In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. In this context, and as part of its ongoing commitment to improving access to justice, UNDP seeks to recruit two (2) Medical Doctors specialized in psychiatry to support the Commission in processing the cases of prisoners seeking sentence reduction.

Scope of work, responsibilities and description of the proposed analytical work Under the overall guidance of the project's Chief Technical Advisor or Project Officer, and in close coordination with the Commission of Reduction of Sentences, the Medical Doctors will support the Commission across the different governorates, according to the Commission's geographic distribution of files, by assessing prisoners' medical condition before sentence-reduction decisions are issued.

To achieve this objective, the Consultants are expected to:

Assess prisoners' files from a medical and psychiatric perspective.

Draft and submit scientific reports to the Commission to inform its sentence-reduction decisions.

Provide the necessary medical opinion regarding the reduction of a prisoner's sentence based on their medical and psychiatric condition.

Provide expert opinion during deliberations on the impact and relevance of mental-health factors in specific cases.

Collaborate with the Commission on any other required tasks.

Expected outputs and deliverables The Consultants are expected to complete the tasks and activities described above and submit bi-monthly progress reports. Each Medical Doctor must assess a minimum of 20 cases every two months. The reports shall describe progress in assessing inmates' cases and provide disaggregation by type of case, gender, age, geographic location, and nationality.

Institutional arrangements

The work is expected to start upon contract signature.

The Consultant will work under the overall guidance of the designated UNDP focal point, in close coordination with the Commission of Reduction of Sentences and its President.

The Consultant will rely on their own means of communication and transportation. Transportation and communication costs should be included in the Consultant's financial offer.

All title rights, copyrights, and other rights in any material produced under the Terms of Reference will be vested exclusively in UNDP. Any public mention or appearance related to the activity must acknowledge UNDP's ownership and be coordinated with and approved by UNDP.

In the event of any delay, the Consultant shall inform UNDP promptly so that decisions and remedial action may be taken. Delays affecting collaborative work or the timely delivery of outputs may lead to termination of the contract.

UNDP reserves the right to commission additional inputs, reviews, or revisions as needed to ensure the quality and relevance of the work.

Duration of work The assigned duration for this consultancy is four (4) months, without exceeding five (5) working days per month. The assignment is expected to commence on 2 September 2026 and be completed by 2 January 2027.

Duty station The consultancy shall be home-based, with attendance at meetings at the Commission of Reduction of Sentences' headquarters and visits to prisons as required to assess inmates.

Desired Candidate Profile

STANDARD MINIMUM QUALIFICATIONS

Education A Doctor of Medicine degree with specialization in Psychiatry.

Experience At least four (4) years of professional experience in the medical psychiatric field, whether as a University Professor, practitioner, or in another relevant capacity in the psychiatric field.

