In 2026, the EQIE program supports 720 children in the second grade, across two governorates and three locations, helping them improve their foundational skills in Arabic reading and writing while also supporting their emotional well-being. The program additionally focuses on strengthening RTP implementing NGO partner Beit Atfal Somoud, primarily in capacity building staff and facilitators in play-based best practices for supporting children. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. These pressures have disproportionately affected persons with disabilities, who often experience multiple and intersecting forms of exclusion linked to income poverty, inaccessible services, discrimination, mobility constraints, unemployment, and difficult coping mechanisms. Recent evidence indicates that Palestine has made important strides toward strengthening a more inclusive social protection system, including through reforms of the National Cash Transfer Programme (NCTP) , the introduction in 2024 of rights-based social allowances for persons with severe disabilities and other vulnerable groups, strengthening of the Social Registry, and greater attention to disability-responsive policy frameworks . At the global level, the 2025 Amman-Berlin Declaration on Global Disability Inclusion reaffirmed that all development programmes should be inclusive of and accessible to persons with disabilities, while setting a target that at least 15 percent of country-level development programmes pursue disability inclusion as an explicit objective (“15 percent for the 15 percent”). It also reaffirmed meaningful participation of Organizations of Persons with Disabilities (OPDs) and alignment with the Convention on the Rights of Persons with Disabilities (CRPD) . Within this context, there is a strong need to generate robust evidence on the impact of social assistance on the lives of persons with disabilities in Palestine, including whether current forms of assistance are adequate, equitable, disability-responsive, gender-sensitive, and impactful in improving wellbeing, autonomy, inclusion, and resilience. To this end, the Palestinian Ministry of Social Development (MoSD) submitted a technical cooperation request to the United Nations Economic and Social Commission for Western Asia (ESCWA) to support the conduct of a study assessing, both quantitatively and qualitatively, the impact on approximately 15,000 persons with severe disabilities’ who were in 2024 enrolled into the social allowance component for this specific group, aiming to improve the following markers of social and economic wellbeing: - maintain an adequate standard of living by guaranteeing a minimum level of income, thereby - ensuring that their essential needs are met and that - inequality vis-à-vis other social groups is reduced This exercise will be contextualized with earlier assessments carried out by ESCWA’s Social Protection Team in 2023 during a technical advisory mission to the Ministry in Ramallah. During that mission, ESCWA experts applied the Social Protection Programme Rapid Assessment Framework (SPP RAF) developed by ESCWA to the database of National Cash Transfer Programme (NCTP) beneficiaries and applicants. In addition, the team reviewed the revised Proxy Means Test (PMT) formula to identify inclusion and exclusion errors, conducted a clustering analysis of beneficiaries, identified key gaps and needs, and proposed recommendations to enhance the efficiency and effectiveness of the programme. The study on the impact of Social Services on Persons with Disability on income and economic wellbeing will support national stakeholders, development partners, and disability rights advocates in identifying policy options to strengthen the rights of persons with disabilities including inclusive social protection and to ensure that no person with disability is left behind. Tasks - Duties and responsibilities The purpose of the assignment is to study, assess and analyze the impact of social allowance component and the procurement of social protection services from qualified service providers on persons with severe disabilities in Palestine, with particular attention to income security and maintaining a standard of living, guaranteeing that essential needs are met. As such a key outcome of the study will not only be to what extent the poverty gap of this group has been narrowed, but also how the income support provided ensured that the essential consumption and disability related needs of this group have been met by receiving the allowance. As such, the targeting accuracy and the adequacy of the benefit levels will be additional key outcome parameters of the impact study. Complementarily, the study will also aim to address related aspects like accessibility, gender equality, dignity, and thereby will identify recommendations for potential reforms of the allowance component. The study will provide the Government of Palestine and partners with a practical roadmap to transform existing social assistance into a more inclusive, adequate, rights-based and disability-responsive social protection system, aligned with national priorities and international commitments. The overall objective is to assess how social assistance (and cash assistance) contributes to improving the socio-economic well-being, inclusion, and realization of the rights of persons with disabilities in Palestine. The study shall also provide a comparative analysis between persons with disabilities who receive social assistance and those who are not covered by these programmes. It is also expected to focus on policy level reforms related to persons with disabilities. The study is expected to determine whether the programme has achieved stated objective(s), and if any adjustments are needed going forward, (especially given changing social/political/economic circumstances etc.). Thereby using the original policy objective of the programme as the study's guiding question. Specifically, the study will: • Analyse existing social assistance programmes available to Persons with Disabilities in Palestine, including cash transfers, disability allowances, in-kind support, emergency assistance, subsidies, case management, and referral systems as well as the procurement of social protection services from qualified service providers. Its potential spans from