S&P Global, as well as governance benchmarks from Rwanda and Singapore. Following several rounds of consultations with OMSAR, UNDP Lebanon developed and validated a methodology for conducting the baseline assessment in line with the priorities established in the Conceptual Framework. The methodology is based on a rigorous research design to ensure that data is collected from multiple sources. It includes four research methods, with each method designed to build upon the previous one and move the assessment from theoretical institutional mandates towards operational realities: • Desk research; • Surveys; • Key informant interviews; and • Focus groups and validation workshops. In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. Approaches to mainstreaming women's needs and priorities into policies and strategies, as well as in national institutions, have gained significant importance due to the immense changes witnessing in societies, particularly demographic dynamics, escalating economic and social challenges, climate change, and rapid technological advancement. Neglecting the adoption of systematic and deliberate government-led methods to verify the mainstreaming of women's needs and priorities into all policies and strategies and their empowerment exposes women to further marginalization, ignores their capabilities and potential, and misses significant opportunities for their effective contribution to economic and social development. The Government of Iraq has consistently affirmed that sustainable development can only be achieved if all segments of society contribute to it and benefit from its results and gains, especially the most vulnerable groups, primarily Iraqi women, who constitute half the population and play a pivotal role in building families and strengthening society. Based on this, and relying on the principle of citizenship stipulated in the 2005 Constitution of the Republic of Iraq, which guarantees equality between all Iraqi men and women without discrimination, and in accordance with Iraq Vision 2030 and the Sustainable Development Goals, the Ministry of Planning in Iraq, in cooperation with the National Department for Iraqi Women and all relevant stakeholders, is working on preparing a National Guide for mainstreaming women's needs and priorities into sectoral and local policies and strategies, with technical support from ESCWA. This guide is of great importance as it is the first national guide of its kind on mainstreaming women's needs and priorities and empowering them in policies and strategies, as well as in national institutions in Iraq, and it is relied upon to set clear mechanisms and standards for the mainstreaming process in the state's development plans, with the aim of enhancing women's economic, social, and political empowerment. It also holds special importance as it will be considered a reference document for all ministries and national institutions, providing guidance for the design and implementation of development policies, strategies, programs, and projects aimed at empowering women. Thereby, it contributes to advancing social justice by maximizing the effectiveness and impact of public spending programs. This guide specifically aims to: * Provide a unified national framework for the efforts of all national institutions to mainstream women's needs and priorities into development planning; * Ensure the systematic mainstreaming of women's needs and priorities in the design of policies, strategies, programs, and projects; * Enhance women's economic and social empowerment and their contribution to sustainable development; * Improve the efficiency of public resource allocation to achieve more inclusive and equitable development outcomes; * Support the achievement of the Sustainable Development Goals; * Encourage the use of data disaggregated by sex, age, and location in planning and policy-making; * Develop indicators to monitor and evaluate the impact of policies and programs aimed at enhancing social justice. This guide represents an important step in enhancing development planning to ensure women's equal access to positions, services, assets, and information. It provides planning teams and decision-makers in relevant ministries and institutions with a clear roadmap for mainstreaming women's needs and priorities into sustainable development planning. As a reference document, it is based on constitutional and legal frameworks and national strategies, translating them into practical and applicable mechanisms across all sectors. ## Objective and Methodology In this context, ESCWA seeks to contract an international consultant to support the implementation of this initiative in its four components, which are organizing a first national workshop, developing a national guide, designing and implementing a national capacity-building program, and organizing a final national workshop to disseminate the guidance document among ministries and relevant national stakeholders. ## Tasks and Responsibilities The consultant will be responsible for the following tasks: * Review relevant documents to understand the Ministry's mandate, its mode of operation, and the nature of its outputs; and rely on inputs provided by the national consultant provided by UN Women to review relevant national policies, strategies, and programs; * Assist in preparing and participating in a national workshop, which aims to develop a shared understanding among all stakeholders of the challenges the initiative seeks to address, the available potentials and resources that can be mobilized, and the coordination mechanisms necessary to advance social justice in sectoral and local policies and strategies; * Prepare a draft national guide that serves as a basis for a unified knowledge framework to support comprehensive, evidence-based development planning, and verify its validity in cooperation with the relevant teams from ESCWA, UN Women, and the Ministry of Planning in Iraq; * Prepare the final version of the guide based on the outcomes of the national workshop, and including feedback received from the working team; * Provide inputs for the design and implementation of a national capacity-building program aimed at strengthening the institutional and coordination mechanisms necessary to activate the mainstreaming of women's needs and priorities into sectoral and local policies and strategies. This contract is part of a joint initiative between ESCWA and UN Women, prepared and agreed upon in cooperation with the Ministry of Planning and the National Department for Iraqi Women, consisting of four interrelated components: (1) holding a national workshop with the aim of building a shared understanding among stakeholders regarding challenges, existing capacities, and coordination requirements; (2) preparing the National Guide; (3) developing a national capacity-building program and establishing an institutional mechanism for follow-up; and (4) holding a final national workshop to disseminate the guidance document among ministries and relevant national stakeholders.