Language Knowledge of Arabic is required. Arab women still lag behind in terms of political participation, labour force participation, equality and sex-based discrimination. In 2025, women’s labour force participation was 19 per cent in the Arab States, less than half the global average of 49 per cent, making it the lowest rate worldwide. Various factors can be attributed to the low economic participation of women in the Arab region, most important of which are the high involvement of women in unpaid care work and their weak involvement in entrepreneurship. In the Arab States, women carry out 80 to 90 percent of all unpaid care tasks and spend an average of 4.7 times more time than men on unpaid care tasks. If women continue to bear the brunt of unpaid care work, there is a serious risk that gender gaps widen and hard-won achievements in women’s socioeconomic empowerment are reversed. Addressing the available policies and legal frameworks is thus crucial to promote women’s economic empowerment in the region and build the resilience of women to future shocks. ESCWA supports its member States in promoting gender equality and the advancement of women at the legislative, policy and programmatic levels through the translation of global normative frameworks into region-specific actions within the areas of gender justice and the law, women, peace and security, women economic empowerment, care economy, and gender mainstreaming in national institutions. ESCWA supports member States in their efforts to reform care-related policies and develop new ones to promote women’s economic empowerment. Within the care economy workstream, ESCWA is currently working with Lebanon, Oman, Morocco and Tunisia, following an approach comprising the preparation of knowledge products and organization of capacity building workshops. ESCWA also supports several countries including Iraq, Lebanon, Mauritania and Morocco to strengthen gender mainstreaming in national institutions. Furthermore, ESCWA develops training packages and contributes to capacity-building efforts to transform knowledge, good practices and related skills into innovative online and in-person awareness-raising sessions and training programmes to support countries in developing national strategies, policies and action plans relevant to implementing and reviewing global commitments, including those under CEDAW and the Beijing Declaration and Platform for Action. Objective and methodology ESCWA seeks to hire a consultant to provide input and contributions to support the successful completion of several gender equality related outputs including: • National case studies mainly on unpaid care work and care economy; • National technical requests related to the advancement of gender equality; • National dialogues and meetings as well as capacity building workshops targeting various governmental entities in Arab States to support the reforms and development of policies; • Papers and knowledge products to explore concepts related to women’s economic empowerment in the region, gendered perspectives in recovery and reconstruction, and other women and gender-related concepts; • Regional meetings, consultations, and capacity building workshops to exchange experience and knowledge, disseminate the results and findings of prepared knowledge products and advocate for needed legal and policy reforms. Tasks and responsibilities The consultant will be responsible for the following tasks: - Desk review: Undertake necessary research and desk reviews on topics related to gender equality and women empowerment as required for the development and finalization of the gender equality related outputs; - Prepare necessary data collection tools including questionnaires for surveys and guides for interviews and focus groups; - Undertake analysis of data and other inputs; - Draft inputs following the set outlines for various outputs; - Prepare required inputs for the preparation and organization of meetings with relevant stakeholders. Supervision: The consultant will work under the direct supervision of Ms. Rouba ARJA, the Social Affairs Officer responsible for the women’s economic empowerment project, and the overall guidance of the Gender Justice, Population and Inclusive Development cluster leader.
Qualifications/special skills
A master's degree in social or economic or gender or anthropology studies or studies in related areas is required. Result of Service
The consultant will design a study that provides a blueprint for building the RTIS, including technical and institutional aspects.
Work Location
Remote
Expected duration
2 months
Duties and Responsibilities
Background and Objective The United Nations has proclaimed the Decade of Sustainable Transport 2026–2035 to accelerate a just, low-carbon, and inclusive transition in the transport sector. The Sustainable Transport Action Plan for the decade sets targets and indicators across domains including mobility, decarbonization, road safety, accessibility, resilience, and affordability. To track progress regionally and support member states in aligning national monitoring a Regional Transport Information System (RTIS) is required. This system will collect, harmonize, validate, and visualize transport data from multiple countries, enabling evidence-based policy dialogue and progress reporting against the Decade’s goals. Currently, transport data across the region is fragmented, non-comparable, and often inaccessible. No central mechanism exists to aggregate indicators relevant to the UN Decade’s targets (e.g., GHG emissions per passenger-km, share of active mobility, road fatalities, electric vehicle penetration). Objective The objective of this consultancy is to develop a comprehensive, actionable Feasibility Study and Implementation Roadmap for a Regional Transport Information System (RTIS) that enables member states and regional bodies to monitor, report, and benchmark progress on the Sustainable Transport Action Plan 2026–2035. Duties and Responsibilities The consultant will design a study that provides a blueprint for building the RTIS, including technical and institutional aspects. The consultant shall specifically design: A- Needs and Gap Assessment Map existing national transport data systems, indicators, and reporting cycles in the region. Identify gaps relative to the UN Decade’s monitoring framework (e.g., missing disaggregation by gender/age, lack of emissions data). B- Technical Architecture Design Propose a federated or centralized data model (including metadata standards, APIs, data sharing protocols). Define core indicators: minimum set for the Decade, plus optional expansion. Specify requirements for data validation, quality assurance, and interoperability with national systems. Recommend open-source or commercially available platforms (with cost-benefit comparison). C- Institutional and Governance Framework Define roles and responsibilities: regional hub, national focal points, technical working group. Propose data ownership, access rights, confidentiality, and data sharing agreements. Outline a capacity-building plan for member states. D- Implementation Roadmap Phased timeline with milestones, risks, and dependencies. Pilot testing approach (2–3 willing member states). Integration with existing UN frameworks (e.g., SDGs, Sendai Framework, Paris Agreement).
Qualifications/special skills
Master's degree in planning transport, data science, information systems, public policy, or related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of experience in transport data systems, regional integration projects, or M&E frameworks for sustainable transport is required. Understanding of the UN Decade of Sustainable Transport and global transport indicators (e.g., SLoCaT, ITF, WHO road safety) is desirable. Excellent writing skills is required.
Languages
English and French are the working languages of the United Nations secretariat and Arabic is a working language of ESCWA.