revolutionizing education and healthcare to streamlining government services and supporting small and medium enterprises (SMEs) in content generation and product design. As such, GenAI can play a pivotal role in national socio-economic development by driving innovation, improving service delivery, and creating new economic opportunities. However, this potential must be balanced with proactive governance to mitigate risks such as misinformation, bias, data misuse, and intellectual property infringement. To harness GenAI responsibly, it is critical for governments to develop and adopt comprehensive national guidelines that define ethical boundaries, promote safe and transparent use, and set standards for both public and private sector deployment. Such guidelines should address key areas including data quality and privacy, transparency of AI-generated content, human oversight, accountability mechanisms, and the responsible integration of GenAI into critical infrastructure and public services. A national framework provides clarity for developers, users, and regulators, ensuring that GenAI innovation aligns with national values, legal frameworks, and societal well-being. Several countries have already taken steps in this direction. In the Arab region, Saudi Arabia’s SDAIA (Saudi Data and AI Authority) has issued guidelines for GenAI ethics focusing on fairness, safety, and accountability. The UAE, through its Artificial Intelligence Office, is also advancing efforts to develop policy frameworks that include generative AI within broader ethical and governance strategies. Internationally, the United States released an amendment to the Executive Order on the Safe, Secure, and Trustworthy Development and Use of AI , which includes mandates for managing the risks of GenAI in areas such as deepfakes and cybersecurity. Meanwhile, the European Union (EU) has incorporated GenAI provisions into its landmark AI Act , setting requirements for transparency and labeling of AI-generated content. Establishing national guidelines for GenAI is not merely a regulatory exercise; it is a strategic enabler of innovation, public trust, and global competitiveness. With the right governance, countries can unlock the full value of GenAI while ensuring its development and use remain ethical, inclusive, and aligned with long-term national interests. The United Nations (UN) is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. Among its objectives , GDC aims to enhance the international governance of AI for the benefit of humanity. UN-ESCWA, through its technical cooperation program, is committed to provide technical assistance to its member states to boost national efforts towards the achievement of the 2030 Development Agenda. Recently, the Ministry of Digital Transformation and Modernization of Admin (MTNMA) in Mauritania requested UN-ESCWA’s assistance in developing the national guidelines of GenAI use. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the national GenAI Guidelines in Mauritania. Accountabilities</b></p><br><ul> <li>Lead, manage and develop a team of specialist investigators, setting and maintaining high professional standards for investigative planning, methodology, evidence assessment, recommendations and report writing.</li> <li>Create an environment where investigators can exercise independent professional judgement whilst maintaining robust quality assurance mechanisms and providing senior challenge where required to ensure decisions remain impartial, consistent and defensible to internal stakeholders and the communities we serve</li> <li>Maintain effective oversight of the grievance investigation caseload, ensuring concerns are handled swiftly, compliantly and proportionately and workloads are balanced whilst timelines are met, and emerging risks, delays, or barriers to progression are proactively addressed or escalated. </li> <li>Lead investigations into high risk grievances against senior leaders, ensuring they are addressed fairly, consistently and in accordance with SCI’s Safe and Respectful Working Environment Policy and Grievance Procedure. </li> <li>Ensure a person-centred approach throughout the investigation process, recognising the wellbeing, needs and rights of individuals affected by a concern and ensuring all parties are treated with dignity, fairness and respect. </li> <li>Build trusted relationships with senior leaders, Country Offices and functions including Risk, Legal, Safety and Security and the wider People team, navigating competing perspectives whilst aligning to confidentiality protocols and Skills</b></p><br><p><i><b>Essential</b></i></p><br><ol> <li>Substantial experience overseeing and/or conducting complex and sensitive investigations into grievances across multiple countries in which SCI operates.</li> <li>Demonstrable expertise and experience advising on relevant employment law and its application to case management in SCI’s operating contexts.</li> <li>Proven ability to lead, manage and develop a team, setting clear expectations for quality, timeliness and professional standards and providing effective technical supervision, coaching and quality assurance.</li> <li>Demonstrable experience managing a complex investigation caseload, effectively prioritising high-risk and sensitive concerns, monitoring progress against agreed timelines and proactively addressing barriers, delays and capacity constraints.</li> <li>Ability to exercise independent and balanced judgement to reach well-reasoned findings when dealing with sensitive employee relations concerns, including navigating conflicting evidence, complex stakeholder dynamics and matters involving significant organisational, legal or reputational risk.</li> <li>Highly developed interpersonal, listening and questioning skills, with the ability to build trust and engage sensitively and effectively with reporters, impacted individuals, subjects of concern, witnesses and other stakeholders throughout the investigation process.</li> <li>Significant experience applying continuous learning to continually innovate and improve existing ways of working, investigation frameworks, methodologies or quality assurance processes. </li> <li>Demonstrates strong cultural awareness and inclusive leadership, with the ability to recognise and adapt to cultural considerations and the implications of
